1 17- Minutes Operating Reliability Subcommittee Florida Reliability Coordinating Council The Towers at Westshore 1408 N. Westshore Blvd. Suite 1002 Tampa, Florida The Operating Reliability Subcommittee (ORS) met on in Tampa, Florida. The meeting agenda and attendance list are affixed as Exhibits A and B, respectively. Administrative Items Chair Frank Koza presided and the secretary announced that a quorum was present. The secretary summarized the NERC Notice of Public Meeting and the NERC Antitrust Compliance Guidelines. Minutes The subcommittee approved the minutes of the November 18, 2010 meeting, as amended. Future Meetings The secretary reviewed proposed dates and locations of future subcommittee meetings. The subcommittee agreed to the following meeting dates and locations for 2011: 1. May 3, 2011 (RCWG) and May 4, 2011 (ORS) in Salt Lake City, Utah (hosted by WECC) 2. September 20, 2011 (RCWG) and September 21 22, 2011 (ORS) in Montreal, Quebec (hosted by HQ-TE) 3. November 15, 2011 (RCWG) and November 16 17, 2011 (ORS) (in Sacramento, California hosted by California ISO) Chair s Comments Chair Koza informed the subcommittee of the following: Village Blvd. Princeton, NJ

Draft Compliance Application Notice: Unavailability of NERC Tools NERC posted this draft compliance application notice on February 4, Comments are due by February 18, Chair Koza encouraged the subcommittee to review and comment on the draft notice. 2. Geomagnetic Disturbance Task Force Chair Koza reported that the Joint Steering Group formed the Geomagnetic Disturbance Task Force (GMDTF) in response to the Board of Trustees approval of the Critical Infrastructure Strategic Initiatives Coordinated Action Plan. Reliability coordinators reported that GMD messages are posted to the RCIS in accordance with the Geomagnetic Disturbance Reference Document. In addition, several subcommittee members noted the existence of internal processes and/or procedures to be followed in responding to solar magnetic disturbance events. Chair Koza, in his capacity as vice chair of the GMDTF, requested access to such policies or procedures. Reliability Plans Reliability Plan for the ERCOT Reliability Coordinator Reliability Area Vice Chair Colleen Frosch, ERCOT reliability coordinator, highlighted revisions to the Reliability Plan for the ERCOT Reliability Coordinator Reliability Area, Version 1.0, Rev 3, dated February 8, The revised plan addresses minor language changes, includes a Document Control section, and updates references. Don Shipley moved that the Operating Reliability Subcommittee endorses the revised Reliability Plan for the ERCOT Reliability Coordinator Reliability Area, Version 1.0, Rev 3, dated February 8, The subcommittee approved the motion. PJM RTO Reliability Plan Chair Koza provided an overview of the revised PJM RTO Reliability Plan, dated February 1, The revised plan addresses the termination of reliability coordination services to the OVEC balancing authority effective June 1, He noted that, while PJM is not aware of whom OVEC s future reliability coordinator will be, PJM stands ready to continue providing OVEC with reliability coordinator services in the event OVEC has not completed its transition to another reliability coordinator by June 1, Richard McCall moved that the Operating Reliability Subcommittee endorses the revised PJM RTO Reliability Plan, dated February 1, The subcommittee approved the motion. Midwest Independent Transmission System Operator Regional Transmission Organization Reliability Plan Michael McMullen summarized revisions to the Midwest Independent Transmission System Operator Regional Transmission Organization Reliability Plan, dated. The revised reliability plan reflects the First Energy local balancing authority exiting from the Midwest ISO balancing authority and the Midwest ISO reliability footprint, scheduled for June 1, 2011, and Cleveland Public Power exiting its Reliability Coordination Services Agreement with the Midwest ISO, scheduled for June 1, Don Shipley moved that the Operating Reliability 2

3 Subcommittee endorses the revised Midwest Independent Transmission System Operator Regional Transmission Organization Reliability Plan, dated. The subcommittee approved the motion. Don Shipley informed the subcommittee that SPP will modify its reliability plan due to the creation of a new balancing authority (City of Springfield, MO) within its reliability area. Chair Koza stated that the subcommittee s executive committee will review SPP s revised reliability plan, if asked to do so. He also noted that the reliability plans of VACAR-S, VACAR Region, and WECC are due for review in Roundtable Discussion: Definition of Bulk Electric System Chair Koza stated that in FERC Order 743, the Commission directed the ERO, through the ERO s Reliability Standards Development Process, to revise the definition (of Bulk Electric System) to address the Commission s technical concerns, as discussed fully below, and ensure that the definition encompasses all facilities necessary for operating an interconnected electric transmission network. The subcommittee reviewed commented drafted by NERC staff. During the ensuing discussion, the subcommittee noted: 1. NERC staff definition seemed to go too far into the distribution system. As a result, there could be a substantial effort to implement. 2. Too broad for use as a continent-wide definition. 3. NPCC has a BES definition; however, in one instance, a provincial regulator is attempting to tighten that definition. Chair Koza encouraged the subcommittee to follow the work of this standard drafting team and to provide comments. ACE Diversity Interchange Jim Castle reported that the ACE Diversity Interchange Task Force continues its efforts to finalize the ACE Diversity Interchange White Paper. Mr. Castle anticipates that the final version will be available for subcommittee review at its May 2011 meeting. BAL-004 Manual Time Error Correction Field Test Larry Kezele informed the subcommittee that the Standards Committee, at its October 2010 meeting, authorized the manual time error correction field test as proposed by the Balancing Authority Reliability-based Controls standard drafting team. At its December 2011 meeting, the Operating Committee tasked the Resources Subcommittee with developing an implementation plan. In addition, NERC staff is developing a communication plan, which will engage industry stakeholders in the roll-out of the field test. 3

4 TLR Timing Guidelines and the Impacts to Net Scheduled Interchange Michael McMullen stated that in order to ensure accurate net scheduled interchange in the balancing authority ACE equation the balancing authority shall include all interchange schedules with adjacent balancing authorities in the calculation of net scheduled interchange for the ACE equation (Requirement 9 of BAL-005). Furthermore, Mr. McMullen explained the need for TLRs to be acknowledged 15 minutes prior to the start time (10 minutes prior to the ramp) (Presentation 1). Although this is primarily a compliance issue, the subcommittee noted that for TLR 3B and TLR 5B, the timing defaults to 10 minutes. The 10 minutes includes TLR study time. Chair Koza directed the IDC Working Group to further address this issue and consider extending the default time to 20 minutes. Interchange Distribution Calculator Working Group Report Larry Kezele provided a brief overview of Interchange Distribution Calculator Working Group activities. 1. Chair and Vice Chair Mr. Kezele stated that Jim Busbin and Vic Howell resigned as chair and vice chair, respectively, of the IDC Working Group. He informed the subcommittee that the working group requests endorsement of Yasser Bahbaz (SPP), as chair, and Allan Watson (IESO), as vice chair. By consensus, the subcommittee approved these appointments. 2. IDC CO-310 (IDC Treatment of Tagged, Intra-Balancing Authority Transactions) Mr. Kezele reviewed the history and intent of implementing IDC CO-310. Don Shipley supported moving forward with the development of CO-310, since SPP is using an internal process to curtail intra-balancing authority transactions during TLR. Other subcommittee members supported moving forward as well. For equity reasons and because the work of the Coordinate Interchange standard drafting team may be placed on hold, the subcommittee requested that the IDCWG provide an in-depth review of CO-310 at its next meeting. 3. Merger of DFWG and IDCWG Mr. Kezele reported that the IDCWG and the Distribution Factor Working Group are considering merging. Michigan Ontario Phase Angle Regulators Tom Mallinger, MISO, reviewed the current status of installation and implementation of the Michigan Ontario phase angle regulators (Presentation 2). The MI-ONT PARs will help manage Lake Erie loop flows and are designed to align actual flows with scheduled flows on the interface. The PARs are expected to offset up to 600 MW of Lake Erie loop flow. Start-up of the MI-ONT PARs will not require any changes to the IDC. Before the PARs can be placed in service, MISO, IESO, and ITC will finalize the MI-ONT PARs operating instructions. In addition, the Interconnection Facility Agreement 4

5 between the asset owners must be updated and a revised Presidential Permit submitted to the Department of Energy. Chair Koza, as a representative of PJM, expressed PJM s concerns regarding flow equal schedule and the modeling of the PARs in the IDC. PJM and MISO continue to meet to resolve these issues. Parallel Flow Visualization Project Tom Mallinger, MISO, provided an overview of the parallel flow visualization project, also known as the generator-to-load project, beginning with the subcommittee s approval of a comprehensive parallel flow motion at its May 2009 meeting (Presentation 3). Mr. Mallinger reviewed the North American Energy Standards Board s role in the Gen-to-Load project, beginning with development of a mechanism that assigns priorities to GTL. In July 2010, the NAESB Business Practices Subcommittee approved an interim solution to address the subordinate treatment of firm service raised in a FERC Notice of Inquiry. The NAESB BPS continues to develop a permanent solution to replace the interim solution. Currently the IDC vendor is not receiving enough data to produce quality results; therefore, the vendor cannot conduct full load testing of the IDC hardware and software. The IDC Working Group estimates that most GTL data will be uploaded to the IDC by May 1, 2011, and the IDC vendor anticipates moving the PFV or GTL software from the development servers to the production servers at that time. Next steps for the parallel flow visualization project include: 1. NAESB BPS will continue to review the permanent solution. Depending upon which option is chosen, the permanent solution may not be available until late The NAESB BPS is developing a set of commercial metrics for the permanent solution to evaluate the option that is selected for use during the 12 to 18 month field test. 3. The ORS is tasked to develop a set of reliability metrics to demonstrate that the PFV project is an improvement over the NNL calculation before changing to the new software. The subcommittee discussed the need to obtain generator priority data from balancing authorities. Options include receiving the priority data directly from the balancing authorities or indirectly from the balancing authority s reliability coordinator. The NAESB BPS and the IDCWG will continue to review both options. The subcommittee decided the following: 1. Initiation of Field Test The 12 to 18 month field test will begin when the permanent solution is in place. 2. Reliability Metrics Mr. Mallinger suggested that the subcommittee approve the formation of a task group to develop interim and permanent solution metrics. 5

6 Representatives from SPP, PJM, VACAR-S, and NYISO will serve on the task force and Tom Mallinger will serve as its chair. 3. IDC Change Order to Implement the Permanent Solution The NAESB BPS and the IDCWG will draft an IDC change order to implement the permanent solution. This change order will be presented to the subcommittee for review and approval. 4. Generator Priorities NERC and the NAESB BPS will further explore options available to receiving generator priority data. Mr. Mallinger will attend the subcommittee s May 2011 meeting to explain the permanent solution option chosen by the NAESB BPS. Distribution Factors Working Group Report Larry Kezele provided a brief overview of Distribution Factor Working Group activities. 1. Chair and Vice Chair Mr. Kezele stated that Jim Busbin and Vic Howell resigned as chair and vice chair, respectively, of the Distribution Factor Working Group. He informed the subcommittee that the working group requests endorsement of Yasser Bahbaz (SPP), as chair, and Ben Taylor (TVA), as vice chair. By consensus, the subcommittee approved these appointments. 2. SMEPA Joint Ownership of Plum Point Generation The DFWG concluded that modeling SMEPA portion of the Plum Point Generation by a pseudo-tie with the SMEPA balancing authority will improve the accuracy of the NNL calculation. Yasser Bahbaz reported that this change has been made in the IDC model. 3. Merger of DFWG and IDCWG Mr. Kezele reported that the IDCWG and the Distribution Factor Working Group are considering merging. Data Exchange Working Group Report Larry Kezele provided a summary of working group activities, which included: 1. Reviewing the recommendations of the Real-time Tools Best Practices Task Force related to sharing of modeling information. The DEWG will continue its review at its next meeting. 2. SaskPower is not currently on NERCnet; however, as reported below, NERC and SaskPower are working to install a NERCnet node at SaskPower. 3. The DEWG continues to finalize its proposal to use NERCnet for transferring phasor data. The Telecommunications Working Group (TWG) supports this proposal. Telecommunications Working Group Report Michael McMullen reported that the SaskPower ISN node is being stood up. The necessary circuits have been ordered. 6

7 Merger of the RCWG and the ORS At its November 2010 meeting the subcommittee formed a task group (Jim Castle, Jim Hartwell, Wes Davis, and Don Shipley) to investigate the merger of the RCWG and the ORS and to draft a preliminary scope. Task group chair Don Shipley provided a detailed summary of the draft scope, which included its rational for each proposed revision. In general the draft scope was widely accepted, with the exception of the membership provisions. Several members voiced concern regarding the regional appointment of members and the potential impact that may have on current long serving members. Chair Koza thanked the task group for its efforts in drafting a preliminary scope and the subcommittee for participating in a very spirited discussion. He encouraged the task group to consider the comments made and to redraft the scope for further discussion at its next meeting. Next Meeting The next meeting of the Operating Reliability Subcommittee will be on May 5, 2011 at the WECC offices in Salt Lake City, Utah.
