The Principal Secretary was speaking at a meeting he convened to review the skill development in the livestock sector. The meeting was briefed about the present status of Skill Development Mission besides steps being taken to provide skill development to the concerned stakeholders. He said this while reviewing the power scenario in Bandipora district. The DC was speaking at a meeting convened here to take stock of essential services and supplies and stocks of essential commodities in the district. The DC said that sufficient quantities of fuel stocks have arrived in Kashmir and it was important that distribution and then provision was monitored in order to ensure judicious use of stocks. He said that each subscriber under the PM- SYM scheme shall receive minimum assured pension of Rs 3000/- per month after attaining the age of 60 years and in case the subscriber dies, the spouse of the beneficiary shall be entitled to receive 50% of the pension received by the beneficiary as family pension. Mirza said subscriber s contributions to PM-SYM shall be made through auto-debit facility from his/ her savings bank account/ JanDhan account and the subscriber is required to contribute the prescribed contribution amount from the age of joining PM-SYM till the age of 60 years. Haley, who has founded a new policy group 'Stand America Now' that will focus on how to keep the US safe, strong, and prosperous, wrote in an op-ed that when the US provides aid to nations, "it is more than fair to ask what the U.S. gets in return for our generosity" but instead Pakistan routinely opposed the US position at the UN on several issues. In 2017, Pakistan received nearly USD 1 billion in US foreign aid, the sixth most of any country. Much of the aid went to the Pakistani military. Some went for road, highway, and energy projects to assist the Pakistani people. On all key votes at the UN, Pakistan opposed the American position 76 per cent of the time. Much more troubling, Pakistan also has a long history of harbouring terrorists who have killed US troops in Afghanistan. The Trump Administration has already wisely restricted assistance to Pakistan, but there is much more to be done. Haley, who had stepped down as the US envoy to the UN at the end of last year, has previously strongly criticised Pakistan for continuing to harbour terrorists that turn around and kill American soldiers while taking billions of dollars in foreign aid from the US. In an interview to US magazine 'The Atlantic' in December, Haley had said the US did not need to give money to countries that wish harm to America, go behind its back and try and stop us from doing things. Palaniswami unveiled the structure, built an an estimated cost of Rs 2.52 crore, from the state Secretariat, in the company of his deputy O Panneerselvam and senior cabinet ministers. Jawaharlal Nehru, according to information, addressed a letter to the then President of India, Dr. Rajendra Prasad with a proposal that Article 35 should be amended. Article 35(A) was conceived without any legal or constitutional support. The impression given was that President of India shall amend any provision in the Constitution may it be Article 35 and exclude the citizens of India from its cover in any part of the country. It was one of the greatest tragedies of the time that the citizens of India in J&K were deprived of their Fundamental Rights enshrined in the Constitution of India from Article 12 to 35. The President had limited power under the Constitution to introduce any amendment etc. The President of India could only impose an Ordinance for six months. This amendment in Article 35 was not covered under Article 370 either. This amendment proposed by the President of India in May 1954 was valid only for six months. It was this amendment which deprived the residents of J&K (Citizens of India) of the entire batch of Fundamental Rights ranging from Article 12 to Article 35. This 35-A continues to be unconstitutional since then. This is sad and unfortunate that this country has so many historians, intellectuals, revolutionaries and unparallel thinkers yet none has cared or dared study the implications/ scope of this Ordinance issued by the President of India in May I call upon the academicians, lawyers, intellectuals, media and all those who believe in democracy and rule of law to study in-depth the reasons and the history buried under the grave of Article 35(A). This is Article 35(A) which has no constitutional standing nor it was even discussed, argued and debated in any House of Legislature of its validity. The greatest misfortune, I will be a tax of 20% for the income of more than Rs. 5 lakh to 10 lakh. On the investment of Rs. 5.6 lakh, there will be no tax. There is a defense budget of Rs. 5 lakh crore and so due importance has been given to defense expenditure and development. For one rank one pension scheme Rs crore have been earmarked in the budget estimates. This budget has given a push to the stock market and sensex has crossed Rs crore mark. The budget will give a measure relief to 3 crore government employees in the country. Along with the relief and sops for farmers, middle class, laborers etc the income from taxes will also increase substantially. The budget will lead to strong economy and will be able to fight the inflation as well. The pension scheme for the laborers is see is that this 35(A) which I call a draconian law under which I have personally suffered detentions for years in J&K without trial. My several friends, political colleagues have also suffered jails under illegal detentions. Why the present rulers as well as ex-rulers in the State of J&K have been supporting 35(A)? This is 35(A) which is born without parents and for the reasons to use detention laws against the genuine political activists in J&K. It has provided a naked sword to the Rulers of Jammu & Kashmir to crush the genuine voice of the people in J&K. This is unfortunate that 64% of the population in J&K is illiterate today. The power hungry politicians are using them to ensure that they shall continue to govern the innocent people in J&K by exploiting such matters which intend to promote the interest of the ruling parties. The wrath of the local Kashmiri leaders of NC & PDP who are shouting against Rule of Law is obvious power money. Who was the author of 35(A)? What was the mission behind Article 35-A whose womb this 35(A) was conceived in 1954? What effect it has on the innocent lawabiding citizens in J&K? Does this 35(A) stands as a wailing wall between the civil liberties and the citizens of India in J&K? What is the relevance of Fundamental Rights enshrined in the Constitution of India for the Indian citizens in J&K in the presence of Article 35(A)? Let us start a debate on this subject whether this is for the protection of Fundamental Rights of the Indian citizens in J&K or 35-A is naked sword in the hands of the undesirable ruling parties so that the innocent and democracy loving people shall not get the benefit of Fundamental Rights which every Indian except J&K has been enjoying since 1954 when 35-A was inserted in the Indian Constitution. The cash doles and sops announced by the officiating Finance Minister Piyush Goyal is no answer to the ills of the farmers as there should be some permanent solution for the farmers problems. The adhoc measures in the interim budget cannot ameliorate the lot of the farmers in distress. Egypt train crash, fire at central Cairo station kills 25 Cairo, feb 27 A speeding railcar crashed into a barrier at Cairo's main train station, causing its fuel tank to explode and triggering a huge fire that left at least 25 people dead on Wednesday, officials said. Railway officials said the train was speeding and collided head-on with the barrier. At least 47 people were also injured in the accident. Mohammed Said, the head of the Cairo Railroad hospital, said there are concerns the death toll could rise further following the blaze. Other officials spoke on condition of anonymity because they weren't authorized to speak to the media. Photographs from the station showed charred bodies lying on the platforms at the Ramsis station in downtown Cairo. Firefighters struggled to get the flames under control. Heavy black smoke rose into the sky as ambulances rushed to the scene. The Ramsis district is among the busiest and most crowded areas of the Egyptian capital. The state railway agency briefly halted all train traffic and ordered the evacuation of the station. Videos from surveillance cameras inside the station showed flames ravaging the station. Nepal's Tourism and Civil Aviation Minister Adhikari among seven killed in helicopter crash Kathmandu, feb 27 (PtI) Nepal's Tourism and Civil Aviation Minister Rabindra Adhikari and six others were killed when a private helicopter crashed in eastern Nepal's mountainous Taplejung district, according to a media report. Besides 39-year-old Tourism Minister Adhikari, the Air Dynasty helicopter was carrying Nepal's prominent aviation and hospitality entrepreneur Ang Tsering Sherpa, Prime Minister's personal aide Yubaraj Dahal, two officials of tourism ministry and a body guard of the minister. The helicopter caught fire after it hit Chuchche Dada hill in Taplejung district in the mountain region of northeast Nepal. All seven on board the helicopter, including pilot Captain Prabhakar KC, have been killed in crash, an Air Dynasty official was quoted as saying by the Himalayan Times. Moments after the chopper was reported missing, local residents in Pathibara area informed the police about a huge flame at the crash site. France, a permanent member of the Council with veto powers, is working on the proposal (to ban Azhar) and it should be ready soon, informed sources told PTI, adding that the proposal against the JeM chief could perhaps be moved in the Sanctions Committee under the French presidency. "France is focussed on bringing individual listing requests of JeM terrorists to the 1267 Sanctions Committee soon," they said. The Pakistan-based JeM claimed the responsibility of the heinous suicide attack in Jammu and Kashmir's Pulwama district on February 14 in which 40 Central Reserve Police Force (CRPF) personnel were killed, sparking outrage in India. Following the incident, India bombed and destroyed JeM's biggest training camp in Balakot in Pakistan's restive Khyber Pakhtunkhwa province, about 80-km from the Line of Control early Tuesday, killing a "very large number" of terrorists, trainers, senior commanders and groups of jihadis who were being trained for fidayeen action. The facility at Balakot was headed by Yousuf Azhar, the brother-in-law of the JeM chief. The proposal, when moved, will be the fourth such bid at the UN in the last 10 years to list Azhar as a global terrorist. In 2009, India had moved a proposal by itself to designate Azhar. This was followed in 2016 when India moved the proposal with the P3 - the United States, the United Kingdom and France - in the UN's 1267 Sanctions Committee to ban Azhar, also the mastermind of the attack on the air base party. At the start of the ICC's Chief Executives Committee (CEC) meeting, BCCI CEO Rahul Johri expressed India's concerns about the security of its players in the mega event which is scheduled to start May 30. "On behalf of the BCCI, Rahul Johri raised concerns for the safety and security of the Indian team, match officials and the Indian Fans, at the CEC Meeting," a senior BCCI official, privy to the development, told PTI. It is learnt that Johri told the CEC that the BCCI believes in the security being planned by the ICC and the England Cricket Board. "The ICC CEO David Richardson assured the BCCI that the ICC will ensure that everything is done to address the concerns raised," the official added. The discussion on security wasn't a part of the original agenda but on BCCI's insistence, it has been "minuted" by the global body. There have been statements from prominent India players such Harbhajan Singh and Sourav Ganguly, urging the BCCI to boycott the June 16 World Cup group league game against Pakistan in Manchester's Old Trafford after more than 40 CRPF personnel were killed in the Pulwama terror attack. 11 11 Art. 35 A, unconstitutional, anti fundamental rights needs real review : Prof. Bhim Singh The role of the Constituent Assembly of India came to an end on January 26, 1950 when Constitution of India was promulgated, except Jammu and Kashmir. Under special circumstances, may be, political compulsions, State of J&K was not brought under the cover of the Constitution of India as a whole. The Constituent Assembly of India inserted Article 370 in the neck of Indian Constitution for the reasons to be debated one day. Anyhow, Article 370 was brought as a temporary provision inside the Constitution of India. The Constituent Assembly had clearly debated under the Chairmanship of Dr. Bhimrao Ambedkar that the provision was only temporary and meant to be relaxed at appropriate time. Sad 70 years are over with Article 370. The consequences were sad and undesirable even unexpected for several reasons which shall be discussed by the intellectuals and thinkers someday. But, what happened in J&K following this temporary provision, say Article 370 which has not come to the expectation of the people of the country. A Constituent Assembly was framed in J&K under the leadership of Sheikh Mohd. Abdullah who was nominated as Prime Minister of J&K by the then ruler, Maharaja Hari Singh in The Maharaja was forced to migrate from J&K to Bombay. He remained in Bombay all his life and till he died in 1961 Bombay. His ashes were brought as he had desired to Jammu were immersed in the Tawi by his only son, Dr. Karan Singh, the then Sadar-e-Riyasat of J&K. Article 35(A) has to be viewed legally and constitutionally from different prospects. Article 35(A) was not created/implied by the Constituent Assembly nor it has been enacted by the Parliament of India. Article 35(A) is only from outside the scope of Chapter-III of Constitution of India relating with the Fundamental Rights enshrined for the citizens of India only. This amendment was introduced in May 1954 for political reasons, may be to find a way out to continue Sheikh Mohd. It was one of the greatest tragedies of the time that the citizens of India in J&K were deprived of their Fundamental Rights enshrined in the Constitution of India from Article 12 to 35. The President had limited power under the Constitution to introduce any amendment etc. The President of India could only impose an ordinance for six months. This amendment in Art. 35 was not covered under Art. 370 either. This amendment proposed by the President of India in May 1954 was valid only for six months. It was this amendment which deprived the residents of J&K (Citizens of India) of the entire batch of Fundamental Rights ranging from Art. 12 to Art. 35. This 35 A continues to be unconstitutional since then. This is sad and unfortunate that this country has so many historians, intellectuals, revolutionaries and unparallel thinkers yet none has cared or dared study the implications/scope of this Ordinance issued by the President of India in May I call upon the academicians, lawyers, intellectuals, media and all those who believe in democracy and rule of law to study indepth the reasons and the history buried under the grave of Article 35(A). This is Article 35(A) which has no constitutional standing nor it was even discussed, argued and debated in any House of Legislature its validity. The greatest misfortune, I see is that this 35(A) which I call a draconian law under which I have personally suffered detentions for years in J&K without trial. My several friends, political colleagues have also suffered jails under illegal detentions. Why the present rulers as well as ex-rulers in the State of J&K have been supporting 35(A)? This is 35(A) which is born without parents and for the reasons to use detention laws against the genuine political activists in J&K. It has provided a naked sword to the Rulers of Jammu & Kashmir to crush the genuine voice of the people in J&K. This is unfortunate that 64% of the population in J&K is illiterate today. The power hungry politicians are using them to ensure that they shall continue to govern the innocent people in J&K by exploiting such matters which intend to promote the interest of the ruling parties. Governor launches State Infrastructure Monitoring System-SIMS portal being funded through the Jammu Kashmir Infrastructure Development Finance Corporation (JKIDFC). Sh. "In that aerial engagement, one Pakistan Air Force fighter aircraft was shot down by a MiG 21 Bison of the Indian Air Force. The Pakistani aircraft was seen by ground forces falling from the sky on the Pakistan side. "In this engagement, we have unfortunately lost one MiG 21. The pilot is missing in action. Pakistan has claimed that he is in their custody. We are ascertaining the facts," he said. "The damaged section of the highway was restored with concreting and Granular sub-base (GSB) laying," Ramban Deputy Commissioner Showkat Aijaz Bhat said. The officials said the rest of the highway was already made traffic worthy on Tuesday after agencies concerned cleared the debris of the landslides at Moum Passi near Ramsu and several other places. The frequent closure of the highway over the past one month has led to shortage of fuel and other essential commodities in the valley. "The Indian Army retaliated for effect and our focused fire resulted in severe destruction to five posts and number of casualties to Pak army (along LoC in Rajouri and Poonch districts)," a defence PRO said. From 6:30 pm Tuesday, the Pakistani Army initiated unprovoked ceasefire violation by shelling with heavy calibre weaponry along the LoC out of frustration, he said. The Pakistani troops were also seen firing mortars and missiles from civilian houses, using villagers as human shields. However, the Indian Army targeted the Pakistani posts away from civilian areas, the PRO said, adding that this resulted in a "number of casualties" to Pak troopers. In exchange of fire, five soldiers of the Indian Army suffered minor injuries, out of which two of them were shifted to a military hospital for medical treatment. They are stable. Two jaish militants were killed in the ensuing gunfight. The officials said the slain militants were affiliated with proscribed Jaish-e-Mohammad. Govt brings 42 non-scheduled cancer drugs under price control The government said Wednesday it has brought 42 non-scheduled anti-cancer drugs under price control, capping trade margin at 30 per cent, which would reduce their retail prices by up to 85 per cent. The National Pharmaceutical Pricing Authority (NPPA) has invoked extraordinary powers in public interest, under Para 19 of the Drugs (Prices Control) Order, 2013 to bring 42 non-scheduled anti-cancer drugs under price control through trade margin rationalisation, an official release said. "Invoking paragraph 19 of DPCO, 2013, the government hereby puts a cap on trade margin of 30 per cent and directs manufacturers to fix their retail price based on price at first point of sale of product... of the non-scheduled formulations containing any of the 42 drugs," the Department of Pharmaceuticals (DOP) said in a notification. As per data available with NPPA, the MRP for 105 brands will be reduced up to 85 per cent entailing minimum saving of Rs 105 crore to consumers, it added. Currently, 57 anti-cancer drugs are under price control as scheduled formulations. Now 42 non-scheduled anti-cancer medicines have been selected for price regulation by restricting trade margin on the selling price (MRP) up to 30 per cent, the notification said. The apex court said the allegations made by the CBI were serious enough and it was the obligation on part of the agency to disclose full details of the alleged contempt committed by the shared goal of maintaining peace and security in the region, Pompeo said in a statement. I also spoke to Pakistani Foreign Minister Qureshi to underscore the priority of de-escalating current tensions by avoiding military action, and the urgency of Pakistan taking meaningful action against terrorist groups operating on its soil, Pompeo said. Saradha scam: SC asks CBI to file affidavit with details of contempt by West Bengal Police The Jammu and Kashmir administration Wednesday constituted a five-member committee for the upgradation of the State Emergency Operation Centre (SEOC), officials said. "Sanction is hereby accorded to the constitution of a committee regarding upgradation of the SEOC in Humhama, Kashmir," an order issued by General Administration Department (GAD) said. The committee would be headed by administrative secretary, information technology department and it will take necessary steps to upgrade the SEOC with communication equipment as required to enable it to function as a nerve centre for disaster preparedness and response activities in the state, the order said. It would take necessary steps to enable the SEOC to have live audiovisual and data connectivity with otherwise inaccessible and disaster prone areas, valley and mountain passes, the order added. The five-member panel would further take steps to upgrade the infrastructure of the existing SEOC so that it can then police commissioner. Asking the investigating agency to file the report within two weeks, the apex court posted the matter for March 26. The agency had moved the top court after developments in Kolkata on February 3, when its team probing the scam was allegedly held hostage when the officials went to question Kumar. In an affidavit submitted on Tuesday, the CBI alleged that in 2009, the Centre had warned West Bengal about the possibility of chit fund companies duping people but the state government took no action and allowed it to continue. The agency also pointed to a larger conspiracy behind the scam, and referred to two instances to buttress its 5-member committee constituted for upgradation of SEOC conveniently house the technological systems and the human resources managing them. It would also identify agency or agencies for execution of the project in a time bound manner after following due codal formalities and utilise funds placed at its disposal by the State Executive Committee of the State Disaster Management Authority for this Project in accordance with norms and guidelines.
