1 1 EAA Chapter241 NewsLetter October 2008 A publication by, for and about members of the Experimental Aircraft Association Chapter 241 November 2008 Meeting togethers (mini fly-ins/barbeques) on weekends and evenings. The next general meeting of EAA Chapter 241 will be held at 7:30 PM on Tuesday, November 11, 2008 at Uncle Chuck Faivre s barn located at 8242 S Malta Rd DeKalb, IL (Officer s meeting begins at 7:00, all members are welcome to attend as well) In preparation for our new home and its many possibilities we thought it would be a good time to survey the membership to determine the following. Uncle Chuck s is located on the south side of S Malta Rd., approximately ½ mile west of Annie Glidden Rd. (Map located later in Newsletter) The guest speaker for our November program is Jim Cunningham. He's an Associate Professor in the Library at Illinois State University in Normal, IL. He's also a former member of the NIU Flying Huskies He is building a Sonex, owns and flies an Arrow, and has published a biography of John Monnett. Be sure to join us! From the Editor By Kevin Frank As most of you know Chapter 241 is about to begin a new chapter in its history by relocating to a new home. Gene and Bonny Ruder have graciously offered to allow the Chapter to take up residence in a spacious workshop that is part of a hangar on their farm in Maple Park. This arrangement is almost ideal as it will allow the Chapter to establish a real workshop to not only hold monthly meetings in but will allow chapter members to utilize the shop to do work on their projects/planes. It will also be great for hosting educational airplane building and maintenance programs as part of the monthly meetings and will be an ideal for impromptu chapter get- How many active members are there? Their names, addresses, and phone #s Their pilot status (student, private, instrument, CFI ) What planes they own (flying or not) What projects they may be working on What special tools they may have (mag timing light, cylinder wrench, welding equipment ) And what special skills they may have (welder, fiberglass, fabric covering ) Armed with this information we can better determine what types of programs and projects we are equipped to offer. 2 2 Meeting Minutes: by President Harvey called the meeting to order 7:02PM Approval of the Minutes: Motion made to accept the Minutes from September meeting, approved by Dan Thurnau, Seconded by Ed Torbett. The motion passed. Treasurer s Report: Ed Torbett reviewed the current balances and reported that the chapter made approximately $375 from the Hinckley Breakfast. Communications: Tech. Councilor: Flight Advisor: Old Business: Trailer: Jim Reichard & Dan Thurnau Trailer were given the OK to purchase a trailer from out of state, etc. The Chapter will compensate them for gas, etc. Young Eagles: Next Young Eagles is scheduled for October 18 at DeKalb. Pilots and ground volunteers need to sign in, Jack Bennett and plan to be there. Rose May will contact members not present at meeting to determine who else will be able to participate. Rose will also contact Poplar Grove EAA for additional help if necessary. Flying Flea: The project no longer available. It was previously donated to Wings and Wheels Museum in Poplar Grove. New Business: Programs will continue as scheduled with ongoing monthly meetings. A request to change the meeting night from Tuesday to Monday was suggested due to scheduling issues with some members. Chapter Secretary will send an electronic survey to members to determine membership preferences. President requested Nomination Committee for President and Vice President. Dan Thurnau and volunteered to serve on committee. Then with a gentle tug of the controls, the wings bite into the wind and the ground drops away as your airplane climbs into the bright blue sky. Thanks to Jack Bennett,, and Mark Weber, seventeen children experienced the thrill of a general aviation flight on October 18. Dan Thurnau and Kevin Frank flew 25 children at our August Rally. No rally would be a success without the efforts of our ground crew: Alan Abel, Yvonne Clark, Dale Harvey, Tim Hunter, Ceil May,, Eva Schweitzer, Jim Schweitzer, Dan Thurnau and Ed Torbett. Thank you! Looking forward to 2009, we hope that a few more of our member pilots will be able to join us. We have a special Young Eagle rally planned for June 2009 for our local Boy Scout troops. The boys will camp out at the DeKalb Airport and enjoy a Young Eagle flight the next day. We ll also help them to earn their Boy Scout Aviation Merit Badge. We can use a lot of help to make this event a success. For those who fly Young Eagles on their own neighbors, grandchildren you can have the child s parents complete the Young Eagle registration form. Rose Ellen has extra registration forms, Certificates, and Young Eagle bracelets. 3 3 TSA Aviation Proposals Raise Civil Liberties Questions EAA and allies appeal for extension of comment period October 29, 2008 Upon receiving and reviewing a Notice of Proposed Rulemaking (NPRM) that the Transportation Security Administration issued today, EAA immediately objected to the posted public-comment period of only 60 days. The NPRM calls for sweeping new security requirements on the operation of all aircraft exceeding 12,500 pounds commercial and personal-use aircraft alike. Because of the onerous requirements and encroachment on personal freedoms suggested in the NPRM, EAA contends that the NPRM should have a comment period of no less than 120 days. Several allies, including Missouri Congressman Sam Graves, an active EAA member, have joined EAA in filing objections to the comment period's 60-day duration. "These proposed rules would have dramatic ramifications for aircraft operators," said Earl Lawrence, EAA vice president of industry and regulatory affairs. Furthermore, they raise serious questions in the areas of interstate commerce, government authority, civil liberties, and Constitutional rights. Rulemaking proposals that present the potential for such dramatic consequences require more than a mere 60 days for public to study and comment on them. The TSA's proposed rules would impose numerous requirements on the operators of these aircraft, even those operating the aircraft for private and personal use, including the following: The owner/operator must assign a security director to oversee flight operations. The security director must obtain TSA approval for the security program associated with every operation of the aircraft. The security program must be audited and approved by the TSA. The owner/operator must submit fingerprints of all flight-crew members to the TSA. The owner/operator must submit manifest for each flight to the TSA. a passenger "Once again we're seeing an unwarranted and unrealistic hyper-focus on airplanes as potential instruments of terror, when real-life experience shows that trucks, automobiles, and computers can pose equal, or even greater, threats. This is about our nation's ongoing struggle to strike the right balance between upholding the personal freedoms and rights that make our country great and taking the necessary steps to address and prevent legitimate threats to our security," Lawrence said. "We haven't seen undue restrictions on the use of trucks, for example, because there's an understanding that these are important to interstate commerce and the personal freedom to move persons and objects about the country. We need to foster the same understanding when it comes to the role of personal aircraft in our society," Lawrence said.
