12 VIRGINIA STATEWIDE ELECTED OFFICIALS Dear Fellow Virginians: Robert F. McDonnell, Governor Term: Assuring that all Virginians enjoy the benefits of reliable and affordable energy is as important today as it was when our rural citizens banded together with their neighbors to form electric cooperatives over 70 years ago. From the Eastern Shore to the Blue Ridge Mountains, from the suburbs of Washington, D.C., to the green fields of Southside and from Tidewater to the Cumberland Gap, more than two million Virginians depend on their member-owned not-for-profit electric co-ops to light and heat their homes, farms, schools and communities and to power the businesses and industries that provide the jobs that strengthen our state economy. I look forward to continue working in partnership with Virginia s electric cooperatives to meet our growing demand for energy by utilizing traditional, alternative and renewable resources while encouraging conservation and efficiencies to help achieve our stated goal of making Virginia the Energy Capital of the East Coast. As Virginians, each of us has a vital role and duty to help those of us in government to determine the best policies to keep our lights on, our air clean and citizens working. I encourage you to participate in these efforts by helping us propose and enact energy legislation that encourages job creation, reduces our dependence on foreign sources and preserves our environment. This 2011 Virginia Legislative Guide is an excellent resource to make it easier for you to contact my office, your Lieutenant-Governor, your Attorney General and your state legislators. I commend the Virginia, Maryland & Delaware Association of Electric Cooperatives and Virginia s 13 locally-owned electric cooperatives for publishing it and making it available to you and your fellow cooperative members. May the electric cooperatives of Virginia and their consumer-members continue to be an inspiration to all of us as they pursue their dedicated and successful mission of service to our Commonwealth throughout this year and for the decades to come. 16 VIRGINIA S ELECTRIC COOPERATIVES Electric cooperatives provide safe and reliable electric service to both rural and suburban areas throughout the Commonwealth. Virginia s 13 consumer-owned electric cooperatives provide electricity to over 490,000 meters serving more than a million of the citizens of the Com monwealth residing in 68 of 95 counties. Electric cooperatives are not-for-profit organizations with revenues in excess of expenses being returned to their consumers. Electric cooperatives and their members are major taxpayers in the state and pay tens of millions in state and local taxes each year. Members of cooperative boards of directors are elected by their consumerowners. These elected representatives of the co-op membership are responsible for seeing that the cooperative is efficiently and effectively operated and maintained. The distribution cooperatives are public service companies and are regulated by the Virginia State Corporation Commission. Electric cooperatives have a strong commitment to their communities and support, among many other things, educational opportunities for area youth. Over 1,000 Virginia youths have been sent to Rich - mond and Wash ington, DC, on week-long legislative education trips sponsored by the electric cooperatives. This legislative guide helps fulfill the cooperatives educational mission by informing consumers about legislators and the legislative process. Old Dominion Electric Cooperative is the wholesale power supplier to nine of the state s 13 electric cooperatives and one Maryland and one Delaware cooperative. Old Dominion owns 11.6 percent of the North Anna Nuclear Power Station and owns half of the $1.2 billion coal-fired Clover Power Station in Halifax County. Old Dominion also owns three combustion-turbine power plants, one in Mary - land and two in Virginia. The electric cooperatives are committed to providing environmentally sound energy. Over $350 million of the cost of the Clover Power Station was for environmental safeguards. Old Domin ion operates an energy conservation program in partnership with its members that can reduce peak loads by more than 10 percent. With this publication, and through strong local efforts, Virginia s 13 electric cooperatives are continuing to work to serve their consumer-owners.
