Executive Director Overview First 5 Yolo Children and Families Commission held a regularly scheduled meeting on January 10, 2018 from 3:00-5:00PM at. First 5 Yolo, 502 Mace Blvd. Ste. 15, Davis, CA Additional Information The next regularly Commission meeting will be held March 11, 2017 at West Sacramento TBD location from 3:00-5:00PM. Action Requested Approve minutes as submitted or propose edits.

4 FIRST 5 YOLO Commission Meeting Minutes January 10, 2018 The First 5 Yolo Children and Families Commission met on the 10th day of January, 2018 at First 5 Yolo located at 502 Mace Blvd. Ste. 11, Davis, CA at 3:00 p.m. Commissioners in Attendance: Jim Provenza, Francisco Castillo, Sally Brown, Jill Cook, Jesse Ortiz, Sue Heitman, Jenn Rexroad, and Heidy Kellison Staff in Attendance: Gina Daleiden, Lauren Adams, and Victoria Zimmerle Public in Attendance: Justine Jimenez and Kristi Koumijian Item #1: Call to order J. Provenza called the meeting to order at 3:06 p.m. Item #2: Roll Call Absent: Nichole Arnold Item #3: Approval of Agenda Approved Chair: J. Provenza deemed it approved. Item #4: State of Conflict and Recusal None. Item #5: Public Comment J. Provenza welcomed those in attendance and invited the public to address the Commission on any item not on the agenda. Public comment: None Item # 6: Updates and Announcements from the Chair Chair Provenza reported that the Board of Supervisors approved a general tax on cannabis to be placed on the June 2018 ballot. The land use ordinance is proceeding, which includes development agreement pilot projects. In addition, the Board of Supervisors will continue community outreach. The starting tax rate of 4% of gross revenue (projected to generate roughly $5 to 6 million a year) is to be used for general county services and to mitigate the issues that arise from the new industry in the county. Early childhood prevention and intervention will be listed among general county services that could be supported by the new revenue. Item # 7-10 Consent Agenda 7. Approve 12/13/17 Commission Meeting Minutes 8. Adopt February and March 2018 Commission Calendar 9. Receive Sponsorship Fund Allocation Report (FIMR Kick Count Magnets) 10. Approve Revised First 5 Yolo Logo to Improve Alignment with the First 5 Network Approve consent agenda items MOTION: J. Cook SECOND: J. Ortiz Motion carries unanimously

5 Item #11: Public Hearing: Receive First 5 Yolo Annual Local Evaluation Report Per Statute, First 5 holds public hearings prior to adopting annual audits and reports. The Local Evaluation Report is an annual report summarizing the evaluation of funded programs and services. First 5 Yolo contracts with Harder+Company Community Research to provide local evaluation assistance. Harder+Company works with staff and funded partners on program level evaluation data collection, performance measures, and analysis. Harder+Company and First 5 Yolo staff work together to summarize overall agency results as well as individual program highlights for each fiscal year. As part of their contract, Harder+Company provides The Commission with a written Local Evaluation Report and presentation on the impact of First 5 Yolo investments near the beginning of each calendar year. Kristi Koumijian of Harder+Co presented the highlights from the FY 16/17 evaluation outcomes for First 5 Yolo funded program. Commissioners asked questions and discussed. S. Brown requested adding to the appendix, in the future, a table with program name, level of funding, and total number served. G. Daleiden will work with Harder+Co to add the requested information. OPEN PUBLIC HEARING at 4:09pm. Chair Provenza opened the Public Hearing. No Public Comments. CLOSED PUBLIC HEARING at 4:10pm. Item 12: Adopt Local Evaluation Report No Further Comments from Commissioners. Adopt Local Evaluation Report for FY 16/17 MOTION: S. Heitman SECOND: J. Cook Motion carries unanimously Item #13: Strategic Plan Retreat Preparation G. Daleiden reminded Commissioners that the Strategic Planning Retreat will be February 7, 2018 at the El Macero County Club (at no charge to First 5 Yolo for facilities use). She explained that today s preparation with Vanessa Errecarte facilitating will not address decisions on strategies to be funded, as that will be the focus of work at the retreat and in the coming weeks and months leading to final adoption of a new Strategic Plan in June Vanessa Errecarte, from Erreco Strategies then facilitated an exercise with Commissioners about perceptions of the role of First 5 and thoughts on the intent of the work of First 5 Yolo. Received Presentation from Vanessa Errecarte of ERRECO Strategies Presentation and held discussion on perceptions of purpose of First 5 and work of First 5 Yolo from Commissioner s perspective.

6 Item #14: Executive Directors Report Will update via on necessary items, due to time constraints. Item # 15: Receive Reports from Commissioners None Item #15: Adjournment The meeting was adjourned at 5:14 p.m. by Vice Chair S. Heitman. The Commission will next be meeting for the First 5 Yolo Strategic Planning Retreat that will be held February 7, 2018 from 10am- 3pm at El Macero County Club located at Clubhouse Dr, El Macero, CA The next regular Commission Meeting will be March 14, 2018 from 3-5pm in West Sacramento in a location TBD.

7 First 5 Yolo Children and Families Commission Agenda Item Cover Sheet Agenda Item #5 2/7/18 Attachments Agenda Item- Strategic Planning Retreat Workshop Background First 5 Statute requires all local commissions to approve a strategic plan to guide the organization, and requires annual updates to this plan. First 5 Yolo is in a strategic planning year, as the current Strategic Plan ends June 30, The Commission is moving through the multiple step process of planning, anticipating final adoption of a new Strategic Plan in June Executive Director Overview This item will cover the Commission workshop portion of the agenda. Facilitator Vanessa Errecarte and First 5 Yolo Executive Director will lead the Commission through the following: Welcome and Introductions Opening Exercise: What are the 3 biggest challenges you see for children and families in Yolo County? Overview Presentation and Commissioner Comments: First 5 Yolo Who Are We and Why Is Our Mission Critical? Learning Together: Data Sharing, Heckman Curve, and Example Strategies for Early Childhood Prevention and Intervention and Strengthening of Systems/Continuum of Care Reflections on Data and Direction for First 5 Yolo Discussion: On The Horizon New Revenue Potential and Leveraging Opportunities Facilitated Discussion and Exploration: Investment Strategies Then and Now Direction on Working Strategic Plan, and Development of Strategies and Investment Plan, to Return to Commission for Future Approval Additional Information There will be a short lunch break at around Noon. Retreat meeting is expected to conclude by 3PM. Action Requested Participate in retreat meeting, give direction and/or take action on items as appropriate.

8 First 5 Yolo Children and Families Commission Agenda Item Cover Sheet Agenda Item #6 2/7/18 Attachments Agenda Item- Receive Update on Potential Outside Funding and Authorize Executive Director to Leverage Unallocated, One-Time FY16/17 Program Dollars Background The Yolo County Board of Supervisors, through the adoption of County Code Title 2, Chapter 2, Article 33, created the Yolo County Children and Families Commission (First 5 Yolo) pursuant to California Health and Safety Code Section As an agency of the County with certain independent authority, First 5 Yolo may accept funding donations. The Commission voted earlier this year to affirm the desire to welcome private donations. Executive Director Overview A private company has approached First 5 Yolo with the potential offer of a yet-to-bedetermined donation. From initial conversations with company representatives, this donation is likely to be targeted to a specific program or purpose of First 5 Yolo. This purpose, however, has not yet been selected. Depending on the nature of the program and the level of investment, the opportunity for impact may be expanded by leveraging a limited amount of First 5 Yolo dollars. This will not necessarily be required, but this item is a place holder on the Commission s agenda should there be a reason to consider. There are unallocated program dollars ($40,636) currently available in the FY17/18 budget. As this item is still unfolding, more information is expected to be available at the meeting. Additional Information This investment is a one-time commitment. Action Requested Receive update and authorize Executive Director to leverage unallocated, one-time program dollars in some amount, as Commission deems appropriate.
