1 AT A JOINT MEETING OF THE GLOUCESTER COUNTY BOARD OF SUPERVISORS, AND THE ECONOMIC DEVELOPMENT AUTHORITY HELD ON TUESDAY, JUNE 23, 2015, 8:30 A.M., 6489 MAIN STREET, PARKS, RECREATION AND TOURISM CONFERENCE ROOM, GLOUCESTER, VIRGINIA: CALL TO ORDER: Mr. Chriscoe called the meeting to order. ROLL CALL: Mr. Wanner, Interim County Administrator took roll call for the Board of Supervisors. THERE WERE PRESENT: Ashley C. Chriscoe, Chair; John C. Meyer, Jr., Vice Chair; Phillip N. Bazzani (arrived at 9:00 a.m.), Christopher A. Chris Hutson, Andrew Andy James, Jr., Robert J. JJ Orth, Michael R. Mike Winebarger THERE WERE ABSENT: None ROLL CALL: Ms. Linda Evans, Clerk, took roll call for the Economic Development Authority. THERE WERE PRESENT: Mr. David N. Meeker, Chair; Mr. Rudolph Rudy Heinatz, Secretary; Mr. Evan B. VanLeeuwen, Treasurer; Ms. Makalia Records (left at 9:00 a.m.), Mr. Christian Buddy Rilee THERE WERE ABSENT: Mr. Mac Houtz ALSO IN ATTENDANCE: The Honorable Keith Hodges, Delegate 98 th District; Sanford B. Wanner, Interim County Administrator; Sherry Spring, Director of Economic Development; Mr. Neal Barber, President of Community Futures; Ms. Liz Povar, Vice President of Business Expansion, Virginia Economic Development Partnership; Garrey Curry, Assistant County Administrator for Community Development; Anne Ducey-Ortiz, Planning Director, Carol Steel, Parks, Recreation and Tourism Director INTRODUCTIONS AND PROGRAM Following introductions, Mr. Chriscoe turned the meeting over to Mr. Neal Barber, meeting facilitator. Mr. Barber indicated that he was tasked with facilitating the development of a shared vision of the Board of Supervisors (BOS) and Economic Development Authority (EDA). Strategic Economic Goals discussed included countywide broadband, expansion of water and sewer, quicker and easier permitting processes, and a focus on aquaculture and agriculture business development. Mr. Barber indicated that research points to the following seven characteristics of successful communities: 1) Strategic Thinking and Actions 2) Continuous Development of Leaders 3) Wise Use of Resources 4) Honor For and Of the Past 5) A Strong Sense of Place 6) Organized for Action 7) The Emphasis of Quality in Promoting Business and Community Life

2 Page 2 Joint Meeting BOS/EDA June 23, 2015 Meeting Minutes Groups were formed to discuss what Gloucester would look like in ten years. The following came from the discussion: Increased Tourism (state park, better access to water) Agribusiness and Aquaculture Quality Schools Challenges identified were: Lack of Broadband Access Transportation (Public) Aging Population Lack of Water Access Lack of Product (Land, Shell Buildings) Lack of School Accreditation Target industry sectors desired for Gloucester were identified as: Aquaculture Wineries/Breweries Big Box Retail Pub Regional Restaurant Chains Light Industry Distribution Centers Health Care Objectives for the next 3 years were discussed. Mr. Barber indicated that they should be SMART Objectives. S Strategic and Specific M Measurable A Attainable R Results Oriented T Time Bound Objectives identified were: Land and Shell Buildings Broadband Expansion Branding of the County Establish Business Incentives Provide Incubators for Transitioning Small Businesses There was a consensus that the SMART Objectives could be attainable in the next fiscal year.

3 Page 3 Joint Meeting BOS/EDA June 23, 2015 Meeting Minutes Mr. Barber indicated that ideas from the meeting would be placed in document format for future discussions. Supervisor Meyer suggested that Mr. Barber include a suggested course of action. CLOSED MEETING - SECTION (A)(3) OF THE CODE OF VIRGINIA On a motion made by Mr. Hutson, seconded by Mr. James, and carried by a unanimous roll call vote, the Board of Supervisors convened in closed meeting. On a motion made by Mr. Meeker, seconded by Mr. Heinatz, and carried by a unanimous roll call vote, the Economic Development Authority convened in closed meeting. (see attached resolution) RETURN TO OPEN MEETING SECTION (D) OF THE CODE OF VIRGINIA On a motion made by Mr. Hutson, seconded by Mr. James, and carried by a unanimous roll call vote, the Board of Supervisors returned to open meeting. On a motion made by Mr. Meeker, seconded by Mr. Heinatz, and carried by a unanimous roll call vote, the Economic Development Authority returned to open meeting. (see attached resolution) ADJOURNMENT On a motion made by Mr. Hutson, seconded by Mr. Meyer, and carried by a unanimous voice vote, the Board of Supervisors meeting adjourned at 12:51 p.m. On a motion made by Mr. Meeker, seconded by Mr. VanLeeuwen, and carried by a unanimous voice vote, the June 23, 2015 Joint Meeting with the Board of Supervisors and the Economic Development Authority adjourned subsequently.
