The results of the call are summarized on the next page and full biographical materials submitted by the candidates begin on the page following. It is important to recognize that the role of the Committee is to review credentials and prepare this report. It is not the role of the Committee to recommend any one nomination. We are to ensure nominations are complete and according to policies and procedures. Further nominations can be received at the Convention following the procedures set out in the Appendix. Please contact me if there is any aspect of the procedures that you would like clarified.

5 President Councillor Sav Dhaliwal City of Burnaby I was first elected councillor in the City of Burnaby in 2002 and am now carrying out my fourth consecutive term. I have served as chair of the Burnaby Parks, Recreation and Culture Commission and the Traffic Safety Committee since Regionally, I have served on the Board of Metro Vancouver since December 2008 where I am currently a member of the Regional Culture Committee and the Environment and Parks Committee. I also served as a board member, including as president, of the Lower Mainland Local Government Association for six years. At the provincial level, I have been a member of the UBCM Executive for the past four years. Currently, as your 1st vice president, I have the honour of serving: on the Presidents Committee; as chair of the Convention Committee; as a member of the Resolutions Committee; and on the BC RCMP Contract Management Committee. Nationally, I have been a member of several standing committees of the Federation of Canadian Municipalities (FCM) since I am honoured to represent British Columbia as one of the eight directors on the FCM Board. I believe my extensive participation and experience at the regional, provincial and national level has afforded me the opportunity to develop both personally and professionally. I am now putting my name forward for the position of President of UBCM and respectfully ask you for your support. 6 First Vice-President Director Al Richmond Cariboo Regional District Chair Al Richmond was first elected to the Cariboo Regional District (CRD) in He has served for six consecutive three-year terms, representing Electoral Area G in the South Cariboo. In 2011 he was re-elected to the CRD Board and is currently enjoying his sixth term as the CRD Chair. Before becoming Chair, he served as the Cariboo Chilcotin Regional Hospital District Chair from 1999 to January 2009, prior to which he served three years as Vice-Chair. In 2008, Chair Richmond was elected to the UBCM Executive as the Electoral Area representative and served in that capacity until being elected Third Vice-President during the 2012 UBCM convention. At the 2013 Convention he was elected Second Vice-President. Al currently serves on a number of committees on the UBCM Executive including: Chair, UBCM Healthy Communities Committee Member, Presidents Committee and First Nations Relations Committee Chair, Emergency Medical Assistants Education Fund Advisory Committee Co-Chair, UBCM Select Committee on Local Government Finance UBCM representative on the Fire Chiefs Association of BC Board of Directors; and Provincial Fire Services Advisory Board Previous UBCM appointments included Chair of the Small Water Systems Working Group and Co- Chair of the Regional Hospital Cost Share Review Committee. Since 2003, Al has represented the CRD as a member of the Municipal Finance Authority and was elected to the Board of Trustees in 2009 and is currently serving his sixth year as a Trustee. Al believes that UBCM must be an aggressive, yet diplomatic advocate for our communities. As First Vice-President he hopes to continue to advance the important files UBCM has been given by its membership by being persistent and using a common sense approach to achieve results.

7 Second Vice-President Councillor Claire Moglove City of Campbell River Born in Winnipeg, Manitoba, I graduated from the University of Manitoba Law School in After articling in Vancouver, I opened my law practice in the South Granville area of the city. In 1992 I relocated my practice to Campbell River and I have lived in Campbell River since that time. I was elected to Campbell River City Council in 2008 and re-elected in Professional Background: My law practice focuses on Family Law, Mediation and Collaborative Law. In 1998 I eliminated litigation from my law practice and I devote my time and skills to mediation, negotiation and collaborative law. Community Involvement (past and present): Volunteer coordinator for the Relay for Life and Terry Fox Run; Board member for the Campbell River Museum; Organizing committees for various sporting events (triathlons and running events); President of the Strathcona Triathlon Club; Member of the Business and Professional Women s Network; Council/Board Experience Third year as Chair of the Comox-Strathcona Regional Hospital Board; City representative at the Strathcona Regional District, Strathcona Gardens Commission (until 2012) and the Comox-Strathcona Regional Solid Waste Board; Council liaison to Rivercorp, the city s Economic Development corporation and the city s Advisory, Planning and Environment Commission; Elected to the executive of AVICC in 2011, re-elected in 2012, 2013 and 2014; UBCM Experience Appointed to the UBCM Executive in January of 2012; Member of the Presidents Committee, Resolutions Committee and the First Nations Relations Committee; It would be my honour to serve as your 2nd vice president. I strongly believe in the purpose and strength of UBCM as the advocacy voice for local governments.

8 Third Vice-President Councillor Murry Krause City of Prince George Murry Krause has been engaged in community and social justice work for over 40 years. He is hard working, informed, outspoken and a strong advocate. Murry was elected to Prince George City Council from November 1996 to 1999 and again from 2002 to the present. He has chaired the Intercultural Committee, Heritage Commission, and the Finance & Audit Committee. He currently Chairs the Homelessness and Affordable Housing Committee, Prince George s 100th Anniversary Committee; serves on the Finance and Audit Committee, and is a City of Prince George representative on the Regional District of Fraser Fort George. Murry is a Past President of the NCLGA and was their representative on the 2008/09 UBCM Executive. He was elected as a Director at Large in the fall of 2009 and was assigned the role of Chair of the First Nations Relations Committee and a member of the Healthy Communities Committee. Murry is currently the Executive Director of the Central Interior Native Health Society; a position he has held since April Prior to that was the Executive Director of the Prince George United Way; a position he held for 13 years, and before that a variety of non-profit sector management positions. Murry has been an active volunteer for local, regional, provincial and federal initiatives. He has been recognized for that involvement by being awarded a Governor General of Canada Commemorative medal; the Queen s Golden Jubilee Medal; the Queen s Diamond Jubilee Medal, and Prince George s Citizen of the Year for Should he be elected as Third Vice-President, Murry looks forward to continuing to serve all local governments in British Columbia. He believes that his ability to work effectively with others in a respectful, ethical, and collegial fashion continues to make him a strong candidate for the position.

9 Director at Large Director Wendy Booth Regional District of East Kootenay Welcome to the 2014 convention. Having completed my first year on the executive, I am asking for your support once again. This past year on the executive has been filled with many firsts. I ve been an active participant on the Community Economic Development and Convention Committees, I participated in Advocacy Days in which we met with various Ministers and MLA s to promote our Strong Fiscal Future s Policy paper. I grew up in Toronto, after completing a business degree in Quebec, the mountains were calling. An avid skier and golfer, my husband and I call Fairmont Hot Springs home, a resort community in the Kootenays. After owning a successful whitewater rafting company for 20 years, I decided to enter politics, because I cared. I was elected as an EA Director in 2008, and am currently Vice Chair of the Regional District of East Kootenay. In addition to my involvement with Local Government, I have been appointed to the board of directors for Columbia Basin Trust, currently in my 3rd year. This, along with my experience gained in serving as a director for the RDEK, I believe that I have the ability to work effectively with others in a respectful manner and am able to look at issues from varying perspectives. UBCM has served and represents the interests of Local Governments for over 100 years; I would welcome the opportunity to continue this tradition as a Director at Large. I m always looking ahead and challenge myself to be better than I am today. My Father always told me to put my hand up, when the opportunity presents itself, I want to be a difference maker and I hope that I can count on your support, I look forward to this opportunity, it truly is an honour. 10 Director at Large Councillor Robert Hacking District of Summerland Hello from Summerland! I am constantly reminded in my service as an elected representative how important our work is, and how little time we have to accomplish meaningful change and progress. Our position in improving the lives and security of the people we represent is made effective only by vigilance and consideration we give to the work we are entrusted doing. As a young entrepreneur and small business owner I daily experience the Main Street challenges we have endured for so many years. As I make decisions daily for my business to meet the unique needs of my customers, I am reminded how we as municipal representatives make similar decisions at a broader level that have both subtle and profound effects to our residents. As a councillor, I have been enabled to affect critical changes needed to improve our municipal operations and the economic prospects of our residents and small business owners. As I continue to bring my thoughtful, deliberate manner to both my small business and council tasks, I wish to bring those same skills in service on your behalf. The UBCM Executive is a place where the good discussion of ideas drive the creation of policy that can be inventive, intelligent, and effective. Our motions and policy must be inclusive, informed, and timely to accomplish its purpose. We must continue to bring our inspiration and skill to new solutions, and present our absolute best efforts for consideration by you, our membership. I bring the fresh inspiration that drives innovation, I have the direct perspective of our small business operators, and I bring my consideration and attention to detail you expect and deserve. 11 Director at Large Director Willow Macdonald Thompson-Nicola Regional District I love what I do. I tell people that if I could do this job for the next 100 years, I'm in. The more I do as a politician, the more I want to do, even on those days... When I was elected as a Director at the Thompson-Nicola Regional District in 2011, I thought the best way to do my job was to be responsive to the needs of my constituents and to do my work necessary as a Director. As I grow in my career I find these two jobs are intertwined as we make friends and pursue goals with integrity and purpose. I grew up in West Vancouver and stayed in the Lower Mainland to earn a Bachelor of General Studies at Simon Fraser University. I enjoyed 20 successful years in sales while living in Vancouver. In 2005 I traded my stilettos for Crocs and city life for rural life. Moving to Blue River, my husband and I became proprietors of one of the longest running General Stores in the province: Janie's General Store. Presently I am Vice-Chair of the Thompson-Nicola Regional District, I also sit on the Southern Interior Local Government Association Board as a Director at Large and I Chair the Economic Development, Tourism and Regional Parks Committee. We live in a vast and beautiful province with regionally unique challenges. Yet I believe we are also interdependent, requiring both urban and rural BC to thrive economically, socially and spiritually so that we all may have a prosperous future. As Director at Large for UBCM I will be honoured to serve you, as we do the good work we are meant to do.

12 Director at Large Director Harry Nyce, Sr. Kitimat-Stikine Regional District Hereditary Chieftain Title: Sim oogit Saga ween (meaning sharp tooth) Born December 10th, 1947 and reside in Gitwinksihlkw, B.C. a Nisga a community Married to Deanna, 3 children and blessed with 6 grandchildren Education: Attended a one-room Indian Day School in Gitwinksihlkw operated by the Salvation Army Church, then to residential school in Edmonton and Port Alberni Attended UBC, Faculty of Arts, majored in political science in the early 1980 s Political Career: Served the community of Gitwinksihlkw as elected Chief Councillor for seven 2-year terms and band manager from 1970 to 1975 Served as Chairman of the Board for the Village Logging Company, Zaul Zap Industries (1983) Appointed and served on the Vancouver Indian Centre Board in 1983 Elected to the Regional District of Kitimat-Stikine 1987 served as Co-Chair and Chair (currently) Appointed by the BC Government to serve on the Task Force for Northwest BC on: transportation, forestry, fisheries and aquaculture Co-chairman for the Nisga a Memorial Lava Bed Park Committee and Cultural Artifacts Committee 1979/2000 Appointed by the Nisga a Tribal Council board as Resources Negotiator for the settlement of the Nisga a Land Question in 1989 and as lobbyist in 1995 Appointed to the BC Pacific Salmon Forum in December 2004 Present: On May 25th, 2000, accepted the position of Director of Fish and Wildlife Program for the Nisga a Lisims Government

13 Director at Large Councillor Patricia Ross City of Abbotsford Patricia Ross is currently serving her seventh term on Abbotsford City Council. Her current appointments include: Vice-Chair of the Fraser Valley Regional District; Abbotsford/Mission Water and Sewer Commission; Environmental Advisory Committee; Restorative Justice Board; Metro Vancouver Board and the Homelessness Task Force. Patricia's philosophy toward government is to fully embrace the sustainability principles. That is, to consider the environmental, social and economic impacts in all decision making. Patricia is a Fellow of Leadership for Environment and Development (LEAD) International. LEAD is a research and training program dedicated to fostering worldwide sustainability. Patricia is a motivational and keynote speaker as well as a published free-lance writer and spoke at the International Climate Change conference in Buenos Aires about the challenges and rewards of environmental conservation in local government. From 2000 to 2006, Patricia took on the job of Public and Media Relations Coordinator and Chief Lobbyist for the City of Abbotsford on their successful and precedent setting campaign of opposition to the polluting power plant proposal of Sumas Energy 2 (SE2). Patricia has received numerous commendations including the 2009 "Woman of the Year" from the Business & Professional Women's Club of Abbotsford / Mission, "Newsmaker of the Year" from the Abbotsford Chamber of Commerce, "Service Recognition" from the Abbotsford Police Department Victim Services, "Order of the Fraser Valley" from a local community group, "Environmental Watchdog" from the Abbotsford Chamber of Commerce, and the "Green Leader" from the Abbotsford-Matsqui Rotary Club, as well as the "Paul Harris" Rotary club award for her community work.

14 Director at Large Director Jerrilyn Schembri Peace River Regional District Nothing prepares you for receiving a call from your child telling you she s been diagnosed with cancer. But that s the call I received from my daughter, just under 20 months ago. Then, an urgent phone message six months later that my father had fallen, they were not sure he would make it... a bleeding brain. Life is easy when you are dealt all good cards but it is when you get a bad hand that you learn about who you are, and the importance of family and community. I am a rural Director for the Peace River Regional District. I sit on and chair numerous boards, as all who are involved in local government do, but it is the life lessons rather than the jobs we hold, that make each of us who we are. This year has reinforced essential lessons which inform both my personal life and my public service. 1. Don t give up! Make mistakes. When you are making mistakes you are trying new things, learning new things, living, pushing yourself and changing your world. 2. Don t be afraid to admit those mistakes. We ve all seen what happens when politicians try to deny the mistakes they make. 3. Play is important... it rejuvenates us but also allows us to contemplate the improbable/ impossible... it lays the groundwork for innovation. 4. Stand up for what you believe in. If you don t, how can people expect you to stand up for the issues they believe in. UBCM gives voice to these issues, shaping policy. For example, resolutions that are endorsed by our membership often seem to fall off the table. Can UBCM guarantee that the provincial government will act on every resolution? Unfortunately, no. But we can keep reminding the province what is important to our cities, towns, regional districts and first nations. I would be honored to have the opportunity to once again serve on the UBCM Board.

15 Director at Large Councillor Cheryl Shuman City of Dawson Creek Born in the Yukon, Cheryl moved to BC at the age of 10, spending time in the Lower Mainland, on Vancouver Island, in the Okanagan and the Northwest before making Dawson Creek her home 25 years ago. Cheryl and her husband of 20 years enjoy an active lifestyle in Dawson Creek with their three children. Cheryl is very passionate about the environment and sustainability and is the Chair of the South Peace Chapter of the BC Sustainable Energy Association, a board member of the Recycling Council of BC and the Canadian Solar Cities Project. As a second term Councillor for the City of Dawson Creek, some of Cheryl s committee and liaison appointments have been Peace River Regional District Director, Site C Regional and Local Government Liaison Committee Alternate and two years as the Peace Region s North Central Local Government Association Regional Representative. Cheryl is passionate about her City, Region and Province, and is determined to work hard to ensure that there is a high quality of life for all in the Province. She is seeking support from the UBCM membership in her bid to become a Director at Large on the UBCM Board.

16 Director at Large Councillor Arjun Singh City of Kamloops Who is Arjun? UBCM Director at Large, Sept Sept 2014 Serving my second term on Kamloops City Council. MA in Professional Communication. Supporter and volunteer with a diverse range of organizations Chamber of Commerce, Art Gallery, BC Sustainable Energy Association, Interior Community Services youth programs. Have a passion for good public engagement and meaningful community conversations. Very happy to work with people from across the political spectrum. One of the first city councillors in BC to blog about city council related issues - yourkamloops.com. Work as a property manager (78 unit apt complex) and as a facilitator. Took up running again in 2012, started to eat better, and lost 45 pounds so far! I m a strong supporter of the work of the UBCM. I ve been really impressed with the UBCM s efforts to facilitate education and collaboration through our annual convention. I am also a huge fan of UBCM s lobbying efforts on many different issues. For the coming year, I would strongly support UBCM efforts to: Secure a modernized framework for local government finance. Support programs that decrease our greenhouse gas emissions. Strongly represent local government interests with provincial recycling organizations. Facilitate partnerships between member municipalities to spread best practices. Work with the Provincial government to ensure local governments are meaningfully consulted on all provincial initiatives that impact our communities. I commit to you, if elected to the executive, that I will be approachable, that I will consider your views and concerns carefully, and I that I will work to encourage strong partnerships and mutual understanding between all regions of our great province. 17 Electoral Area Representative Director Art Kaehn Fraser-Fort George Regional District For many years now Art has represented the residents of Woodpecker-Hixon as the Electoral Area E Director within the Regional District of Fraser-Fort George. Since 2007, he has served as the Chair of the Regional District of Fraser-Fort George. Art has served in a number of appointed and elected executive positions. Recently his terms with the North Central Local Government Association (NCLGA) and the Northern Medical Programs Trust expired. But he continues to serve on Northern Development Initiative Trust (NDIT), Omineca Beetle Action Coalition (OBAC), and the Fraser-Fort George Regional Hospital District. During the past two years, Art has had the privilege of serving as your Electoral Area Representative and of working together with the other Electoral Area Directors on the UBCM Executive advancing rural interests. As well, he has served as your ear to the ground on all UBCM matters affecting the Electoral Areas. Recently, he participated on your behalf on several UBCM Working Groups - the UBCM Recycling Negotiations Committee, Special Committee on BC Ferries and ORV Framework Joint Advisory Group and Local Government Advisory Group. Many rural issues still require the attention of senior governments. Art looks forward to the opportunity of providing a balanced, collaborative and experienced voice representing your interests as Electoral Area Directors and tackling the challenges affecting the electoral areas of the Province of British Columbia in the coming year. Both Leslie and Art have two grown-up daughters, Sarah and Emily, and two growing and rambunctious grandsons Kevin and Jason.

18 Small Community Representative Councillor Ellen Cranston Village of Queen Charlotte Is just completing her first term as a Councillor of the Village of Queen Charlotte Has lived most of her life in rural BC As all hardworking elected officials do, volunteer work figures prominently in her life as she chairs the local hospital foundation, on the Board of Directors of the Gwaii Trust and Islands Wellness Society and is a local Legion and Lion Member Was awarded Volunteer of the Year in 2008 in her previous community of Prince George Is newly engaged to a fellow Haida Gwaiian and is planning a wedding for July 2015 Is learning to love Pinterest as the wedding plans move forward Loves to teach public speaking in her community and volunteers in the high school to prepare graduates for future interviews. This is my second time running for Small Community Representative and now I have an idea of how to campaign among my peers. spend lots of time listening to other elected officials and what their community issues are and sharing ideas to be brought forward to the UBCM executive to be our voice at the Provincial Government. I believe that UBCM has influence at the provincial level and I think I can represent small communities and our issues and assist with finding local solutions for our local communities. 19 Small Community Representative Mayor Galina Durant District of Stewart Galina Durant was first elected as a Councillor for the District of Stewart in 2005 and is currently serving her first term as Mayor. As Mayor, Galina has established herself as a people s politician through her open style of communication with constituents. In 2010 to 2014, Galina was elected to the UBCM Executive as the Small Communities representative and was a member of UBCM s Healthy Communities Committee, Economic Development Committee, and Safety Community Committee. Galina is currently the Community Librarian; a position she has held since May She was born in Russia, in a small community near the Barents Sea, moving to Canada in 1996 and has been a Stewart resident since. She has a long history of community service and has been involved with numerous community organizations such as: and President of the Stewart/Hyder Chamber of Commerce; District of Stewart representative on Stewart-Cassiar Tourism Council; Board member of the Stewart Youth Center, Stewart Tourism Committee, Stewart Public Library Association, Hospital Women Auxiliary and the Snow Country Health Board. Her educational background includes: Bachelor's Degree, Commodity Research and Marketing of Food Products, Moscow University, Diploma in Management and Administration, Moscow Law School, Diploma in Library and Information Technology, Langara College, Vancouver, BC. Diploma in Accounting from International Correspondence School, Montreal, Canada Currently she is studying Public Administration through the University of Victoria. Galina believes that government is about helping people. She is known for her accessibility, energy, enthusiasm, and deep commitment to Stewart and its residents. Galina would be honoured to continue to represent the interests of small communities as a member of the UBCM Executive.

20 Vancouver Metro Area Representative Councillor Michael Morden District of Maple Ridge As a long term resident of Maple Ridge I have an established history of community service and political action. I am married to Kim (34 years), a teacher and graduate student at SFU, with two grown sons. My education includes business and criminology. I have worked in the security industry for 32 years, 24 of them as a local owner-operator. I have taught part-time at BCIT and the Justice Institute of BC. I also have served on the Provincial Government Advisory Board for Trades and as a Director for the Alarm Association of BC. As a two-term City Councillor I currently serve as Chair of the Finance and Audit Committee, Liaison for the Youth Society, Seniors Society, Pitt Meadows Airport Society, Community Policing Committee, Parks and Leisure Commission, Parcel Tax Review Panel, BIA Security Committee, Community Heritage Commission, and Bicycle Advisory Committees. My past council liaison positions include Chamber of Commerce, Economic Advisory Committee and the Recycling Society. In addition I have served two terms as a director of the UBCM currently serving on Community Safety and Healthy Communities committees. I have a long history of community involvement including 24 years as an active member of the Haney Rotary Club, a 20 year member of the Chamber of Commerce and have volunteered for a number of community organizations including two BC Summer Games, the Salvation Army, and Food Bank. UBCM is a highly credible organization known for its effective work in community relations, policymaking, and advocacy for the 170 communities of BC. 21 Vancouver Metro Area Representative Councillor Neal Nicholson City of Coquitlam I m asking to serve a second term with your UBCM Executive as a Vancouver Metro Area Representative. I ve learned a great deal during the last year and want to put that to use for you. A Chartered Accountant since 1968, I was first elected to Coquitlam Council in For the last two years I ve also served on Metro Vancouver s Zero Waste Committee. UBCM will continue to meet opportunities to serve us all in the coming year. Many issues continue from year to year but this year we hope to see election expense legislation. Your staff and executive will need to analyze the provisions carefully, consider the impacts on and views of all our members from municipalities and districts of all sizes and geographies. We will then have to forcefully and effectively represent those views to government. Should delay continue, we must press government to bring it forward in time for study and adaptation well before the next municipal election.

The membership signals the directions it wants to pursue during the Annual Convention. The members elect an Executive during the Convention to ensure the directions set by the general membership are carried forward. The Executive also provides direction to the UBCM between Conventions. This circular is notice of the UBCM Executive nomination process, including information about the positions open for nomination and the procedures for nomination. The deadline for advance nominations is Thursday July 31, Positions Open to Nominations The following Executive positions are open for nomination: President Director at Large (5 positions) First Vice-President Small Community Representative Second Vice-President Electoral Area Representative Third Vice-President Vancouver Metro Area Representative (2 positions) Information on the responsibilities and commitments of UBCM Executive members is attached as Appendix B. Qualifications for Office Each candidate must be an elected official from a UBCM member local government. A candidate for Small Community Representative must be from the council of a village, or a municipality with a population not greater than 2,500. A candidate for Electoral Area Representative must be an Electoral Area Director on a regional district board. A candidate for Vancouver Metro Area Representative must be an elected official from either or both a member municipality of the GVRD, or the GVRD Board.

24 3. Nomination Process A candidate must be nominated by two elected officials from a UBCM member local government, using the attached nomination and consent form (Appendix A). The Nominating Committee reviews the qualifications of each candidate. 25 Background Information For Candidates To The UBCM Executive 1. Responsibility Of UBCM Executive Under the UBCM Bylaws: The Executive shall have the power and it shall be their duty to put into effect the will of the Union as expressed by resolutions at any of its meetings. Between meetings they shall manage the affairs of the Union and shall report all the transactions of the year to the Annual Convention. 2. UBCM Executive Structure President First Vice-President Second Vice-President Third Vice-President Director at Large (5 positions) Small Community Representative Electoral Area Representative Vancouver Representative GVRD (Metro Vancouver) Representative Immediate Past President Area Association Rep. (5 positions) Vancouver Metro Area Rep. (2 positions) Committees The President appoints Executive members to Committees of which the following are currently active: Presidents Resolutions Convention Community Safety Environment Healthy Communities First Nations Relations Community Economic Development 3. Executive Meetings The full Executive meets six times a year, following this general pattern: Friday, the last day of the Annual Convention (1 hour) Second or third week November Second or third week of January Second or third week of April (avoid conflict with Area Association meeting) Third full week of July Sunday preceding the Annual Convention (half day) Executive meetings, other than those in conjunction with the Convention, usually take place over a Thursday and Friday. Committee meetings are held Thursday and the full Executive meets on Friday. Some Committees activities require attendance at meetings or conferences throughout the year. This is usually a two or three day added commitment except for Committee Chairs or Table Officers who may be called on for more regular representation. Travel expenses and a per diem for meals and incidentals are provided for all activities on behalf of UBCM. However, for Executive members attending the Annual Convention, UBCM provides reimbursement only for the added expenses that would not normally be incurred by attending as a delegate from a local government. Each Executive member generally serves on two committees.

26 UBCM Executive Structure Nominations And Elections Procedures And Report For The UBCM Executive The ongoing administration and policy work of the UBCM is governed by an Executive Board that is elected and appointed at the Annual Convention. The Board is comprised of 21 members, with the following structure: 13 Elected Positions President First Vice-President Second Vice-President Third Vice-President Director at Large (5 positions) Small Community Representative Electoral Area Representative Vancouver Metro Area Representative (2 positions) 8 Appointed Positions Immediate Past President Vancouver Representative GVRD (Metro Vancouver) Representative Area Association Representatives: AKBLG, AVICC, LMLGA, NCLGA and SILGA Nominating Committee In accordance with the UBCM Bylaws, a Nominating Committee is appointed to oversee the nomination and election process. The Committee is comprised of the Immediate Past President and representatives of the five Area Associations. Nominating Process May/June Nominating Committee will circulate a Call for Nominations notice that will contain the following information: positions open for nomination process for nomination qualifications for office role of Nominating Committee closing date for nominations to be included in the Report on Nominations general duties of an Executive member The Call for Nominations will include instructions on how to access additional information on UBCM Executive responsibilities and how to submit a nomination.

27 July 31, 2014 Advance nominations close all candidates must have their documentation submitted. Following the July 31 advance nomination deadline, the Nominating Committee will review nominees qualifications and prepare the Report on Nominations. It is not the role of the Nominating Committee to recommend any one candidate. The Committee s mandate is to ensure nominations are complete and in accordance with policies and procedures. Mid-August The Report on Nominations will be distributed to all UBCM members and will include the following information for each candidate: name and the position for which he or she has been nominated portrait photograph biographical information On-Site at Convention Any qualified candidate may be nominated off the floor of the Convention. The specific times when nominations will be accepted from the floor are given below. Thursday, September 25 8:00-9:00 am Elections continue for Table Officer positions (as necessary). Step 2 Election of Remaining Executive Positions Thursday, September 25 8:30 am Nominating Committee presents the list of advance nominees for Director at Large, Small Community Representative, Electoral Area Representative and Vancouver Metro Area Representative. 11:25 am Nominations from the floor for the above positions. 11:30 am Candidate speeches if necessary. 2:30-5:00 pm Elections for remaining Executive positions (as necessary). 29 Extract From The UBCM Bylaws: Executive Composition, Nominations & Elections UBCM Bylaws Sections 2 to 5 2. Officers: The Officers of the Union shall be: President, First Vice-President, Second Vice-President, and Third Vice-President. 3. Executive: (a) There shall be an Executive which shall be composed of: the Officers of the Union; the Immediate Past President, who shall be the last president to have completed the term of office as President; a Vancouver Representative, who shall be a member of the Vancouver City Council; a Small Community Representative, who shall be a member of a Council of a Village or a municipality with a population not greater than 2,500; an Electoral Area Representative, who shall be an Electoral Area Director of a Regional Board; a GVRD Representative who must be a member of the GVRD Board; five Directors representing the five Area Associations as defined in Section 21; five Directors at Large; and two representatives ( Vancouver Metro Area Representatives ) who must be elected members of either or both a council of a member municipality of the GVRD or of the GVRD Board. The members of the Executive shall be the Directors of the Union. (b) The Officers, the Directors at Large, the Small Community Representative, the Electoral Area Representative and the Vancouver Metro Area Representatives, shall be elected annually at the Annual Convention, and except as herein otherwise provided, shall hold office until their successors are elected at the next Annual Convention. The Vancouver Representative shall be appointed annually by the Vancouver City Council, the GVRD Representative shall be elected annually by the Board of the GVRD, and the five Area Association Directors shall each be appointed by their respective Area Associations as identified in Section 21. All such appointments shall be communicated to the Nominating Committee by the appointing body pursuant to Section 4(b). (c) Except for the Immediate Past President, all members of the Executive, including Officers of the Union, shall hold office only so long as they remain elected representatives of a member of the Union. If a person holding the office of Immediate Past President ceases to be an elected representative of a member of the Union while holding the office such person shall only hold the office for the remainder of the then current term. (d) No person shall hold a position as Officer of the Union unless elected as an Officer by the membership of the Union and no person shall be elected more than twice, whether consecutively or otherwise, as President of the Union.

30 In the event of a vacancy occurring amongst the Officers, the next ranking Officer willing to serve shall fill the vacancy, provided that if the office of President cannot for any reason be filled as aforesaid, the Executive shall call a special election for the office of President and such election may be held by a mail ballot pursuant to the rules and procedures established and determined by the Executive. In the event of a vacancy: amongst the Officers, other than President, the Executive may appoint, from amongst persons qualified to be elected to the Executive, Acting Directors at Large equal to the number of vacancies; amongst the Directors at Large, the Small Community Representative, the Electoral Area Representative, or the Vancouver Metro Area Representatives, the Executive may appoint a person qualified to hold the office to fill the position for the term remaining; in the position of Vancouver Representative, GVRD Representative or amongst the five Directors appointed by the Area Associations such vacancies shall be filled in the manner of the original appointment. (e) The Union shall pay the expenses of the Executive incurred on authorized business of the Union, except for attendance at the annual Convention. For attendance at the Executive meeting immediately preceding the annual Convention such expenses shall be limited to the per diem rates and extra hotel accommodation costs incurred for the period of that Executive meeting only. No travelling expenses nor any part of other expenses ordinarily incurred by Executive members in attending the annual Convention will be borne by the Union. In the event that the Immediate Past President no longer holds municipal office, while still remaining a member of the Executive, his or her expenses incurred in attending the annual Convention and the Executive meeting immediately prior to it shall be paid by the Union. 4. Nominations For Election of Officers and Executive: (a) There is constituted a committee of the Executive to be known as the Nominating Committee consisting of the Immediate Past President (if any) and the five appointed Area Association Directors provided that where any of the five appointed Area Association Directors declares an interest in seeking election to the Executive of the Union, the Area Association that appointed such Area Association Director may name another elected official of a member of the Union to serve on the Nominating Committee. (b) The Nominating Committee shall elect a Chair from amongst the members of the Committee and shall prior to the Annual Convention: issue a call for nominations for each of the positions of Officer of the Union and for the positions of Small Community Representative, Electoral Area Representative, the five Directors at Large, and the Vancouver Metro Area Representatives; encourage potential nominees to come forward as candidates for office and as requested provide information to such person relating to duties, responsibilities and roles pertaining to the various offices; review the credentials of nominees to ensure that each nominee is qualified to hold office pursuant to Section 4(j); accept qualified nominees nominated by two elected officials of members of the Union; obtain the name of a qualified person who has been appointed by the City of Vancouver to assume office as the Vancouver Representative, the name of the GRVD Representative and the names of the five Area Association Directors who have each been appointed to assume the office of Area Association Director by the respective Area Association;
