2 Page 2 3. Approval of the Agenda: a. Chair recognizes Samantha Frank who asked if a budget request could be added to the agenda, Ryan McCulloch moved to add the request to the agenda, Mariana Garcia seconded. i. Discussion: Budget request is a Halloween even that will be held at the Riverpoint Campus in collaboration with ASWSU on October 31St, Samantha Frank is requesting an amount of $200, the expected cost of this event will be around $500 $boo. Chair adds this item to 1Vew Business item "C" to the agenda. b. Kelsy Kelley moved to approve agenda for Council meeting of October g, 2013, Ryan McCulloch seconded, and agenda is approved with no objections. 4. Chair reminds the Council members their Speaking Rights: Council members will be limited to three turns of two minutes on each subject, with the exception of the first speaker on each subject, reports, and guest speakers, all of whom will be allowed five minutes to open. The Speaker reserves the right for further debate. If members of the Gallery have questions, comments or concerns, please speak up during "Gallery Participation" 5. Approval of the Minutes a. Minutes from ASEWU Council meeting October 2, i. Chair entertained motion to approve the minutes from ASEWU Council meeting October 2, James Reisenauer moved, Kelsy Kelley Seconded. D.J. Jigre moved to amend minutes to make clarification that Nerissa Huff will only be taking the Associate Justice #3 for fall quarter, Ryan McCulloch seconded, and minutes are amended. D.J. Jigre moved to make clarification to New Business, Item "A" by adding all Council and Council Work Session meetings for fall quarter, Cassie Bratton seconded. a. D.J. Jigre states all Council and Work Session meeting days for fall quarter. b. Chair asked if there is any opposition to these clarifications, there are none therefore the minutes were amended. 6. Gallery Participation Chair encourages gallery participates to ask any questions they may have. a. Conner Greg asked Council members if there is any update on Quarters to Semesters. i. Chair recognizes D.J. Jigre who stated that he will give more information on the topic during his officer reports. b. Alex Warrick asked if Linet Molinero's office hours are still Monday 12:ooam 3:oopm and Wednesday 2:ooam 5:oopm. i. Chair states that there was a typo, which will be clarified and reposted in the ASEWU office as well as the ASEWU website.

3 Page 3 ~. Guest Speakers a. Presentation of Sigma Phi Epsilon i. Chair recognizes the Sigma Phi Epsilon gentlemen to do their presentation on the haunted house project - Conner Greg tells the Council members that the haunted house is a tradition that happens annually that will take place on October 24-25, this year the gentlemen of sigma Phi Epsilon want to raise the attendance, and would like ASEWU to fund their haunted house event in order for it to be the biggest event on campus. Conner Greg states that during the ASEWU elections many council members stated that they wanted to do big events on campus, he stated that this is a great opportunity for that. The event will take place in their Fraternity house across the street from Showalter Hall. - Markus Hammond continues to shows the Council a video about the haunted house. He asks the ASEWU Council to fund this event because they need a face to it. He also states that because their house had a flooding last year they do not have the resources to fund this event, and the materials from the previous year were ruined. The gentlemen of Sigma Phi Epsilon want to have the haunted house event before Halloween because the many students do not stay in Cheney that weekend and instead go elsewhere. He lets the Council know that there will be a suggested donations of $5 asked for at the door which will go toward the Wounded Warrior Project here in Cheney as a way of giving back to the community. Mr. Hammond states that the ASEWU bylaws state that ASEWU cannot give Greek organizations money because of dues that they require from their members, which is the reason that they are asking ASEWU to fund the event and to be the face of the event as well. - Conner Greg explains to the Council that this event could be used to outreach not only to the students but also to the Cheney community. He explains that this would also be great for involvement with other clubs and organizations. a. Chair recognizes Kelsy Kelley who asked the gentlemen how much they have charged in previous years. i. The gentlemen stated that they have charged $5, in previous years. Connor stated that alumni will also donate money but that those donations will arrive later than the events date. b. Chair recognizes Kelsy Kelley, Kelsy asked if ASEWU was to host this event, what the liability for the event would be. i. The gentlemen stated that they have previously talked to LeeAnn Case who has a liability release form. They also stated that they will be having a meeting later in the week to make sure that this

4 Page 4 event can be covered and if so the attendees will have to sign a form at the doors. c. Kelsy Kelley asked the gentlemen if ASEWU would be held liable for anything that could happen. i. Markus Hammond stated that ASEWU would not be held liable for anything because they would be waved but everyone else wouldn't. d. D.J. Jigre asked the gentlemen if ASEWU was to fund the event, would it then be a free event to all students. i. The gentlemen state that the house decided that they would ask for suggested donations, not charging the fee like other years instead asking only for donations. ii. Ryan McCulloch states that the suggested donation will be $5 but says that some people may donate more. e. Nick Fell ask the gentlemen if they have thought about hosting the event somewhere else other than their fraternity house since ASEWU is not able to fund Greek organizations. i. The gentlemen state that they've had the event at their house in previous years. Chair reminds the gallery members that they are allowed to ask questions. f. Chair recognizes D.J. Jigre, ~vho asks for the clarification about the budget since it states a total of $3,03 needed for the event. i. Markus Hammond states that amount being requested is $ 3, o 0 o exact. g. Mariana Garcia asks the gentlemen when the fliers would be posted around campus. i. Conner Greg states that the fliers would be distributed around campus as soon as possible, he states that there are members who are ready to cover Cheney. h. Gallery Participate asks the gentlemen if this would be used as a method to advertise for their fraternity. i. The gentlemen state that if ASEWU funds the event they would then change their philanthropy next year and the donations would be titled as a donation by the students of EWU. The gentlemen also reminded those presents that all donations would go towards their philanthropy which is the wounded warrior project. i. E.B. Vodde asked the gentlemen of Sigma Phi Epsilon if the logos of both organizations (ASEWU and Sigma Phi Epsilon) would appear on the advertisement material.

5 Page 5 i. Markus Hammond stated that both logos would be on the fliers and that they also have a group of members willing to go to the Riverpoint Campus to promote the event. j. James Reisenauer asks if there are any bylaws that are being violated by funding this event. i. Markus Hammond states that ASEWU cannot fund events from student fees. ii. Chair recognizes Nick Fell wha states that he is concerned about voting on this without looking into the bylaws more. 1. Markus Hammond explains that if the request is approved by ASEWU it can also be cancelled whenever needed. because it is a ASEWU sponsored event. k. Kelsy Kelley asks if ASEWU event posters and/or promotional material will be ran through ASEWU. i. The gentlemen state that Alex Warrick, the ASEWU Media and Graphic Designer will approve all the promotional material. Chair thanks the gentlemen of sigma Phi Epsilon and moves to next Ttem on the agenda 8. Reports a. Nick Fell, ASEWU Superior Court Chief Justice i. States that Court did not have a meeting this past Tuesday because they are scheduled to happen every other Tuesday. He also states that he attended the Council Work Session on Friday, October 4, 2013 about Quarters to Semesters, in which Superior Court will be helping by compiling the information about students concerns. g. Reports of the Officers a. Dahir "D.J." Jigre, ASEWU President i. Conner Greg asked if Mr. Jigre could give an update on Q2S and what should be expected. - D.J. Jigre stated that during the presentation of Q2S during the Council work session on October 4, 2013 ASEWU members got to hear viewpoints of both sides on why or why not to do the switch from Quarters to Semesters. He also stated that the ASEWU Public Relations Specialist, Markus Hammond will post the information about the Q2S presentation on the ASEWU website. D.J. Jigre stated that in the coming weeks ASEWU will be compiling surveys from all students as well as presenting them with information of the pros and cons of this matter. He also reminded everyone that on November 8, 2013 a town hall forum will take place with more.information about the Q2S issue. ii. Annika Browne asked where the surveys would be given.

Jigre answered by stating that the survey will be an online monkey survey that will be open to the public by November and that the location and time for open forum on November 8th regarding the Q2S will be announced later. b. Francisco "Frank" Navarro, ASEWU Executive Vice President i. Frank Navarro stated that he attended a resource fair at the Riverpoint campus in which he outreached to EWU students, handed out the "Drop down and get your eagle on" t-shirts and advertised for the blood drive that took place on Monday, October ~~ 2oY3 and was a great success. - Chair recognizes D.J. Jigre who thanked the students who donated and participated in the Blood Drive, he also stated that the Blood Drive Company was only expecting about 5o new comers but instead they were 5g new comers and a total of 119 students who donated blood. ii. Frank also stated that while at the resource fair at Riverpoint he along with D.J. encouraged students to get involved on campus and to participate in the homecoming festivities. He also stated that the ASEWLT members will be sure to fight for students rights and have the Board of Trustees hear students concerns regarding the Q2S, and that the main goal is to represent the student's voices. c. Samson Hatton, ASEWLT Finance Vice President i. Samson Hatton stated that so far he's had a total of three requests of funds, which were from the chemistry club who requested $120, ACM requesting $1,80o for a nationwide competition that is being hosted at EWU and the last request was from BSU requesting $5,00o for a Halloween event. Samson also stated that since the Finance committee has not yet been established all budget requests go through the Finance Vice President. lo. Departmental and Representative Presentations a. NONE 11. Committee Reports a. NONE 12. Unfinished Business a. NONE 13. New Business a. Approval of ASEWU government office hours for fall quarter, 203 i. Alex Warrick, ASEWU Media and Graphic Designer stated that office hours have to be modified since there are some typos. - Chair states that no official motion is needed to make the change since they are typos. a. Chair motions to approve the office hours for fall quarter 2013, Kyle Dodson moved, Ryan McCulloch seconded.

7 Page 7 i. Discussion: James Reisenauer would like to take Fridays 1:oopm-2:oopm off his office hours. 1. Chair approves office hours and encourages ASEWU members to host their office hours. b. Funding request from Sigma Phi Epsilon i. Ryan McCulloch moved to approve the funding request, Cassie Bratton seconded. - Chair asks if there is any discussion a. Kelsy Kelley states that her only concern is Nick Fell's concern regarding other Greek orgs asking for funding the same way. She states that another concern she has is that the Council members will be voting on such a short notice. b. Chair states that this will be a partnership between ASEWU and the gentlemen of Sigma Phi Epsilon. However he states that ASEWU cannot provide funds for clubs or orgs that are not recognized by the ASEWU. c. Samson Hatton clarifies to the Council member that since the funds never leave the ASEWU account the Council can cancel the request of funds for this event at any time they wish. d. Ryan McCulloch states that there have never been any problems with this event. e. D.J. Jigre states that the vision of ASEWU is to take big steps by partnering with other clubs and organizations as well as to be the face of events like this one. Mr. Jigre also encouraged the Council members to keep open minds while voting on this request. f. Ryan McCulloch states that LeeAnn Case has previously told him that the dorms would like to host the same event in the future and would like to partner up with different clubs and organizations, if such thing were to happen it could become a big event that the school put on together annually. g. Samantha Frank asked how much money ASEWU has to fund events like this. i. Samson Hatton states that he currently does not have the exact amount, however he states that there is money in the budget that can be allocated towards other plans 1. Samantha Frank asked if it would be possible to approve maybe $ 2, 0 0, so that ASEWU can save money which could be used towards other events. a. Chair states that the motion on the floor is to approve the whole amount however he states that the motion can

8 Page 8 be amended for a lower amount of money. ii. Kendal Davis states that she attended this same event last year, and she is very excited about being able to be part of the event this year. iii. Mariana Garcia reminds the Council members that the event is being hosted for the students and that the members should keep that in mind. - Chair apologizes to those present for the long process to vote on the funding request but states that the Council wants to make sure to choose the right decision. iv. Brendan Hargrave states that he is very excited because the organization is requesting funds not only to benefit their organization but for something that could possibly start a new tradition at EWU. - Chair asks all those in favor of approving the budget request for $3,00o for the purposes of hosting a haunted house in partnership with the gentlemen of sigma phi epsilon to raise their hands. Motion is approved. c. Approval of $20o towards a Halloween event that will take place at the Riverpoint campus. i. Samantha Frank states that this Halloween event will take place at the Riverpoint campus co-hosted with WSU Spokane. - Kelsy Kelley moved to approve the request of $20o for a Halloween event at Riverpoint, Ryan McCulloch seconded. a. Discussion: D.J. Jigre states this event is a great opportunity to collaborate with WSU Spokane, and also states that it is great that ASEWU will be helping with this event because WSU students are always hosting event while EWU does not. - Motion is approved unanimously 14. Appointments a. NONE 15. Announcements a. The first clubs and organizations meeting for the school year takes place tomorrow afternoon, October lo, in the PUB multipurpose room. If you need additional information, please contact the Student Activities Representative Kendal Davis at asewustuact(a~ewu.edu, $93 i. Chair recognizes Kendal Davis who speaks about the club and orgs meeting. Kendal also reminds those present that if any club or org misses a meeting they have 2 weeks to reschedule a meeting with her to receive the information that was missed. Lastly Kendal tells everyone that there will be a little bit of speed dating to allow club and org members to get to know each other she also states that there will also be free pizza for everyone who attends. ii. Samson Hatton, ASEWU Finance Vice President states that he will be unable to attend the clubs and orgs meeting therefore Markus Hammond will be present and will talk to the clubs and orgs about how they can

9 Page 9 request funds for their clubs and orgs. If you have any further questions Samson Hatton is available in his office to answer any questions anyone may have. b. Recap of the first ASEWU sponsored blood drive on October ~, i. Chair recognizes D.J. Jigre who states that it was a great success, and that if ASEWU hosts another Blood Drive, we would like to raise attendance from 119 students to even a bigger number. c. Update information from Kendal Davis regarding next week's homecoming activities. i. chair recognizes Kendal Davis who states that Homecoming is next week, and that it is not too late to sign up to participate in the homecoming events. She also states that the Homecoming Kickoff will take place Monday, October 14, 2013 in the campus mall at 12pm. - Frank Navarro states that the homecoming theme this year will be red, white and swoop. ii. Chair recognizes Kyle Dodson wl~o states that one of the homecoming events that will be taking place is the 5k Race, he also states that participates are needed to run as well as help throughout the event. For any further questions contact Kyle Dodson. d. The next ASEWU Council meeting will be October 23 at 4:0o p.m. in the PUB Fireside Lounge. Members will be giving their monthly reports at this meeting i. Chair states that the ASEWU Council members give their monthly report which is required each month and each quarter. Chair also reminds the Council members that he has a template they can follow, and if they have any questions to please come to his office. Chair entertains motion to end the Council meeting, Ryan McCulloch moved, Mariana Garcia seconded, no discussion, motion passes unanimously. 16. Chair adjourns Council meeting at 5:o4pm.
