PUBLIC INPUT There was no public input. II. ANNOUNCEMENTS/CELEBRATIONS Carlo Rossi: Acknowledged Mary Burkhardt of Cotati-Rohnert Park for her administrative acumen while participating in a difficult resolution session. Diane Conger: Should anyone know of a preschool teacher looking for work, Healdsburg has an opening. Kevin Powers: New Directions has re-opened its "Navigator" program. An open house will be held soon. Margaret Johnston: Matrix hosted its annual fundraiser and luncheon at the Marin Garden Center on April 15, III. ADJUSTMENT OF AGENDA There were no adjustments made to the agenda. -1-
2 IV. CONSENT AGENDA A. Approval of the Minutes of the March 15, 2013 Meeting: A motion was made by Annabel Bentley and seconded by MaryAnn Carpenter to approve the minutes of the March 15, 2013 meeting. The motion carried with all V. OPERATIONAL ITEMS A. CAC Update: (Kristie Oldaker) The CAC sponsored a booth at the Autism Speaks awareness campaign held in Windsor on April 20, 2013, resulting in many new connections. The CAC will hold its last meeting for the year on May 14, The topic for the evening will be Discipline in Schools. The CAC plans to return to a monthly meeting schedule starting next year. Legislative Day will be held on May 1, 2013 at the State Capitol. Catherine and Kristie will be attending to support the needs of students with disabilities. B. Spirit of Education Award: (Kelly Brooks/Carlo Rossi) Since 2001, the SELPA has recognized outstanding special education programs in Sonoma County by honoring them with the Spirit of Education Award. This year, Petaluma City Schools' Learning Center at McDowell Elementary was selected, with the award to be presented at the May 6, 2013 Superintendents' Council meeting. C. Nonpublic School/Agency Items: (Greg Englar) The Proposed NPS/A Master Contract included 26 revisions with recommended approvals provided as follows: A motion was made by MaryAnn Carpenter and seconded by Tricia Rast to recommend approval of proposed revisions 1-8. The motion carried with all in favor. NPS/A rates for will also be covered. D. SCOE Program Update: (Ron Whitman/Georgia Ioakimedes) Work to redesign SCOE's preschool program continues. Effective , the preschool program will operate 5 hours per day/5 days per week. In May, SCOE will present its proposed budget and combined program fee for service, estimated at $32,000/year for ages To gather feedback on programs and services, a Survey Monkey was recently forwarded to member districts. Members were encouraged to respond. E. Update on CASEMIS Work: (Carol Thornton) The SELPA is hopeful to have a Data Control Technician in place before the May 23, 2013 SEIS Conference to be held in Monterey. The link for registering will be provided to member districts, should any one wish to send staff. A SEIS work group was established comprised of the Steering Committee voting members (minus retirees Annabel Bentley and Ann Savvidis). Carol Thornton will schedule a meeting with work group members to establish a training schedule and timelines. F. Staff Development for : (Nikarre Redcoff) The Staff Development Budget was presented for member review. Categories for training were compiled based on survey results, historical areas of need and Common Core State Standards. A motion was made by Tricia Rast and seconded by Ann Savvidis to recommend approval of the proposed Staff Development Grant trainings and activities, with the caveat that dollar amounts within categories be flexible. The motion carried with all G. Services for Private Schools Proportional Share: (Kelly Brooks) Although districts have been assessing and reporting in CASEMIS, they have not reported private school service costs to the SELPA. Therefore, according to SELPA service calculations, there is a carryover of our proportionate share balance to Because private schools continue to request academic and speech/language therapy services, it is proposed that we contract with PresenceLearning, a leading online provider of online services. The contract -3-
4 would be good until funds are expended. The only requirement for LEAs is to report services costs to the SELPA. A motion was made by Annabel Bentley and seconded by Nanci Mathison to recommend the array of services, coordination and process as outlined for , including a contract with PresenceLearning. The motion carried with all H. Behavior Specialists at the SELPA Office: (Greg Englar) The SELPA will not be hiring behavior specialists in ; however, MSB (Managing Student Behavior) training will likely be continued. The Superintendents' Council will review a contract for MSB services at its May 6, 2013 meeting. I. Funding Allocation Subcommittee Update: (Nanci Mathison) The Joint Subcommittee established by the Superintendents' Council on December 3, 2013 was charged with the task of analyzing the Funding Allocation Plan to see if a more equitable model to distribute special education dollars could be found. While meeting monthly to review various models, the subcommittee has made NO recommendations to-date. Further, any proposed changes will be made thoughtfully, considering the needs of all districts. J. SELPA Office Staffing for : (Catherine Conrado) With four impending retirements in the SELPA office, effective June 30, 2013, the following chart represents the re-hire status. The Superintendents' Council will consider the staffing at its May 6, 2013 meeting, particularly the replacement of a 1.00 FTE program specialist. The motion carried with all in favor. K. Services for Foster Youth: (Mandy Hoffman/Debra Sanders) As the Foster Youth Services Coordinator, Debra Sanders provided information packets and an overview of laws impacting services to foster youth as set forth below: AB4990 & AB Immediate Enrollment (School of Original) AB167 - Graduation Requirements AB Foster Children (Special Education) -4-

Joint Custody Policy #27: (Catherine Conrado) Although not required by law, this policy was developed and approved in Carl Corbin reported that in the absence of a court order, parents decide on weekend joint custody issues. There was consensus to postpone taking action pending further discussion at the May 10, 2013 Steering Committee meeting. M. Legal Update: (Carl Corbin) New to School and College Legal Services, Attorney Monica Batinero was introduced.
