1 NAPA Executive Board Meeting Minutes August 2, 2010 (1) Elections 2010 President Vice President Secretary Treasurer Michael Lam to send out by late August to members regarding elections (2) Constitution & ByLaws Minh A. Nguyen and others have updated Chapters FAA has 9 Regions & 3 Service Centers Membership Dues (considerable discussion) FAPAC how this impacts NAPA. Minh Nguyen from Millenium commented that sponsors want to know what their dollars are going for. 2 NAPA Meeting Minutes August 04, 2010 Call to Order: The NAPA President, Peter Nguyen, welcomed everyone and called the meeting to order. There were members participating from HQ, WJHTC, MMAC, AEA, AGL, ANM, & AWP regions, and several Contractors, as shown on the attendee list attached to the minutes. Peter introduced the officers and advisors. Awards: Peter Nguyen presented awards to: Certificates of Appreciation: Minh Favila, Pamela Ahn, Thuy Ha, Tai Duong, Dan Treadwell, Hai Tran, Kelley Wong, Minh A. Nguyen, Annabelle Flores, Neil Mansharamani, Peter Ng, Tony de la Vega, Zena Huen, Bing Huang, and Anthony Chu. Senior Executive Advisors: Alice Wong, Ed Moy, K.C. Yanamura, Huan Nguyen, and David Chin. Presidential Awards: Ed Moy and Peter Ng. Special Recognition Awards: Zena Huen, Thong Vu, and Rory Puzon. Scholarships: NAPA Scholarships of $500 each were awarded to: Cindy Trang, Erin Derosa, and Rebecca Hunt Appreciation: Zena Huen presented a gift to Peter Nguyen. Great Lakes Chapter: Presented to Rory Puzon, Oswald Bunda, Youk Lee, and Sam Pappu. Rory noted that Great Lakes plans to have a NAPA Day; probably September 24, and that Great Lakes would like to have the Conference in Chicago in MMAC Chapter: Presented to Tony de la Vega, Tai Duong, Li Lin, Pam de la Vega, and Duke Pham. Special Recognitions: Gigi Vatter, Johanna Juico-Villareal, and Pamela Ahn, Treasurer s Report: The NAPA Treasurer (Thuy Ha) was not present, and Peter Nguyen noted that NAPA has about $2000 in several accounts. It was noted that Alice Wong, Ed Moy, KC Yanamura, and Huan Nguyen had donated $125 to the treasury. Website: the NAPA website is up and running at The website has information on the NAPA organization, officers and advisors, events, photos, goals, training, and membership. It is hoped to improve the website to include scholarship information, resume and job information, etc. 2

3 Constitution/By-Laws: Human Resources policy now stresses title of President versus Chairman so the By-Laws will be modified to reflect this. It was recommended that dues allotment be introduced, re-established, and followed. There was considerable discussion on this issue, including discussion of possible fund raising activities. Tony de la Vega made a motion that the By-Laws be accepted, and the motion was seconded, but later withdrawn after discussion regarding possible conflicts with the By-Laws. Questions were raised about how members would be defined versus non-members. The terms of the officers was questioned, as well as any restrictions for contractors. Peter Nguyen noted that members have to be current FAA employees or contractors, and that contractors cannot run for office in the organization. Peter recommended that the Federal Asian Pacific American Council (FAPAC) By-Laws be used as a model. Peter also recommended three different types of members; i.e., FAA employees full, associate and corporate/contractor. Ed Moy noted that he is an Associate member of the Technical Women s Organization (TWO), but not allowed to vote. Minh A. Nguyen recommended approving the By- Laws, then amending as needed. Ken Chin noted that Contractors cannot be allowed to be members, at least not regular or associate. Zena Huen made a motion that $50 annual membership dues be instituted (for FAA Federal employees). The motion was seconded and unanimously approved by a majority votes. Therefore, NAPA will continues to operate under the guide line of the current Constitution and Bylaws with the membership dues effective immediately that will give the dues paying members a right to run for an officer and right to vote as stated in the Bylaws. Future Conferences: The 2011 Conference will be in Sacramento, California. Maury Khon volunteered to be the Conference Chair for TWO, and Juli-anna Rowe volunteered to be consider for the Conference Chair for NAPA. The 2012 Conference will be in Chicago. Election: Nominations are needed for the upcoming election for NAPA officers for Membership: Membership forms were distributed and for members to sign up right after the meeting. Peter Nguyen reminded everyone that there will be a NAPA Senior Executive Advisors Open House right after the meeting and the Advisors will all be available to meet with the membership for Q&A. There being no further business the meeting was adjourned. 3
