Declaring that there was a qurum, Faculty Senate Chair, Dr. Eldn Larsen called the meeting t rder at apprximately 4:00 p.m. APPROVAL OF MINUTES: Minutes f the Octber 24, 2013 meeting were apprved as written. ANNOUNCEMENTS: Dr. Eldn Larsen The Executive Cmmittee will cnvene again n Mnday, December 2nd at nn in MSC 2W37. The Faculty Senate will cnvene again n Thursday, December 12th at 4:00 PM in MSC BE5. The next BOG meeting will be held n December 11, The next ACF meeting will be held n December 6, Dr. Larsen stated the Faculty Senate Office has mved t Old Main 310. There is a cnference rm in OM 310 that is available t senate business. Cntact Angie Rse t reserve it. COMMITTEE RECOMMENDATIONS:

REPORT OF THE UNIVERSITY PRESIDENT: Dr. Stephen Kpp N Reprt REPORT OF THE PROVOST: Dr. Gayle Ormistn N Reprt BOARD OF GOVERNOR S REPORT: Dr. Marty Amerikaner The BOG met Octber 30, 2013 There is a University Auditr that fund Marshall s finances t be strng. Strnger in cmparisn t ther WV 4 year Universities. Recruitment: Sme BOG members expressed sme cncern n the declining enrllment. The BOG stated they see it s self as lking at the big picture. They expressed they will nt interfere with prcedures r functins f the President r the Prvst level. They als see themselves evaluating practices and plicies and that the University is meeting the verall missin. There was als an intrductin f the cnsulting grup that will manage the evaluatin f the President and the Bard f Gvernrs. Faculty Senate may want t take the initiative n hw the BOG can hear frm faculty. Dr. Larsen spke abut Dr. Jseph Tuma attending an Executive Cmmittee meeting and he annunced the BOG meetings will be 2 days and interactive with clleges and schls. ACF REPORT: Dr. Beth Campbell The ACF meets again n December 6, Dr. Beth Campbell recmmended that the Faculty Senate invite Mark Tr t cme and visit with the Faculty Senate. A discussin ensued abut Senate Bill 330. The ACF remains quite fcused n this bill. HEPC s SB 330 FAQ page is nt yet up n its website. She stated that as sn as it is up and running she will share that infrmatin with us. The HEPC Reprt that was expected in December will be delayed. Dr. Kpp is recnsidering if whether he wants t pay fr buses fr faculty and staff t g t Charlestn t lbby. Dr. Crley Dennisn added as a reminder the Senate Bill 330 is nw law. He als stated the Legislatin plans t set classificatins fr emplyees and each classificatin has t be within 5% f the thers. They will set a benchmark fr classified, nn-classified and faculty. His example was if classified was 95%,

4 nn-classified was at 97%, and faculty was at 82% f that benchmark, then the mney will be diverted t faculty salaries until they are within the 5% f the benchmark. This can have a big impact n hw mney is distributed fr raises. He urges everyne t pay attentin t this law and see what the implementatin is. Fx Lawsn has been hired t cmplete the classificatins, (which will be 16 classificatins f emplyees) but we dn t knw what they are ging t be. They have been hired t survey t determine what classificatins fr emplyees and then determine what the benchmarks are. Fx Lawsn is ut f Minnesta. Smene hired Mercer t watch the Fx Lawsn prcess. Fx Lawsn placed their bid, wn that bid, and then came back and asked fr anther $800K t cmplete the prcess. Mark Tr, HEPC, is charged with implementing this prcess. REPORTS FROM STANDING COMMITTEE S: The cmmittee liaisns gave brief reprts frm their respective cmmittees. REPORTS FROM 20/20 COMMITTEE S: Budget Wrking Grup: Shane Tmblin spke n behalf f the BWG. There was a retreat and several actin items were arrived at. Please review the 20/20 website. They are adding tw additinal seats t this cmmittee which are Sissy Isaacs and Dean Prewitt. They began their Oct 25th meeting t discuss the missin f this grup. They have been charged with: 1) Fiscal year budget; and 2) Mving tward an easy t use/understand budget mdel. They are nw wrking n the 2015 budget and mve frward t a lng term budget mdel. And alng the way, they will share that infrmatin and seek feedback. Additinally, at this retreat they discussed transparency. The prcess t fllw that was brught up at that meeting was Penn State. They have their budget mdel up n their website. That seems t be the way the BWG wuld like t take. They als lked at Delaware mdel. They met again n Nvember 8 and mre discussin like abve was discussed. Visin: Tracey Christfer discussed that the President was charged by the 20/20 grup t put tgether a visin fr Marshall. This cmmittee is made up f 15 vlunteers. In their meeting that have 3 tables and at each f thse tables are a senir administrative, faculty member, staff member and 2 graduate students. They have met twice and will meet 3 mre times. They meet n Mnday mrnings at 8:30. By January 10, 2014 each table will present a visin statement frm each f the tables available which will be distributed t all alumni, faculty, staff, administratrs and students. There will 4 visin statements that will be vted n. OTHER BUSINESS: Nne

5 REQUESTS TO SPEAK TO THE SENATE: (5 minutes per persn) Marybeth Beller spke n the Legislative Frums frm last week that was very well attended. She said the Pint Pleasant campus was standing rm nly. Huntingtn campus was well attended as was Suth Charlestn. Over and ver the Legislatr s said they were s pleased t see peple and hear them express their cncerns ver the budget cuts. They encuraged as many as peple as pssible need t be present and mre active in the legislatr and the Gvernrs ffice. One f the items the Legislatrs didn t like was straight acrss budget reductin. It desn t necessarily have t be the 7.5% budget reductin in Higher Educatin. They are aware it was nt gd management practice. Acknwledgment f the values f higher educatin is nt self-evident. We are amng a wrld f peple with cmpeting demands upn a very tight gvernment budget. We need t be very articulate and directly indicate hw this cut will affect the ecnmy f the state, hw this will affect the future f ur students. We need t cmmunicate that with the legislatr. There will be n new revenue surces in Charlestn. The legislatr is nt willing t raise taxes. They said we need t be present. Faculty and staff need t g t the capitl in Charlestn and the Gvernr s ffice t lbby against anther reductin in the Higher Educatin budgets nw setting at a reductin f 7.5%. Jamil Chaudri spke abut a binding recmmendatin. The president wuld have t accept it r reject it. The recmmendatin states the Bard f Gvernrs be required t meet with Faculty Senate nce per semester. He stated there is a law in West Virginia that mandates that at clleges and universities at least ne meeting per year be held between the BOG and the Faculty Senate. The university is in vilatin f this law. If he accepts it then we have a chance t speak with the BOG. Smene must be able t cme up with a way, which is the BOG duty, t make sure that we prevail at this institutin. AGENDA REQUESTS FOR FUTURE MEETINGS: Nne. THE MEETING WAS ADJOURNED AT 5:03 P.M.
