Grasstop connections are supposed to be personal relationships with people in our state who support our issues. Mark Pocan (2 nd district) is a member of the House Committee on Oversight and Government Reform, which oversees the USPS. Senator Tammy Baldwin (D) and Senator Ron Johnson (R) are both members of the Senate Committee on Homeland Security and Governmental Affairs, as well as the Subcommittee on Financial and Contracting Oversight, both of which oversee the USPS. Senator Johnson is the Ranking Member on the Subcommittee. 3 Here s An Answer I Was Looking For Mark Becker, Vice President First I need to thank Wisconsin carriers for electing me to be a delegate at the National Convention again. It was a great pleasure to fulfill the job you sent me to do. I wrote some articles this past year in the newsletters asking the question what is the future for State Associations. The Steward system was under the control of the State Associations until November At the 2011 National Convention the delegates in attendance voted to put our Steward system under National control. How far were the delegates willing to put power in the hands of the National Board? At this convention I received my answer. So let me review a little if I may. The National steward system gave all stewards across the country uniform training to do their job. Starting with the Local Stewards elected by the members in each respective Post Office to the appointed: area, assistant district and district representatives. That uniformity was seen by those delegates to be a great asset to the fair representation of our membership. National Convention Gary Pingel First Timer First, I would like to thank the state members for sending me to national convention as a delegate. I had a great time and learned a lot about how our association works. Because of the short notice, my wife wasn't able to go to St. Louis with me, but I did take my six year old daughter with me. I was concerned she would be bored with her dad in all the meetings I would have to attend as a delegate, but after talking to several people, I was assured that they would keep her busy. I got to St. Louis on Monday afternoon, after I registered, I went over and registered Jasmine. In the afternoon, we looked around the booths that were set up, of course Jasmine had to pick up any free stuff that the vendors were giving away. That evening Jasmine and I went to the talent show that the juniors put on, we have some very talented juniors in our association! Jasmine has already That brings me to 2013 National Convention in St. Louis, MO. and three subjects. Subject number one was the constitutional change to have Biennial conventions. Even though there was a majority acceptance it did not receive a two thirds vote to pass as a constitutional change. That would have saved us some money if it had passed. Subject number two was having elections held for two year terms. Say what you want about one year hardly can prove how good you became fulfilling that office duties, the delegates did not pass that either. Subject number three was on needing a better system figuring dues increases. A percentage of the salary a rural carrier makes. If the carrier gets a cola increase why shouldn t our union business model get that same percentage as their increase? This delegation said no to that as well on the constitution committee report. After another day of discussing the financial status it came up again in new business on the final day. The answer I received from this voting of the delegates from the State Associations was that we are not willing to put any more power into the National level. The STATE delegates want to do the business of the National Rural Letter Carrier Association on a yearly basis. Nationally let us enjoy the evenly educated Stewards whether representing us or educating us at National AND State planned meetings. *MB* talked about what she will do next year! Tuesday morning there was a joint session, and Jasmine stayed with me until they called the juniors out, they headed to the planetarium and the museum. Meanwhile, we got down to business, with reports from the national officers. Tuesday evening the youth had a dance and I went to a retirement seminar. Wednesday morning both the youth and delegates had meetings but Wednesday afternoon,the youth had nothing planned, so Jasmine stayed with some friends she had made. Wednesday afternoon the delegates started with constitution reports. The big change was voting on a biennial convention, after much discussion and a secret ballot vote, it was defeated. Most constitution changes failed because to pass you need 2/3rd of the delegates votes to pass. Wednesday night there was a banquet with Lee Brice, which was very good. Jasmine had a banquet also, she dressed up in her dress that "had sparkles" on it, after that they had another dance Continued on Page 11 3

4 Opportunity Is Knocking, Will You Answer? Ellen Corlett, Assistant Secretary/Treasurer Knock, knock, knock. That s the sound of opportunity knocking. What kind of person are you? As Miranda Lambert s latest song tells us, it takes all kinds of kinds. So what kind are you? Are you the kind of person who quietly sneaks to the door when opportunity knocks and peers through the peep glass to see who/what s out there? And then, ignores the door? Do you ignore the door because you might have to make some type of personal investment? Like an investment of time? Do you just not want to deal with whatever is on the other side? Is it easier just to pretend it doesn t exist? Many times, our opportunities are what we make of them. We can either ignore the opportunity to network with others in our craft during meetings, training sessions, or conventions at all levels; or we can grab on and participate. You all can hear opportunity knocking if you listen. October 13, 2013 is the Fall Conference in Reedsburg, WI beginning at 9 a.m. at the Voyager. A variety of speakers will be on hand (including District Representative(s) and/or Assistant District Representative(s) formerly known as stewards) who will be there to share the latest, most current information regarding our contract, key areas where management may be implementing new procedures, and what to do and/or who to call when you have questions. Are you going to carve time out of your schedule to grab this opportunity? Or, let it slide on by? Beginning October 22, 2013 are the Fall Regional Meetings from 6 p.m. to approximately 9 p.m. in various locations across the state. Pick the location and date that works best for you (either closest or because of the date) and grab this opportunity to listen from others who do what you do every day. Who is better at sharing experience? Yep, that s right. Those of us who are walking the walk and talking the talk. Maybe there is something going on in your professional life that doesn t quite seem right. This is the perfect opportunity to ask questions directly to the people who have the answers. Are you a giver kind of person? Or, a taker kind of person? A giver is someone who steps up, gives of their time, knowledge, experience and expertise who willingly shares with those who need it (sometimes without realizing they need any of it). These kinds of people in our organization typically are your local stewards, your local officers, and your local delegates to state convention. They are also the kinds of people who are writing, calling and spreading the word about our craft and what reforms really will help and which ones are smoke screens. Here are some questions to ask of that person in the mirror: Am I a member of the NRLCA? If yes, do I attend meetings? Do I complain about things that happen in my office or that management does? If yes, do I contact a steward to see if it needs to be corrected? Do I follow through, when I know something is wrong, to get it fixed? Have I attended a meeting in the last 12 months? If yes, have I considered serving as an officer or a steward? Do I complain about my local steward behind their back? If yes, is it because they are holding management to the terms of the contract and other binding manuals? Or, some other reason? Have I written a letter to my congressional representative or called their office? How many of these questions did you answer NO to? Opportunity is knocking with each question. Are you answering or ignoring? I dare you, no double dare you, to answer the door of opportunity. 5 When You Care Enough To Send The Very Best! Vicki Galgowski, Chair of the Executive Committee One of the keynote speakers at the 109 th National RLCA Convention held in St. Louis MO this past August, was Steven Doyle, SR. Vice President of Public Affairs and Communication for Hallmark Cards Inc. Talk about a fellow with a stake in the game of keeping the Post Office a viable service industry. Hallmark Cards is a member of the GCA, Greeting Card Association, and they are working to develop a comprehensive solution for a stronger Post Office. Americans purchase 5 billion greeting cards every year. That means there are 13 million cards being used every day. Of that amount, about 60% of those cards are sent thru the mail. These are first class letters. This certainly is an area where the postal service has seen a steady decline. The greeting card industry has changed their marketing, they do offer varieties of cards but they still rely heavily on that to the door service that we as employees of the USPS provide. Another interesting fact that Mr. Doyle said was that for every one postal job there are 10 jobs tied to it. Be they paper manufacturing, transportation, printing, or packaging, These people rely on our service to keep themselves employed. When the Postmaster General talks about going to a 5 day delivery schedule and he says there will be 50,000 postal workers put out of their jobs, he neglects to mention that there are another 500,000 people who will also lose their employment. That s a staggering statistic. The Greeting Card Association is trying to work with the postal service to encourage them to maintain a six day delivery schedule. Some Post Offices have a retail display of greeting cards in their lobbies for purchase by customers. I work out of the Hudson WI Post Office, and have used the card selection frequently to send that birthday card or get well or finish my Valentine s day list, it comes in handy. His speech restored my hopes that there is a future in the postal business and there are other companies out there that really do have a stake in our success. So send a note or card off in the mail today to just say hi to someone you know. We all enjoy getting that kind of letter in the mail and to get them you should send them. *VG* Give Thanks! Carla Freymiller, Chaplain It s hard to believe another National Rural Letter Carrier Convention is behind us and fall is on its way. A BIG THANKS for voting me in as your state delegate. This means WIRLCA Fall Conference is on the horizon, get in your vehicle and drive to Reedsburg, WI and attend, it will be at the Voyager Hotel. It keeps us informed on our jobs. Lots of Good Information! It s surprising what the rural craft can learn from these meetings. On another note, from an early age in our childhood years when we are given something or need help in someway we are taught to say thank you. Yet once we thank someone for an act of kindness it shouldn t stop there. We should continue to express our gratitude again and again in the future. Often we forget to thank our family and friends for their acts of kindness, love, help, concerns, friendship, and the list can go on and on. Even thanks for the little things, just being there! Sometimes our behavior is similar toward God. There s a story about ten lepers healed by Jesus, one out of the ten thanked Him for the healing that took place. The others just went on their way, not given any recognition for their health being spared. We sometimes forget nine times out of ten to give thanks for the gifts of love in our lives. I don t want to take my blessings for granted. Let those around you know that you value their part in your life, have a grateful heart and be sensitive to others needs. And remember to thank God for each and every good gift given from above. 6 Hoo Rah Rah, Go Team Go! Susan Tiffany, Executive Committeeman I recently had the chance to go to a Packer Game in St Louis. A dozen or so of the Wisconsin delegation at the National Convention stayed an extra day, so we could attend the pre-game against the St. Louis Rams. Now, we all know that Packer fans are a special breed of fan. Once a Packer fan always a Packer fan no matter where you move to. And a lot of Packer fans have never even lived in Wisconsin. When we attended the game we saw A LOT of Packer fans. I believe there were more Packer fans than Ram s fans. They follow their team through thick or thin, through good times or bad. And, just like Packer fans we have to support our union in good times and bad. The Postal Service s future is in the hands of Congress, and we have to convince them that the way they want to do things is wrong. We need to rally as a team and defend our jobs and our future. At our national convention we heard a very inspiring speech from Mr. Doyal, who is the Senior Vice President of public affairs and communications at Hallmark and the incoming President of the Greeting Card Association, the U.S. trade association serving the greeting card and social expression industry. Here are a few things he had to say. Since its founding, the U.S. Postal Service has been delivering what we in the greeting card industry call mail moments. We spend a lot of time helping create mail moments the emotional reaction someone experiences when a special piece of mail is delivered, addressed personally to them. Given some of the Postal Service s financial troubles in recent years, some believe that the days of the mail moment and the Postal Service altogether are numbered, an inevitable casualty of an increasingly digital age. But they re wrong. In fact, we could strengthen the Postal Service with a three-step process. First, the Postal Service should install cluster boxes on a widespread, national scale where it is feasible and makes the most sense. Second, there is virtually unanimous agreement the Postal Service should work with Congress to amend the way it pre-funds retiree benefits. The Postal Service is the only federal agency that pre-funds 100 percent of its retiree benefits 10 years in advance, a very stringent requirement that is causing a lot financial difficulty. While pre-funding is important, amending this mandate to a more reasonable timetable would immediately improve the Postal Service s condition. The third step, if the first two are not enough, is to draw from a list of 53 alternative proposals that the Postal Service could implement immediately. All of these proposals are included in the latest report from the Greeting Card Association (GCA) that sets the Postal Service on a path to solvency without cutting critical services or raising rates. The GCA has long been a strategic partner of the Postal Service and we are proud of our collaboration with them over the years, including the first Forever Stamp and the Butterfly stamp that makes it easy for postal clerks and customers to understand the appropriate postage for square cards. While the Postal Service s struggles have been well documented in the press, commonsense solutions have not. That s why we released our report; to provide a solution that everyone can agree with and move the ball forward before it s too late. We need to bring all stakeholders to the table to craft the kind of reform the Postal Service needs. That s why I m here in St. Louis, addressing the National Rural Letter Carriers Association s National Convention, because they are the hands and feet that make mail moments a reality for so many. The need for a strong and robust Postal Service is as clear today as it was for Ben Franklin, our nation s first Postmaster General. 6.5 billion greeting cards, invitations and stationery are purchased every year and about 60 percent of those are mailed through the Postal Service. Not only that, but according to a report from the Envelope Manufacturers Association, 8.4 million jobs, or six percent of all U.S. jobs, depend on the mailing industry and support $1.3 trillion in sales revenue. So, the connection between a sustainable Postal Service and a growing economy is clear. The reality is that the Postal Service is not just another business; it fulfills a vital public service that millions of Americans rely on. Our commonsense solutions will help move the Postal Service from its current problems to a future where it is both fully functioning and financially solvent for the next generation of mail moments. We all felt the need to yell Amen when he was finished. It showed us that as a team, we can rally together and let congress know that what they have in mind is unacceptable. 7 This And That Ron Berg, Secretary/Treasurer As of August 29, 2012 the Membership Analysis, prepared by the National Office has Wisconsin s total membership at 3439 members. The membership consists of 1614 Regular and PTF Carriers, 877 Retired Carriers, 939 Relief Carriers, and 9 Associate Members. Currently there are 157 regulars who are non-members. There are 563 Subs that are non-members. We need to continue our efforts to recruit non-members. The strength of our union is our members; to remain strong we need to increase our membership. Do your part and invite a non-member to join the NRLCA. It is every member s responsibility to constantly keep recruiting new members to our organization! It is time for non-members to help share the burden that we as members do on a daily basis. Wisconsin had 36 Delegates at the National Convention in St Louis, Missouri. These delegates made decisions that will directly affect your work life and paycheck. This year every person on the ballot had the chance to attend the convention as a paid delegate. (Get your name on the ballot in 2014!) Please take time to speak to a delegate and ask how they voted on the issues brought forth on the Convention Floor. This year s convention was a long grind with a lot of tough decisions made. Thanks to all who represented Wisconsin at the National Convention. A list of the attendees is published in this issue. While at the National Convention I attended the legislative seminar. We can and we must get involved, as members, to help sway congress to see that USPS is a GREAT Service Organization and Rural Carriers are the leading example of this Service. Our National Board and its legislative department are taking the battle to congress, the battle in the war to save our jobs, our future. We need to help them help us in this fight! When someone asks you What has the union done for me lately? This battle on the hill is fought daily, week in and week out, month in and month out; is what is being done for all of us every day. As members, we must participate and recruit new soldiers to finish this fight! It can be done! At the end of the day, we will know that the efforts of all of us as a union made a difference. So bring the non-member to a meeting, sign them up. Or call me and I will talk to them to get them on board as a member. We must, because if we are dwindled in numbers Postal Management will eat us alive! FEHB open season begins Monday November 4, During the Open Season you may enroll and make changes in the Federal Employees Benefit Plans. Please remember to take full advantage of the U.S. Postal Service s Flexible Spending Account (FSA) program for regular and PTF rural carriers. The FSA program allows carriers to pay for child or adult daycare expenses and family health care expenses not reimbursed by insurance, with tax-free dollars. The WIRLCA Executive Board has decided to hold our annual Fall Conference meeting October 13, The meeting will be held at The Voyager in Reedsburg. Later in the month of October the newly added fall regions meetings will be held in 11 locations throughout the state you will be getting a post card reminding you and there is also a list in this newsletter. Your District reps (Stewards) will be in attendance along with your state board contact person. You will be updated on legislative issues and steward issues and any current situations that the USPS will be exposing us to! Get to these meetings, they are your meetings! 8 Congress... Dennis Nelson, PAC Chairman should, be good at reviving factory jobs since they are so good at manufacturing problems. I remain hopeful that, by the time you receive this newsletter, Congress will have finally addressed the ongoing dilemma that the Postal Service has had to endure. I also remain skeptical. If you give people light they will find their way. It s definitely time, for us to show our elected Representatives the light. Some of our Legislators are aware of the important role the Postal Service (and Rural Carriers) play in maintaining a vibrant economy. Others need to be reminded, regularly. Our members could exert much more influence, on Capitol Hill. An , letter, or phone call will help to educate your Senator or member of the House of Representatives. I ve listed their phone numbers so you can give them a call and have a nice/brief chat with a courteous staff member. They will relate your concerns to the Congressperson or Senator. Silly name? Maybe. But, it could yield serious results. The concept is simple. If you know someone who may be capable of relating our concerns, to Congress, we may be able to optimize our effectiveness in crafting legislation. Are you friends with a member of the local Chamber of Commerce? Is your brother-in-law the CEO of a major corporation (he may be playing golf with your Representative when they are back in the District)? Does a staff member, who works in your Congresspersons office, live in your town (and do you know their parents)? Is there a member of your church who has made a substantial financial contribution to the candidate, who represents you? Are you a member of a Veterans organization, (approximately one fourth of Postal employees are veterans)? Their leadership regularly deals with Congress. Take a step back and consider whether, or not, you may know an influential person, in your community. If so, we may be able to make valuable use of their personal contacts. Now, I could make good use of your personal check. Our Political Action Committee works very hard to maintain a relationship with Congress. It s an unfortunate reality that a Legislator is more amenable to discussing an issue with an Organization, which has supported their campaign. Please write a $26 check, payable to: NRLCA PAC. PAC contributions are not tax deductible. *DN* House members Pocan and Moore have been at the forefront of supporting the favorable legislation, which has been proposed, to help resolve the USPS problems. If they represent the District, in which you live, please give them a call and thank them for their efforts in preserving the countries mail service. If your Representative hasn t been paying attention to the Postal Services problems you should light up the switchboard to encourage them to research the issue and incorporate their ideas, into the legislation. The National Rural Letter Carriers Association is actively attempting to recruit our members for participation in the new Grasstops 8

9 Lakeland News Julia Doggett, District Rep. (Steward) I hope you were able to attend State or National Convention, Mid-State conference, a County meeting, the IL. Booster or any of the upcoming WI. Regional meetings. There are so many opportunities provided by your Union to get vital information that is so important to your job. There were certain routes that did qualify for the special mail count here in Lakeland District. There were 14 routes in 4 offices that were counted between the dates of September 17 & 30, Lakeland District has 5 mail processing plants; down from 6 last year, they are located in Green Bay WI., Madison WI., Oshkosh WI., Wausau WI., and Palatine IL. We did visit these plants for the September mail count. The latest COLA increase went into effect September 7 th ; pay period The recent increase of $ will be added to the deferred July 2012 increase of $ for a total COLA increase of $ per year based on a 40 hour route. For RCA/RCR employees on the rolls prior to August 11, 2012, an equal amount paid to full time rural carriers on an hourly basis under the 2010 agreement will be rolled into RCA/RCR hourly rates at the first full pay period of August National printed off and handed out a magazine version at National Convention of the approved draft of the contract between the USPS & the NRLCA; it is also available on the national web site and through the mail to union members; the smaller book style version is still in the works. As of today, we currently have 985 non-union members in our ranks; this is almost a third of all carriers working and retired in Lakeland district; so if you know a non-union member, hand them a PS Form 1187, so they can join and start pulling their share of the weight. The completed form should be mailed to your states Secretary/ Treasurer. We have had, and will continue to have fights with Congress and the USPS on a variety of fronts; we need to band together; the more members we have, the stronger we are. Since June, we ve seen a lot of route postings, some residual vacancies are continuing to be withheld for FSS impact buffer or for an excess carrier from another Post Office, but we have also seen many RCAs convert to regular. Beginning June 1 to the writing of this article, there have been 28 rural route postings that resulted in 24 RCAs converting to regular status; congratulations to all!! Of the remaining 4 postings, 2 were held due to being in an FSS office, 1 was held for an excess carrier and the last, there was no successful bidder so the route will be posted district wide. By September 7, 2013, all intended RMPO (remotely controlled post offices) should be completed and the administrative processes transferred over to the assigned APO (administrative post office). Due to the addition of offices as RMPOs, an MOU was drafted that provides guidelines that will be utilized in determining rural carrier seniority, use of the relief day work list, matrix, scheduling and job bidding. Because these offices are now connected in this manner, steward representation is also affected. As the office list is reviewed and Post Plan implemented, changes to the Area Steward Assignments will be made; these changes will be posted on the web sites as they occur. The MOU, on Page 10 in this issue, calls for the merging of regular rural carrier seniority as well as the merging of leave replacement carrier seniority. The leave replacement matrix will encompass all routes assigned to the APO as well as all the RMPOs; this will provide for additional work opportunities, as the matrix should be reviewed to determine if additional cross training is necessary to cover all the routes. Each RMPO is considered a separate delivery unit when applying articles 30.2.D.3 &.4, on Page 11 in this issue, as well as the use of the relief day work list. Carriers working out of the RMPOs are eligible to bid on rural vacancies in their RMPO, connected RMPOs and the APO assigned their same finance number; carriers assigned to the APO will be eligible to bid on vacancies in the APO and the RMPO assigned to the same finance number. If a carrier is responsible for Saturday close out procedures, the time associated is collected and changes made to the rural route evaluation accordingly. If you have any questions, please contact your assigned steward. As I mentioned previously, there have been a lot of route postings. There have also been some issues when a carrier goes in to bid; seniority date is wrong or missing, the carrier can t enter the system and more. These problems must be communicated to your manager immediately. If you wait until the bid closes to lodge a complaint, it may be too late. Notify them so the problem can be resolved and documented prior to the close of the bid. Continued on Next Page 9

10 Continued from Previous Page Some basic information regarding the process; Make sure you have your Employee ID & Personal Identification Number on hand. These numbers are required to access the system; if you do not have them, you will be unable to cast you bid. Regular carriers should only bid on routes that they would leave their current route assignment for, preferably in order of preference; you need not bid on the posted route to be considered in the bid process. A leave replacement carrier should bid all routes they are willing to convert to regular for; in most cases, that is all the routes. Leave replacement carriers can also bid routes in order of preference; this is useful when there is more than one route up for bid in the office. The vacant route as well as any other route vacancy that occurs during the process will be awarded at the same time as the initial posting. If you wish to change or withdraw a bid, you must do so prior to the closing of the bid; there is no withdrawing of a bid after the posting has closed; you bid it you bought it. PTF carriers are required to automatically convert to regular when a route opening occurs; it is beneficial to bid order of preference when there are multiple route postings. Print any pages that show you successfully bid, or pages that indicate errors occurred. These are useful in correcting any problems that might occur during the awarding process. If you have any questions or concerns, please contact your assigned steward. Holidays-Article 11 of the National Agreement. The Collective bargaining efforts have provided us with 10 holidays each year: New Years Day, Martin Luther King Jr s birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran s Day, and Christmas Day. For a regular carrier, if a regularly scheduled day falls on a holiday, they are not scheduled to work and they are paid the daily rate for that day. If the holiday falls on a regular carrier s relief day, the preceding work day is granted as the carrier s designated holiday. When the primary leave replacement is unavailable on the carrier s designated holiday, and other leave replacement carriers are unavailable in accordance with Article 30.2.D, the regular carrier may be scheduled to work their designated holiday. The carrier scheduled to work their designated holiday will receive the daily rate of pay in addition to the holiday leave pay which the employee is entitled. *JD* 10

11 Article 30.2.D (in part) 3. If the second and third leave replacements designated for the route are unavailable, and a part-time flexible rural carrier has not been designated to serve the route, the route shall be assigned to qualified substitutes, rural carrier associates, or rural carrier relief employees assigned to that delivery unit in the order of the longest continuous service in the office. Qualified is defined as having received training on or been utilized on the route. 4. If no qualified substitutes, rural carrier associates, or rural carrier relief employees within the delivery unit are available, the employer may designate any other leave replacement prior to selecting a regular rural carrier to work in accordance with Article 8.5. Continued from Page 3 Thursday we continued with constitution changes and then went on to resolutions. Resolutions only needed a simple majority, but there were 128 of them, so it took all of Thursday and some of Friday to get through them. Jasmine went to the zoo for the day. She took lots of pictures, she does love animals. Thursday night was caucus night. This is where the candidates that are running for national office come and talk with us, trying to convince us to vote for them. The older youth had their caucus too; since it was for the older youth, Jasmine went with me. When the candidates handed out candy or other knickknacks, she always got some too. Friday, we finished up resolutions and had election of officers. The juniors had their elections as well, but they were done with their meeting about noon so, when we broke for lunch, I went to get Jasmine and she spent the rest of the time with me. I had a really good time, and my worrying about Jasmine not having anything to do was put to rest, right after I got there. 12 Northland News Jim Reiss, District Representative (Steward) To start with, I shall simply list the Steward Training dates, places, and times for our second round of training offerings this calendar year. Typically, I have welcomed non-steward active carriers to these trainings provided of course they are NRLCA members and I am notified in advance since there are space limitations at all sites. All trainings begin at 9 AM and end at 5 PM. The dates: 10/10/2013 Club 40 Restaurant, th ST NW, Aitkin MN (Limit 30) 10/17/2013 Avalon Conference Center, 1009 W Park Ave, Chippewa Falls WI (Limit 25) 10/24/2013 EJ s Bar and Grill, 450 Main Ave, East Gaylord MN (Limit 70). Article 9.2.C.5.b.states: g. Except as provided in item i. below, regular rural carriers not on the relief day work list who are required to work the relief day will receive compensation at 50% of the carrier s daily rate of pay, in addition to receiving an X day within twelve (12) weeks as scheduled by the Employer. This means if a carrier not on the relief day work list is forced to work a relief day, they are paid Code 3 and same should appear on PS Form It is not open to local negotiation. Article 9.2.C.5.i states: i. Without recourse to Article 8.5, the Employer may allow a regular rural carrier to work on his or her relief day in order to grant the leave replacement scheduled to serve the regular s route, the day off, provided: (1) The leave replacement has submitted a written request to be non-scheduled or to have leave on the regular s relief day; (use of a 3971 would seem appropriate) (2) The regular rural carrier has signed the request, thereby indicating agreement; and (3) The regular rural carrier and the Employer have agreed that compensation for working the relief day will only be an X day to be immediately scheduled by mutual agreement. The scheduled X day must be within the next twelve (12) weeks. PS Form 3971 will be completed for the mutually agreed X day and the scheduled X day will be given the same consideration as approved annual leave. A part-time flexible rural carrier is not entitled to the route s evaluated hours for any day the Employer has granted his or her request to be non-scheduled. This means just what it states, if the relief carrier scheduled to provide relief on your assigned route requests leave and you agree to work an R for an X then the leave replacement will be granted leave. It is the only circumstance other than being on the RDWL that an R for an X is used. Note: that many managers will indicate that it is the regular carrier who controls whether or not a relief carrier can be granted leave when in fact management has the option of hiring sufficient leave replacements for the office and to use the RDWL if a regular chooses not to participate in this contractual this option. Article 8.5 states: Section 5. Relief Day Worked A. The relief day work list at each delivery unit shall be established twice during each guarantee period. The relief day work list will be posted for a two-week period. Each time the new relief day work list is established it shall supersede the previous list. All regular carriers, regardless of route classification, desiring to work their relief days shall place their names on the relief day work list. The first opportunity to sign the relief day work list will be three weeks prior to the beginning of the new guarantee period and will be effective at the beginning of the new guarantee period. The second opportunity to sign the relief day work list will be three weeks prior to the beginning of the first full pay period in May and will be effective the first full pay period in May. When a regular rural carrier is needed to work a relief day, due to the unavailability of a leave replacement, the Employer will: 1. Select carriers on the list, in order of seniority on a rotating basis, to work on the relief day. 2. If the need still exists, the Employer will accept volunteers from regular carriers not on the list before requiring regular carriers not on the list to work the relief day. Such requirement will be by juniority. B. On the day the regular carrier works the relief day, the assigned leave replacement may be required to work any route in the delivery unit consistent with the provisions of this Agreement. Administrative errors in the assignment of work to regular carriers on relief days will not result in monetary remedies. C. The Employer is not required to work any regular carrier on a relief day if it would cause the carrier to exceed the hours of the annual guarantee or fifty-six (56) actual hours within one (1) week. 13 Continued from Previous Page The important points that need emphasis are one, this is the language in the contract that specifically addresses borrowing because of the language of 8.5.A.2 which states that regular rural carriers can be forced to work by juniority. The point is simple, all rural craft employees need be working before it is declared an emergency and a carrier is brought in or another craft or manager is used to do rural carrier work.doing so to prevent overtime is not an emergency. A second point of emphasis to all is that this contract language has been in place since the extension to the agreement (May 2000) meaning that management contending they did not realize how working a relief day is handled; borrowing is not an option in a one route office; and so forth is simply not a justifiable excuse for not following the National Agreement. NOTE: This article will appear in your state newsletters during the time period that Relief Day Work List sign-up is taking place and I suggest ALL one route office carriers sign-up for the Relief Day Work List to allow you options if your office is without a relief carrier because the truth is that if you allow management to bring in relief for you in those situations for other than an emergency, the hiring process is often stymied for that reason! He traveled up and down those roads 50 plus years ago on the school bus. Barry still owns the farm he grew up on and is in the process of remodeling the house. He also delivers mail to the church he attends. Barry is still an usher and a former trustee. Tana became his bride 24 years ago. They have two beautiful daughters; Katlin and Lily attending UW Platteville and Beloit College. Barry has attended 14 State Conventions and 8 National Conventions. Currently President of Rock-Walworth Counties and was Co-Chair of the 2013 State Convention in Janesville. Kathy Lueck (Right) has been an active member of the Auxiliary for many years, serving on the Executive Board, and then as Vice President. Kathy is a member of the St. Bernard s Church in Watertown; volunteering time and enjoys singing in the choir whenever possible. Professionally, Kathy has been a dental hygienist for 36 years and continues to provide compassionate care to her patients.
