1 The meeting of the Hinckley Township Board of Trustees was called to order at 6:32 p.m. on May 1, 2017 by Chairman Raymond Schulte. Present were Trustees Melissa Augustine, David Sambor and Ray Schulte, Fiscal Officer Martha Catherwood, five residents and two reporters. All joined the Pledge to the Flag. David Sambor made a motion to approve the minutes from the April 17, 2017 meeting as written. Melissa Augustine POLICE DEPARTMENT David Sambor made a motion to adopt Resolution # which approves the purchase of 300 police department uniform patches from Shuttler s Uniform at a cost of $ Melissa Augustine seconded. Vote: A-yes, DS-yes, S-yes. This purchase will fill the departmental needs for five years. David Sambor made a motion to adopt Resolution # which approves two travel appropriations as follows: (1) Officer David Stepka to attend the Full Spectrum Weapons Training at OPOTA, London, Ohio at a cost of $430.00, and (2) Officer James Goff to attend Intoxilyzer 5000 Training at the Columbus Police Academy at a cost of $ Melissa Augustine David Sambor made a motion to adopt Resolution # which approves the purchase of a digital recorder for the Shoretel telephone system in the police department from Stephen Campbell and Associates, Inc. at a cost of $9, Melissa Augustine Chief Kalavsky stated that the current analog recorder is incompatible with our current digital phone system the new recorder will fill that need and enable the township to discontinue the Spectrum costs that was previously required with the analog system. FIRE DEPARTMENT Chief Morgan offered the following training information: Administrative Assistant Heather Bell successfully completed her fire department administration training; Mike Mihalic has passed his paramedic testing which brings the department to 16 paramedics; Lydia Wochna will be presented the Hinckley Elementary PTO Volunteer of the Year Award for her educational programs; and, Lt. Jestin Grossenbaugh and Chief Engineer Ron Mack found their trip to Indianapolis productive. He also added that the annual hydrant testing will begin June 1 st. David Sambor made a motion accepting the resignation of Firefighter/Paramedic Kami Klaus affective April 17, Melissa Augustine David Sambor made a motion to adopt Resolution # which approves an educational appropriation reimbursement for Josh Theaker for tuition he paid to attend the Firefighter 11 Transition Course in The township received the State reimbursement for this class in April. The reimbursement is the tuition cost of $1, Melissa Augustine David Sambor made a motion to adopt Resolution # which approves a educational appropriation reimbursement to Lydia Wochna for tuition she paid to attend Pet First Aid and Disaster Response at the Middleburg Hts. Fire Department. The reimbursement is the tuition cost of $ Melissa Augustine

2 Chief Morgan tabled his request for a travel appropriation for The Emergency Reporting System through the Regional Training Academy. David Sambor made a motion to rescind Resolution # Which were items being purchased with the 2016 EMS Grant. A new motion will follow. Melissa Augustine \ David Sambor made a motion to adopt Resolution # which approves the following purchases through the 2016 EMS Grant funding. (1) Conterra Vacuum Immobilizer from Conterra Inc. at a cost of $ plus a shipping fee of for a total cost of $ (2) Two Stat Pack Quick Look First Responder bags from Stat Packs Inc. ($195.00/ea.) at a cost of $ plus shipping for a total cost of $410.43, and (3) a McGrath MAC Video Laryngoscope ($2,392.50), MAC 2 Blades ($139.20), Mac 3 Blades ($139.20) and MAC 4 Blades ($139.20) from Physio Control at a cost of $2, Melissa Augustine SERVICE DEPARTMENT Road Superintendent Newcomer presented the Monthly Report for March. The report consisted of hours worked on roads, 12 on cemetery, 12 on General and 15 on Police. Work included plowing and salting roads, truck repairs, ditching on Bellus and Kellogg Roads, clearing trees due to wind damage on King and Oakwood, and repairs to the handicap access ramp at the Historical Building. The trustees signed the 2017 road paving contract with Karvo. Raymond Schulte made a motion to adopt Resolution # which authorizes participation in ODOT Winter Salt Contract (018-18) for 1500 tons of rock salt. : WHEREAS, the Hinckley Township Board of Trustees, Hinckley, Ohio, (hereinafter referred to as the Political Subdivision ) hereby submits this written agreement to participate in the Ohio Department of Transportation s (ODOT) annual winter road salt bid (018-18) in accordance with Ohio Revised Code (B) and hereby agrees to all of the following terms and conditions in its participation of the ODOT winter road salt contract: a. The Political Subdivision hereby agrees to be bound by all terms and conditions established by ODOT in the winter road salt contract and acknowledges that upon award of the contract by the Director of ODOT it shall be bound by all such terms and conditions included in the contract; and b. The Political Subdivision hereby acknowledges that upon the Director of ODOT s signing of the winter road salt contract, it shall effectively form a contract between the awarded salt supplier and the Political Subdivision; and c. The Political Subdivision agrees to be solely responsible for resolving all claims or disputes arising out of its participation in the ODOT winter road salt contract and agrees to hold the Department of Transportation harmless for any claims, actions, expenses, or other damages arising out of the Political Subdivision s participation in the winter road salt contract; and d. The political Subdivision hereby requests through this participation agreement a total of 1500 tons of Sodium Chloride (Road Salt) of which the Political Subdivision agrees to purchase from its awarded salt supplier at the delivered bid price per ton awarded by the Director of ODOT; and e. The political Subdivision hereby agrees to purchase a minimum of 90% of its above-requested salt quantities from its awarded salt supplier during the contract s effective period of October 1, 2017 through April 30, 2018; and f. The political Subdivision hereby agrees to place orders with and directly pay the awarded salt supplier on a net 30 basis for all road salt it receives pursuant to ODOT winter salt contract; and g. The Political Subdivision acknowledges that should it wish to rescind this participation agreement it will do so by written, ed request by no later than Wednesday, June 1, The written, ed request to rescind this participation agreement must be received by the ODOT Office of Contract Sales, Purchasing

3 Section by the deadline. The Department, upon receipt, will respond that it has received the request and that it has effectively removed the Political Subdivision s participation request. Furthermore, it is the sole responsibility of the Political Subdivision to ensure ODOT has received this participation agreement as well as the receipt of any request to rescind this participation agreement. The Department shall not be held responsible or liable for failure to receive a Political Subdivision s participation agreement and/or a Political Subdivision s request to rescind its participation agreement. NOW, THEREFORE, be it ordained by the following authorized person(s) that this participation agreement for the ODOT winter road salt contract is hereby approved, funding has been authorized, and the Political Subdivision agrees to the above terms and conditions regarding participation on the ODOT winter salt contract. CEMETERIES The trustees signed a Maple Hill cemetery deed for Richard Beck. TRUSTEES Melissa Augustine made a motion to adopt Resolution # which approves the purchase of (4) four, 10-foot posts from Judco, Inc. at a total cost of $ The posts are for the ballfield welcome signage. David Sambor Discussion ensued as to the Medina County Prosecutors Office recommendation that the baseball field signage should be written as to contact RAH for field scheduling rather than by permit. Melissa Augustine informed the trustees that she has spoken to the Medina County Sanitary Engineer about extending water to the town center. The Maple Hill area of Route 303 will be included in scheduled County geo-boring. The trustees felt this is a great opportunity as there is no cost to the Township. Melissa Augustine made a motion to adopt Resolution # which approves contracting with Lighthouse Solutions Group for annual security management services for the administrative, fire and service computer systems and I-Pads. The service includes anti-virus, anti-malware and anti-ransomware, as well as spam filtering, security and a client firewall. The annual cost is $2, David Sambor David Sambor made a motion to adopt Resolution # which approves an educational appropriation for Melissa Augustine to attend the Leadership Medina County Seminar on Color Blind? A Conversation on Race in Medina County at a cost of $ Raymond Schulte seconded. Vote: A-Abs, DSyes, S-yes.

A Conversation on Race in Medina County at a cost of $ Melissa Augustine seconded. Vote: A-yes, DSyes, S-Abs. Both trustees stated how informative and timely the seminar was. Raymond Schulte made a motion to adopt Resolution # which approves funds for the Memorial Day Parade as a proper public purpose in the amount of $ David Sambor seconded. Vote: A-yes, DSyes, S-yes. Mr. Schulte welcomed everyone to attend the parade to be held on May 29 th. County Commissioner William Hutson will be the speaker. He added that the Citizen of the Year will be honored at the May 15 th, 2017 meeting at 4 p.m. FISCAL OFFICER Martha Catherwood requested the trustees make a Supplemental Appropriation. Raymond Schulte made a motion adopting Resolution which approves the supplemental appropriation of $400 from (Contracted Services) into (OPERS). David Sambor seconded. Vote: A- yes, DS-yes, S-yes. Martha Catherwood stated the Township currently has funds totaling $4,261, Martha Catherwood stated per the O.R.C. that Hinckley Township currently has no encumbrances. FLOOR Resident Jim Burns asked about the trustee conversation regarding scheduling concerns at the township ballfields and public use. Melissa Augustine stated that the fields are public, but RAH maintains the fields. David Sambor added that there has been damage to the fields in the past and this has occurred after the fields have been prepped by RAH for games. He indicated that the signage will make individuals aware of the need to contact RAH and maintain the field condition. Mr. Burns asked if there were any legal ramifications in the language. Ms. Augustine stated she does not believe there is. Kris from the Medina County Auditors Office reminded attendees of the Pet-a-cular to be held at the Brunswick Rec Center next Saturday. Resident Chris Studor asked for ballfield signage clarification, inquiring that the welcome signs were supposed to say by permit only but were changed to schedule only- this indicates that outside parties shall have to contact RAH to schedule. The trustees stated this is correct and the change was due to Prosecutors office review. Raymond Schulte made a motion to pay the bills. David Sambor second. Vote: A-yes, DS-yes, S-yes.
