1 0 2 / 27/ Granville Township Minutes of Regular Meeting, February 27, 2019 Present: Granville Township and Granville Roads District Trustees* Kevin Bennett, Dan VanNess, Bryn Bird, Fiscal Officer Jerry Miller, Recording Secretary Cathy Klingler Department Head: Superintendent Travis Binckley and Chief Casey Curtis Guests: Donald Curtis, 1942 Columbus Road, Granville Alicia Chatham, 1801 Thornwood Drive, Heath Tom Washer, 200 Glyn Carin Lane, Granville Bruce Cramer (Bryn Du), 537 Jones Road, Granville Carl Jennings, 464 Mt Parnassus Drive, Granville Trustee VanNess called the regular business meeting to order at 7:00pm with the Pledge of Allegiance. Agenda Approval: Trustee Bird moved to approve the meeting s agenda as submitted. Trustee Bennett seconded. Without further discussion, the motion passed by unanimous vote. Opening of Bids Cemetery Project Trustee Bennett stated 3 bids were submitted, and explained the remainder of the bid process. Carl Jennings mentioned cost-saving measures that had been added and wanted bidders to be able to review them. FO Miller unsealed the following bids: 1. Lehman Construction Company: bid was $627,600; bond was included 2. Robertson Construction: bid was $592,000; performance bond was included; alternate pricing was included 3. Good Home Maintenance, Inc.: bid was $652,151; bond was included FO Miller announced the bids would be reviewed for completeness and the decision would be announced at the March 13, 2019 meeting. Minute Approval: Trustee Bennett moved to approve the minutes for the February 6, 2019 meeting. Trustee Bird seconded. Without further discussion, the motion passed by unanimous vote. Trustee Bennett moved to approve the minutes for the February 13, 2019 meeting, with the modification found by FO Miller. Trustee Bird seconded. Public Comment: Bruce Cramer, Executive Director Bryn Du Commission, provided the following information, and invited the Trustees to attend the events: A calendar of upcoming events The opening night of the 15th Bryn Du Art Show, on March 5, 2019 The lecture series in April and May, 2019

2 0 2 / 27/ Fire Department: Chief Curtis reported the following: 367 runs year-to-date, a decrease from the same time in 2018 Was gone for a week, then spent 2 days in a class Grass truck was completed; should be delivered the week of March 3, 2019; FO Miller announced the Granville Recreation District Board of Trustees voted to accept the $12,000 offer for the old grass truck Brandon Reese returned to work Chief s car has arrived, but is still awaiting installation of lighting and radio package Bill Cramer presented a report to the Union Township Trustees stating the expectation for Granville Township to participate with Union Township emergency services, but hadn t communicated with Granville Township; there was discussion about the legal responsibilities for emergency services to Union Township, and a suggestion was made for sending a letter stating Granville was not legally bound to serve Union Township residents automatically. Trustee Bennett suggested vocalizing Granville Township s position to Union Township residents who are in Granville Schools at a possible upcoming meeting. Fire Station Progress Report Chief Curtis reported: A Design Development Plan meeting is scheduled for March 1, 2019 with Architects, Robertson Construction, Michael Davis from USDA, and 2 other USDA representatives FO Miller explained the loan resolution and letter of intent that must be completed, signed, and returned to USDA Trustee VanNess provided an update concerning the seismic testing concluding he anticipated we will need to do the additional bracing FO Miller received 2 quotes for Bond Council at $21,500 and $20,000; the meeting would ensue at the Township Service Center (March 1, 2019) Trustee VanNess reported: Bird and Bull had finished a review of civil site work; would talk to the Village regarding the amount of the bill being appropriate Peer review for storm shelter had 2 phases; expenses were $1900 and $4200 Granville Rotary committed to donating $13,500 for the fire station Mull and Weithman submitted quotes for picture renderings of the inside of the new fire station; estimate was $450 per photo; Trustee VanNess requested the Board appropriate $2500 for Mull and Weithman to do the pictures. Trustee Bennett moved to authorize the expenditure up to $3000 from Carryover funds within the Fire Station Fund, to pay for Mull and Weithman to generate pictures to help with the public presentation. Trustee Bird seconded. Without further discussion, the motion passed by unanimous vote. Trustee VanNess requested the Trustee vote to approve design plans at the March 13, 2019 meeting.

3 0 2 / 27/ Granville Township Road District: Superintendent Binckley reported the following: Crew was out 3 times since February 13, 2019 for snow/ice removal High winds caused trees and limbs down Took delivery of the new dump truck on February14, 2019; no details had been done yet Continued to fill pot holes Requested permission to purchase an asphalt maintenance trailer (aka hot box ) through state term contract, at $28,843 from Concord Road Equipment. Expected delivery will be in 3-4 months. Also suggested declaring the old patch as surplus and to sale it through GovDeals. Superintendent Binckley confirmed the patcher had been budgeted for. Trustee Bennett moved to purchase of a hot patch machine for $28,843 and to designate the old patcher as surplus and to sale it on GovDeals. Trustee Bird seconded. Without further discussion, the motion passed by unanimous vote. Kendal Traffic Light Update: Trustee Bennett reported: Held a pre-bid conference February 26, 2019; 3 bidders were interested; bids would be due by March 12, 2019 by 4:00pm Regarding traffic maintenance, a lane of Grandview might have to be closed for 1 or 2 days. Trustee Bird suggested doing a complete job of notification to residents and community Hoped to get job awarded at March 13, 2019 meeting, as the ODOT permit would expire in October, 2019 Discussed Kendal reimbursing Denison for the right-of-way easement access if Kendal would go out of business, which was an added clause to the agreement Cemetery Department - Superintendent s report Superintendent Binckley reported: Had 2 funerals since February 13, 2019 Sold 4 graves, with 2 deeds to sign A small pine tree came down which shifted some grave stones. They will be taken care of once the ground has dried Cemetery Improvement Project Update: Trustee Bennett reported: Opened 3 bids at current meeting; would determine low bidder before March 13, 2019 meeting Demolition permit was obtained for old building August, 2018 Had a walk-through with Carl Jennings; Don Hostetter labeled trees to be cut down; flag pole would be relocated Would need approval from Granville Historical Society the building to be demolished had no historical significance Trustee VanNess gave notice the Township would be on the agenda at the [Village] BZBA meeting, on March 14, 2019, for a conditional use permit

4 0 2 / 27/ Zoning Inspector Zoning Inspector Binckley reported: Wrote 1 permit since February 13, 2019 for 3115 Welsh Hills Road for a dwelling Board of Zoning Appeal (BZA) Zoning Inspector Binckley reported BZA hearing was held on February 19, 2019: o Bed and breakfast at 4525 Philipps Road, was approved o Applicant for 1359 Welsh Hills Road did not attend hearing; hearing for application was re-scheduled for March 19, 2019, although applicant might withdraw his application; applicant s fees were discussed, as well as the status of the application. There was discussion concerning how to handle fees; Trustee VanNess requested dealing with fees at the March 13, 2019 meeting; FO Miller explained costs involved Marathon would likely be applying to BZA regarding site plans soon A letter was issued to a property on River Road by the Licking County Planning Commission requesting a soil erosion control site plan Zoning Commission: Trustee Bird reported Kristine Rainey decided not to accept the Zoning Commission Alternated position. Tara Parsley will be added back on as an alternate. Parks Trustee Bennett reported the Spring Valley rental had plumbing work done and the contractor replaced furnace filter for $75. Trustee Bird spoke with Roy Vanatta regarding the lead at McPeek Lodge and reported all is moving forward. Land Management / Open Space Trustee Bird reported the following: Open Space committee meeting on February 25, 2019; plans were set for inspections Went over the easement; moving forward to make sure easement was uniform Talked with Rob Schaadt about rezoning Open Space into Open Space Conservation which would clean up maps FO Miller reported he submitted the annual compliance report on the Wolfe property to the USDA. Trustee VanNess requested he send the report to Judy Preston at Land Management. Economic Development Trustee Bird reported attending a seminar at the Ohio Township Conference about an overlay zoning district. It would have a committee of five that would provide recommendations to the district. Trustee Bird planned to present the idea to Jeremy Johnson (Village Council).

5 0 2 / 27/ Correspondence received or sent: FO Miller reported: Received a very positive note from a resident regarding trash pickup by Local Waste Services where they picked up trash that had been blown around by the recent high winds. Submitted CAUV renewal documents to the County, noting the removal of the parcel being used for construction of the new Village Service Complex. Also submitted the form asking the County to waiver back taxes owed when a property moves out of CAUV. Elected Officials Reports: FO Miller reported: Received a check for $818 from Selective Insurance through old broker Wichert Insurance for a dividend/share distributed for CY 2015 and Spent $452 to Madison Collins; chief s car was added to insurance; grass truck was insured for cost of truck; would update vehicles insurance per upcoming purchases and sales Lt. Brandon Reese was back to work, therefore Acting Lt. Brianne Hill would return to her FF/EMT position. FO Miller provided a list of the warrants and payroll checks issued and requested approval for the warrants, withholding vouchers, debit memos and EFT s, which were issued. On a motion by Trustee Bennett to authorize the payment of checks for the period of February 13, 2019 through February 27, 2019 and a second by Trustee Bird, by a unanimous affirmative vote the following warrants, withholding vouchers, debit memos, EFT s, and if applicable, then and now purchase order certificates were approved for payment and processing:

Miller, Fiscal Officer Trustee Bennett Reminded the Trustees of the upcoming newsletter and requested pictures and articles Trustee VanNess Attended the Joint Communication Meeting: Johnstown approved a 900-home subdivision which would affect their school system. David English requested name recognition for Denison University on the SR37/South Main Street bridge.

8 0 2 / 27/ Trustee Bird Attended Stormwater Consortium meeting Granville Schools Superintendent Jeff Brown invited the public to attend a March 6, 2019 interviewing session to fill their Treasurer position. The final 3 candidates will be interviewed. Old Business Newsletter: Trustee Bennett updated progress of the newsletter. Trustee VanNess suggested adding a paragraph regarding Granville Rotary Club s donation. New Business - None Trustee Bennett moved the meeting be adjourned. Trustee VanNess seconded. All approved. Without further discussion, the meeting was adjourned at 8:19 pm.
