2 CALL TO ORDER HILLSBOROUGH COUNTY METROPOLITAN PLANNING ORGANIZATION INTELLIGENT TRANSPORTATION SYSTEMS (ITS) MEETING OF JULY 9, 2015 MINUTES The meeting was called to order by Vice Chair Mike Flick at 1:30 PM. The meeting was held in the Planning Commission s Tampa Bay Room. MEMBERS PRESENT: Vik Bhide, City of Tampa; Michael Flick, Hillsborough County Public Works; Shannon Haney, HART; Michele Jenkins (proxy for Jeff Sims), Environmental Protection Commission; Joe Ferreira, THEA; and Don Rainard, City of Plant City. PUBLIC COMMENT Mr. Mit Patel, 807 South Oregon spoke against item #33, TBX Express Lanes in the TIP Priorities. He said that the project would add 6-8 more lanes would not solve the transportation problems. He also said that the cost for the project was too high and it should be up to the citizens to vote for or against project. He requested that it be removed from the TIP and other plans. Ms. Leslie Paredes representing the Heights Collective/Sunshine Citizens spoke against the TBX Express Lanes and felt that it was not the right plan for the region. The cost of the plan does not offset the needs. She felt that for the future of the children, the TBX project and other parts of it should be removed from the TIP and other plans. 1

3 MPO ITS Meeting July 9, 2015 Adam Metz, 777 N. Ashley Street would also like to see the TBX project removed from the TIP because he thinks it will not solve the problems. He feels that ATMS will solve a lot of the problems. GoHillsborough has not yet been allowed to run its course. We have not been allowed to address any of our problems. We need to focus on fixing our roads right now and he wishes that FDOT would help with that and that they would be a little more considerate towards the needs that the citizens believe they have and that need to be addressed. He hopes the GoHillsborough referendum passes so that they can get to work on the roads and limiting sprawl and growth which will go a long way towards controlling the cost of transportation and reinvest tax money on current infrastructure. Kevin Thurman, Executive Director of Connect Tampa Bay, 1220 E. Cumberland Avenue felt that ATMS will go a long way to solve transportation problems. He also wanted the TBX project removed from the TIP process because of the lack of information. He would like for FDOT to come back with answers and include transit in their plans. He also said that GoHillsborough should run its course. Jason Ball, 5802 Idle Court Place lived in the Citrus Park area before the Veteran s Expressway was built and said that roads such as Ehrlich, Hutchinson and Gunn Highway have gridlock after the expressway was built and feels that the same will happen when the TBX opens. He feels that FDOT will not let the citizen s vote on the TBX project and said that the MPO is their only voice. He also felt that mass transit should be a choice. Christine Acosta 3301 Bayshore Boulevard encouraged the members to either postponed or not approves the TBX project in the TIP. She encouraged them to be visionary and not play catch up. APPROVAL OF MINUTES (April 9, 2015) Mr. Rainard made a motion to approve the April 9, 2015 ITS meeting minutes. The motion was seconded by Mr. Flick and carried. ACTION ITEMS A. Transportation Improvement Program Priorities Mr. Richard Clarendon, MPO Staff stated that the TIP has projects programmed for the next five years and includes the total cost for all project phases. The TIP incorporates the first five years of the Long Range Transportation Plan which this year has approximately $15 million of metropolitan grants. It is reviewed by the USDOT in 2

4 MPO ITS Meeting July 9, 2015 order to authorize federal funds. Locally funded projects are also included for information. He explained how the projects are prioritized and if they were identified as a project or program in the MPO s Imagine 2040 Long Range Transportation Plan. They were prioritized by system preservation, reducing crash and vulnerability, minimizing traffic, choices to make when not driving and major investments for economic growth. Mr. Clarendon then reviewed the projects that were submitted by each jurisdiction which included projects such as the Upper Tapa Bay Trail Phase IV, South Coast Greenway, 6 Safe Routes to School projects, ATMS for Dale Mabry from Sligh to Van Dyke, Walk Bike Safety projects for Columbus Drive, Rome Avenue, 46 th Street and Floribraska Avenue, West River Greenway, Morris Bridge Road Bike Lanes and paved shoulders, HART bus replacements, Regional Farebox Revenue Collection System, Selmon Greenway Next Phases, Channelside Drive extension to Nuccio Parkway, Interchange improvements for Big Bend at I-75, Gibsonton Drive at I-75, Tampa Bay Express with Express Bus Phase 1 and Westshore Intermodal Center and Connection to TIA. Chairman Vik Bhide entertained a motion to endorse the TIP priorities for as presented. The motion was seconded by Mike Flick and carried. STATUS REPORTS A. Comprehensive Freight Improvement Database (CFID) Mr. Brian Hunter, FDOT District Freight Coordinator stated that the CFID is a database of freight mobility conditions and issues which allows for queries of freight planning data and supports planning and project implementation. The data will help coordinate operational improvements with resurfacing or capacity projects. It will also identify freight mobility issues within a PD&E study and help with operational needs in corridors. B. Livable Intersection Mr. Ken Sides of Sam Schwartz Engineering gave a presentation on modern roundabouts compared to conventional roundabouts. Modern roundabouts reduce fatalities by more than 90% and injuries by 76%. They also reduce crashes by 35%. They are also more efficient in reducing the times that people stop and there is less delay in the flow of traffic. 3

6 Hillsborough Metropolitan Planning Organization 601 E Kennedy Boulevard, 18 th floor, Tampa, Florida, planhillsborough.org Board & Committee Agenda Item Agenda Item: Presenter: Summary: Approach to Connected Vehicle Pilot Project Bob Frey, Tampa-Hillsborough Expressway Authority The U.S. Department of Transportation awarded $2.4 million to the Tampa-Hillsborough Expressway Authority (THEA) to set up the first phase of a three-phase plan for a Connected Vehicle pilot program. If all goes well, the Expressway Authority would then receive an additional $14 million to implement the program, which will take place for 18 months. There would then be a three-year study period after that. This technology can t come soon enough considering the Tampa Bay Area s consistent poor ratings in the areas of traffic congestion and severe crashes. Connected vehicles are designed to make transportation safer, smarter and more energy efficient by outfitting cars, buses and roadside equipment with technology so that they can communicate with each about various traffic conditions. When it comes to reporting on roadway performance there are many challenges when there are diverse roadway types, a range of modes to consider, and congestion can be unpredictable in and of itself. Yet corridor reports can be helpful in painting a picture on how a roadway performs over time and how effectively mobility goals are being reached. This item is part of a longer workshop on Mobility Performance. Please see the attached agenda and how the ITS meeting fits into the day s presentations. 9 HILLSBOROUGH COUNTY METROPOLITAN PLANNING ORGANIZATION MEETING OF SEPTEMBER 1, 2015 MEETING SUMMARY CALL TO ORDER Chairman Les Miller called the meeting to order at 9:03 AM. At this time, the Pledge of Allegiance and Invocation were held. Chairman Miller informed the member that Rich Clarendon would be attending the meeting for Beth Alden. Commissioner Murman would not be in attendance due to the birth of her grandson and Commissioners Beckner and Crist had conflicts and would not be in attendance. PUBLIC COMMENT Mr. Douglas Jesseph, Mr. Kyle Baker, Mr. Mit Patel, Mr. Chris Vela, Ms. Susan McClung, Ms. Liz Johnson, Ms. Susan Long and Mr. Kevin O Hare spoke to the members asking them to reconsider their vote and remove the FDOT TBX project from the TIP. COMMITTEE REPORTS Ms. Gena Torres read the various MPO Committee reports and also comments received on the MPO s Facebook account. Councilwoman Montelione stated that the MPO Policy Committee heard a report on the FDOT Funding Equity Process and asked that a copy of the presentation be sent to each of the members. CONSENT AGENDA A. MPO Minutes (August 4, 2015 Regular Meeting) B. Committee Appointments C. Transportation Improvement Program Amendment: Florida Avenue Resurfacing Project D. Letter of Support for South Dale Mabry Living Memorial Councilman Cohen made a motion to approve the Consent Agenda Items. The motion was seconded by Councilwoman Montelione and following a roll call vote, the motion carried 11 0.

10 MPO Meeting Summary September 1, 2015 ACTION ITEM A Transportation Disadvantaged Service Plan Annual Update Ms. Michele Ogilvie, MPO Staff presented the annual update of the Transportation Disadvantaged Coordinating Board s Transportation Disadvantaged Service Plan which recommends that they advocate for the Sunshine Line to maintain services and identify costs for providing additional service for the disadvantaged for employment/work, education, shopping and recreation. Councilman Cohen made a motion to support the request of the Transportation Disadvantaged Coordinating Board to support the updated Transportation Disadvantaged Services Plan. The motion was seconded by Councilwoman Montelione and carried. STATUS REPORTS A. HART Transit Development Plan Ms. Katherine Eagan, HART CEO presented their Transit Development Plan which is updated annually. It is a requirement of the FDOT to provide a ten year look at what can and needs to be done in the community for transit. The plan receives a major update every five years in addition to the annual update. HART has attended and participated in the 36 GoHillsborough meetings and received comments such as HART being underfunded, inadequate service and interest in more commuter services. HART is working toward improving frequency, more services on the weekends and evenings, new van service, new Flex Routes in Temple Terrace in EXECUTIVE DIRECTOR S REPORT Mr. Clarendon provided a summary of Ms. Alden s activities over the past month. He reminded the members of upcoming meetings to be held such as the MPO Policy Committee September 29, MPO October 6 th and that FDOT would be holding a workshop on the SIS September 2 nd. Commissioner White made a motion that with the MPO acquiring a representative from the School District as a new member, he asked for a presentation at the October MPO meeting from that representative on traffic around schools. Councilwoman Montelione seconded the motion, which carried. 2

11 Hillsborough Metropolitan Planning Organization Tuesday, September 1, 2015 Committee Reports Tampa Bay Transportation Management Area (TMA) Leadership Meeting of September 4 The leadership group members discussed: All three MPO Boards adopted the TMA priorities. TBARTA s Transit Management Committee reported the transit agencies continue to support the regional initiative for a unified farebox, and are looking at climate impacts. Legislative Update Hillsborough County s Brandon Wagner reported that in addition to health care, utilities, and the environment, Hillsborough s legislative delegation has prioritized transportation and economic development as a top concern. Pinellas County wants to identify regional priorities that are supported by local projects, and will pursue extending the Penny for Pinellas local-option fuel tax. Pasco County has a new legislative aide and is also considering expanding the use of the Penny for Pasco. CSX Transportation in Tampa Bay A presentation from Bob O Malley, CSX, prompted spirited discussion of joint use (passenger and freight) of CSX s Brooksville and Clearwater lines. The next TMA meeting will be held as a workshop to determine next steps for moving forward with this concept, priority #3 on the TMA priority list. Livable Roadways Committee (LRC) Meeting of September 16, 2015 The Livable Roadways Committee took action on a bylaws change to add an American Institute of Architects representative to the LRC, then later during New Business approved a motion to add a Congress for the New Urbanism representative. It was agreed to discuss all current applications and requests collectively at a future meeting. The committee heard a presentation on Connecting Community Gardens, saw a video about the economic benefits of Tallahassee s Gaines Street Redesign, and received a Sunshine Law Guide and refresher as it pertains to the committee business. West Central Florida MPO Staff Directors Meeting of September 18, 2015 The Polk TPO and Sarasota/Manatee MPO are completing their 2040 Plan updates in December, and briefed the other MPOs on regionally significant, cost-feasible projects; a short list. Hillsborough MPO presented a comparison of the TBARTA and CCC regional road network maps. A handful of inconsistencies will be addressed in the next Master Plan update. TBARTA s list of major regional priorities will be updated in December, and reviewed by the MPO Chairs on November 13. Hillsborough suggested edits consistent with the TMA priorities.

12 Technical Advisory Committee (TAC) Meeting of September 21, 2015 Bob Gordon, previously with Hillsborough County and now retiring as Public Works Director in Temple Terrace was recognized for his enduring support of transportation in our county. The TAC members supported a TIP amendment which has since been withdrawn. After a presentation on HART s Transit Development Plan, members asked if HART were to receive $30 million through Go Hillsborough, would projects in the Action Plan be accelerated? They learned if projects are ready to go, they could certainly move forward sooner than with status quo funding. There was discussion on the last-mile ridesharing partnerships, and that many destinations can reasonably be made by bicycle and/or with Coast Bike Share. Another presentation was FDOT s Freight Improvement Database in which truck drivers provide hands-on assessment of conditions they face on the roadways. Design considerations to alleviate freight issues take into account who would be impacted, and are sensitive to context. Members were interested in Coast Bike Share s performance. It was confirmed that although the bicycles are tracked using GPS, no data is tied back to the individual rider. There was interest in having a station at County Center and at planned communities and campuses. Policy Committee Meeting of September 29, 2015 The committee reviewed and approved the General Planning Consultant Contracts, after discussion of the methods for establishing personnel billing rates and approving subcontractors. The committee supported sending a letter on the Florida Transportation Plan Update, consistent with the board s 2014 position that bus toll lanes should qualify as fixed-guideway transit projects for federal funding. Watching a video on the economic benefits of Tallahassee s Gaines Street Redesign, the committee discussed Kennedy Boulevard as a comparable corridor with Tampa and appropriate for transit investments such as MetroRapid. Members also asked for research on methods to reduce the pricetag of such projects. Staff reported on the next TMA Leadership Group meeting, November 6, for which preparations are underway for a deep dive on potential joint use of the CSX corridors discussed above.

MPO staff will discuss basic rules on Parliamentary Procedure, and also distribute a handy guide to the requirements of the Sunshine Law. 14 Parliamentary procedure Keep in mind that business meetings are measured in terms of things done rather than by the exactness in parliamentary procedure. The use of good form in business meetings should enable a group to get things done easily and smoothly. Use parliamentary procedure to help your meetings run logically and reduce noisy chaos, but don't be a slave to it. Following the proper rules of order ensures the fairness of and gives validity to committee actions. A motion is in order Always address the chairperson by saying, "Madame Chairperson, or Mr. Chairperson, Chairperson James, or Chairperson Betty." The chairperson then says, "John" or "Susan." A member may not make a motion until recognized by the chair person. State your motion as follows: "I move that..." Motions must be seconded or they will be lost for want of a second. It is not necessary to rise to second a motion. After being seconded, the motion must be stated in full by the chairperson as follows: "It has been moved and seconded that (such and such be done). Is there any discussion?" After the discussion, the vote is taken. If there is a motion before the committee, no other motion can be entertained except its amendment, the previous question, or a motion to adjourn, until the one before the committee has been voted upon. Only members are entitled to make motions, to vote or hold office. In cases of a tie vote, the chairperson votes and decides the motion. Five ways of voting By acclamation (or by voice). The chairperson says, "All in favor of the motion say 'aye', opposed 'no'." By standing. By raising of hand. By ballot - distributing slips of paper and allowing each member to write "yes" or "no" or a name upon a ballot. By calling the roll or ordering the "yeas" and "nays". Acclamation is used for ordinary motions. Do not permit absent members to have someone else vote for them by proxy. To amend a motion a motion may be completed or changed when the chairman calls for discussion by means of an amendment. A motion may be amended in three ways: 1. By inserting or adding a word or phrase 2. By striking out a word or phrase 3. By substituting a word, phrase or entire statement.

15 For example, this motion is before the house for discussion. "I move that a committee be appointed to arrange the canned food exhibits at our local Achievement Day." It might be amended in any of these ways: 1. I move to amend by inserting 'of five' after committee. 2. I move to amend by striking out 'canned foods'. 3. I move to amend by substituting this statement 'that a standing committee be appointed to arrange the committee exhibits' for 'all events this year'. The amendment to a motion, if seconded, must be voted upon before the original motion. If the amendment to the motion is carried, the original motion must be voted upon as amended. On the other hand, if the amendment is defeated, the motion is voted upon as originally stated. In case of an amendment to an amendment, the last amendment is always voted on first. If it is carried, the preceding amendment is then voted upon as amended. Withdrawal of a motion Occasionally a member may wish to withdraw his motion. This may be done at any time before a vote is taken on the motion. Such a request needs no second and is not debatable. It may be done simply by stating, "I ask leave to withdraw my motion." If the motion has been seconded, the maker of the motion should ask the consent of the one seconding to withdraw. Abstaining from voting It's your duty to vote when you have an opinion about a matter being decided. By failing to vote, you allow others to make the decision, which is the same as having voted for the prevailing side. Whether you vote or not, you're still in some way responsible for the decision that's made. On the other hand, you can't be forced to vote, and in fact, should not vote in certain situations. Community Transportation Plan Following the first round of GO Hillsborough s extensive citizen feedback, it was very clear that citizens believe Hillsborough County is facing a potential transportation crisis and that the status quo is not acceptable. Rather than just sit in traffic and do nothing, GO Hillsborough is giving you another choice: A fair, balanced and community-driven transportation plan that will GO Hillsborough is presenting multiple opportunities to participate in creating our Community s Transportation Plan. The Office of Freight, Logistics, and Passenger Operations (FLP) for the Florida Department of Transportation (FDOT) will be hosting Regional Listening Sessions as the initial step in crafting Florida s Freight Mobility and Trade Plan. Four sessions will be held across the state during August 2012 to hear your thoughts on: What are the issues, opportunities, and potential solutions affecting today s freight community in Florida? How can FDOT assist you in helping to expand Florida s economy and create jobs? What future strategies should be advanced by FDOT to better position Florida as a global freight hub? In looking to the future, how should FDOT structure its Freight Mobility and Trade Plan to meet the needs of the business community? These are YOUR meetings.
