3 HILLSBOROUGH COUNTY TRANSPORTATION DISADVANTAGED COORDINATING BOARD MEETING OF OCTOBER 28, 2016 MINUTES CALL TO ORDER AND PLEDGE OF ALLEGIANCE The meeting was called to order by Chairman Harry Cohen at 9:34 AM and was held in the Planning Commission Board Room on the 18th floor of the County Center Building. Members present: Councilman Harry Cohen; Glenn Brown; Dave Newell; Aaron Lounsberry; Kristina Melling; Tom Canham (proxy for Kelly Kelley); Dr. Fred Barja; Becki Forsell; Nancy Pacifico; and Nancy Castellano. Others present: Beth Alden, Michele Ogilvie, Wade Reynolds, Johnny Wong, Wanda West, MPO Staff; Jonathan Tucker, Rosa Velazquez, Scott Clark, Karen Smith, Sunshine Line; Edgar Martinez, Ride2MD, Kemly Green, Lucien Campillo, HART. PUBLIC COMMENT There were no public comments. Scott Clark introduced Jonathan Tucker, Sunshine Line Office Manager and Rosa Velazquez, Sunshine Line Customer Service Manager. APPROVAL OF MINUTES (August 19, 2016) Dr. Fred Barja made a motion to approve the August 19, 2016 minutes. The motion was seconded by Ms. Becki Forsell and carried.

4 TDCB Minutes October 28, 2016 ACTION ITEMS A. Community Coordinator Contract Renewals Ms. Karen Smith, Sunshine Line, presented information on the contract renewals for Community Coordinator Contract Renewals for MacDonald Training Center, Inc., Angels Unaware, Inc., Human Development Center Inc. Following the presentation, several board members made comments regarding the vendors meeting the client s needs and serving their purpose. Mr. Scott Clark provided a response to the inquires. Ms. Nancy Castellano made a motion to approve the community coordinator contract renewals. The motion was seconded by Mr. Tom Canham and carried. B. New Community Coordination Contract Ms. Karen Smith, Sunshine Line, presented information on the new community coordination contract for Metropolitan Ministries, Inc. Following the presentation, Mr. Glen Brown made comments regarding the success rate. Ms. Nancy Castellano made a motion to approve the new community coordinator contract. The motion was seconded by Aaron Lounsberry and carried. C. Community Transportation Coordinator s Annual Operating Report Ms. Karen Smith highlighted information in the annual operating report. Following the presentation there was discussion and a few members had inquiries about how trips are evaluated and about some of the numbers in the report. 2

5 TDCB Minutes October 28, 2016 Ms. Aaron Lounsberry made a motion to approve the Community Transportation Coordinator s Annual Operating Report. The motion was seconded by Ms. Nancy Castellano and carried. D. Transportation Disadvantaged Service Plan Update Michele Ogilvie, MPO Staff, presented an update of the Transportation Disadvantaged Service Plan. Dr. Fred Barja made a motion for approval of the Transportation Disadvantaged Service Plan for Ms. Castellano seconded the motion. The motion was carried unanimously by a roll call vote. E Meeting Calendar Ms. Castellano made a motion to approve the meeting dates for the TDCB on the 2017 MPO Calendar. The motion was seconded by Glen Brown and carried unanimously. STATUS REPORTS A. Regional Farebox Project Lucien Campillo, HART Staff, provided information on the Regional Farebox Project. Following the presentation, Mr. Scott Clark had questions regarding the interfacing of the program and Mr. Campillo said that it could be something that they could look into in order to alleviate manual data entry. Ms. Becky Forsell wanted to know if there was going to be a verbal for telling visually impaired people the amount that was taken from out of their account. In addition, Ms. Forsell wanted to know if the funds were nonsufficient, will there be machines where people can load cards. Ms. Forsell suggested that PowerPoint presentations consist of black letters for people with visual impairments. 3

MPO Regional Coordination Structure Research and Best Practices Study Ms. Beth Alden provided information from the Policy Committee regarding the MPO Regional Coordination Research and Best Practices Study. C. HART Plus Update Kemly Green provide and update on HART Plus. D. Sunshine Line Update Scott Clark, Sunshine Line, provided updates: Mobile Data Tablets, and new technology in vehicles, Taxi service for afterhours transportation for people with disabilities, 7 vehicles being delivered, and 12 vehicles ordered for next year. OLD BUSINESS AND NEW BUSINESS Councilman Cohen checked with the Board to see if they would be interested in Straz Access designed to make Straz Center more accessible coming to make a presentation. This will be placed on the agenda for an upcoming meeting. Glenn Brown made comments regarding HART s ride to a transportation HUB. Becki Forsell thanked Sunshine Line for their community envolvement and support. Dr. Fred Barja stated that he has not heard any complaints from Veterans in over 5 years. 7 Board & Committee Agenda Item Agenda Item TDCB Election of Officers Presenter Michele Ogilvie, MPO Staff Summary The TDCB By-Laws state that the TDCB will hold its annual election of officers in February of each year. The By Laws also state that the Chairperson will be appointed by the MPO. The Vice-Chairperson and Member-at-Large shall be elected by a majority vote of a quorum of the members of the Board present. The Vice-Chairperson and Member-at-Large shall serve a term of one year starting with the next meeting. The Member-at-Large shall, during the absence of both the Chairman and the Vice-Chairman or their inability to act, have and exercise all the duties and powers of the Chairman, and shall perform other duties as may from time to time be assigned by the Chairman. Currently, the position of Vice Chairperson is held by-gloria Mills, and the position of Member-at-Large is held by Becki Forsell. The TDCB is also required to provide a member for the Citizens Advisory Committee. The CAC shall be responsible for providing information and overall community values and needs into the transportation planning program of the MPO; evaluating and proposing solutions from a citizen s perspective. 8 Board & Committee Agenda Item Agenda Item Community Coordination Contract Renewal- Northside Mental Health Center, Inc., Quality of Life Inc., McClain, Inc. Presenter Karen Smith, Sunshine Line Staff Summary Northside Mental Health Center, Inc. currently has a Coordination Contract with Hillsborough County that is expiring. This new contract would replace the expired contract. This agency is a recipient of 5310 funding through the Florida Department of Transportation (FDOT); FDOT requires all recipients to have a Coordination Contract with the local CTC. Northside Mental Health Center. Inc. provides transportation through its Community Support Center for their clients to receive medication, supported employment including job interviews and work sites, psychosocial rehabilitation and socialization, case management, scheduled medical and other appointments, supported housing and mobile crisis intervention. Last year Northside Mental Health Center provided 16,693 one-way passenger trips for 500 unduplicated clients with 23 vehicles at an average cost of $12.16 per trip based on their Annual Operations Report. The CTC is requesting approval to enter into a new Coordination Contract with Northside Mental Health Center, Inc. Quality of Life, Inc. currently has a Coordination Contract with Hillsborough County that is expiring. This new contract would replace the expired contract. This agency is a recipient of 5310 funding through the Florida Department of Transportation (FDOT); FDOT requires all recipients to have a Coordination Contract with the local CTC. Quality of Life. Inc. operates several group homes for adults with physical and developmental disabilities and provides all of their transportation including day programs, medical and other appointments and for all personal needs. 9 McClain, Inc. currently has a Coordination Contract with Hillsborough County that is expiring. This new contract would replace the expired contract. This agency is a recipient of 5310 funding through the Florida Department of Transportation (FDOT); FDOT requires all recipients to have a Coordination Contract with the local CTC. McClain, Inc. operates several group homes for adults with physical and developmental disabilities and provides all of their transportation including day programs, medical and other appointments and for all personal needs. Last year McClain, Inc. provided 30,382 one-way passenger trips for 18 unduplicated clients with 4 vehicles at an average cost of $7.46 per trip. The CTC is requesting approval to enter into a new Coordination Contract with McClain, Inc. 10 Board & Committee Agenda Item Agenda Item New Freedom (5310) Funded Projects Update Presenter Dave Newell, FDOT Staff Summary The New Freedom Program is designed to provide services and public transportation alternatives for persons with disabilities beyond those required by the Americans with Disabilities Act of Projects funded under this program must be competitively selected. The New Freedom program priorities are established in the Tri-County Access Plan (TCAP) which sets out goals to ensure transportation rides are provided within and across county lines for persons with disabilities and eligible low-income individuals. The Tri-County Access Plan (TCAP) is developed by the Transportation Disadvantaged Coordinating Boards of Hillsborough, Pasco and Pinellas Counties. Annually, the Federal Transit Administration provides funding for this program. The New Freedom funds are shared by Hillsborough, Pasco and Pinellas Counties. FDOT staff will give an overview of the applicants approved for this funding, the projects, funding requirements and next steps. 11 Board & Committee Agenda Item Agenda Item Healthiest Cities Challenge Presenter Michele Ogilvie, MPO Staff Summary To help improve public health through our communities, the Aetna Foundation, the American Public Health Association, and the National Association of Counties announced on September 15 the first-round winners of the Healthiest Cities & Counties Challenge. The HealthyCommunity50, the 50 cities and counties selected, each receive a $10,000 community seed grant to implement a program that will demonstrate measurable improvements around key social determinants of health. The Hillsborough Metropolitan Planning Organization (MPO) is thrilled to announce its selection for a HealthyCommunities50 seed grant. Together with our partners - the City of Tampa, Florida Department of Health-Hillsborough, HART, the Planning Commission, and the Coalition of Community Gardens -we will focus on neighborhood access to fresh produce. 13 MPO Board Meeting Summary November 1, 2016 CALL TO ORDER & PLEDGE OF ALLEGIANCE Chairman, Commissioner Les Miller called the meeting to order at 9:04 a.m. The meeting was convened on the 26th floor of the County Center. The pledge took place and the invocation was given by Commissioner Stacy White. The meeting began short of a quorum and began with action items that did not require a vote. PUBLIC COMMENT Mr. Joseph Lugo spoke regarding transportation initiative, TRAC, Tampa Bay Area Regional Connector System by Providence. Chairman Miller informed members that School Board Representative, Cindy Stuart, would not be present for the meeting. In addition, he stated that Mayor Chillura would not be present due to the loss of his mother. COMMITTEE REPORTS, ONLINE COMMENTS Ms. Gena Torres presented information from the various MPO Committee reports and online comments. Three committees recommended approval of the Transportation Improvement Program amendment. The Policy Committee asked MPO staff to make sure to contact the implementing agencies before removing projects not slated to receive funds in five years. For their October meeting, the committee hosted a Vision Zero Coalition Workshop. The Citizens Advisory Committee (CAC) passed a motion that each authority send a message to the MPO that the CAC is alarmed about actions that have taken place regarding toll lanes on the Howard Frankland Bridge. The Bicycle/Pedestrian Advisory Committee (BPAC) supported a motion on TBX Sections 4 and 5, requesting the Florida Department of Transportation (FDOT) to rethink the placement and type of shade trees that are going to be used along the existing and future trail alignment, and requested that bicycle facilities are placed further away from the interstate. In addition, the BPAC celebrated the news that Tampa was recognized as one of the top 50 best bike cities by Bicycle Magazine. The BPAC has requested the MPO to send a letter acknowledging Christine Acosta for her efforts to make the recognition possible.

14 Meeting Summary November 1, 2016 Page 2 Board and committee members were invited to participate in the Test the Water Event for the Tampa Bay Cross Bay Ferry project. The CAC and the Livable Roads Committee (LRC) recommended that the MPO send a letter of support for the Kennedy Boulevard Jackson Street resurfacing road diet complete street project. The School Transportation Working Group met and shared successes and announced that $1.7 million of Safe Routes to School funds were awarded to three elementary schools in Hillsborough County. The LRC recognized outgoing Chair, Councilwoman Montelione. There were two s from citizens: (1) Taylor Ralph in regards to the Express Lane Delineator used on I-95 in Miami; (2) Andy Harris requested details on property impacts of TBX. Facebook comments, regarding TBX impacts, were received were from Adam Metz, Megan DiTizio, and Elsie Gilmore. Beth Alden provided information regarding TBX questions that were raised over the last month about airport access and barrier separation of the express lanes from the general purpose lanes. FDOT staff stated that the airport State Route 60 Interchange is going to be built as the ultimate configuration. The other issue about barrier separation versus putting detachable posts is something FDOT is looking into in terms of best practices of safety. A quorum was established. CONSENT AGENDA A. Letter Requested by BPAC on Top 50 Best Bike Cities of 2016 A motion was made by Commissioner Sandra Murman to approve the Consent Agenda. The motion was seconded by Councilman Cohen and carried unanimously. ROLL CALL VOTE: Transportation Improvement Program (TIP) Amendment Under Florida Law, a roll-call vote is required for the adoption of the TIP amendment. Commissioner Murman made a motion for the roll call vote. The motion was seconded by Commissioner Stacy White. Motion carried STATUS REPORTS

Tampa Bay Clean Cities Coalition Meeting Summary November 1, 2016 Page 3 Mr. Stephen Reich with the Center for Urban Transportation Research (CUTR), provided an update on recent initiatives including the U.S. Department of Energy Workplace Charging Challenge. The program was designed to help ensure and protect the economic energy and environmental sustainability of the country. The coalition will be holding a free workshop on Workplace Charging: What Employers Need to Know on Thursday, November 10 th. Following the presentation members inquired about funding, legislative leadership/proposal on infrastructure issues, impact on fleets in the Tampa Bay Area, and new technologies to connect vehicles. B. District 7 Safety Programs Mr. Matt Weaver, FDOT District Seven Safety Office Representative, provided information on FDOT s Vision Statement, Strategic Highway Safety Plan, Highway Safety Improvement Program, crash trends, safety programs, ongoing/upcoming, and completed projects. After the update, board members made comments regarding application software for distracted drivers who are texting, buffered bike lanes, social media, repeat of the video contest, peer to peer promotion. In addition, Mr. Trent Green requested an electronic copy of the presentation for the Board. Commissioner Murman made comments about stoplights being put up on Hillsborough Avenue at Double Branch and suggested coming up with a plan to inform neighborhoods of what is being done. Mr. Weaver stated that he was not familiar with the specific situation/intersection, but will look into it. Mr. Weaver offered for their project manager of lighting to provide a presentation, if the board is interested, on the process of the selection criteria and how it is going to move forward over the next five years. C. Tampa Bay Premium Transit Study Mr. Steve Feigenbaum, HART Staff, presented information on the study, which originated from community meetings that the FDOT held on the TBX Project. The study has been reviewed and endorsed by the Tampa Bay Transportation Management Area (TMA) Leadership Group, a committee of regional elected and non-elected officials. A stakeholder selection committee of HART, Hillsborough MPO, PSTA, Forward Pinellas, Pasco MPO, and FDOT evaluated and scored three proposals received. Following presentations by the three proposing teams, the evaluation committee forwarded a recommendation to HART procurement to enter contract negotiations with the highest rated team, led by Jacobs Engineering Group, Inc. Work was expected to begin October Following the presentation, Commissioner Hagan wanted to know what the expectation is for the next phase and how long it will take. Mr. Bob Frey stated that the Tampa/Hillsborough County Expressway Authority would like to take part in the study.

Transportation Disadvantaged Service Plan Annual Update Ms. Michele Ogilvie, MPO Staff, provided the annual update of the tactical plan developed by the MPO and the Community Transportation Coordinator. The Local Coordinating Board reviews and approves the Service Plan and submits it to the Commission for the Transportation Disadvantaged for final action. There were questions following the update. RECOGNITION OF OUTGOING MEMBERS This was the last meeting for Commissioner Beckner and Councilwoman Montelione. Commissioner Beckner served on the MPO Board since 2008 and championed walk and bike safety projects. Councilwoman Montelione served on the MPO Board since May of 2011, chaired the LRC and Policy Committee, and served as the MPO Vice Chair. Both members thanked the Board, and Commissioner Miller thanked them on behalf of the people of Hillsborough County. EXECUTIVE DIRECTOR S REPORT Ms. Alden presented the Executive Director s report and referenced the FY17 Quarter 1 Review. Ms. Alden acknowledged the Temple Terrace City Council, member of the Vision Zero Coalition, for approving a resolution in support of Vision Zero. There will be a TMA Leadership Group meeting on Friday, November 4 at PSTA at 9:30 AM. The Policy Committee will meet on November 29 and the next MPO Board meeting is December 6. The Florida Automated Vehicles Summit will be held November at the Tampa Marriott Waterside Hotel & Marina. Ms. Alden encouraged everyone to attend and informed board members if they were interested in attending to the represent the Hillsborough MPO, to see her following the meeting so that registrations can be made. OLD BUSINESS & NEW BUSINESS There was no old business or new business presented. ADJOURNMENT There being no further business, the meeting adjourned at 10:28 a.m.

17 Committee Reports Citizens Advisory Committee (CAC) Meeting of November 9, 2016 The CAC approved: The calendar of meetings for 2017 A TIP amendment for HART bus replacements The CAC spent almost an hour hearing from FDOT and discussing the TBX project. Members voiced concerns about the lanes on the Howard Frankland Bridge, community impacts that are only now being addressed, and FDOT s position regarding transit. Several members expressed a desire to see FDOT take a stronger lead in developing a regional transit system. The committee will consider taking a position on this at their January meeting. The CAC also received a status report on Lithia Pinecrest Rd and related projects, as well as a briefing on the Brandon Corridors and Centers land use and transportation study. Members questioned the cost of widening Lithia Pinecrest Rd, as well as what could be done to encourage more infill and redevelopment. Technical Advisory Committee (TAC) Meeting of November 21, 2016 The committee approved: The calendar of meetings for 2017 A TIP amendment for HART bus replacements The MPO State of the System Report, which was updated based on comments from the TAC at their October meeting. There were also well-received presentations on CUTR s Social Justice in Transportation Study, MPO s Vision Zero, and HART s Regional Fare Collection. Policy Committee Meeting of November 29, 2016 Nine citizens spoke against the widening of Lithia Pinecrest Road. MPO staff summarized this project s cost, potential funding sources, and prioritization in the Imagine 2040 Transportation Plan, where the widening is identified as a need beyond Hillsborough County staff discussed identifying new local funds for this and other transportation improvements in the next ten years; a schedule for such improvements is to be considered by the county commission in January. The December 20 Policy Committee meeting is cancelled, and the January 31 meeting will be held as a Vision Zero Coalition Workshop. Bicycle Pedestrian Advisory Committee (BPAC) Meeting of November 9, 2016 The BPAC received a presentation on Open Streets for Our City. Building on successful Cyclovia events, the Walk Bike Tampa group is working with the City of Tampa to offer motorized free spaces along select corridors within the city for cycling, skating, running, walking, jogging, and other activities for the overall benefit of the residents, visitors, and local businesses. The ideal is to start with Bayshore Boulevard and extend the experience north to include Downtown and Ybor City. The BPAC also requested that the MPO send a letter supporting Hillsborough County s efforts to maintain a trail environment that supports a safe walk-bike environment exclusive of automobiles (see the Consent Agenda). Livable Roadways Committee (LRC) Meeting of November 16, 2016 The November meeting was a joint meeting with the FDOT Community Traffic Safety Committee. The committee approved the annual calendar and noted that December s meeting will be a joint meeting with BPAC. heard reports on the MPO s Vision Zero, Bike/Walk Tampa Bay s successes, and the School Transportation Working Group. Kennedy Blvd Access Management - The committee supported many safety improvements of the study, but would like the project to go further, and consider reduced speeds, driveway closures, and the context of this older urban corridor. The LRC moved to ask FDOT to consider delaying design and construction of Kennedy Blvd while the 2013 study is refreshed to include a more comprehensive access management scope and FDOT s new complete street policies. School Transportation Working Group (STWG) meeting of November 30, 2016 An update will be provided at the board meeting. TBARTA MPO Staff Directors Meeting of November 18, 2016 The Staff Directors finalized the agenda for the December 2 nd TBARTA MPOs CCC Board Meeting. An action item was added to the agenda asking the CCC to write a letters of support for the MPO Regional Coordination Structure Research and Best Practices for the Tampa Bay Region study. A public hearing will also be conducted on December 2 nd for the 2017 TBARTA MPOs CCC Regional Priority projects, the Future Regional Priority Projects, and the Regional Multi-Use Trail Priority Projects. A change was made to the Regional Priority Project list to group together HART, PSTA, PCP s Regional Express Bus Service (Pilot Projects). This includes HART s Airporter Express Bus Service, PSTA s Clearwater Beach to TIA Express Service, and a PCPT Veterans Expressway Express Bus Pilot project.

19 There was also discussion about the MPO Regional Coordination Structure Research and Best Practices for the Tampa Bay Region study scope of services. Hillsborough County and Pinellas MPO has received board approval for the scope while Pasco, Manatee, Citrus, and Hernando County is awaiting approvals in December. The FDOT will be funding the study which is expected to take 6-9 months. A consultant has not been identified for the study. Finally, it was announced that a Gulf Coast Regional Trail Summit will be held on January 23, 2017 in Venice, FL. The Sarasota/Manatee MPO, Florida Greenways & Trails Foundation, Office of Greenways & Trails, and Lee Health have partnered to host the Summit with a targeted audience of elected officials, government agencies & organizations, transportation planners, non-profits, private companies, and the general public. The goal of this Summit will be to bring the greater region together, find the "right route", and develop brand and marketing overlay concepts for the Southwest Coastal Regional Trail.

20 Tampa Bay Transportation Management Area (TMA) Leadership Group Representing the MPOs in Pasco, Pinellas, & Hillsborough Counties Executive Summary of Nov. 4, 2016 Meeting Based on the importance and reach of the conversations that happen at the TMA Leadership Group, we are looking to keep our stakeholders aware of the outcomes of these meetings. The following is a summary of the Nov. 4 meeting highlights; you can find the full agenda online. The group discussed ways to strengthen and enhance the profile of the TMA Leadership group as a forum for discussions about regional transportation o The group decided to act on a few suggestions now: asking a representative from the Tampa Bay Partnership and Tampa Bay Regional Planning Council and the Citrus- Hernando MPO to participate in the group, create a tri-county mobility-data sharing committee, use the TMA LG as the forum for reviewing best regional practices and guiding development of the 2040 update to the Regional Long Range Transportation Plan o The group agreed to move forward with the scope of the upcoming independent best practices study (which the Forward Pinellas Board also approved at its November meeting). The work plan included three components: Collaborative workshop 1 to set guiding principles and expectations Best practices/case studies research from around the country Collaborative workshop 2 to develop recommendations to strengthen the regional transportation planning process o The group agreed that a six- to nine-month timeframe for the study was ideal after concerns about the conversation moving too slowly o Hillsborough MPO and TBARTA expressed reservations that these discussions not occur at the expense of coordination as an eight-county region TBARTA executive director discussed funding the eight-county region received for SUN Trail projects through FDOT o $11.1 million for this fiscal year for gaps in the Southwest Coastal Regional Trail o 40 percent of the state s discretionary funding went to the TBARTA region, attributed to a unified region and vision A consultant presented on the Tampa Bay Premium Transit Study o The study will be organized over the next two years into three phases: Phase 1 (months 0-6) will focus on markets, corridors and vision Phase 2 (months 7-14) will focus on Benefits Return on Investment, costs, feasibility and technology Phase 3 (months 15-24) will focus on funding and how to implement the study s findings o The group asked that an update on the study be provided at every meeting. o HART CEO Katharine Eagan confirmed cable-propelled transit will be an option explored in the study PSTA and HART CEOs discussed innovative transportation programs o PSTA s partnerships with Uber, Lyft, and taxi services offering discounted fares to bus routes and supplementation of service for transportation disadvantaged HART will be starting its own rideshare program with their own service, as rideshare services are currently not legal in Hillsborough County
