3 HILLSBOROUGH COUNTY METROPOLITAN PLANNING ORGANIZATION SCHOOL TRANSPORTION WORKING GROUP MEETING OF DECEMBER 7, 2016 MEETING SUMMARY CALL TO ORDER The meeting of the School Transportation Working Group (STWG) was held on the 26 th Floor of the County Center in Conference Rooms A & B. The Chair, Cindy Stuart, called the meeting to order at 3:05 PM. PUBLIC COMMENT There were no public comments. STWG #6 DECEMBER 7, 2016 MEETING SUMMARY The STWG will not vote on or approve meeting summaries; however, if there are any corrections or additions, please inform Lisa Silva or Wanda West. A Chair report will be forwarded to the full MPO Board for review, and will be part of the MPO s agendas. STATUS REPORTS A. Pinellas School of Transportation Enhancement of Pedestrian Safety (STEPS) Overview Mike Burke, Chair of STEPS, Route and Safety Auditor, Pinellas School District provided background information and an overview of the program. Following the presentation, there were several questions from the group. Mr. Burke provided Ms. Silva a contact list, his presentation, and STEPS meeting dates to forward to the STWG. If anyone has anyone has questions regarding the Largo program, in which they cross train their crossing guards for traffic control/other duties for special events, Chris Burke is the contact person and it is best to communicate via . Some of the members from the group are planning to attend the next STEPS meeting on December 14. Ms. Silva may plan to schedule Chris Burke to present at the January meeting. B. Results of Hazardous Walking Checklist Jim Beekman, HCSD General Manager of Transportation, presented the results of hazardous walking check-list courtesy busing next steps. The STWG is going to be invited to participate in site visits that are being scheduled so that they can provide input. 803 students have been identified as high school/middle schoolers that will continue to receive courtesy busing. The school district is looking at the removal of 7,495 middle and high school students. Impacted parents are being sent letters and there will be a review process. At the end of January/February, Mr. Beekman s group will review 4,000 elementary school students. Area meetings will be scheduled in February for partners to assist in providing safe alternatives to parents. Karen Buckenheimer, Executive Director of More Health, Inc., offered to assist in getting information out to elementary, middle, and high school students and parents. Ms. Buckenheimer invited the

4 STWG to attend the School Health Advisory Committee (SHAC) quarterly meetings. The group consists of school district and community members that review health, academic and safety concerns. She will share the meeting dates with Ms. Silva for the STWG s information. Ms. Silva will schedule a meeting to prepare for the principals meeting that is scheduled for February 8. In addition, Ms. Silva will be scheduling a meeting regarding the circulation around courtesy busing. C. FDOT RSA Kick Off Matt Weaver provided the update. Additional information will be provided soon. Ms. Silva stated that a meeting needs to be set up with Patty and W.T. Matt will schedule the meeting. Mr. Weaver announced that he will be leaving FDOT at the end of the month. D. TBARTA Draft School Survey Michael Case provided information on the TBARTA school commute program. TBARTA will possibly invest in a program like PikMyKid and will be surveying parents at Tampa Bay Math and Science. Mr. Case mentioned a duplication of efforts and scheduling a meeting to merge information. SHARE SUCCESS STORIES AND RESULTS Cindy Stuart provided information on the PikMyKid app and the field visit to Hillsborough Academy of Math and Science Charter School. It took an hour and a half for dismissal. The school has work to do to get people to use the app and there was a verification issue with the program. The group did not see a benefit to do not see a benefit of having the program. Amber Dickerson and Ms. Silva provided information on the Vision Zero interactive website. Bob Campbell will present information on the HC Sidewalk Master Plan/Roadway Improvement Program Prioritization. OLD BUSINESS & NEW BUSINESS If there are any scheduling conflicts with the 2017 Calendar, please communicate with Ms. Silva. 5 Board & Committee Agenda Item Agenda Item Integrating Equity into Regional Transportation Planning Presenter Kristine Williams, CUTR Summary Several federal laws and related guidance documents require metropolitan planning organizations (MPO) to understand, predict and mitigate, where possible, adverse effects of their plans and projects on low income and minority communities, persons with disabilities, older adults, and other historically disadvantaged groups. As these requirements allow for a wide range of analyses, there are a variety of methods in use by MPOs to understand these effects. The Hillsborough MPO has partnered with the University of South Florida- Center for Urban Transportation Research, Portland State University and the Oregon Metro MPO to advance the improvement of health and safety for all users by directly addressing the need for safe, reliable, affordable and convenient transportation options to address the concerns and values of Title VI protected communities, many of whom rely on walking, bicycling and public transportation for access to jobs and services. Title VI of the Civil Rights Act of 1964 is a federal law that protects persons from discrimination based on their race, color or national origin in programs and activities that receive federal financial assistance. Also under the umbrella of Title VI are related statutes and presidential executive orders that address persons with disabilities, environmental justice (EJ) in minority and low-income populations, and services to individuals with limited English proficiency (LEP). 13 Pinellas STEPS Observation - December 14, 2016 Thanks to Lisa for arranging our attendance at the STEPS meeting yesterday. I had a few observations from the meeting that I thought I would share, in no particular order: The room arrangement. They had that LARGE conf. table that about 20 of us gathered around fairly comfortably. That configuration forced a more "intimate" setting and really fostered interaction. Our giant "U" doesn't do that, it actually always for a fair amount of disinterest in the whole topic. I think a simple rearrangement of the room would help. District staff Area III guy Jerry Reynolds was a huge resource about activities at the schools regarding specifics from bus loops to walking patterns to site work and anything happening at one of his schools and even some schools outside his Area based on his prior experience. Apparently there are 3 other Area people who attend and who are a big resource to the group. Their online "Travel to School" complaint form appears to be a successful tool to disaggregate complaints from the community to the respective jurisdiction with responsibility. It seemed as if the unresolved ones are the basis of their "work list'. Engagement by the local crossing guards seems to be high as well as by the local gov. transportation teams. They have 24 cities more or less and the County and FDOT and they seem to have a great response on many, if not most of the issues that have arisen. Their health partners too are highly engaged in the outcomes. School District staff all seem to be highly engaged. Marshall Touchton their demographer/boundary guy seems to have more of reporting role regarding enrollment stats, but Mike Burke with Transportation/Safety, Jerry Reynolds the Area guy and Kathleen Atwater (position unknown but apparently the key to keeping the ball rolling they said.) are all highly engaged in the proceedings There are some gaps that I saw, City of Dunedin doing some work that will impact the school. School had not responded to the City's letter on that topic but apparently had already hired the design professional to address the issue. Always room to improve. All in all a good experience. Most importantly I think ramping up the engagement from key players at the District and in local gov and crossing guards would likely make our group much stronger moving ahead. Lorraine S. Jamie W. was also impressed with the process and the cooperation that was demonstrated during the discussions. Jamie WI spent a few extra moments speaking with Mike Burke after the meeting was dismissed. I discussed my vision moving forward, especially with the maintenance of the Hazardous Walking program moving forward. He has offered to help us put together a similar type of group here in Hillsborough and attend the first few meetings to provide guidance and offer input. Lisa exchanged cards with their PW contact and was impressed with their 3 signs used to assist with off-site circulation issues.

14 Bike Rack Information Source FL SRTS 2016 There are two vendors (approved by FDOT) to order bike racks (Jamestown Advanced Products and PRIDE Enterprises). Depending on your needs, they have single U-racks for 1-2 bicycles up to racks that can accommodate bicycles. There is even an option to customize your rack with colors (or you can get galvanized) and a metal cutout logo or name (e.g., school mascot, school name, etc.). Other options include whether you will want your bicycle racks embedded (usually in a concrete pad), or surface mount/free standing (which can be bolted/secured to a hard surface). Bicycle racks will be paid for by the Florida Safe Routes to School Program, so all you need to do is decide who needs bicycle racks, what sizes are needed, and customize if wanted. While these racks will be purchased and delivered at no cost to you, a memorandum of understanding will require the organization or school to have the racks installed. See attached for more bicycle rack information and designs. I highly encourage you share this will your school district. Racks can be ordered bulk for multiple schools, or a single school can order its own racks. As many of you are involved with Safe Routes to School programs, I also encourage you to work with schools to determine if they need racks, and if they do, how many and where to appropriately place them. 16 Delivery, Storage, and Handling for bike racks: 1. Protect finishes on exposed surfaces from damage by applying a temporary protective covering or wrapping before shipping. 2. Store materials to comply with manufacturer s directions to prevent deterioration from moisture, heat, cold, direct sunlight, or other causes. 3. All hardware to install the bicycle rack elements or free-standing bicycle rack must be included. 4. Bike rack installation, directions, specifications and recommendations must accompany the bike racks at no additional costs to the FDOT. 5. Vendor must notify the agency which is to receive the bike racks at least three (3) business days before delivery, so the agency can arrange for equipment needed to off-load the bike rack elements upon delivery.

17 MPO Board Meeting Summary December 6, 2016 CALL TO ORDER & PLEDGE OF ALLEGIANCE The Chairman, Commissioner Les Miller, called the meeting to order at 9:03 a.m., and the pledge took place. The meeting was convened on the 26th floor of the County Center. Commissioner Miller welcomed new board members: Hillsborough County Commissioner Pat Kemp and Temple Terrace Mayor Kim Leinbach. PUBLIC COMMENT Mr. George Niemann spoke in opposition of the widening, specifically segment B, of Lithia Pinecrest Road. Mr. Neimann stated that this will destroy the character of the residential neighborhood. He also stated that previous signed petitions should be part of any discussion regarding the subject. During this time, Councilman Cohen informed board members of the nine citizens who spoke at the Policy Committee meeting against the widening of the road as well. COMMITTEE REPORTS, ONLINE COMMENTS Ms. Gena Torres stated that all committees approved the 2017 meeting calendar and the Transportation Improvement Program (TIP) Amendment for the HART Bus Replacement Grant, which were both on the agenda for approval. In addition, Ms. Torres provided updates from the Committee Reports. Also, staff received twenty-one s from citizens in opposition to widening Lithia Pinecrest Road and there were no Facebook comments received from the public. Staff also received an from Christina Acosta, Executive Director for Walk Bike Tampa, encouraging the Expressway Authority to consider trails in the extension of the Selmon Expressway along Gandy. Following Ms. Torres report, Commissioner White made comments regarding Lithia Pinecrest Road and stated that he will be listening closely to both sides of constituencies. The Commissioner also wanted to know the status of the Brandon East-West Corridor Study. Ms. Alden reported that two stakeholder meetings were held regarding improvements and land use. The feedback received from the business community and residents will be utilized to evaluate transportation options. Commissioner White suggested meetings to get everyone together to air things out, trade ideas, and have an open exchange of information. The Commissioner would also like to take

18 Meeting Summary December 6, 2016 Page 2 a look at what type of land use decisions can be made proactively along the Lithia Pinecrest Road Corridor. He would also like to have one-on-one meetings with Planning Commission Staff, and at some point may ask for a presentation by Planning Commission Staff. Prior to approval of the consent agenda, Commissioner Sandra Murman made a motion for removal of consent agenda item IV. C (2017 Meeting Calendar) for a separate vote. The motion was seconded by Commissioner White and carried unanimously. CONSENT AGENDA A. Approval of Minutes November 1, 2016 B. Committee Appointments D. Unified Planning Work Program Amendment E. Letter Requested by BPAC on Trail Crossings A motion was made by Commissioner Murman to approve the Consent Agenda. The motion was seconded by Commissioner White and carried unanimously. IV. C. was pulled, because the MPO s January board meeting was proposed the day after a County observed holiday, and the County Commissioners will not meet until Thursday, January 5. Therefore, the January 3, 2017 MPO meeting can be moved to Wednesday, January 4. In addition, the Policy Committee will recess in July instead of June, to avoid a conflict with a BOCC Land Use meeting. A motion was made by Commissioner Murman to approve the 2017 Calendar with the above changes. The motion was seconded by Mr. Anderson and carried unanimously. ROLL CALL VOTE: TIP Amendment HART Bus Replacement Grant Commissioner Murman made a motion for the roll call vote. The motion was seconded by Mr. Anderson and carried unanimously. ACTION ITEMS A. Board Officers and Committee Appointments Cameron Clark, MPO Attorney, led the election of officers, all seats were relinquished, and no seconds were required for nominations. Councilman Cohen nominated Commissioner Les Miller for Chair of the MPO. Commissioner Miller nominated Councilman Cohen for Vice-Chair.

19 Meeting Summary December 6, 2016 Page 3 There were no other nominations for Chair and Vice-Chair. Mr. Clark congratulated Councilman Cohen and Commissioner Miller on their appointments. Committee appointments were as follows: Policy Committee (5 members minimum): Councilman Cohen, Commissioner Kemp, Commissioner Murman, Mr. Bowers, and Councilman Maniscalco; Alternates: Mr. Anderson and Mr. Waggoner. Tampa Bay TMA Leadership Group: Councilman Cohen, Commissioner Kemp, Commissioner Murman; Alternates: Mr. Anderson and Mr. Lopano. Transportation Disadvantaged Coordinating Board Chair: Councilman Cohen Livable Roadways Committee Chair: Mr. Green School Transportation Working Group Chair: Ms. Stuart Florida MPO Advisory Council: Mr. Klug (alternate for Mr. Anderson) Commissioner Miller thanked the Board for another year of Chairing the MPO. B. MPO State of the System Report Mr. Johnny Wong, MPO Staff, introduced Mr. William Roll with Kimley-Horn & Associates. Mr. Roll presented the highlights of the State of the System report, which identifies goals related to the condition of the transportation network and develops objective measures to establish benchmarks and track trends. Following the presentation, board members discussed effective ways to get the information out to the public. Commissioner Murman requested information on the percentage of fatal crashes. The final report will be posted on the MPO website, transmitted to all local jurisdictions, transportation agency board members, and legislative delegation members. It was also suggested that the report get posted on Facebook. Commissioner Murman suggested the transmittal of a letter to every transportation board, airport, and HOA Boards. Commissioner Miller suggested that Ms. Alden work with the County s Neighborhood Relations Department in order to get the information out to the HOAs. Ms. Alden suggested the letter also invite the HOAs to participate with Vision Zero. Commissioner Murman requested that Ms. Alden bring back a report, on the purple and red dots covered in page 11, of the report identifying roads that are going to be fixed with the BOCC s transportation funding set-aside. Councilman Cohen would like for the Planning Commission receive a copy of the State of the System report as well. Commissioner Miller suggested working on

20 getting the report posted to the Hillsborough County website, and possibly the City of Tampa, Temple Terrace, and Plant City s website. Meeting Summary December 6, 2016 Page 4 A motion was made by Commissioner Murman to accept the MPO State of the System Report. The motion was seconded by Mr. Paul Anderson and carried unanimously. STATUS REPORTS A. US 92 and US 301 PD&E Studies Ms. Lilliam Escalera, FDOT Representative, presented information on the PD&E proposing the widening of US301 from two to four lanes, from Fowler Ave to the proposed SR 56 Extension. She also presented a second study reevaluating the original PD&E study of widening US 92 from east of I-4 to Polk County Line Road. Following the update, there were no questions from members. B. Social Justice in Transportation Study Kristine Williams, CUTR Representative, provided the status report on Social Justice in Transportation Study. Ms. Williams discussed the importance of equity in planning, transportation equity requirements, the dimensions of equity, and a geographic analysis of communities of concern in Hillsborough County. After the presentation, Mr. Green wanted to know if a map, which shows transportation expenditures relative to communities of concern would be part of the final report. Ms. Alden said that is something that can be produced as part of the MPO s Transportation Improvement Program. C. School Transportation Working Group Update Ms. Lisa Silva, MPO Staff, provided an update on the School Transportation Working Group s activities since it was formed last spring. There were no questions following Ms. Silva s update. EXECUTIVE DIRECTOR S REPORT Ms. Alden informed members of the recent TBARTA MPO Chairs Coordinating Committee meeting, and the update to the list of major regional priorities. Also, the MPO Chairs reviewed and supported a proposed scope of work for a best practices study of regional transportation planning-- the scope of work supported by this board in October. Further, the TMA Leadership Group in November asked its members the Hillsborough, Pinellas, and Pasco MPOs to jointly sponsor the kick-off workshop for this study, so that the workshop can take place in spring 2017, prior to the bulk of the funds for the study becoming available

21 from FDOT in July. Ms. Alden estimated Hillsborough MPO s contribution would be about $5 thousand. Mr. Anderson made a motion to sponsor the first Collaborative Stakeholder Workshop this coming spring as part of the MPO s regional planning coordination task. The motion was seconded by Councilman Cohen and passed unanimously. Meeting Summary December 6, 2016 Page 5 Ms. Alden informed the board of staff s intent to go paperless with meeting agenda packets in A wi-fi enabled ipad will be provided to members who need one. Even if all 16 members need an ipad, this will result in a significant savings in the annual budget for printing the board s meeting packets. The next Vision Zero Workshop is scheduled for January 31 at the Town N Country Library. OLD BUSINESS & NEW BUSINESS There was no old business. Ms. Janet Zink asked for letters of support for HART s Airporter Project. The information will be ed to all members. 22 Committee Reports Joint meeting of the Citizens and Technical Advisory Committees (CAC-TAC) on December 14, 2016 The TAC and CAC reviewed the FDOT s Tentative Work Program. The TAC did not have a quorum. The CAC supported the draft letter of comment from the MPO to District 7 Secretary Steinman. The committees heard an informative presentation from the County Attorney s office on Parliamentary Procedures and Government in the Sunshine. The CAC-TAC members also received a report on the Himes Avenue Safety study, an update on the School Transportation Working Group and were informed of the interactive mapping tools available to the public on the PlanHillsborough website. Joint meeting of the Bicycle Pedestrian and Livable Roadways Committees (BPAC- LRC) on December 14, 2016 The BPAC and LRC reviewed the FDOT s Tentative Work Program and supported the draft letter of comment from the MPO. The LRC requested that the comment expressing concern about the widening of SR 60 from Valrico Road to Dover Road be removed from the letter. The committees heard a presentation from Dr. Pei-Sung Lin of the Center for Urban Transportation Research on his Naturalistic Bike Behavior Study. The purpose of this study is to understand how bicyclists use and understand roads, how they make choices on routes, and what kinds of facilities and experiences they need. The Gasparilla Children s Parade Bike Safety Rodeo will be held on January 21, 2017 from 10 am to 2 pm on Bayshore Boulevard. Plan Hillsborough planhillsborough.org planner@plancom.org E Kennedy Blvd 18 th floor Tampa, FL, Transportation Disadvantaged Coordinating Board Meeting of December 9, 2016 The TDCB elected its officers for 2017, reelecting Gloria Mills as Vice Chair and Becki Forsell as Member At Large. The board also renewed coordination contracts with Northside Mental Health Center, Quality of Life Inc., and McClain Inc. Northside provides transportation for clients to receive medication, supported employment including job interviews and work sites, psychosocial rehabilitation and socialization, case management, scheduled medical and other appointments, supported housing and mobile crisis intervention. McClain operates several group homes for adults with physical and developmental disabilities and provides all of their transportation including day programs, medical and other appointments and for all personal needs. Quality of Life provides trips not otherwise supplied by other providers.

23 FDOT staff provided an update on FTA Section 5310 grant projects that have been funded this year. These are projects designed to provide services and public transportation alternatives for persons with disabilities beyond those required by the Americans with Disabilities Act of HART and Sunshine Line staff also gave updates on service changes, new equipment and staff likely to be added. Transportation Disadvantaged Legislative Awareness Day will be held on March 14-15, This is an opportunity for you to show support for Public Transportation and the Transportation Disadvantaged Program. The Florida Commission for the Transportation Disadvantaged anticipates hundreds of individuals, businesses and advocates in Tallahassee. TBARTA MPO Staff Directors Meeting of December 9, 2016 With the MPO Chairs having approved the scope of work for a regional planning best practices study on December 2, the MPO Directors recapped the current status of that region-wide effort and discussed next steps. The Hillsborough, Pinellas, and Pasco MPOs, along with the MPO Chairs Committee and the TBARTA Board, have supported doing the best practices study, and the Sarasota/Manatee MPO and Tampa Bay Regional Planning Council were slated to review and support it at their December meetings. Polk TPO and Hernando/Citrus TPO will take up the matter at their February meetings. The directors discussed creating a stronger regional long range transportation plan/master plan in collaboration with TBARTA, during our next plan update cycle, which occurs There could be a coordinated set of plans, with a regional plan focusing on major cross-county travelsheds, adopted by all the MPOs and TBARTA, complemented by more locally-focused plans adopted by each MPO, potentially using a standard structure, and adding detail about issues in their parts of the region. The directors also brainstormed about performance measures that are now required to be part of long range transportation plans, and discussed coordination with FDOT on target-setting; the lack of federally-required performance measures for multimodal access; and the potential for setting some multimodal performance targets for the Tampa Bay region as a whole, as part of the strengthened regional long-range plan. This topic was referred to the regional public participation working group for further investigation.
