Twoleft turnlaneswillcomeintogreenbriarfromthewestandtwoleft turnlaneswillcomeoutof Greenbriargoingeast.Vice PresidentMcCormicksaidwhenthisoccurs,adonationofproperty fromthecollegewillberequired,andthiswillbebroughttotheboardforapproval.henotedthat theelectronicsignwillhavetobereplaced,andidotisnotwillingtopayforthis,sinceitiscaused bythecollege srequestforthedoubleturnlanes.hesaidthesignhasnotbeenworkingproperly forsometimeanyway,andreplacementwillbenecessary. Mr.McCormickreportedthebrickwallprojectatthebaseballfieldsisexpectedtobecompleteby November12.HesaidconstructiondelaysontheCommunicationWingprojectwerealsoamajor discussiontopic. 4
5 DirectorofEmergencyPlanningandRiskManagementBillKilquistannouncedthatthesecurity cameraattheentrancetotheadministrationbuildinghadbeenupdated. B. BoardPolicyCommittee Vice PresidentMcCormickreportedanumberofBoardpoliciesarebeingpresentedtotheBoardfor firstreadinglateronthisagenda.hebrieflyoutlinedsomeofthechangesandadditions. C. PlanningProcessforFY2012 Vice PresidentforAdministrationTimDaughertydistributedacopyoftimelinesforalltheplanning processesatthecollegeforfy2012.hebrieflysummarizedtheprocesses,andnotedthateveryone attheinstitutionhasopportunityforinputiftheychoose. D. TransitionSummit Vice PresidentDaughertyreportedaTransitionSummitwasheldoncampusthatdayfordistrict highschoolstudentswhohavespecialneeds.hestatedthisisapopulationthecollegewantstobe particularlysensitiveto.thisisthefirsttimethecollegehasheldthisevent,anddr.daugherty remarkedthatheisveryproudoftheeffort. E. MAPGrant Dr.DaughertyreportedtheCollegehasdisbursedMAPgrantsintheamountof$560,000,anditis anticipatedthatthegrantmoneywillbeavailablethisfall itjusthasn tbeenreceivedyet.hesaid thestate scashflowwillhavetobeevaluatedbeforemakingdisbursementsinthespringsemester. F. FallSemesterEnrollment Vice PresidentDaughertyintroducedDeanforStudentServicesTerryCraintogivetheBoarda reportonfallsemesterenrollment.mr.crainreportedthatfallsemestertenthdayfiguresshowed 6,787studentsenrolled,down237fromtherecordsetting7,000+enrollmentoflastfall.He notedthedeclineinnumberscouldbeattributedpartiallytolackofman Tra Consponsorshipof studentsthisfall,andalsotothelowernumbersofgraduatingseniorsfromareahighschools.mr. Crainsaidthatlastfall srecordnumberswereduetoaneconomicdownturn drivenenrollment spike,andwiththeslightimprovementintheeconomymanypeoplehavenowre enteredthework force.hewentoveradditionalinformationinthereportandclarifiedfortheboardwhatareasof thecollegeareincludedinthesenumbers.presidentmeesremindedtheboardthatinastudyby theiccblastyearonillinoiscommunitycollegeenrollmentsfrom ,JohnA.LoganCollege wasidentifiedasthefastestgrowingcommunitycollegeinthestatewithanincreaseof42%inthat period. FacultyandStaffDevelopmentDay Vice PresidentforInstructionJuliaSchroederreportedFacultyandStaffDevelopmentDaywillbe heldonoctober11,andsaidthefocusoftheprogramissustainability.sheinvitedtrusteesto attend.deandeborahpaynesharedinformationonthespeakersfortheday. 5

Diversity Vice PresidentSchroederdistributedahandoutshowingdiversityrelatedactivitiesattheCollege sincefebruary2009.shenotedthisisawidearrayofactivitiesandcommendedtheeffortsof DirectorofEducationalPlanningToyinFox.Dr.SchroedersaidthatMs.Foxisopentoanynew ideas.shesaidthatms.foxwillbeginworkingonbringingbeayoungassociatestojohna.logan Collegetoassistwithdiversityinitiatives. I. GallaudetPartnership Vice PresidentSchroederintroducedAssociateDeanforPublicHealthandPublicServiceValerie BarkotoshareinformationaboutapartnershipwithGallaudetUniversity.Dr.BarkogavetheBoard anoverviewofgallaudetuniversityandexplainedtheirproposedpartnershipwithjohna.logan CollegetobecomeaMidwestGallaudetRegionalCenter anoutreachcentertoaddress educational,transitional,andprofessionaldevelopmentalneedsofdeafandhard ofhearing individuals,theirfamilies,andtheprofessionalswhoworkwiththem.sheoutlinedthescopeofthe servicesthecenterwouldofferandtheareasitwouldserve,aswellasthetermsofthecontract. Dr.BarkosaidshefeelsthispartnershipalignsverywellwiththeCollegemission.Dr.Schroeder reportedthegovernor sofficehascontactedthecollegeandisveryexcitedaboutthispartnership. ShenotedthatiftheBoardapprovesthepartnership(listedlaterontheagenda),therewillbea ribboncuttinginnovember,andthegovernororarepresentativewillattend. J. Presidents Council PresidentMeesreportedthatPresidents CouncilmetinSpringfieldrecentlyandmostofthe discussioncenteredonbudgetaryconcerns.hesaidthenovemberelectionswilllikelyhavean impactonthebudget. K. GenerationsServingGenerationsSummitonAgingandEducation PresidentMeesreportedonasummitonGenerationsServingGenerationsthatheattendedin Bloomingtonrecently.HenotedthisisanoutgrowthoftheNationalGovernors PolicyAcademy coregrouphehasbeenamemberofforseveralyears.hereportedover120peopleattendedthe summit.thegoaloftheinitiativeistoaddresspreschoolthroughhighereducationremedial educationproblemsandtoutilizeretiredworkforceasvolunteersorpart timeemployees.dr.mees saiditwasanexcellentsummit.dr.juliaschroederandmabelhayesalsoattended.thenextstep istoconvenelocaldiscussionsonthetopicatcommunitycollegesthroughoutthestate.dr.mees saidthediscussiononthejohna.logancampuswilltakeplaceonnovember22. HuntingandFishingDays PresidentMeesreportedHuntingandFishingDayswasatremendoussuccessandthanked everyonewhoworkedsohardtomakeithappen.over42,000peopleattendedthetwo day event.therewasfurtherdiscussionandcommentsbycommitteemembersonthesuccessof variousattractionsofferedandhowwelltheywerereceived.parkingissueswerealsodiscussed. ChristmasCards PresidentMeescommentedonmanyofthestepstakentocutexpensesattheCollegethroughthe SustainableFinancialPlan.Hesaidconsiderationisbeinggiventocuttingbackonthenumberof Christmascardsmailed,andsendingelectroniccardstothosegroupsforwhichwehave addresses.heaskedfortheboard sinput.therewasageneralconsensusthate cardswouldbe appropriateforemployeesandothercommunitycollegegroupswehave addressesfor,but weshouldcontinuetomailcardstogroupssuchasretirees,legislators,etc. CONSENTAGENDA A. PHSBudgetModifications PresidentMeesrecommendedthattheBoardofTrustees,inaccordancewithICCBguidelines, approvethebudgetincreaseofthephsprojectwaterservicemainreplacement530 T ($42,400)by$10,000anddecreasethePHSProjectRoofReplacement CWingPhaseI530 T ($515,200)by$10,000. B. PurchaseofOfficeComputers PresidentMeesrecommendedthattheBoardofTrusteesapprovethequoteof$69,078.19forthe purchaseof80computersforfacultyandstafffrom710bookstore,ofcarbondale,illinois,andthat theadministrationbeauthorizedtopurchasethisequipment. TrusteeSnideraskedwhattheCollegedoeswitholdcomputers.Vice PresidentMcCormicksaid theyareusedinotherareasoncampusifneeded,thenaredonatedtocharitableorganizationsor schoolsystems. 7

GallaudetUniversityRegionalCenterAgreementFY2011(AppendixIII) PresidentMeesrecommendedthattheBoardofTrusteesapprovetheRegionalCenterAgreement forfy2011betweengallaudetuniversityandjohna.logancollegeeffectiveoctober1,2010, pendingapprovalbycollegelegalcounsel. D. BlackboardRenewal PresidentMeesrecommendedthattheBoardofTrusteesapprovepaymenttoBlackboardfor2010 license,hostingandstorageintheamountof$128,365. Historically,BoardofTrusteesmembershavebeenelectedonastaggeredbasiseverytwoyears, withapatternoftwotrusteeseatsontheballotoneyear,thenthreeseatsontheballotinthenext election,andthenbacktotwoseatsinthefollowingelection(eachtermbeingsixyears.) IntheNovember,1993election,theseatofatrusteewhoresignedshouldhavebeenplacedonthe ballotforatwo yearunexpiredterm.however,itwaserroneouslyplacedontheballotforafullsix yearterm.thisupsetthebalanceofthestaggeringoftermsandhasbeenproblematiceversince. 10
