STUDENT REPRESENTATIVE Grace Tibbott gave the BOE a brief review of the past years activities. Freshmen Orientation, Homecoming with a Hollywood Flashback theme, a successful blood drive, the adoption of five charities over the holidays, Sweethearts Dance, Spring Week with St. Baldrick s volunteers raising $1200 and a donation of $250 to Forever You. Keegan Sobol will be president next school year. MOTION APPROVAL OF PAYMENT OF BILLS A motion was made by Mr. Hastings and SECONDED by Mr. Anderson to approve payment of bills for District #101, the financial reports, activity fund report, reimbursement of Imprest for $ and the non-contractual payroll. MOTION APPROVAL OF FACILITY USE REQUESTS A motion was made by Mr. Hastings and SECONDED by Mr. Anderson to approve the following facility use requests: 1. Rep. 2 GRUNDY COUNTY SPECIAL EDUCATION COOP FINANCIAL STATEMENT/BILLS A motion was made by Mr. Stangland and SECONDED by Mrs. Roth to ratify the financial statements and bills of the Grundy County Special Education Cooperative as submitted and approved by the Grundy County Special Education Board at its meeting. On roll call vote, those voting AYE: Mr. Best, Mrs. Roth, Mr. Stangland, Mr. Hastings, Mr. Anderson, Mrs. Vermillion, Mrs. Robinson. NAY: None. MOTION GRUNDY COUNTY SPECIAL EDUCATION COOP STAFF RECOMMENDATIONS A motion was made by Mrs. Vermillion and SECONDED by Mr. Stangland to ratify the employment, resignations of staff and non-renewals of certified staff and program assistants of the Grundy County Special Education staff, as submitted and approved by the Grundy County Special Education Board at its meeting. On roll call vote, those voting AYE: Mrs. Roth, Mr. Stangland, Mr. Hastings, Mr. Anderson, Mrs. Vermillion, Mrs. Robinson, Mr. Best. NAY: None. MOTION DISTRICT REPORT Dr. Halloran presented a FY16 Amended Budget Summary highlighting principle changes to revenue and expenditures occurring over the past fiscal year. Special Education transportation costs are down by approximately $40,000. As a consequence of unexpected expenditures to the O&M Fund the GAVC HVAC project, pool issues, etc. a transfer of $175,000 from the Transportation Fund to the O&M Fund will occur. Gov. Rauner and Speaker Madigan continue to be at odds. Various funding projections have been presented to the education community. Coal City Unit District #1 has formally informed the GC Special Ed Cooperative executive board they will be completely withdrawing from the Coop effective the school year. This should not significantly impact MCHS district costs. BUILDING REPORT Mr. Hussey presented information related to the Summer Skills Academy, testing and the school improvement plan. Mr. Johnson discussed the Parent-Teacher Advisory Committee recommendations including the re-employment of the School Resource Officer and changes to the student handbook. Mr. Johnson also reviewed changes to the discipline policy as a result of SB100. The bill restricts the number of suspensions and expulsions the district may implement. An Alternative Learning Opportunity (ALO) will be employed as a non-exclusionary form of student discipline. Students will be able to complete classwork and receive assistance from a teacher while in this environment. Teacher duty will be assigned, there will be a slight increase in the amount of study halls. Pause For Applause: Congratulations to Jon Smyk, Haley West, Sarah Neuhalfen, Ethan Frobish, and Dawson Moore for representing MCHS at the regional Envirothon competition at Seneca High School. The team won first place and will be competing at the state competition April 27 and 28. Lupita Maraville was awarded the Gold Medal at the 2016 FCCLA State Proficiency Event, for Decorated Cake. Kimberly Gonzalez was awarded the Silver Medal at the 2016 FCCLA

3 State Proficiency Event for Relish Tray. They represented MCHS with professional and timely results. Way to go, Proud of you! Mrs. Higgins This past Saturday, The Concert Band and Symphonic Winds performed in the IHSA Organization Contest at Manteno High School. Both groups performed well with the Symphonic Winds earning Division 1 ratings across the board, and Concert Band earning a Division 2. Congratulations on your fine performances! Congratulations to the following Art and Ceramics student on being awarded blue ribbons at the Ottawa Art League's annual Town and Country Art Show: Landon Jones, Arlene Valerio, Claire Gugerty, Alex Denk, Austin Benson, Anna Benson, Zach Bankowski, Emily Backus, and Connor Andrjeski. This award makes the students eligible to enter the state Town and Country Show in Champaigne in the Fall. A special award for Media Excellence was given to Connor Andrjeski for his ceramic soup tureen entitled "Ramen Noodle Death Star". Congratulations to Shain Hennessy for becoming Morris High School Wrestling's 4th Academic All-State Wrestler in the history of the program. He was honored this past Sunday at the All-State Wrestling banquet in Countryside Illinois. Congratulations to the 2016 International Thespian Society inductees. Eleven students were inducted into this theatrical honor society on May 2nd with a banquet and candle lighting ceremony in their honor. The new Thespians are Bridget Byrne, Lexi Fatlan, Megan Feldges, Evan Gagnon, Stefani Kier, Rylie Linn, Olivia Mettille, Tyler Mroczek, Kristin Serena, Emily Trader, and Jayson Zorn. They join our 10 Thespians for the largest troupe in school history. Great job by our MCHS theater arts program. Congratulations to Sabrina Baftiri, Meghan Smith, and Madi Mayberry for bringing home medals in the Conference meet at Sycamore this past Friday. Sabrina finished 2nd in the 400 meter dash with a time of 1;01.48, Meghan finished 5th in the High Jump at 5 foot, and Madi finished 4th in the Long Jump with a distance of 17'!/4". Congratulation again to our track girls and our All-Conference athletes! Congratulations to the Morris Bass Fishing Team members who competed at this weekend s sectional tournament. Eli Gile, Jeffry, Johnson, Seth Hornsby, and John Smyk placed third and will be competing at the IHSA state bass tournament later this month. DISCUSSION Mrs. Robinson inquired about the language used in denying Mr. Trujillo s FOIA request for any/all audio recordings from the 10/19/15 BOE meeting - public or closed sessions. Mrs. Robinson found the wording problematic and asked Dr. Halloran to read it aloud. She thought the letter sounded as though the Board is not interested in the issue (use of the term redskin ) anymore and the school is shutting Mr. Trujillo down. Dr. Halloran responded as Freedom of Information Officer he has never had a request for audio recordings and he sought legal advice on how to handle the request. Closed session recordings may contain confidential information. The language used in the letter was supplied by the district s legal counsel. Mrs. Robinson conveyed that white paper statements have been made by organizations she belongs to that indicate use of racial terms hurt kids. Mrs. Robinson cited several sources including the American Psychological Assn. and American Sociological Assn. Mrs. Roth and Mrs. Vermillion stated they believe that the use of the Redskin name by the community instills a sense of pride and is not considered or meant to be derogatory.

4 Mrs. Robinson responded she equates the continued use of the term to a moral failing on her part, due to children being hurt by its use. Mrs. Robinson thanked all present for listening. FY16 TENTATIVE AMENDED BUDGET The board approved the FY16 tentative amended budget as presented by Dr. Halloran on a motion made by Mrs. Roth and SECONDED by Mr Stangland. On roll call vote, those voting AYE: Mr. Stangland, Mr. Hastings, Mr. Anderson, Mrs. Vermillion, Mrs. Robinson, Mr. Best, Mrs. Roth. NAY: None. MOTION RESOLUTION TO AUTHORIZE AN INTERFUND TRANSFER FROM TRANSPORTATION TO OPERATION AND MAINTENANCE The board approved the Resolution to Authorize an Interfund Transfer from the Transportation Fund to the Operation & Maintenance Fund in the amount of $175,000. On roll call vote, those voting AYE: Mr. Hastings, Mr. Anderson, Mrs. Vermillion, Mrs. Robinson, Mr. Best, Mrs. Roth, Mr. Stangland. NAY: None. MOTION FY16 HONORS NIGHT PROCLAMATION On a motion made by Mrs. Roth and SECONDED by Mrs. Vermillion, the board approved the FY16 Honors Night Proclamation. On voice vote, those voting AYE: All. 5 STUDENT FEES The student fees including the newly approved increase of the driver education fee from $50 to $150 was approved on a motion made by Mr. Hastings and SECONDED by Mrs. Roth. On roll call vote, those voting AYE: Mrs. Vermillion, Mrs. Robinson, Mr. Best, Mrs. Roth, Mr. Stangland, Mr. Hastings, Mr. Anderson. NAY: None. MOTION SUMMER SKILLS ACADEMY APPROVAL Principal Hussey presented information on a Summer Skills Academy. The focus of the academy will be teaching critical skills for the core curricular subjects of English and Mathematics. The academy will consist of twenty days at 1.5 hours per day. On a motion made by Mrs. Roth and SECONDED by Mr. Stangland the 2016 Summer Skills Academy was approved. On roll call vote, those voting AYE: Mrs. Robinson, Mr. Best, Mrs. Roth, Mr.Stangland, Mr. Hastings, Mr. Anderson, Mrs. Vermillion. NAY: None. MOTION SCHOOL SAFETY PLAN APPROVAL A motion was made by Mr. Hastings and SECONDED by Mr. Anderson to approve the School Safety Plan that includes the hiring of a School Resource Officer for the school year at forty hours per week and the student handbook for the school year. Dr. Halloran has been having a discussion with Premier Academy regarding the sharing of the School Resource Officer for two hours per day with a varied schedule. This would save on cost to the district. On roll call vote, those voting AYE: Mr. Best, Mrs. Roth, Mr. Stangland, Mr. Hastings, Mr. Anderson, Mrs. Vermillion, Mrs. Robinson. NAY: None. MOTION TRACIE VOITIK APPROVED AS JJC COORDINATORS FOR FY17 Tracie Voitik was approved as JJC Coordinators for the school year with a stipend amount of $1000 per semester on a motion made by Mr. Stangland and SECONDED by Mr. Anderson. MOTION TRACY STEFFES APPROVED AS DETENTION MONITOR FY17 Tracy Steffes was approved as Detention Monitor for FY17 with a stipend amount of $750 per semester, on a motion made by Mr. Hastings and SECONDED by Mrs. Vermillion. MOTION GIRLS BASKETBALL TRIP APPROVAL The girls basketball team trip to participate in the Shootout in the Dells located in Portage, Wisconsin from June 20-22/2016 was approved on a motion made by Mrs. Roth and SECONDED by Mr. Stangland. 6 MIDWEST ENVIRONMENTAL CLASSROOM TILE REPLACEMENT PROJECT Midwest Environmental was approved to oversee the asbestos abatement for specific classrooms in the upper and lower 1960 s wing including the seeking of bids and submittal of the lowest bid to the Board for approval at the June meeting on a motion made by Mr. Stangland and SECONDED by Mrs. Vermillion. ON roll call vote, those voting AYE: Mrs. Vermillion, Mrs. Robinson, Mr. Best, Mrs. Roth, Mr. Stangland, Mr. Hastings, Mr. Anderson. NAY: None. MOTION FACILITY ASSESSMENT APPROVAL GREEN ASSOCIATES Green Associates has submitted a proposal to provide an architectural/engineering facility assessment for Morris High School. Assessment and a gathering of information will occur on areas of concern and any conditions the team of architects and engineers discover. All building systems and components will be surveyed. Green will recommend repairs and improvements, provide cost estimates of the recommendations, and assign a priority for 5, 10 and 15 year implementations. On a motion made by Mrs. Roth and SECONDED by Mr. Stangland the facility assessment proposal by Green Assoc. not to exceed $25,000 plus reimbursable expenses was approved. 7 EMPLOYMENT OF JILL MAHALAS AS PART-TIME LIBRARY AIDE/CAFETERIA SUPERVISOR Jill Mahalas was employed for the school year as a part-time library aide/cafeteria supervisor for 188 days, hours per week for a total of 987 hours at an hourly rate of $12.11 on a motion made by Mr. Stangland and SECONDED by Mrs. Vermillion. On roll call vote, those voting AYE: Mr. Anderson, Mrs. Vermillion, Mrs. Robinson, Mr. Best, Mrs. Roth, Mr. Stangland, Mr. Hastings. NAY: None.
