Richter JTC 1/SC 28 1 Opening of meeting The Chairman opened the meeting and explained that it was being convened as a ISO/IEC JTAG 2 meeting however the present ISO/IEC JTAG 2 would be transformed into the first meeting of the SCIT on opening discussion on item 5. He proposed a roll call. 2 Roll call A roll call was carried out. Note of the Secretariat: Apologies were received from Mr. G. Kisor, Mr. Foshee, Mr, Johnson, Mr. Girod, Mr. Strum, Mr. Ohno. Mr. G. Mesias, Mr. J. Peyton, Mr. Shipman and Mrs. Hermann. 3 Approval of the agenda New documents were added to the agenda as follows: under item 5 two new documents (the secretary pointed out that as ISO/IEC JTAG 2 would be transformed into the SCIT when opening discussion under item 5 the documents under this item had been allocated SCIT numbers i.e. SCIT N 001 and 003) under item 7.6 new documents SCIT N 004 and N 005 under item 7.8 new document SCIT N 002. The agenda was approved with the above additions. The drafting committee was appointed i.e. Mr. D. McDowell and Mr. K. Brannon. 4 Minutes of the last meeting (JTAG 2 N 333)

2 Mr. Richter pointed out that Mr. Kohler's (CIE) name was missing from the attendance list and that under item 6 "CEI" should read "CIE". The chairman noted these but it was agreed not to re-issue the minutes and the minutes of the last meeting were agreed. 5 To discuss the outcome from the TMB Mr. Brannon introduced item 5 explaining the outcome from the comments developed in the meeting in Portland, provided by ISO/IEC JTAG 2, to the TMB. The position and comments from other ISO/IEC JTAG 2 members were submitted to the TMB by the chairman (see JTAG 2 N 339). He confirmed that the outcome of the discussions at the TMB, given also that during the interim period IEC had announced it no longer would participate in ISO/IEC JTAG 2, was the agreed disbanding of the present ISO/IEC JTAG 2 and creation of the SCIT. The chairman confirmed a ISO/IEC JTAG 2 resolution was needed to announce that in accordance with the resolution of the TMB, ISO/IEC JTAG 2 has been transformed into the SCIT. The chairman proposed that a mode of operation needed to be established something along the lines of the present "Charter" developed by the ISO Joint Steering Committee on Spatial Standardization (JSCSS). Mr. Brannon gave an overview of the existing JSGSS and their present charter. He pointed out the need for the group to produce similar procedures during this meeting for the SCIT. The chairman agreed and felt the charter and the ground rules by which we operate could be used as a mechanism to induce other external groups such as ICC and DIG to be involved in the SCIT showing the flexibility of the SCIT e.g. having a more open policy on participation. It was agreed to discuss the charter under this point and then to cover the remaining items of the agenda. The question of chairmanship of the SCIT was raised. It was agreed that the present chair would continue for this meeting but the question of chair and secretary support, given it is no longer a TAG would need to be confirmed at the next meeting of the SCIT. Mr. Richter suggested that the consumer groups and users should be encouraged to participate in the SCIT, such as ANEC and eventually the internal ISO Committe COPOLCO. The chairman commented that such groups would be welcome and Mr. Brannon did not see any problem with having contact with COPOLCO as an "internal ISO group". The group agreed on the proposal of the chair to use the two documents SCIT N 001 and N 003 as well as JSGSS as the basis for developing a SCIT charter. The chairman suggested that the various points laid down in N 003, drafted by the chair, be taken as operating procedures for the SCIT and that the meeting also review the example charter from the (JSGSS). 2

3 The meeting carefully reviewed document N 003 point by point and using the structure from the JSGSS example drafted SCIT N 007 for circulation for comment to the present members of the SCIT for further review and finalization at the next meeting of the SCIT. During the discussion it was - confirmed that ISO/CS would continue to administer the SCIT web site in coordination with an appointed secretary of the SCIT (the present SCIT web site is accessible at - agreed to circulate invitations to those organizations who could contribute to the work of the SCIT (list to be provided by chair); members who do not have will not be accepted; - that NWIs, WDs, CD; ISs be posted on the SCIT site by the members, TCs, SCs (password protected) via the SCIT Administrator. An abstract should be provided of the document submitted; - to include chairs and organizations or TC secretaries in the SCIT mailing list; - update the membership list: chair to circulate a letter to all ISO/TCs involved in the SCIT for an update on the present nominated member of the SCIT; - agreed to consider the usefullness of the matrix and transforming part of it into a SCIT database at a future date. 6 Technology Matrix The question was raised as to the present form of the matrix and whether some other form should be considered such as a "database". Also that a project leader would be required to drive any new form of the matrix. It was concluded that this question would be discussed at the next meeting of the SCIT. Mr. Hittema agreed to review the present structure of the matrix and report back at the next SCIT meeting , 7.2 ISO/IEC JTC 1/SC 11 and SC 23 Mr. van den Beld reported that there was very little new work in SC 11 and SC ISO/IEC JTC 1/SC 28 Mr. Richter provided a report on SC 28 given in document SCIT N 007, Reference was made to the article in the ISO Bulletin on SC 28. He also presented the fast-track documents submitted for ballot as DIS under SC 28 i.e. DIS , -2, -3 and -4. The chairman commented that it would be helpful if notification, provided by the responsible TC secretariat, of such fast-track documents relating to imagery was posted on the SCIT site. Mr. Brannon commented that it would be even better if the information concerning the proposed submission of such documents was provided to the SCIT before submission of ballot. Mr. Richter presented the work programme of SC 28. The chair commented that there was a need for liaison between SC 28 and ISO/TC 42. He also mentioned that any colour management work should be coordinated with the JWG on colour management. 3

4 7.4 ISO/IEC JTC 1/SC 29 No report. 7.5 ISO/TC 36 No report. 7.6 ISO/TC 42 The report from ISO/TC 42 was presented by the chairman in the absence of the ISO/TC 42 secretary Mr. Peyton (see documents SCIT N 004 and 005). The chairman commented on SCIT N 004 and the present update on follow-up to the ISO/IEC JTAB resolutions, this particularly referred to a meeting in Tokyo in October to discuss the ISO/IEC resolution from the ISO/IEC JTAB. He mentioned that although Mr. Smith ISO/CS and the chair of ISO/TC 42 were present there was no representative from IEC Central Office or the chair of IEC TC 100, but only a representative from IEC TC 100 management. He went on to explain that the message from IEC TC 100 was that they were not ready for such a meeting until after the IEC TC 100 Plenary and were deferring the meeting to Geneva in November. During the ISO/TC 42 Plenary Mr. Smith met with members of ISO/TC 42, WG 18 and 20 and a number of resolutions were passed relating to the IEC TC 100 issue. The chairman drew attention to SCIT N 004 and particulary the diagram indicating the proposed structure of a JWG, which represents the ISO/TC 42 interpretation of the ISO/IEC JTAB recommendations. The chairman mentioned that ISO/TC 42 is revising ISO 5 series of standards. The revision is being carried out in the JWG between ISO/TC 42 and ISO/TC 130 under JWG 21 of ISO/TC ISO/TC 130 The chairman presented the report from ISO/TC noting that work which is "colour related or image related", and also described the TC 130 work on the use of PDF for graphic exchange. 7.8 ISO/TC 171 Mr. Hittema presented the report from ISO/TC 171 and explained the background to the revision of the present "scope" of ISO/TC 171 (see document SCIT N 002). He pointed out the need to clearly define the "terminology" in the new scope. The chairman requested that a copy of the draft be sent to the ISO/TC 42 secretariat given the need for certain exclusions relating to photography. Mr. Hittema referred to the possible overlap with ISO/TC 42 on ISO/DIS (ISO/TC 171/SC 17 Resolution 13). The chairman agreed to raise the issue with ISO/TC CIE The chairman reported that there was a CIE colour experts meeting in Scottsdale, US on 4

5 11 November 2001 on "large colour gamma data definition and coding" for those interested. 8 Review of Resolutions All resolutions were approved (see SCIT N 008). 9 Date and place of next meeting The next meeting of the SCIT will be scheduled for 2001, June 18/19 in Berlin. 10 Close of the meeting The chairman thanked the delegates and looked forward to seeing everyone in Berlin. 5
