2 Page 1 of 12 MoU/MG/07 N 314 Status: Draft Date: Source: MoU/MG secretariat DRAFT MINUTES NINETEENTH MEETING OF THE ISO-IEC-ITU-UN/ECE MEMORANDUM OF UNDERSTANDING MANAGEMENT GROUP (MoU/MG) Set of Action and Resolution is attached as Annex B September 2007 ITU Building (room M1) Geneva, Switzerland OPENING 9:00 Document 1 Welcome and administrative details The Chairman Mr. Howard Mason opened the meeting and welcomed members (21 present, - complete list at the end of the report as Annex A). The Chairman welcomed the Universal Postal Union, Mr. Akhilesh Mathur, the new AIAG attendee Mr. Ron Snipes, the presenter from the European Commission, Mr. Antonio Conte and Mr. Serguei Kouzmine from UN/ECE who will be the active secretary for 2008 to Adoption of the draft agenda MoU/MG/07 N 299 The Chairman introduced the draft agenda and added 8.1 at the request of GS1 to discuss the mobile RFID issue and added 8.2 at the request of ISO to introduce the NWIP from ISO/COPOLCO regarding E-commerce quality. The meeting approved the agenda as modified. 3 Approval of the minutes of the previous meeting MoU/MG/07 N 296Rev.1 These were approved without comment. 4 Matters arising from the minutes and previous resolutions These would be dealt with under relevant agenda items. 5 Updates from organizations 5.1 UN/CEFACT Forum MoU/MG/07 N 303 Mr. Mike Doran introduced the update information since the previous meeting, noting the approval of the updated Open Development Process (ODP). Since the UN/CEFACT Forum will be held in Stockholm from 24 th to 28 th September 2007, a further report will be provided by Mr. Doran after the meeting. One of the key initiatives is that during the Forum, CEFACT will convene an IPR policy task force, in order to review and possible enhance the IPR issue with support from the legal advisors. Future Forum information is as follows: to in Mexico (Mexico City) 2008 Autumn Senegal (Dakar) 2009 Autumn Japan (Sapporo) Action 07/15: Mr. Doran will send an updated report to MoU/MG after the Forum.

3 Page 2 of ITU-T ITU-T Focus group on Identity Management Action 07/01: ITU-T is to clarify the scope/proposer of the USNs, particularly the exclusion of personal information. Action 07/02: ITU-T will clarify the need for a revised version of ISO 8601 Mr. Olivier Dubuisson confirmed that ITU-T had decided to provide all ITU-T recommendations free of charge permanently. Several MoU/MG members asked about the business model in order to promote free of charge availability for standards. Mr. Dubuisson answered that one of the solutions is that ITU-T decided not to translate recommendations into other languages, but he will check and report the other components. Action 07/16: ITU-T is invited to circulate useful information to MoU/MG regarding free availability of standards. Ms. Cindy Fuller requested to know the situation of ID management and RFID in ITU-T. Mr. Dubuisson informed that an ad-hoc was established during the ITU-T SG17 plenary meeting (the same week and the wee after this MoU/MG meeting) to discuss the future of the IdM Focus Group, so it was too early to report about this. As to RFID, Mr. Dubuisson reminded about the ITU-T Joint Coordination Activity on Network aspects of Identification (including RFID) (a.k.a. JCA-NID) and invited any interested party to participate to it. Mr. Antonio Conte provided the information that ICTSB will hold a seminar about RFID, in Brussels. Regarding the Action 07/02, Mr. Dubuisson informed that as ITU-T SG.17 members were having a meeting at the same time and location, thus it is a good opportunity to discuss the need for a revised version of ISO 8601, and to clarify the requirements from ASN.1. Resolution 07/17: The MoU/MG recommends that any requirements for change to ISO 8601 should be addressed through the forthcoming systematic review process, noting that the widespread use of the standard will demand careful treatment of the revision. MoU/MG members are invited to submit any change proposals to ISO/TC 154 before launching the Systematic Review 5.3 OASIS MoU/MG/07 N 304 Mr. Jamie Clark introduced the recent work, noting that OASIS is now moving up the technology stack to the content area, with stronger emphasis on service orientation. Mr. David Connelly questioned regarding the IPR policy, Mr. Clark answered that the policy itself is not difficult, but needs to be supported long term. Change management ia also becoming a challenge. Ms. Fuller requested more information related to digital signature services - extended. Action 07/18: Mr. Clark will send the document related to DSSX to Ms. Fuller. 5.4 OAGi MoU/MG/07 N 305 Mr. David Connelly introduced the recent activities in OAGi, noting the increased pressure on convergence coming from solution providers. New approaches have been received, from several groups e.g. CIDX, ARTS, and the organisation is changing to support integration across internal and external industry verticals, with a new High-tech Council. OAGi emphasised the need for configuration management of changes to specifications like CCTS in order to minimize the confusion caused by the future release of new versions. 5.5 GS1 MoU/MG/07 N 313 Henri Barthel introduced GS1 s recent convergence strategy across EDIFACT, XML and Rosettanet, strengthening the relation with UNCEFACT. A project has been launched to develop the RSS GS1- Databar, as a potential replacement for the EAN/UCC barcode. The release of the EPCIS standard is a significant step in RFID. The challenges of Mobile RFID were introduced under agenda SWIFT No information was provided.

4 Page 3 of CEN/ISSS MoU/MG/07 N 301 MoU/MG/07 N 308 Mr. John Ketchell presented the wide range of new workshop and focus group activities in CEN/ISSS. He indicated that the "pharmaceutical compounding e-codification methodology" will collaborate with the relevant parts of ISO/TC 215-CEN/TC 251/HL7 Joint Initiative (see item 5.13). Other potential overlaps would be dealt with under the appropriate agenda items. An updated version of the CEN survey of consortia is due for publication. CEN/CENELEC/ETSI/ANSI will have a joint conference in February 2008, where ebusiness standards will be one topic. E-Invoicing Task Force report by Mr. Antonio Conte (invited) MoU/MG/07 N 306 Mr. Antonio Conte presented the e-invoicing activities in EC. EC issued the Directives on Payment Services in order to facilitate cross-boarder payment by credit card, debit card and so on. Thus, EC established the Task Force on e-invoicing in December It recognized several obstacles and realized that collaboration with UNCEFACT and ISO/TC 68 is necessary and still planned to research the best way to move forward. Mr. Doran suggested that it was a good opportunity for EC to participate in the UN/CEFACT Forum during the following week in order to know the situation. See also Resolution 07/07, which is superseded Resolution 07/19: The MoU/MG notes the EU requirement for e-invoicing and encourages its members to support the definition of business requirements by the proposed EU Expert Group, and to contribute solutions to those requirements. Resolution 07/07: MoU/MG encourages the standardization activities related to electronic invoices, such as UN/CEFACT proforma and Cross Industry Invoices, the OAGi Invoice, UBL, CEN/ISSS E-invoicing activity to collaborate with UN/CEFACT in developing Core Components for invoices.(superseded) 5.8 ISO/TC 37 No information was provided. 5.9 ISO/TC 46 MoU/MG/07 N 309 Ms. Marie-Martine Guillabert reported the projects in TC 46. MoU/MG members saw no need to develop standards related to "codes for the representation of international organization". Note from MoU/MG Secretary: The NWIP in ISO/TC 46/WG 2, Coding of country names and related entities, entitled "Internationalization (non-ascii script) code for the representation of names of countries and other significant geopolitical entities" did not show enough interest in participation because only 3 of the required 5 experts were nominated. Consequently, this NWIP was disapproved for lack of participation (results confirmed October 10th). Members also expressed concern about the DOI: the Digital Object Identifier (ISO/WD 26324) work item which is currently under development as an isolated project within working group ISO/TC 46/SC 9/WG 7 without coordination with any other standardization TCs/SCs or organizations which have already been working on digital object identifiers, and its scope appears to overlap with several other ISO/TC 46 standards on identifiers. Resolution 07/20: MoU/MG recommends TC 46 to terminate this project or to amend the scope to take account of the existing activities in other organizations which work on Digital Object Identifiers (DOI) and to ensure adequate communicate with them. Action 07/21: TC 46 Secretary will provide the original scope of ISO/WD ISO/TC 68 Ms. Cindy Fuller reported the recent activities in TC 68. The TC will meet in the first week of November at South Africa, including all SCs and RMG. A Study group has been set up to discuss about the future system for retail transaction which is not under the scope of XML and UNIFI are considered too slow for retail transactions. There was also a need to review ISO 8583 which is 30 years old. TC 68 is cooperating with ITU-T and TBG 5. In US, there is a discussion about activities of X9 and X ISO/TC 154 Mr. François Vuilleumier explained the recent situation in TC 154. The new secretariat will be determined by the end of the year. It was emphasised that an open liaison mechanism between TC 68

5 Page 4 of 12 and TC 154 is necessary. A systematic review will be launched in 2007 for ISO 8601 and for the ebxml suite of standards (including ISO/TS ), and users emphasised the need for an integrated approach. Resolution 07/22: MoU/MG requests UN/CEFACT, OASIS and TC154 to agree on a consistent collection of ebxml components during the Forum next week and report back to MoU/MG. It was noted that the EDIFACT syntax group chair has passed away, and will need to be replaced ISO/TC 184/SC 4 MoU/MG/07 N 310 Mr. Howard Mason reported the activities in TC 184/SC 4. Several new liaison challenges are ongoing, such as electrical liaisons with IEC TC 93, and competing solutions for 3D visualisation of product models. Future challenges in developing standards are long term data retention, life cycle assessment mechanisms integrated into product models and use of new technologies. He announced that TC 184/SC 4 had received the Lawrence D. Eicher award during the ISO General Assembly ISO/TC 215 MoU/MG/07 N 311 Ms. Audrey Dickerson reported the work in TC 215, including the cooperation mechanism between ISO/TC 215, CEN TC 251 and HL7. It reduces the duplication of work and resources can be used effectively. However, each organization has different procedures to develop the standards, thus sometimes it takes longer than development in one organization. Resolution 07/23: MoU/MG welcomes the coordinated approach on healthcare being taken by ISO TC215, CEN TC251 and HL7, and encourages continued collaboration 5.14 UPU (invited) MoU/MG/07 N 312 Mr. Akhilesh Mathur gave a comprehensive presentation regarding the activities in UPU. UPU has its own standards, however it recognized that collaboration with other standardization organizations is necessary. UPU is now finalizing an agreement between CEN and ISO. UPU has interests in RFID and financial services, as well as the more obvious name and address requirements. Resolution 07/24: MoU/MG welcomes the UPU for future cooperation within the MoU/MG ISO/IEC JTC1 Mr. Scott Jameson reported the recent activities in JTC 1. It was noted that CEFACT would be commenting on the proposed ISO e-business taxonomy document. Action 07/25: TC 154 requests the confirmation from JTC 1 of the validation of liaison with JTC 1/SC 32 including WG 1 and WG 2 (ISO on metadata mapping) 5.16 Other organizations

6 Page 5 of 12 6 Presentations and discussions 6.1 Archiving for legal purposes Action 06/32: All MoU members to send information on legal archiving before the next MoU meeting. both long-term archiving of general/business information, according to rules & techniques contained in the relevant standards, and information related to the creation of standards Action 07/05: Ms. Dhérent is invited to present the OAIS (Open Archival Information System) at the next MoU/MG meeting (cont.). Mr. Jameson introduced the background behind the JTC 1 Special WG on Archival and Retrieval. It was established in order to solve the problem related to historical documents related to standardization. Thus, this special WG will not develop the standards, but it considers the tools/mechanisms to be used by SC groups. Also, this special WG has a liaison with TC 171 informally. It was highlighted that ISO rules highlight the need for retention for 5 years, including implementation guides, whereas JTC1 had set a target of 20 years. Ms. Fuller informed that in US archiving documents has legal restrictions, thus improved guidance related to archiving is appreciated. Resolution 07/26: MoU/MG requests ISO to clarify the legal opinion of document archival mechanism, in order to have a better guidance for long term archiving. e.g. how many years ISO has to keep the development documents. Action 07/27: MoU/MG invites the JTC 1/SWG to publish their procedures to maintain the documents related to standardization. This may be used by a committee secretary to maintain the documents. Action 07/28: TC 46 will provide the information related to the "archiving documents" which was developed by TC 46 and the liaison with TC 171, for further consideration. 6.2 Proposed conference on public-private partnerships for ebsuiness standards deployment Mr. Daniele Gerundino reported the progress and importance of the proposed conference on publicprivate partnerships for ebusiness standards development. It will be held on September 18-19, High level representatives from business, public sectors and standards bodies will be invited to participate in it. Resolution 07/29: Members will be invited to contribute to the conference. Action 07/30: MoU/MG request Mr. Gerundino to provide the circulation letter and the related provisional information regarding the conference to MoU/MG 7 Co-ordination of existing actions 7.1 MoU/MG Framework Complete the new version of MoU Annex A Action 05/22: Mr Mason to distribute the new diagram developed by the MoU, ebsc Forum and AIA representing the e-business standards landscape and the mapping from the ebsc matrix. The revised diagram had been circulated, and should be used to revise Annex A Expectations on signatories/user groups with respect to coordination Action 05/23: MoU organizations are requested permanently to provide brief descriptions of all their relevant new work to the MoU/MG Secretariat (see also Action 05/24). Action 05/24: ITU and ISO are requested to explore storing the results received in response to Action 05/23 on the MoU/MG web site and/or document server. 7.2 Metadata for standards registries Action 06/52: MoU/MG Secretariat to ask Mr Mark Palmer re progress in setting up the ebusiness standards registry in ANSI. It was noted that the work has re-started with the proposed registry. Resolution 07/31: MoU/MG welcomes the launch of the project and encourages the members to participate in it.

7 Page 6 of Semantic harmonization Resolution 05/18 Reporting on rules for & harmonization of core components All organizations developing or using core components are requested to prepare a report for the MoU/MG meeting, outlining their definitions of, their rules for what qualifies as, and their rules for harmonizing core components. Action 06/38: The MoU/MG invites UN/CEFACT to circulate the revised version of the proposal on Core Components and infrastructure to the MoU/MG members once all comments have been received and compiled by the 30 May Resolution 06/51 Semantic harmonization-cc and infrastructure The MoU/MG invites its members to review the proposed processes for Core Components development, maintenance and infrastructure with the view to implementing them across multiple organizations to deliver a consistent set of core components and making these widely available to users and developers. MoU/MG also invites contributions on method and tools for migration of legacy information. Resolution 07/06: MoU/MG welcomes the prioritization process of UN/CEFACT, encourages UN/CEFACT to publish its development plan and encourages SDOs to submit their components and participate in TBG harmonization activities. Resolution 07/32: MoU/MG requests UN/CEFACT to circulate the proposed processes after the approval and members are encouraged to comment on them. Ms. Blantz will provide the information after the Forum next week. Development plan is required. Since the UN/CEFACT Forum will be held in the following week, members awaited for the report from UN/CEFACT after the Forum. 7.4 ebxml harmonization: Naming and Design Rules convergence Resolution 06/53 -Core component naming and design rules- : The MoU/MG encourages all its members to actively contribute to the convergence of core component naming and design rules (NDR) to achieve the result for the next UN/CEFACT ATG 2 release. Resolution 06/39 UBL convergence The MoU/MG welcomes the effort on convergence between UBL and UN/CEFACT Core Components development and the plans to use UBL as a case study for further development of CCTS V3. Action 06/40: Further study needed on Naming and design rules. Resolution 07/08: MoU/MG encourages the activities of harmonization of naming and design rules and continues to monitor the activities. ISO is requested to send ISO and ISO/IEC Guide 77 to Ms. Blantz for further development of standards. Harmonization of NDR in accordance with the request from the automotive industry is proceeding well, with a view to completion in 1Q2008 Resolution 07/33: MoU/MG recommends all members to confirm that CCTS 3.0 will support the required range of representation forms. Action 07/34: MoU/MG requests Mr. Doran to confirm that the development of CCTS 3.0 will support the required variety of mechanisms for exchanging information. 7.5 ecatalogues; product data, classification and terminology ISO/IEC Draft Guide 77 on product properties and families (ISO/IEC JWG 1) The second part of the Draft guide is to undergo a second DIS ballot and the result is awaited. Note from MoU/MG secretary: JWG 1 is Joint Working Group for ISO and IEC, in cases in which a standards project is of substantive interest to more than one ISO or IEC committee, the committees concerned may establish a joint working group to carry out the work. Action 07/35: MoU/MG requests the ISO/IEC JWG 1 secretariat to indicate the location of documents to TC/SC secretaries, because it relates to many TC/SCs Classification initiatives Action 05/25: Collect information on how organizations are deploying their localization efforts and on the relationship between localization and reference data. Resolution 06/33 Classification schemes The MoU/MG recognizes that multiple classification schemes exist and will continue to be developed for different business functions. The MOU/MG encourages develop-

8 Page 7 of 12 ers to base such schemes on a common set of product characteristics ideally based on common product ontologies such as those defined in PLIB (ISO 13584). Action 06/34: Members are invited to report further on classification schemes initiatives TC 37 is working on the several schemes Resolution 07/36: MoU/MG encourages CEN/ISSS to ensure that their proposed workshop on product property servers is coordinated with ISO TC184/SC4 work on libraries and dictionaries. Resolution 07/37: MoU/MG encourages those members who have an interest in using the country and currency codes for e-business purposes to build a liaison with TC 46 and TC68 respectively to ensure that their requirements are addressed. Action 07/38: ISO is requested to clarify the rules for historical data to be maintained, noting that coding standards need to be maintained, to support long term retention of data which references them Master data guides MoU/MG/07 N298 Proposed NWI on Open technical dictionaries and their application to master data -- Master data guides Action 07/39: OASIS, CEFACT, JTC1/SC32 are invited to review the NWI. 7.6 Security Security in general (from 7.11) Action 06/43: F. Vuilleumier to look for a definition on Security Mr. Vuilleumier reported that the term security is used to cover a range of issues including privacy and safety. No definition can be provided without qualification, the product safety, IT security and so on. English and French the word "security" have different meaning. Unless qualified, it was agreed that further discussion on the term security" should be closed. MoU/MG secretariat provided the following site for the information related to security. Action 07/40: Ms. Fuller is requested to provide the information related to the workshop on Identity management held by ANSI Biometrics and security in the supply chain Res. 05/12 Issues for the ISO/IEC Strategic Advisory Group on security (7.8 of N0211) The MoU/MG welcomes the recognition in the ISO Advisory Group report on security of many of its members activities. It recommends to the attention of the future ISO/IEC Strategic Advisory Group on Security the following issues not fully dealt with in the report: the wide and profound expertise already being utilized in many of the signatories Technical Committees and being coordinated in the MoU/MG, a broad and coherent consideration of cyber security, possible attacks on e-business infrastructures, and information requirements of security standards. Mr. Jameson reported that JTC 1/SC 37 on Biometrics is launching a project related to new SI units for biometrics. Action 07/41: MoU/MG requests Mr. Jameson to confirm that the new SI is non-basic SI. 7.7 E-government Resolution 06/31 Taxonomy for egovernment The MoU/MG invites UN/CEFACT TBG19, the OASIS egov TC and CEN/ISSS (including the CEN/ISSS egovernment focus group) to define a common appropriate taxonomy for e-government services, as a basis for identifying the necessary standardization requirements. OASIS committee related to E-government does not exist any longer. 7.8 Web services

9 Page 8 of 12 Mr. Jameson informed that the web services group is not very active, but working on the inventory of relevant specifications. TC 46 has a working document for archiving web. Action 07/42: Once JTC 1 approves the registry, MoU/MG secretariat to circulate it to members with an invitation to propose additions to the registry. 7.9 Radio-frequency identification (RFID) Resolution 06/35 RFID application standards The MoU/MG encourages developers of RFID application standards to coordinate their development work noting the role of ISO/IEC JTC 1/SC 31 in coordinating the development of necessary base standards. Action 07/09: The members of MoU/MG encourage the signatory organization to recognise the opportunity to identify issues related to the growing use of RFID, and the need for effective coordination between RFID projects. Mr. Ketchell informed that the ICT Standards Board will have a seminar concerning RFID standards issues on October 24 th at Brussels to increase the awareness of the different major topics, including data privacy. Resolution 07/43: MoU/MG encourages its members to review and comment on the proposed taxonomy of RFID components Cultural diversity Resolution 06/54: The MoU/MG adopts the Statement on ebusiness Standards and Cultural Diversity contained in document MoU/MG/05 N0222, and recommends use of its checklist to all MoU/MG participating organizations. Regarding the use of the cultural diversity, no information was given. The CEN/ISSS Focus Group on cultural diversity will have a meeting in October. Resolution 07/44: MoU/MG members are invited to use the check list, where there is a requirement to ensure support for cultural diversity and invited to feedback on their experiences of use of the statement and checklists. Action 07/45: Mr. Ketchell will provide information regarding the meeting Identification of standards and their components on the Web, URN MOU/MG/05 N233 Action 06/44: ISOCS to post the document on the ISO website once the ISO prefix is officially allocated by IETF together with FAQs. Action 07/10: ISO will clarify and report the status of ISO proposal for URNs for standards. The URN schema is currently undergoing a last call in the IETF process. The latest draft may be found at: Once the RFC has been published, ISOCS will put the schema on the ISO website (not sure which one yet). At present there is no FAQ since we have not received any queries IEC TC 93 - ISO/TC 184/SC 4 coordination Mr. Mason reported no progress due to the lack of communication from IEC SB3. ISO/TC 184/SC 4 will continue to communicate with IEC TC 93 for further coordination Name and address Action 06/46: item to be kept on the agenda, report to be provided by F. Vuilleumier for next meeting Mr. Clark informed that CIQ is now used in Google maps, also three projects are moving forward recently, tax administrators (EU and Australian), UPU and Terrestrial. Action 07/46: Mr. Vuilleumier and UPU will prepare a statement on outstanding issues on standards for name and address 7.14 ISO procedures for standards as databases MoU/MG/07 N295 Mou/MG/07 N 307

(completed) ISO/CS provided the following link to the Directives (ISO Supplement) Annex ST. An implementation guide for the procedures will be developed in ISO/CS. _Procedure_for_the_development_and_maintenance_of_standards_in_database_format.pdf?nodeid= &vernum=0 Action 07/47: Members are invited to send requests/comments to ISO/CS for the implementation guide of Annex ST Scope of ISO TC184 Action 07/04: The members are requested to submit their comments on the change of TC 184 title through ballot.(closed) The proposed changes have been accepted through ballot and forwarded to the ISO TMB for confirmation Identification of objects and parties Action 06/55: MoU/MG members to gather information on identification systems Resolution 06/56: Noting the IEC TC 3 new work item (3/810/NP), the MoU/MG recommends the ISO TMB, the IEC SMB and the ITU TSB to consider the suggestion to develop an ISO/IEC/ITU-T Guide on best practice in standardizing identification schemes: preventing duplication with other standards; using existing standards and their elements; distinguishing schemata, repositories and technical naming/coding rules; timely coordination with other active groups; combination of identification schemes. Resolution 06/57: The MoU/MG encourages its members to work through their IEC National Committees to provide IEC TC 3 with relevant input concerning its new work item (IEC doc. 3/810/NP), by the new work item proposal deadline of Action 06/59: Members were invited to engage in the ITU-T Joint Coordination Activity on Network Aspects of Identification systems. Resolution 07/11: MoU/MG notes the new work item on identification schemes and recommends IEC/TC 3 to take into account the existence of identification schemes developed by groups such as ISO/TC 46, ISO/TC 68, ISO/IEC JTC 1 (SC 6, SC 17, SC 31, SC 36) and GS1, schemes such as OID, UUID, XRI, URN, ISBN, UPC, EPC and UN/CEFACT Core Components identification scheme. MoU/MG recommends that these groups also monitor the development activity in IEC/TC3. Mr. Dubuisson informed that he received some from IEC TC 3, but not much information from them. Ms. Fuller pointed out that the identification of objects and parties have several problems. Thus, banks are still establishing the ID for each branch office by them. Action 07/48: Members on the above list are encouraged to check the list made by IEC TC 3 that the members have interests and continue to link to them. Action 07/49: MoU/MG invites the representative from IEC TC 3 to report its concepts and idea to MoU/MG ISO TC 10/IEC TC 3 Study Group on Document Management MoU/MG/07 N278 Resolution 07/12: MoU/MG notes the report of the study group and invites standards development organizations with the interest on this issue to comment directly to IEC/TC 3. in particular ISO/TC 46 is requested to provide information ISO 15849/ISO 23081, and TC 184/SC 4 is requested to supply information on relevant projects. ISO/TC 184/SC 4 has not received any feedback from IEC/TC 3. ISO/TC 46 has not contacted IEC/TC3 yet. It was suggested that TC3 items could form a major topic for the next meeting UDEF Resolution 07/13: MoU/MG notes the Open Group UDEF Forum and the potential duplication of such data element naming conventions as ISO , Semantic Web, Core Components Identification Scheme, ISO 22745: Open Technical Dictionary Im-

Action 07/50: MoU/MG invites new SNOMED to give a presentation. 8 Identification of new coordination issues 8.1 Mobile RFID Mr. Barthel reported that the NWIP was submitted by Korea to JTC 1/SC 31. The idea is that it is different from the business application, it is considered as a consumer application. Mr. Snipes pointed out that in the case of use of RFID, the interface is not only human interface (handy systems) but might be the transportation systems. Resolution 07/51: MoU/MG encourages members to include mobile RFID when reviewing the RFID taxonomy. 8.2 NWIP from ISO/COPOLCO regarding the E-Commerce MoU/MG/07 N 302 Ms. Atsuko Saruhashi reported that ISO/TMB has asked MoU/MG to review the NWIP from ISO/COPOLCO regarding E-commerce quality to determine whether it is an appropriate NWIP or not. Mr. Barthel indicated that there are several terms in the NWIP that are not appropriate for standards, such as best practices, principle and guidance, so this should be take into consideration as well. Some concerns were expressed at the extent to which the matter was regulated at national level. Action 07/52: Ms. Saruhashi is requested to provide the related information on the NWIP to members. Action 07/53: Members are requested to review the NWIP and requested to response in 4 weeks once all information received. 9 Promotional activities Action 02/30: Review promotional activities carried out by individual participants Chair requested to members to continue to promote the MoU/MG activities to external groups. 10 Secretariat issues Action 05/29: All organizations to provide up-to-date list of MoU/MG nominees & full contact details. The MoU MG welcomes Core Components Technical Specification (CCTS) version 2.01 and encourage all organizations developing e-business content to harmonize their efforts using that specification. 03/04 (9.1.2 of N0166rev1): The MoU MG encourages the development and publication of a joint OASIS - UN/CEFACT statement on the issues and in particular on their future commitment and direction for ebxml and to develop effective methodology for future cooperation. The MoU MG welcomes the progress made by OASIS and UN/CEFACT and the technical experts in developing the various elements of ebxml. The MoU MG notes the clear commitment of UN/CEFACT to support ebxml as

The MoU MG encourages the development of ebxml core components to support multiple implementation techniques. The MoU MG encourages the experts to work on developing complementary process-centric or document-centric approaches to BPSS which retain upward compatibility. 04/02 Core Components (5.2.3 of N0172) MoU/MG confirms its Resolution 03/03 in support of the CCTS (v 2.01) and encourages all organizations developing e-business content to harmonize that content through the UN/CEFACT TBG 17 working group. 04/09 Freight movement & supply-chain security (6.2 of N0172) The MoU/MG strongly recommends its members to inform themselves actively on the requirements of trade security for standardization and standards implementation, and to involve themselves directly in the relevant common activities (e.g. coordination meetings led by UN/ECE), so as to be able to contribute rapidly to this vital area for the whole of society, without duplication. 04/10 Biometrics (6.4 of N0172) The MoU/MG draws the attention of all participating and interested organizations to the number of ongoing work items in a long list of organizations in biometrics. It strongly suggests that all future developments should make maximum possible use of what is already being developed, rather than starting new initiatives. Particular attention should be paid to the information requirements arising from biometrics. 04/11 ISO/IEC JTC 1 participation in the MoU/MG (6.4 of N0172) The MoU/MG is becoming aware that the work represented by its members is impinging more and more on specific work being carried out in ISO/IEC JTC 1 Subcommittees, and vice versa. It therefore requests the ISO/IEC JTC 1 Officers to encourage JTC 1-level participation in the MoU/MG so as to be able to discuss, at least in general terms, the full range of work going on in the Subcommittees. The MoU/MG also intends to invite specific subcommittees as relevant, and would be grateful for the JTC 1 Officers support in this. 04/27 Requirements for privacy technology (6.3 of N0191) The MoU/MG recognizes that needs exist for technology to support privacy requirements, but finds that specific areas where standards might be lacking are currently difficult to identify. It therefore requests the authorities to clarify the requirements for standardized processes and technologies for the protection of private information. 05/01 Participation of IEC TC 3 and IEC TC 93 (1. of N0211) The Secretariat is requested to explain once more to IEC TC 3 and IEC TC 93 how vital their participation in the MoU is for the consistency of future International Standards for industrial information, including especially their own. 05/03 OAGi work on Naming and Design Rules (5.3 of N0211) withdrawn per of N /04 Compatibility with existing implementations (5.3 of N0211) The MoU/MG encourages each of its standards groups to ensure that mechanisms are in place to collect and assess feedback on the impact on all existing implementations of changes to their standards. 05/05 Work of ISO/IEC JTC 1/SC 32 in relation to other MoU/MG groups (5.3 of N0211) The signatories of the MoU, ISO, IEC, UN/ECE and ITU, through the MoU/MG, strongly request ISO/IEC JTC 1/SC 32 to respond substantively to the modeling and architecture approaches adopted by other technical groups in the signatory organizations, in particular UN/CEFACT TBG and OAGi, and to make all relevant efforts to ensure that international standardization succeeds in developing a single approach to ISO / ebxml and their revisions.
