Organizational Matters 1.1 Welcome, Opening Remarks and Introductions Due to illness Mr Williams was unable to attend this meeting at the very last minute and it was announced that Mr Kitzantides would serve as Interim Chair. Mr Kitzantides called the meeting to order at 9:00 a.m. He welcomed everyone to Arlington, VA and to EIA Headquarters. He expressed his appreciation, and that of the TMC, to Mr Ed Mikoski and to EIA for providing the excellent facilities and the hospitality for today s meeting. Mr Mikoski welcomed the TMC and wished the members a successful meeting. Mr Kitzantides offered a special welcome to two who were attending their 1 st TMC meeting as members, Ms Terry decourcelle (IEEE) and Mr Jon Woodworth (Cooper Power Systems). This was followed by self-introductions. 1.2 Approval of Agenda 2

3 1.2.1 Approval of the Consent Agenda The Chairman called attention to the Consent Agenda (USNC/TMC 404 REVISED) and asked if any items should be removed for detailed discussion. None were suggested. It was moved, seconded and VOTED #1 To approve the Consent Agenda (USNC/TMC 404 REVISED). (This motion was approved unanimously.) 5 It was moved, seconded and VOTED #2 To approve the Balance of the Agenda (USNC/TMC 404 REVISED). (This motion was approved unanimously.) Section 2 Status of Action Items from Last Meetings (C.T. Zegers, USNC General Secretary) 2.1 Action Item #2 It was agreed that a small Task Force would be established to scope out this entire issue (Challenges concerning TAG management/membership) and to prioritize the challenges with which the TMC is faced. In this way, decisions might be made on an issue-by-issue basis making solutions a bit more management. Mr Yandek agreed to chair this Task Force and Messrs Hanson and Liebler agreed to serve as members. At the 7 September 2005 TMC meeting, the subject of the future need for the position of Technical Advisor was added to the mission of this group and Messrs Reimer and Heirman were added to the membership. Update: Mr Yandek will report later in today s meeting on the status of this activity. 2.2 Action Item #2 It was agreed that the TAG for IEC/TC 61 will be asked to again consider this subject (presented by Mr D J Wetzig Ball Pressure Test vis-à-vis PVC), to develop the appropriate course of action to formally present the proposal to TC 61 for consideration and to keep the TMC informed of its status as it proceeds through the development process. USNC TAG for IEC/TC 61 Status At the August 2006 meeting, Mr Brazauski reported that Mr Wetzig attended the last TC 61 TAG meeting and it was agreed that another attempt will be made to have his concerns addressed in the related standard. Mr Brazauski will provide a status report later in the meeting. 5

6 2.3 Action Item #1 It was agreed that this Ad Hoc Group would work with the General Secretary to prepare a proposal (re: flexibility in deadlines for availability of documents at various stages) for submission to the SMB and possible assignment to the Directives Maintenance Team for resolution. Section 3 For Information Presentation by Kent L Whitfield, UL and Chair, IEC/TC 113 Nanotechnology Standardization for Electrical and Electronic Products and Systems (K L Whitfield) Mr Kent Whitfield, international Chair of IEC/TC 113, provided background information on the field of nanotechnology and particularly noted a number of the challenges facing standardization in this area, terminology being one. (ATTACHMENT A and B) He also briefly reported on the visit that he and the TC 113 Secretary, Dr Norbert Fabricius (Germany), made to Korea in December 2006 to meet with the Officers of ISO/TC 229 on Nanotechnology. A primary goal is to work closely and cooperatively with this TC 6

7 and a draft Agreement to that effect is being developed. It is also quite possible that future meetings of these two TCs could be co-located for the convenience of cross-over participants. During this visit, an opportunity presented itself for Dr Fabricius and Mr Whitfield to discuss the 1 st meeting of TC 113 scheduled for Frankfurt on March At this meeting the scope of the TC will be discussed and finalized for submission to and final approve of the SMB. During discussion the following subject were raised: It was suggested that the Officers of TC 113 might look at the Agreement between IEC/SC 62D and ISO/TC 121 as an example of a very successful coordination effort between ISO and IEC. In addition to the need for effective liaison and cooperation with ISO, TC 113 must be very mindful of the need for effective cooperation with the product committees of IEC. Mr Ken Gettman, TC 113 TAG Administrator, reported that Dr Herb Bennett of NIST was to be nominated as Technical Advisor. He also invited the TMC membership to consider joining the TAG and the possibility of submitting New Work Item Proposals. Mr Zegers noted that during the outreach meetings in Berlin, the Germany National Committee expressed real interest in pursuing a mechanism for expanding and improving technical liaison between our two National Committees. Section 4 Standardization Management Board (SMB) 15 February 2007, Tokyo, Japan Mr Kitzantides called attention to the official agenda for the 15 February meeting in Tokyo (SMB/3350/DA) and indicated that document USNC/TMC 407 records the USNC s positions as they evolve. Concentrating on Questions of Principle and other documents where the USNC has yet to vote, the Chairman and General Secretary reviewed each item, the comments received from the membership and a USNC position was developed where needed. These positions are recorded in ATTACHMENT C. The following items were highlighted. The Summary Report of the 25 September 2006 SMB meeting in Berlin is available as document SMB/3344/RM. Mr Zegers noted the problem being experienced with a significant number of documents being made available very close to the SMB meeting. We attempt to schedule TMC meetings so that SMB documents are available but, unfortunately, more and more often SMB documents are being posted right up to the SMB meeting date. TC 27 Industrial electroheating equipment 1 Question of Principle having to do with a proposed new scope. It was agreed that the USNC would submit a 7

8 negative vote with the supporting comment provided by Mr Ben Johnson, TA. TC 31 Equipment for explosive atmospheres 2 Questions of Principle 1) having to do with CDV voting period to include 2 months for French translation and 2) disbandment of SC 31H. It was agreed that the USNC would vote affirmatively on both QPs. TC 45 Nuclear instrumentation 2 Questions of Principle having to do with changes to the Maintenance Result Dates of two standards. It was agreed that the USNC would vote affirmatively on both QPs. TC 62 Electrical equipment in medical practice 1 Question of Principle having to do with a proposal to exempt TC 62 and its SCs from the Safety Pilot Function of SC 65A. The USNC has already submitted an affirmative vote based on the strong support of the TA, Mr Bernie Liebler. TC 96 Small transformers, reactors, supply units and similar products 2 Questions of Principle having to do with 1) Change of Maintenance Result Date and 2) Proposed new title and scope. It was agreed that the USNC would vote affirmatively on both QP. TC 100 Audio, video and multimedia systems and equipment It was noted that 5 QPs are under consideration by the SMB including one having to do with the initiation of the concept of stabilized standards. This concept was defeated in the past but, this time, the SMB apparently has approved. JTC 1 has a similar mechanism. TC 112 Evaluation and qualification of electrical insulating materials and systems 2 QPs, 1 having to do with a modification of scope and the 2 nd a request for derogation from the IEC/IEEE Dual Logo Agreement enabling the TC to adopt an IEEE standard as a replacement for 2 TC 112 standards recommended for withdrawal. Presentations will be made at the SMB meeting by the Chairman of TC 111 and by the Secretary of TC 100. Availability of CDVs It was noted that the ISO/IEC Directives recommend that CDVs be available 24 months after initiation and document SMB/3366/INF is meant to call the SMB s attention to projects that have not met that criterion. During discussion some felt that 24 months is unrealistic. Others suggested that the real problem is the Central Office s failure to publish expeditiously. Mr Zegers noted that an effort is underway to encourage TCs/SCs to use the Preliminary Stage to work out potential problems before the NWI Stage and its deadline requirements is initiated. TC 79 Alarm systems This TC is in Stand-by and will not be activated until specific New Work Item Proposals are submitted. The USNC has tried to generate such proposals in the US but has not been successful so, in Tokyo, unless other National Committees have NWIPs to introduce TC 79 is likely to remain in 8

9 Stand-by. IEC Directives Maintenance Team is scheduled to meet in Tokyo and will discuss the following: - Responses to the TC/SCs Officers comments on the application of the Directives - Subject having to do with TC 86 and the operation of TC meetings particularly when P Members leave the meeting before the announced stop time. - ISO generated draft procedure for the operation of Joint Working Groups - Effort to energize the Joint ISO/IEC Directives Maintenance Team to reduce the size of the ISO and IEC Supplements - Mr Zegers is a member. SMB Task Force on implementation of the systems approach concept This TF is developing training materials to be made available to the IEC constituency. Mr Zegers is a member. Joint ISO/IEC Strategic Advisory Group on Security Document SMB/3378/R is looking for volunteers to represent IEC on this Group s subgroups and SMB/3377/DC is a draft Joint Guide on Security. Comments on this draft have been invited by 5 February. SMB AHG 19 Standardization Strategy will be meeting in Tokyo to further develop the SMB s strategy and to ensure that it is in sync with the IEC s Masterplan Mr Williams is a member. Review of Advisory Bodies to the SMB This group is reviewing the effectiveness of the Advisory Committee on Environmental Aspects (ACEA) and SB 1 Electricity Transmission and Distribution. Mr Williams is a member. SMB AHG Review of TC/SC Structure This AHG was established primarily to consider the problem of TCs/SCs overlapping scopes. It is currently reviewing the procedures of TC 100 for possible broader application in IEC and also the grouping of TCs/SCs into appropriate classifications. The work of this Group can have profound effects on the future of IEC and, in fact, relates to similar work underway in the Council Board. Mr Williams is a member. SMB AHG 24 Review of SPS Forms and Guidelines This Group will meet for the 1 st time in Tokyo to consider revision of the Strategic Policy Statement form required of TCs/SCs. Mr Zegers is a member. New Fields of Technical Activity SMB is considering future activity in the area of Ocean Energy Devices and is waiting input from TC 4 (Hydraulic Turbines) and TC 88 (Wind Turbine Systems). In the past the SMB has invited TCs/SCs to recommend new areas of work and now all National Committees have to asked for suggestions (SMB/3382/DC). SB 1 will be discussed later in the meeting but, in the meantime, the importance of the IEC CIGRE Ultra-High Voltage Symposium scheduled for July 9

10 2007 in Beijing was highlighted. Questions of Common Interest to ISO and IEC Of the growing list of these issues, several will be discussed later in the meeting. Mentioned specifically were the items proposed by the ISO Committee on Consumer Policy (COPOLCO) on second hand goods and rechargeable batteries. It was noted that there was little or on support for the work on rechargeable batteries and the SMB has been having difficulties in locating an appropriate representative to the work on second hand goods. SMB/CAB JWG It was reported that, as a result of the Berlin meeting, the CAB and the SMB have established a Joint Working Group to consider the current treatment of conformity assessment in the ISO/IEC Directives and to make recommendations for possible changes to clarify the text. Bob Williams is a member for the SMB. 4.1 Elections It was reported that, in Berlin, Australia and China were reelected to the SMB and Sweden was elected back after defeat the prior year. Denmark was not reelected. This year Brazil, Hungary and the Netherlands will be up of reelection to the SMB and Mexico is looking for one of these positions. With respect to the CAB, Brazil, China, Korea and the UK were elected in Berlin. 4.2 USNC Recommendations for SMB s Consideration Mr Zegers noted that over the last several TMC meetings several issues have been discussed and these have been gathered into one position paper (USNC/TMC 408) which it is recommended be submitted to the SMB for consideration at its February 2007 meeting in Tokyo. These issues involve the following: a. Need to clarify subject of TC/SC Secretary s Performance in Processing Documents b. Issues related to the New Work Item Process c. Responsibility for Implementing TC/SC Approved Cap on Number of WG Experts d. Validation of Technical Comment e. Clarify Publicly Available Specification (PAS) Voting Procedure and Provide Guidance for Use f. Voting by TC/SC Non-Members It was noted that documents TMC 408A, 408B and 408C contain specific, detailed comments on specific issues submitted by participants in the last TMC meeting. USNC Recommendation #1 National Committees and TCs/SCs should be reminded of the mechanism in the ISO/IEC Directives, Part 1, for adding Preliminary Work Items (PWIs) to a TC/SC s work program by a simple majority. They should also be specifically encouraged to utilize the Preliminary Stage in standards development to address 10

11 potential problem areas before a project is submitted to the target date requirements of the New Work Item Stage. Specific guidance on the use of the Preliminary Stage and the voting mechanism for adding PWIs should be included in the Chairmen s, Secretaries and Convenors Survival Kits. USNC Recommendation #2 National Committees should again be reminded and encouraged to submit their comments and, particularly their technical concerns, as early in the standards development process as possible to ensure sufficient time for consideration of the fundamental issues. It was moved, seconded and VOTED #3 To approve USNC Recommendations #1 and #2 for submission to the SMB for consideration at its Tokyo meeting. (This motion was approved unanimously.) USNC Recommendation #3 The forms and documents associated with the Proposal Stage should be reviewed and revised, as necessary, to ensure that they are consistent with the ISO/IEC Directives and also the related text of the ISO/IEC Directives should be carefully reviewed to eliminate unclear and ambiguous wording so that National Committees know exactly what it is they are voting and commenting on. USNC Recommendation #4 A National Committee s voting requirements and the criteria for approval should specifically be included on the title page of a NWIP. After some discussion and agreed revision, it was moved, seconded and VOTED #4 To approve USNC Recommendations #3 and #4 for submission to the SMB for consideration at its Tokyo meeting. (This motion was approved with one negative.) USNC RECOMMENDATION #5 It is recommended that if a TC or SC officially takes action to limit the number of Experts on one or more of its Working Groups, Maintenance Teams or Project Teams, in accordance with the ISO/IEC Directives, it is then the responsibility of the related TC/SC Secretary, in conjunction with the related National Committee(s) and the assigned IEC Central Office Staff, to ensure compliance. Guidance to this effect should be included in the Secretaries Survival Kit. The results of TMC E-Ballot 112 were highlighted. It was moved, seconded and VOTED #5 To approve USNC Recommendation #5 for submission to the SMB for consideration at its Tokyo meeting. (This motion was approved unanimously.) 11

12 USNC Recommendation #6 It is recommended that the SMB request the Directives Maintenance Team to carefully consider the Directives requirement for the submission of technical comments and to develop appropriate criteria for validating what the term technical means in this context. After some discussion and agreed revision, it was moved, seconded and VOTED #6 To approve USNC Recommendation #6 for submission to the SMB for consideration at its Tokyo meeting. (This motion was approved unanimously.) USNC Recommendation #7 Provide specific guidance on when to use the PAS. Specifically, add a clause similar to 3.1 noting that Publicly Available Specifications (PASs) may be prepared and published under the following circumstances and conditions... Allow NCs to comment on a draft BEFORE it is submitted for vote as a PAS. Consideration should be given to separating the voting for a PAS publication from the voting for an NP or explicitly ask NCs separately Do you approve publication as a PAS? After some discussion and agreed revision, it was moved, seconded and VOTED #7 To approve USNC Recommendation #7 for submission to the SMB for consideration at its Tokyo meetng. (This motion was approved unanimously.) USNC Recommendation #8 The USNC recommends that the SMB request the Directives Maintenance Team to investigate this subject (voting by TC/SC Non-Members) in light of the statements made above and to make recommendations to correct this apparent inequity. After some discussion and agreed revision, it was moved, seconded and VOTED #8 To approve USNC Recommendation #8 for submission to the SMB for consideration at its Tokyo meeting. (This motion was approved unanimously.) General Secretary s Note: The USNC s position paper submitted to the SMB is provided as ATTACHMENT D. 4.3 SMB Task Group to Develop Global Relevance Took Box Mr Kitzantides reported that at the request of the Council Board, he, as the Chairman of the SMB, established a Task Group consisting of two CB members and 4 SMB members with the goal of developing a guidance document, a Tool Box of success mechanisms for incorporating globally relevant conditions in IEC standards. Mr Matthews is one of 12

13 the CB representatives and Mr H Gerlach of Germany is the other. The SMB members are from Australia, Japan, France and the UK. This Group will meet, for the 1 st time, in Tokyo in conjunction with the SMB meeting. It is felt that while this effort may help to advance IEC s Global Relevance Policy it is not likely to resolve the legacy issue in areas such as TC 23. A high level meeting among related companies with the IEC President is being considered. Also, consideration is being given to the development of a formal IEC Global Relevance Policy similar to that of ISO s. 4.4 Using ISO and IEC Standards for Technical Regulations The IEC SMB has been invited to participate with the ISO TMB in the development of a Joint ISO/IEC Guide Using ISO and IEC Standards for Technical Regulations. SMB members who submitted comments on the initial draft have been invited to participate and the USNC General Secretary has agreed to do so. The IEC sub-group, under the Convenership of Loise de Silva of Canada, met briefly in Berlin and recommended the development of a promotional document that might be used to describe to regulators and other audiences the content and purpose of the, much larger, companion guidance document. This promotional document has been submitted to the ISO/TMC and IEC/SMB for comment. Document SMB/3367/R has now been circulated and comments were due by 5 January The target is to have this Guide published by the end of the 2 nd quarter Status of USNC Proposal on Decimal Markers Mr Zegers reminded the TMC that the related TCs of both ISO and IEC have revised their standards to allow the use of either the point or the comma as the decimal marker. Dr. Ambler Thompson, NIST-TA-IEC TC 25, submitted for TMC s 4 April 2006 meeting a proposal to request both the ISO TMB and the IEC SMB to direct the Joint ISO/IEC Directives Maintenance Team to initiate the appropriate changes to the ISO/IEC Directives. This action was approved and the proposal submitted for SMB s consideration at its May meeting in Copenhagen. The SMB did not support the proposal. However, a revised proposal was submitted to the ISO Technical Management Board by ANSI member, Steven Cornish, and it was approved. The SMB reconsidered its initial decision in Berlin and supported the ISO/TMB s action. The staffs of both ISO and IEC have now been requested to develop an implementation plan which is expected to be available for SMB consideration in Tokyo. It is understood that the staffs will offer 3 options, 1 the status quo, 2 the period only, and 3 the period in the English version and the comma in the French version. The concern is that if this question is put to a vote most SMB members will support the status quo and this will defeat the USNC position so a coordinated action plan is needed for both the ISO/TMC and the IEC/SMB. 4.6 Status of USNC Proposal on Possible Joint Standards Mr Zegers noted that this proposal was detailed at the January 2006 TMC meeting by Messrs D. Bergman and J. McCullen. Subsequently, Mr. Bergman submitted an Executive Summary for TMC comment and for informal vetting at the SMB meeting. 13

14 The TMC comments were incorporated and Mr. Bergman revised the proposal and, at the April 2006 TMC meeting, it was approved for submission to the SMB. Unfortunately, at the SMB meeting in Copenhagen the proposal was not supported. At the 9 August 2006 TMC meeting the members were asked if any wanted to volunteer to revise this proposal for resubmission to the SMB. No volunteers stepped forward. After some discussion, it was agreed that this proposal should be deleted from the agenda. 4.7 ISO/TC 8 IEC/TC 18 & TC 64 Ships and Marine Technology On Shore Power Supply ISO/TC 8/SC 3 has recently approved a new work item proposal N428 titled "Ships and marine technology - On Shore Power Supply". However, the IEC/SMB, in Berlin and at the instigation of the German National Committee, approved the following related resolution: SMB Decision 127/16 The SMB wishes to inform ISO/TMB that work has started in ISO TC 8/SC3 on the subject of electrical on-shore connection of ships in ports, which is clearly within the domain of IEC, and requests that the work be transferred to IEC TC 18. It should be noted also that electrical installations are specifically excluded from the scope of ISO/TC 8. The SMB invites ISO/TMB to concur. Given that the ISO/TMB and IEC/SMB must determine how this will proceed, Gary Kushnier, ANSI s VP, International Policy, convened a teleconference on 13 November 2006 among the key U.S. leaders in ISO/TC 8/SC 3, IEC/TC 18 and IEC/TC 64 to discuss a mutually acceptable path forward. The goal is to allow the ANSI and USNC representatives to advocate consistent positions in both the ISO/TMB and the IEC/SMB. As a result of this teleconference the following position was endorsed for the consideration and approval of the 3 related US TAGs. The International Standard on Ships and marine technology On shore Power Supply should be developed under a Joint Working Group of the three relevant ISO and IEC committees (that is, ISO/TC 8/SC 3, IEC/TC 18 and IEC/TC 64) resulting in a dual logo ISO/IEC standard on this subject. As the relevant international intergovernmental and industry organizations have already begun work expressing their interest and dedicated their support for this project to ISO/TC 8/SC 3, and recognizing that according to the ISO/IEC Directives only one of the parent organizations can be given administrative leadership over a Joint Working Group, it is recommended that ISO/TC 8/SC 3 be so assigned. This will allow the activity to take most effective advantage of the considerable support and momentum that ISO/TC 8/SC 3 possesses while also ensuring that the interests of IEC/TC 18 and IEC/TC 64 are adequately represented in developing the content of the standard. 14

15 It should be noted that governments and industry have indicated their desire for this standard to be developed in an expeditious manner, however, it is recognized that the ISO/TMB and IEC/SMB may require some time to complete their decisions to establish this JWG and assign its administrative lead. During discussion Mr Kushnier highlighted the current position of the ISO constituents and Mr Rocco Lofaro, TA for IEC/TC 18, reported on the current position of the USNC TAG and on the related work of TC 18. Another participant reported on similar work which has begun in IEEE and he also suggested that IEC/TC 31 might have a liaison interest in this activity. It was moved, seconded and VOTED #9 To support the following ANSI and USNC Proposal on the International Standard on Ships and Marine Technology On Shore Power Supply ANSI and the USNC have noted the advancement of a new work item proposal within ISO/TC 8/SC 3 on Ships and marine technology On shore power supply. We recognize that this project has both electrotechnical and non-electrotechnical aspects and that it represents a concern regarding scope jurisdiction between ISO and IEC. As a result of our consideration of this case, ANSI and the USNC propose that the ISO/TMB and the IEC/SMB: Establish a Joint Working Group of the three relevant ISO and IEC committees (that is, ISO/TC 8/SC 3, IEC/TC 18 and IEC/TC 64) resulting in a dual logo ISO/IEC standard on this subject. Assign the administrative lead for this project to ISO/TC 8/SC 3 as the relevant international intergovernmental and industry organizations have already expressed their need for this standard to be develop expeditiously and have dedicated their support for this project to ISO/TC 8/SC 3. This will allow the project to take the most effective advantage of the considerable support and momentum that ISO/TC 8/SC 3 possesses while also ensuring that the interests of IEC/TC 18 and IEC/TC 64 are adequately represented in developing the content of the standard. Confirm that this decision only grants ISO/TC 8/SC 3 administrative lead for this specific project and does not grant ISO/TC 8 or its subcommittees authority to commence with any other projects with electrotechnical content. Agree that the June 2007 joint meeting of ISO/TMB and IEC/SMB representatives develop a proposed process by which ISO/TMB and IEC/SMB can decide on organizational scope issues and administrative lead in case such as this in an expeditious manner so that standardization work can progress and industry needs are not negatively impacted by this process. Agree that any future cases such as this one will be subject to this proposed process, once approved by the ISO/TMB and IEC/SMB, before any standardization work can proceed. (This motion was approved unanimously.) 15

16 4.8 Hazardous Substances Process Management Mr. Matthews reported that at the 27 September Council Board meeting held in Berlin the following issue was discussed: Hazardous Substances Process Management (HSPM) With respect to this Item the CB noted with concern the decision of the IECQ Management Committee to translate the HSPM pilot Program, based on QC , to a full IECQ program and directed that the trial continue until the CAB decides otherwise, in consultation with the CB. Further, the CB plans to devote time at its next meeting in June 2007 to a review of the Schemes and CAB as part of the IEC Masterplan 2006 implementation. Mr Matthews has scheduled a meeting with the USNC CAB Policy Coordination Committee immediately following today s TMC meeting to discuss this subject and to develop a plan of action. 4.9 Draft Guidelines for Implementation of the Common Patent Policy for ITU-T/ITU-R/ISO/IEC Mr Zegers reported that these Draft Guidelines have been circulated as SMB/3398/DC for comment by 8 February The ANSI Patent Group has reviewed the document and, according to ANSI Legal Counsel, they could be endorsed Activity Report of the IEC General Secretary Mr Matthews called attention to the Berlin Activity Report of the IEC General Secretary (C/1429/INF) and he highlighted several statistics which demonstrate the position of the USNC in relation to other National Committees, e.g. number of TC/SC Secretariats, Chairmanships, hosted TC/SC meetings. (ATTACHMENT E) Section 5 Management Decisions 5.1 TMC Task Force to Review Challenges Concerning Management of TAG Technical Work Mr Yandek provided a brief report on the activities of this Task Force and called attention to the report of its most recent teleconference. (ATTACHMENT F) He indicated that the group had concentrated on highlighting the TAGs that are below, at or just one member above the viability limit of 3 voting members and the reasons why this might be the case. While some of the reasons might be preventable and could possibly be turned around with some effort, other cases are inherent in the nature of the industrial segment involved and the US interest may simply not be there any longer. The Task Force is recommending that ongoing process be initiated to address this issue in the future and that this process be utilized to address the two USNC TAGs that are currently below the viability limit. After some discussion and Q & A, it was moved, seconded and 16

17 VOTED #10 To approve the following ongoing process for immediate implementation. -Institutionalize yearly review (driven by the General Secretary s Office) to identify TAGs with voting memberships of 4 or less Members -General Secretary & Group Managers work with identified TAGs to help them to avoid becoming non-viable if possible/practical -Disband non-viable TAGs after suitable notice of non-viability (less than 3 voting members) per agreed upon previous TMC decision It was agreed that this process would be used to address the two current TAGs which are below the viability limit, TC 38 (Instrument Transformers) and TC 49 (Piezoelectric and Dielectric Devices for Frequency Control and Selection). It was further agreed that this Task Force would be discharged with the thanks of the TMC. 5.2 TMC Task Force on Revision of the TAG Model Operating Procedures Mr Hanson provided a brief report on the Task Force which held its last teleconference on 3 May Several drafts are being considered, one a relatively simple up-dating of TMC related decisions that affect the Procedures as well as clarifications that are felt to be needed. The other is a more complex procedure that some feel more accurately reflects TAG operations. A face-to-face meeting may be needed to bring closure to this activity. 5.3 TAG Administrator Workshop Mr Zegers called attention to document USNC TMC 412 (ATTACHMENT G) and he reported on a very successful TAG Administrator Workshop which took place on 2 November It was chaired by Ms Megan Hayes, TMC Member and TAG Administrator for the USNC TAG for IEC/TC 100. Some 35 TAG Administrators and their support personnel attend and spent a day discussing good practices that might help them do their jobs more effectively. The event was so worthwhile that it was suggested that the Workshop become an annual event and that a mechanism be found to enable Administrators to communicate between meetings. The recommendations resulting from this meeting will be reviewed by the Communications and Continuing Education Committee and others and implemented where possible. Some 9 ideas were highlighted for possible discussion at the next Workshop. 5.4 Next ANSI Conference on U S Leadership in ISO and IEC Mr Zegers reported that the 3 rd ANSI Conference on U.S. Leadership in ISO and IEC will be held at UL HQ, Northbrook, IL, in mid-2007 and co-located with the meetings of the ANSI International Forum (AIF), USNC TMC and Council. The program is intended to focus on issues related to U. S. international standardization strategies and relate to U. S. participation in IEC, ISO and JTC1. The USNC Communications and Continuing Education Committee will develop the USNC portion of the program and TMC is invited 17

18 to offer suggestions. The following schedule has been agreed: Tues, 22 May 2007 USNC TMC Meeting (9:00 a.m. 4:00 p.m.) Wed, 23 May 2007 USNC Council Meeting and ANSI ISO Forum concurrently (8:30 a.m. 2:00 p.m.) ANSI Leadership Conference 3:00 p.m. Reception 6:00 p.m. Thurs, 24 May 2007 ANSI Leadership Conference 2 nd Session Location: UL HQ, Northbrook, IL Note: On Monday, 21 May 2007 a USNC TMC sponsored EMC WORKSHOP is scheduled at this same location and TMC meeting participants are invited and encouraged to attend. 5.5 Consideration of Relinquishing the Secretariat of IEC/SC 47D Mechanical Standardization for Semiconductor Devices Mr Zegers noted that EIA had expressed its intent to relinquish the Administrative Secretariat of SC 47D. An announcement was published in ANSI Standards Action (ATTACHMENT H) and no interest has been reported, therefore, according to procedures the USNC must officially consider relinquishing this Secretariat. It was moved, seconded and VOTED #11 To officially advise the IEC Central Office that the USNC is relinquishing the Secretariat of SC 47D. (This motion was approved unanimously.) 5.6 Group Manager Assignments Mr Zegers called attention to the list of Group Manager assignments and noted that with the recent change in TMC membership, these assignments had to be reconsidered. Currently we have two new TMC members and 3 sets of assignments that need to be reassigned. He called attention to the current list of assignments and he requested the members to advise what their interests might be with respect to the open assignments. It is hoped that in the near future an up-dated list of GM assignments can be circulated. 5.7 USNC Membership Fee Increase Dr Abbott expressed his concern with respect to the timing of the USNC Membership Fee increase. He was not as much concerned about the increase itself but the timing of the notification or the lack thereof. Mr Matthews acknowledged the legitimacy of Dr Abbott s concern and explained the circumstances that contributed to this unfortunate situation. (ATTACHMENT I) 5.8 Proposed Waiver Program for Consumer Advocates on TAGs Mr McMillan reported that the USNC Finance Committee is recommending to the Council approval of a waiver mechanism whereby the participation of consumer 18

19 advocates on TAGs can be facilitated upon the related TAGs request and endorsed by the ANSI Consumer Interest Forum. During discussion it was suggested that the TMC had to be part of this endorsement mechanism and also, in the circulation of this policy, it should be made absolutely clear that the USNC does not cover travel expenses for consumer advocates to attend TAG meetings. It was moved, seconded and VOTED #12 To approve the following USNC TAG Participation Fee Waiver Criteria for Consumer Advocates The USNC Finance Committee may grant waivers from the individual TAG Participation Fee for Consumer Advocates who are nominated by the related TAG(s). Such waiver requests are limited to one Consumer Advocates per TAG and must be renewed annually. The USNC is pleased to facilitate this fee waiver program in order to encourage Consumer Advocates to actively participate on TAGs and firmly believes that the greater participation of Consumers will strengthen the TAG s contribution to the USNC s interface with the related IEC TC/SC. This waiver program is unlike previous USNC Finance Committee waiver criteria in that it is not based on hardship or the inability of the participant to pay the fee. This waiver is based on the strategic objective of promoting Consumer Advocacy on USNC TAGs in the hope of increasing their effectiveness and broadening the TAG s outlook and perspective. The names and coordinates of perspective Consumer Advocates are to be submitted to the USNC General Secretary by the related TAG Administrator or Technical Advisor. A brief statement of justification is to accompany each request. The Technical Management Committee, in consultation with the USNC Finance Committee, the ANSI Consumer Interest Forum (CIF) and others will validate these requests and will make its decision promptly. The related TAG Officers will be advised of the decision. 19

Charles T Zegers General Secretary, USNC/IEC ANSI Tel: Fax: czegers@ansi.org Section 6 COPANT Technical Committees Mr Gene Eckhart provided a brief report on the activities of COPANT TC 151 Electrotechnology, and TC 152 Energy Efficiency. (ATTACHMENT J) He confirmed that the US is now a P Member of both TCs as is Mexico. Canada is a P Member of TC 152 but an O Member of TC 151. Brazil is the Secretary of TC 152 and the TC has been quite active of late. Mexico is the Secretary of TC 151 and the TC has been relatively inactive. Mr Zegers reminded the members that at its 10 August meeting, the USNC Council discussed and approved, subject to Legal Council review, the replacement of the normal Terms of Reference of a TAG for COPANT TC 151 (Electrotechnology) and TC 152 (Energy Efficiency) with newly defined T of R for USNC COPANT Advisory Groups. These groups do not operate as TAGs to IEC TCs/SCs in the traditional sense and, therefore, it was felt that a more realistic description of their terms of reference was in order. ANSI Legal Counsel has suggested a modest addition to the text for clarification and when this is incorporated the final document will be circulated to TMC and to Council. Section 7 Technical Issues for Consideration 7.1 Pre-selection of Plastic Material as Alternative to End Product Testing Mr Zegers reminded the members that this effort began in August 2004 when the TMC hosted a Workshop on Pre-selection of Plastic Materials in order the consider the possibility of developing a uniform USNC position that could be submitted to multiple IEC TCs/SCs. Since that time related work in SC 17B, SC 23B, TC 72 and TC 89 is being monitored and, at the right time, the experience gained may be used as the basis for the USNC position. Not wishing to act premature, this is considered a work in progress. 7.2 Proposed TMC Workshop on AWGs Mr Zegers noted that this too is a work in progress. At one point serious consideration was given to submitting an EDR in order to introduce AWGs into TC 20 s standards. Then TC 20 established a WG to consider the matter and this Group has been working 20

21 the issue. Some USNC contacts appear to be happy with developments while others are not. Further clarification is needed from the TA and TAG. 7.3 EMC Workshop Mr Heirman provided a brief overview of the EMC Workshop that took place on 2 May 2006 at NEMA Headquarters. He highlighted the speakers and the program and indicated that this would be the basic format used for the next Workshop being planned for 21 May in Northbrook in conjunction with the USNC meetings and the ANSI Leadership Conference. (ATTACHMENT K) As a result of the last Workshop a number of generic questions were raised about Workshop in general and it was felt that these questions and their answers might be organized into a TMC policy for future reference. Mr Heirman called attention to document USNC/TMC (ATTACHMENT L) which includes the initial questions and the comments that were received following TMC review. He responded to the comments and proposed that he and Mr Zegers format these questions into a policy for final TMC review. It was moved, seconded and VOTED #13 To approve, in principle, the Draft Policy Decisions for USNC Workshops and to request Messrs Heirman and Zegers to prepare a policy statement for final TMC review. (This motion was approved unanimously.) (ACTION ITEM #1) 7.4 Status of Action by USNC TAG for IEC/TC 61 Re: Allegation of Bloc Voting Ball Pressure Test vis-à-vis PVC Mr Brazauski reported that although the USNC TAG for IEC/TC 61 has met several times since this subject was raised by Mr Douglas J Wetzig, at the April 2006 TMC meeting, no further proposal has been received from this contact. Therefore, it must be assumed that he has decided not to proceed. Section 8 TMC Task Force on Electronic Communications Dr Abbott provided a brief report for the Task Force and highlighted the following: Following a teleconference on 8 January the group has decided to pursue the following initiatives for 2007: 1. Host at least (2) U.S. TAG meetings utilizing a web conference interface. The group will look at experimenting with groups that are smaller in size. 2. Visit the Canadian National Committee to review their document distribution system. I have spoken the Loise De Silva, CNC Secretary, and she did invite us up for a visit. I was thinking possibly one or two of the members can join me sometime late 2Q. 21

22 3. In a 1Q teleconference discuss creating electronic tools Web Forum that I can manage from the ANSI Website. This would be an area where the constituents can log in and have discussion threads on topics we create 4. The Task Force will look into the advantages/disadvantages of developing agendas for TMC and Council in HTML links vs. PDF links (the current method) Section 9 Reports TAs, Secretaries, IEC Advisory Committees and Sector Boards The following brief reports were made: 9.1 IEC/TC 8 Systems Aspects for Electrical Energy Supply Messrs Joe Koepfinger and Tom Basso, Co-TAs for TC 8, provided an overview of the scope, structure and current activities of the TC. Emphasis was given to a recent Brainstorming Session during which a proposal was considered for processing of Publicly Available Specifications (PASs). (ATTACHMENT M) 9.2 Sector Board 1 Electricity Transmission and Distribution Mr Koepfinger went on the provide a brief report on SB 1 with particular emphasis on the IEC/CIGRE Ultra High Voltage Symposium scheduled for July 2007 in Beijing and its strong connection to the work of TC 8. (ATTACHMENT N) emphasized the importance of this event and posed the following questions to the TMC: 1) How do US Organizations and Manufacturers get an opportunity to provide input to symposium if TC/SC are responsible? 2) Should USNC form an Ad Hoc body to promote and coordinate US participation in the Symposium? It was agreed that a plan of action was needed and that the subject will be raised at tomorrow s meeting of the USNC Council. It was anticipated that a planning teleconference might be scheduled in the near future to pursue the required actions including a proposed letter from the USNC President to interested contacts including Edison Electric Institute and other electric utility interests and also to the ANSI Company Member Forum and Organization Member Forum. (ACTION ITEM #2) Mr Koepfinger also highlighted the following SB 1 Recommendations to the SMB: 1) SMB and General Secretary to agree to establish an Ad Hoc Coordinating Committee jointly with CIGRE to assure the interface between the R&D work in CIGRE and IEC standards development in AC network and DC above 800 kv. Recommends following TC/SC involvement 8, 11, 14, 17A, 17C, 22, 28, 37 and

23 2) Recommends SMB to assign a TC the task of writing guidance for the design of transmission networks, which would take into account standard voltages, insulation coordination and rules of selection and performance of all of the different types of equipment used. 3) Recommends that proposal on superconducting cable testing be forwarded to TC 20. 4) Deferred decision on Underground Substation and is seeking market need information. Topic for next SB 1 meeting. 5) Recommend SMB request TC 10 to write standards for quality and composition of liquids used for insulation of electrical equipment. 9.3 IEC/SC 65E Industrial Process Measurement and Control/ System: Engineering and Management Ms Lois Ferson reported that as a result of the recent re-organization of IEC TC65, Industrial-Process Measurement and Control, the IEC has approved the establishment of IEC Subcommittee 65E, System Engineering and Management. ISA, the Technical Advisory Group (USNC TAG) Administrator, is currently seeking new volunteers to serve on the TAG for this newly established Subcommittee. The scope of IEC SC65E is to prepare international standards to specify digital representation of device properties and functions, methodologies, and applications supporting automation of engineering processes, including diagnostic and maintenance techniques. ISA, in announcing the formation of this new group, plans to conduct the majority of the TAG work via , conference calls, and other electronic tools. 9.4 CISPR and CISPR/A Mr Heirman provided a status report on his nomination for the Chairmanship of CISPR and on the search, currently underway, for his replacement as Chairman of CISPR/A. 9.5 Advisory Committee on Safety (ACOS) - Mr Brazauski called attention to document SMB/3401/DC, the ACOS proposal for a Transitional period for the adoption by member countries of IEC safety publications. SMB has been invited to comment on this proposal for discussion at its 15 February meeting in Tokyo. It was noted that Mr Pescatore s strong support for this proposal is included in the USNC s positions document, USNC/TMC 407. During discussion, Mr Pescatore, as TA for TC 108, reconfirmed support and indicated that, in fact, while the ACOS proposal relates to the CDV stage, he felt that this information should be included at the CD stage. After further discussion, it was moved, seconded and VOTED #14 That the USNC supports the ACOS proposal for a transitional period for the adoption by member countries in IEC safety publications as outlined in document SMB/3401/DC.
