3 2012 Annual Convention Success Beyond Barriers Alaska Federation of Natives Official Notice Of Annual Meeting ARTICLE III, SECTION I, ANNUAL MEETING. An annual meeting of the Class A members shall be called the Convention of the Alaska Federation of Natives, Inc., and shall be held at the discretion of the Board of Directors in the manner provided by this Article, for the purpose of electing Directors and for the transaction of other such business as may come from the meeting. The Annual meeting may be held on a legal holiday. If the election of Directors shall not be held on adjournment thereof, the Board of Directors shall cause the election to be held at a special meeting of the Class A members as soon thereafter as conveniently may be arranged. In accordance with the Bylaws of the Alaska Federation of Natives, Inc., Board of Directors (Class A members representing regions, nonprofits and villages) has scheduled the 2012 Annual Meeting for October to be held at the Dena ina Convention Center, Anchorage, Alaska.

4 2012 Annual Convention Success Beyond Barriers Alaska Federation of Natives Press Release 2012 Convention to Highlight Success Beyond Barriers The Alaska Native Community s Premier Annual Conference October , Dena ina Center, Anchorage, Alaska ANCHORAGE, AK The Alaska Federation of Natives Convention Committee officially announced today that the 2012 AFN Convention, slated for October 18 through the 20 at the Dena ina Center in Anchorage, will focus on Success Beyond Barriers. This year s Convention theme recognizes our Native communities achievements in context, announced AFN President Julie Kitka. It s about our peoples repeated success at overcoming barriers and finding ways to thrive beyond the challenges that persist, especially in rural Alaska. She further stated, AFN is very pleased to announce an exciting and extremely credible keynote speaker, Carol Wren we are all very much looking forward to hearing and discussing her ideas. Carol Wren is the Director of Employment and Training Services at Cook Inlet Tribal Council. She is Alaska Native of Inupiaq heritage, who grew up and went to school in Dillingham (pop. Approx. 2,400), in the Bristol Bay area of southwestern Alaska. She has a Bachelor s Degree in Social Work from Pacific Lutheran University and a Master s Degree in Vocational Education from the University of Alaska Anchorage. She is married to Eric Wren and has two children, Jade (6) and Kenny (3). Carol is a recognized leader in the development and implementation of innovative and effective training and employment programs for Alaska Native adults and youth. Over the past decade, she has been instrumental in establishing Cook Inlet Tribal Council (CITC) as the primary workforce development, employment, and training center for Native people in Anchorage Alaska s largest Native community. Ms. Wren has dedicated her professional life to improving the lives of whole families by helping to establish financial independence through stable employment, job training, education, and coaching that increase opportunities for parents and their children. She has been instrumental in developing an integrated approach to services and training by providing a single locus of opportunity for job-seeking youth and adults.

Other event highlights will include: A statewide Tribal Leaders Forum on Wednesday, October 17 Two nights of Alaska Native traditional dance performances called Quyana Alaska Three days of the state s largest Alaska Native Customary Arts & Crafts Show A major Exhibit Fair of corporations, nonprofits, federal/state agencies and educational institutions who partner with the Alaska Native community A highly interactive Health Fair with multiple health entity sponsors, including the Center for Disease Control, Alaska Native Tribal Health Consortium and others AFN s Annual President s Awards for outstanding achievements AFN s formal Closing Reception & Banquet This year, five major convention-wide will cover such areas as the Native community s relationship with the State of Alaska; Energy for Developing our Economies; Partners for Economic Growth; Strong Native Peoples In Body, Spirit & Mind; and Educational Reform Our Vision for the Future of Education. Each year, the AFN Convention attracts nearly 4,000 delegates and attendees from Native corporations, regional nonprofit associations, and village across the state, as well as national/international guests. The gavel-to-gavel statewide television coverage reaches homes throughout Alaska. Thousands of daily web viewers from Alaska, the lower 48, and around the world follow the convention through live web streaming on the AFN website. The Alaska Federation of Natives was formed in October 1966, when more than 400 Alaska Natives representing 17 Native organizations gathered for a three-day conference to address Alaska Native aboriginal land rights. It is now the largest statewide Native organization in Alaska. Its membership includes 178 villages (both federally-recognized tribes and village corporations), 12 regional Native corporations and 12 regional nonprofit associations and tribal consortiums that contract and run federal and state programs. AFN is governed by a 37-member Board, which is elected by its membership at the Annual Convention held each October. The mission of AFN is to enhance and promote the cultural, economic and political voice of the entire Alaska Native community. Visit for regular Convention updates.

7 2012 Annual Convention Success Beyond Barriers Alaska Federation of Natives The afternoon of Thursday, October 18, delegates will have two opportunities to participate in concurrent work sessions. Each of the five 90-minute work sessions described below will begin at 2:00 p.m. and 3:30 p.m. in the second floor conference rooms at the Dena ina Center. The following morning s plenary session will be dedicated to presentation of action items from each workshop and feedback from Convention delegates via consensor technology. Please review the descriptions and complete the tear-out section at the end to rank your top three preferences so we can ensure each session has adequate space and materials. Energy for Developing our Economies Work Sessions Energy planning is a vital component for the viability of our communities. With regional energy planning, our villages can reduce the cost for space heating, electricity, and improve our local economies. The planning effort, in pursuit of achieving reduced cost of energy in Alaska, must be done collectively, with partners from across the state so we move forward to a statewide energy plan. The Alaska Energy Authority (AEA) joins us for this work session to share information on who they are, what they do, and where their projects are located in Alaska. The AEA will engage with participants from each region of the state to discuss available resources, distinct challenges to each region, and other resource and program opportunities. A variety of data, maps, and information will be provided. Native Community s Relationship with the State of Alaska Workshop In developing an effective working relationship with the State of Alaska is important for the Alaska Federation of Natives, Alaska Native Community and the State to build trust and work for an effective working relationship. Such a working relationship could be the cornerstone for successfully addressing issues of mutual concern in a manner that is mutually agreeable for AFN and the State of Alaska. How do we as Native peoples become more engaged in the policy decisions that affect us as Native People? Some of the key ingredients of building this working relationship include the recognition of each other based on trust, respect, and a willingness of each other to partner with each other. The issues that will be addressed during this workshop include: The upcoming Constitutional Convention; Alaska Native Voter turnout during the upcoming election; The Millennium Agreement.

8 2012 Annual Convention Success Beyond Barriers Alaska Federation of Natives Work Sessions Strong Native Peoples- In Body, Spirit, and Mind The entire Alaska Native healthcare system is owned and operated by and for Alaska Native people. As a result, the health care system builds on the strengths of our cultures and traditions, including Alaska Native values and priorities such as relationships, family wellness, and shared responsibility. Alaska Native people are natural relationship builders. Come see how we have taken our natural ability a step further to change healthcare and build better relationships that positively affect co-workers, families, and our community. This 90 minute, interactive session will be fun and informative. Participants will learn about and use tools that can be applied to all aspects of their lives to support the development of health, wellness, and relationships. Food Security and Management of Subsistence Resources The ability to harvest sufficient amounts of locally available fish, game, marine mammals, migratory birds, and other renewable resources is essential to the economic and cultural survival of our people and our communities. While food security is a basic human right recognized by the United Nations and affirmed by the United States in the UN Declaration of Rights of Indigenous Peoples, we continue to see state and federal managers making allocation decisions that do not provide a meaningful priority to subsistence users. Guiding discussion during this session are the following questions. What actions are needed to ensure restoration of depleted subsistence resources? How can we ensure that management decisions take into account the cultural, social and nutritional needs of local users and that resources will be fairly allocated at sustainable levels sufficient to ensure the food security of our people? Other tribes in the United States that have faced similar issues and have created Inter-Tribal Commissions, such as the Columbia River Inter-Tribal Fish Commission and the Great Lakes Indian Fish and Wildlife Commission, to meaningfully and fully engage the affected tribes in the management, regulation, allocation, recovery and restoration of fish stocks and other resources. Will such an approach work in our State? What can Congress and the Administration do to strengthen federal law that will better protect our way of life? How can we maximize Alaska Native participation in all aspects of management through meaningful co-management with state and federal management agencies? What can be done to protect subsistence from the detrimental effects of competition? Panelists will discuss their innovative solutions and share their ideas on actions that should be taken to better secure the food security of our people.

9 2012 Annual Convention Success Beyond Barriers Alaska Federation of Natives Work Sessions Educational Reform Our Vision for the Future of Education The education workshop continues the work that AFN delegates in 2011 to redesign and re-engage the State of Alaska to partner in a new and different way with Alaska Native people. The workshop will review the results of and ask for input about research that: Identifies the best practices in educational delivery programs in small rural high schools and Native students in urban schools; Documents needs and opportunities for education facilities which could be implemented in the near term and become models for a statewide system; Offers models for the local and regional levels in deciding appropriate delivery options for meeting the academic and career and technical education needs of students in small high schools and Alaska Native students in urban schools; Presents the conceptual model as a proposal to transform results for students of small high schools and the framework for the state as a whole; Proposes legislation to support new educational models and to pilot new delivery models and expands proven models Please tear out and mail with registration information: Please rank your top three work sessions (1-highest preference): Energy for Developing our Economies Native Community s Relationship with the State of Alaska Workshop Strong Native Peoples- In Body, Spirit, and Mind Food Security and Management of Subsistence Resources Educational Reform Our Vision for the Future of Education

14 2012 Annual Convention Success Beyond Barriers Alaska Federation of Natives Resolutions Policy The AFN Resolutions Committee is a standing committee of the Board Directors of the Alaska Federation of Natives (AFN). On an annual basis, the committee reviews resolutions that are submitted to AFN in accordance to the AFN Resolutions Policy and Procedures as approved by the AFN Board. The resolutions submitted to AFN are resolutions that may be considered by the delegates of the annual conventions of AFN. The dates for the 2012 committee meetings are as follows: 1. September 21, 2012: 2:00pm. This will give us the time to assemble the resolutions that were submitted to us by COB 9/20/ October 2, 2012, 10:00am: To address the BBNA Resolutions Ralph Andersen assured me that we will have their resolutions in hand on or before September 29, 2012 (9/29/12 is a Saturday); and 3. October 9, 2012, 10:00am: To address AVCP Resolutions: Myron Naneng advised that they will submit their resolutions to AFN by 10/8/12. This will give us a couple of days to prepare for the AFN Board meeting just before the AFN Convention. The committee meeting dates are subject to change at the direction of the committee members and the Chairman of the Committee. The deadline for the submittal of resolutions for the 2012 Annual Convention is close of business, September 20, The Resolutions Committee members are: Gregory Razo, Chair; Tara Sweeney, Gail Schubert, Linda Tyone, Trefon Angasan, Ron Moto, Felix Hess, Thomas Mack, Patrick Anderson and Lisa Rieger. ALASKA FEDERATION OF NATIVES RESOLUTION'S POLICY & PROCEDURES I. INTRODUCTION The Alaska Federation of Natives (AFN) mission is to enhance and promote the cultural, economic and political voice of the entire Alaska Native community. The Resolution policy will be used to promote AFN's goals to: Advocate for Alaska Native people, their governments and organizations, with respect to federal, state and local laws; Foster and encourage preservation of Alaska Native cultures; AFN Resolutions Committee, Revised 02/07/12 Continued

15 2012 Annual Convention Success Beyond Barriers Alaska Federation of Natives Resolutions Policy Promote understanding of the economic needs of Alaska Natives and encourage development consistent with those needs; Protect, retain and enhance all lands owned by Alaska Natives and their organizations; and Promote and advocate for programs and systems, which instill pride and confidence in all Alaska Natives. II. COMMITTEE ORGANIZATION A. The AFN Board adopted these guidelines to assist the AFN Resolutions Committee in meeting their responsibility for accepting, evaluating and making recommendations in the consideration of resolutions. B. AFN Resolutions Committee is a standing committee composed of seven (7) people appointed by the co-chairs of the AFN Board of Directors. C. The Chairman of the Committee and/or AFN's staff assigned to the committee shall give members appointed to the Resolutions Committee an orientation to the resolutions process. Included in the orientation packet shall be: 1. A copy of the AFN Bylaws; 2. A copy of this Policy & Procedures; 3. A copy of the Annual Notification for submission of resolutions; and 4. A copy of the resolutions passed by AFN's previous year annual convention. D. The Elder-Youth conference shall form a resolutions committee. The Elders-Youth conference shall establish guidelines for their resolutions committee along the same lines as AFN Board of Directors Resolutions Committee. The Elder-Youth Resolutions Committee may request a member of the AFN Board of Directors Resolutions Committee to serve on the Elder-Youth Resolutions Committee. III. CRITERIA FOR SUBMITTING RESOLUTIONS A. The Resolutions Committee will entertain resolutions submitted by any recognized Alaska Native delegate to the AFN Convention, Alaska Native Group, or Member AFN Organization. B. The Resolutions Committee will consider only resolutions that address issues of statewide or broader significance. C. Resolutions submitted must address only one issue with action on the resolution to be stated positively. D. Resolutions requesting funding may be referred to the AFN Board of Directors, or to an appropriate regional or local organization. E. The Resolution Committee may refer to AFN Board of Directors or an appropriate member organization all resolutions that request legal action. F. The Resolutions Committee will refer to the AFN Board of Directors all resolutions that are determined to be a divisive issue between member organizations. G. The Resolution Committee shall refer all resolutions of endorsements, commendations, or recognition to the AFN Board of Directors. Continued

16 IV Annual Convention Success Beyond Barriers Alaska Federation of Natives Resolutions Policy RESOLUTION PROCEDURES AND FOLLOW-UP A. When a resolution does not follow the established format, it will be referred back to the sponsor or be rewritten. B. Duplicate resolutions may be consolidated. All sponsors of duplicates will be noted on final resolutions. C. The Resolutions Committee will consider only resolutions that are received by the deadline. The deadline is to be established four (4) weeks prior to the AFN Convention on an annual basis. D. Resolutions should be one issue per resolution with limited negative views. E. Resolutions making misstatements on issues will be returned to their sponsor(s) with draft language for the considerations of the sponsor(s) or be modified. F. The AFN President or Designee, which may include the Chair of the Resolution Committee, shall make a summary report of actions that occurred on the Resolutions adopted at the prior Annual Convention. G. An authorized member delegate may present a Resolution(s) to the Annual Convention by the "Suspension of Rules" procedure set out in The Roberts Rules of Order provided, that copies were handed out the day before the Resolutions are to be acted on. H. The Resolutions Committee shall categorize all Resolutions received into the following categories: AFN Board Resolutions, Special Recognition, Subsistence, Health, Safety and Welfare, Cultural, Land & Natural Resources, Education, Economic, ANCSA/Tribal, Youth and Elders, and Other. I. Resolutions presented to the annual convention and passed by the delegation shall be processed by the Resolutions Committee into a final set of Resolutions for presentation to the AFN Board. V. PRESENTATION OF RESOLUTIONS AT THE ANNUAL CONVENTION A. The Chair of the Resolutions Committee, or designee, shall preside over the presentation of Resolutions to the membership at each Annual Convention. The Chair will explain: The Resolution policy and process; The Notice and instructions for submitting Resolutions; The Criteria for Submitting Resolutions; and The Technical management of the Resolutions. B. The Committee Member will read the number, title of the Resolution, and the recommendation of the committee, and then he/she makes the motion to accept the recommendation of the committee. A Committee Member seconds the motion. (1) Amendments of three words or less and grammatical amendments may be accepted by unanimous consent by the convention. (2) Amendments of greater length must be in writing and brought to the committee and may be tabled to the end of the session. (3) Suspension of the rules according to The Roberts Rules of Order must have 2/3 vote or unanimous consent of the convention. Newly submitted resolutions must be in writing and brought to the committee.

19 Criteria for President s Awards The Awards Nominees Must Be Living Culture Bearer Recognizes an Alaska Native who demonstrates strong involvement in the arts. Individuals nominated for this award may be involved in theater, music, dance, painting, sculpture, and storytelling. This award can also recognize an artist, an arts administrator, or a preserver of Native culture. Della Keats Healing Hands Named for the late Dr. Della Keats, an Inupiaq healer who served the health care needs as a tribal healer within the Northwest Alaska area for over 50 years. This award recognizes an Alaska Native who has demonstrated strong commitment, competence and sensitivity as a tribal healer or health care provider whose accomplishments have most directly affected Native people in their home communities. Eileen Panigeo MacLean Education Named for the late State Legislator, elementary and bilingual teacher recognizes an Alaska Native who has demonstrated strong commitment, competence and sensitivity in the education field, and whose accomplishments have improved educational opportunities for Alaska Natives. Individuals nominated for this award may be involved in traditional education, preschool, elementary, secondary, or postsecondary education, the nominee can be cultural educators, parent committee members, school board members, administrators, teacher aides, or other education-related professionals, who have been a positive role model for the Alaska Native community. Elder of the Year Recognizes an Alaska Native Elder who exemplifies the highest of values and qualities important to Native people. This individual is recognized as a leader, an educator and preserver of the Native culture whose contributions have benefited Native peoples throughout his/her life. Health Recognizes an Alaska Native who has demonstrated strong commitment, competence and sensitivity in the health fields, whose accomplishments have improved health care for Alaska Natives. Nominees may be involved in the areas of health advocacy, program administration, and professional care and in the health professions. Hunter-Fisher Recognizes an Alaska Native who exemplifies and preserves the spirit of successful subsistence hunting, trapping and sharing, and our way of life. Nominees must acknowledge and ensure that the next generations of providers will carry on the traditions and customs in harmony and peace to sustain their extended families. Lu Young Youth Leadership Named for the late Lu Young, who encouraged young people to expand their horizons and challenge themselves to become future leaders. Nominees must be young women of high school age or students in college, who demonstrates leadership qualities. Parents of the Year Recognizes Alaska Native parents who exhibit many of the qualities and values important to the continued physical, social and cultural survival of Native people. These values may include sharing and teaching of Native culture, love of children, respect for Elders, spirituality, cooperation, and responsibility and involvement in the community. Public Service Recognizes an Alaska Native who has demonstrated dedication, competence and sensitivity in the area of public service. This award recognizes individuals who have promoted and assisted in the development of their community, or whose accomplishments and leadership qualities have most directly affected and benefited Native peoples. Roger Lang Youth Leadership Named for the late Roger Lang former AFN President, who encouraged young people to expand their horizons and challenge themselves to become future leaders. Nominees must be young men of high school age or students in college, who demonstrates leadership qualities. Small Business Recognizes an Alaska Native business owner or manager who has demonstrated success in business as with a commitment to their community, which has improved economic opportunities for Alaska Natives. Glenn Godfrey Law Enforcement Named for the late Glenn Godfrey, Colonel and Director of the Alaska State Troopers and Alaska Commissioner of Public Safety. This award recognizes an Alaska Native law enforcement officer federal, state or local who has shown outstanding dedication to the safety of the public in any location(s) within Alaska, often requiring heroic courage in the face of danger. Dr. Walter Soboleff Warrior of Light Named for the late Dr. Walter Soboleff. This award recognizes an Alaska Native individual who uplifts Alaska Native people by enriching our spirits and unifying our people. Hannah Paul Solomon Woman of Courage Named for the late Hannah Paul Solomon. This award recognizes an Alaska Native woman who demonstrates - through her life and work - the strengths of our culture, our values, and tremendous courage.

You are invited to attend a very important tribal conference scheduled for October 17th, one day prior to the start of this year s Alaska Federation of Natives Convention in Anchorage, Alaska. Purpose The primary purpose of this conference is to provide a forum for tribal representatives to hear important reports on statewide and national issues critical to tribal governments in Alaska. We will have high level federal and state officials present to provide you with current information and to hear your concerns on issues important to Alaska tribes. Another important purpose of this gathering is to listen and record concerns of participants on the challenges that face Alaska Natives and Alaska tribal governments. Not only will we have federal and state officials there to hear you, AFN and NCAI officials will be in attendance to learn more about your concerns as well as suggested solutions to our challenges. Finally, we would like some input as to how we should go about addressing the priority issues of our people. Too often we spend a lot of time talking about our problems and the negative impacts on our people and tribes. We should spend some time defining our problems and concerns as well as more time suggesting solutions. Location This conference will be held at the Alaska Native Heritage Center. This location is great for getting us away from distractions always present when so many of our people are in town. Time We will start the conference promptly at 9:00 AM and complete our work by 3:00 PM. We ask participants to be there by 8:30 AM to fill out a registration form and gather handout material. Refreshments will be available to help you start your day off right! Setting Priorities We will take time early in this conference to find out what your priorities are and then we will work our way down the list making every effort to suggest solutions or plans of action until we run out of time. Priority # Topic Program funding The national debt and stagnant economies will make program funding more difficult to come by and the federal and state programs will not keep pace with the cost of running a household. Energy & high cost of living Rising energy costs dramatically drive up the cost of living and doing business in rural Alaska. There seems to be no end in sight. Tribes taking land into trust Having tribal lands held in trust by the federal government is a very important protection vehicle for sustaining tribal lands. Illegal federal regulations prohibit Alaska tribes from taking land into trust. Education A good, well rounded education is vital for our youth to compete for jobs; both in rural communities and in urban centers. What can we do to improve Native children achievement? What can we do to ensure Indian Education is reauthorized? Subsistence Federal and state policies on subsistence are weak and ineffective in ensuring subsistence rights are adequately protected. The Native way of life is constantly threatened as a result of overharvest by other user groups. Healthcare Is healthcare for Alaska Natives sufficient? Can we do anything to improve access to healthcare? Federal Roads Just how important are local roads, airports and trails? What can we do to retain the existing formula on funding distribution instead of what is proposed by the Senate MAP-21? Law Enforcement & Tribal Courts Should it be a state, federal, or a local responsibility to ensure citizens are safe and there is justice locally? Why does the state fear tribal courts? Native American Graves Protection and Repatriation Act (NAGPRA) The federal government requires so much of a clan or a tribe in order to repatriate a Native artifact yet NAGPRA grants are very small. Should ANCSA Corporations be eligible to secure NAGPRA grants? Housing Federal housing will be up for reauthorization next year; are we ready to stave off efforts to cut federal housing? Tribal Consultation Alaska tribes get left out of the federal consultation with tribes even though there are more than 230 federally recognized tribes in Alaska. What can we do to get proper consideration? State / Tribal Relations There are so very many good reasons for the state and tribes to work cooperatively for the benefit of our common citizens; why so much resistance? Corporate / Tribal Relations Is there value in tribes and ANCSA Corporations working together on common concerns? If so, how can we make that happen? Global Warming Should we be more concerned with the impacts of global warming?
