7 Chapters and Their Recipients of Upsilon State Educational Excellence Award Certificates Lambda: Lorraine Larson, a substitute teacher for many years at Roosevelt Middle School, Dubuque Community School District Zeta: Paula Luraman, Krysten Osby, and Teresa Johnson -third grade teachers from two of our elementary schools who helped with the "Reading Rocks" project Tau: Sara Brown Wessling Johnston High School English Teacher & the first Teacher Laureate with The Teaching Channel Alpha Phi: Mary Stai, West Lyon High School, West Lyon CSD- Inwood, IA awarded a $25,000 grant from the Monsanto Company. The grant will be used to enhance science and agricultural classes in the high school Alpha Nu Chapter: Kristin Flander, English Valley CSD, High School Horticulture, FFA sponsor, Ag. Grant Wood (left), Isabel and John Bloom (right) In the early 1930's, Isabel spent 2 summers at the Stone City Art Colony in Jones County, Iowa, carving limestone under the watchful eye of America's great regionalist artist, Grant Wood. While there, Isabel met another soon-to-be accomplished young artist, John Bloom, whom she married in (Some of John's original artwork is displayed at the East Davenport Studio Store.) 7

During the business session the State Executive Board and the General Session will be held at the same time. Some business such as approval of the amendments to the Bylaws and Standing Rules must be approved by the Executive Board before they move to the General Session. The presiding officer will indicate when it is an Executive Board meeting. 2. Only voting members of the State Executive Board may make and second motions and vote during any votes requiring Executive Board approval. The voting members of the Upsilon State Executive Board include the elected officers, past state presidents, and chapter presidents. The treasurer, parliamentarian, and area coordinators are ex- officio members without vote. A chapter president who is unable to attend the meeting may appoint an official representative who shall have the full privileges of participation. The red card handed out to voters at registration is the official voting card and is to be used when voting for or against an Executive Board motion. 3. A quorum for the Executive Board shall be a majority of the voting members of the Board. 4. All Upsilon State members registered for the convention may participate fully in the business of the General Session. 5. A quorum for the General Business Session shall be a majority of the members registered for the convention. 6. All main motions for either the Executive Board or the General Session should be written on an official motion form. The official form is a three- part form, with copies for the presiding officer, the secretary and the parliamentarian. The motion form must contain the name of the member presenting the motion as well as her chapter. The motion will not be discussed until the president has a copy. 7. A member who wishes to make a motion or speak in debate should move to the microphone and upon being recognized by the presiding officer shall identify herself by name and chapter. 8. Debate will be limited to two minutes for each speaker. No person may speak to the same question twice until all who wish to speak have been heard. Pro and con opinions shall be alternated. Debate shall be limited to ten minutes on any one topic. These times may be changed by a vote of the members. 9. Officers and committee chairs shall adhere to the time limits set by the president. 10. The president will appoint a committee to approve the minutes and proceedings of the General Session 11. Chapters worked together to plan and coordinate the State President s Visit for each area. The State Health of Chapter form and the chapter reports to International have been instrumental in designating chapters in need of assistance. The Expansion chair visited with several chapters across the state to share ideas regarding leadership, membership, non-dues revenues, programs, and projects. The Expansion Committee submitted amendment proposals for the Upsilon State Bylaws and Standing Rules for consideration at the 2014 State Convention. Area coordinators be clearly designated as members of the State Expansion Committee in the Upsilon State Bylaws and Standing Rules. Currently the area coordinators are receiving mileage for visits to assist struggling chapters within their areas. It is recommended that the Expansion chair also receive mileage during the biennium for visiting struggling chapters. Positive practices and innovative activity ideas from chapters in each area be shared with the Expansion chair by their area coordinators to be distributed to all area coordinators. 24 ANNUAL REPORT OF THE ACHIEVEMENT AWARD COMMITTEE The Achievement Award Committee is like no other committee of Upsilon State. The members serve a four-year term. There is one member from each quadrant of the state. The chairmanship rotates annually as each member reaches her fourth year. Upon completion of the chair s term, the president appoints a new member to serve for a term of four years. Send all chapter presidents information about the Achievement Award to share with membership in October and November and encourage them to nominate members Revise the scoring sheet used by committee members to evaluate the nomination forms for the award Eligibility standards and nomination forms were distributed at the Fall Executive Board Meeting and posted on the state website. The Achievement Award Committee Wiki page was updated. The scoring sheet used by the committee to evaluate nomination forms was revised. Information was sent to chapter presidents to share with their chapters for the October and November meetings. One nomination was received by the February 15 th deadline. The committee determined that the nominee did not meet the stated criteria to be placed on the ballot for the award. Discuss criteria for the award and see if any revisions need to be made.
