CALL TO ORDER Chair Ballard called the meeting to order at 6:00pm. 2. ROLL CALL Present: Chair Ballard, Commissioners Elliott, Buck and Marlett. Excused: Vice-Chair Wright. A motion was made to excuse Vice-Chair Wright, (Marlett/Buck); 4/0 motion carried. 3. ANNOUNCEMENT AND APPROVAL OF AGENDA A motion was made and seconded to approve the Agenda as presented (Elliott/Buck); 4/0 motion carried. 4. APPROVAL OF MINUTES A motion was made by Commissioner Buck to amend the June 25, 2018 Minutes to reflect the adjournment time as 7:48 pm. as shown on her notes instead of the 7:40pm as presented by the Recording Secretary. (Buck/Ballard); 4/0 motion carried. A motion was made to approve the amended June 25, 2018 Minutes (Buck/Marlett); 4/0 motion passed. 5. AUDIENCE COMMENTS (Items not on the Agenda) None 6. PUBLIC HEARINGS N/A 7. UNFINISHED BUSINESS PLNG &020: Continued review of proposed draft definitions to be added and proposed amendments to existing definitions within DMC Chapter (Definitions). Director Wilson explained that based upon discussion from the previous Planning Commission meeting, the changes or amendments are reflected in the draft version. Discussion also included the process for the public hearing and future inclusion in the code. 1
3 Retail establishment definition was discussed. Mr. Wilson explained no change is required as the definition of the term identifies the use of the property. The use as defined includes physical location for retail sales on the property. He had researched other jurisdictions and codes and concluded the current is definition would best for the code. Mr. Wilson reiterated review and change of definitions is an ongoing process as some will change after update such as update to the Critical Areas and for the Sign Code definitions and the two areas that there are no developments regulations for regarding the parks. 8. NEW BUSINESS A. Proposed rezone of the property at Center Drive and DuPont-Steilacoom Road from IND and MRP to Community Business District. File No. PLNG & 037. Director Wilson explained this is a rezone after implementation based upon the 2017 Comp Plan Amendments. This retains the underlying allowed uses and expanded uses to address the number of retail activities. This should help simplify, streamline and add consistency to the new business processes and assist in them to be successful. B. Proposed rezone of the property within the Old Fort Lake subarea from BTP to MUV. File No. PLNG & 039. Director Wilson explained this is a rezone after the implementation based upon the 2017 Comp Plan Amendments and helps identify the various subareas areas and designations. Discussion included the description of each zoning area including specific discussion on MUV 7 & 8 areas, which are subject to regulation like any other property and various park designations. 9. ADMINISTRATIVE REPORTS Director Wilson briefly went through upcoming events and time frames such as the public hearing on the appeal on the Code Interpretation Public Hearing which is scheduled to be held on July 11, There are no new Land Use applications only a few property owners on a few remaining developable parcels with questions. In midst of processing building permits for the projects that have already proceeded through the Land Use review processes. An appeal has been filed against the ARCO decision. The hearing date is yet to be determined, but may take place in August. Mr. Wilson noted he is currently working on a grant for the Shoreline Master Program update, in which the deadline is July 31, There should not be any significant changes to the current program. An update will be done to create development regulations for community parks. It was confirmed that the public notice was published for July 23, 2018 regarding PLNG & 020, definitions. Discussion included with communication of vacation schedules to ensure there is a quorum or to schedule a special meeting if necessary. An application for a new planning commission member has been received and the mayor will be interviewing the candidate soon. A motion was made to cancel the Planning Commission meeting on December 24, 2018 (Buck/Elliott); 4/0, motion carried. 2

PLANNING COMMISSION MEMBER COMMENTS Commissioner Buck issued a thank you to Staff for keeping everything moving forward for the meeting considering everything else that is occurring. Chair Ballard will be putting forward an to the commissioners requesting any known lack of availability during the summer months.
