STATUTORY QUALIFICATIONS: ORS Affirmative action policy: See ORS Diversity criteria: See ORS A State Workforce Investment Board shall be created under section 2821(b) and (c) of the Workforce Investment Act of 1998 to assist in the development of the State Unified Workforce Plan established under ORS and to carry out the other functions described by the federal Act. Membership of the board shall be in accordance with the requirements of section 2821(b) of the federal Act. Representatives of business described in section 2821(b)(1)(C)(i) of the federal Act who are appointed to the board shall be subject to Senate confirmation. selects the chairperson according to 2821(c) of the federal Act. A majority of the board shall re representatives of business, as described in section 2821(b)(1)(C)(i) of the federal Act. Members of the Legislative Assembly appointed to the board are nonvoting members of the boards and may act in an advisory capacity only. To transact business at a meeting of the board, a quorum of voting members must participate. A quorum shall consist of a majority of the voting members. At least 25 percent of the members participating shall be representative of business, as described in section 2821(b)(1)(C)(i) of the federal Act. Members are: Two members of the Senate appointed by the Senate President (DEMBROW, THATCHER) Two members of the House of Representatives appointed by the Speaker (HOLVEY, vacant) o Business representative positions (BOLKEN, BROWN, CHAFFEE, HALLIGAN, HOPEWELL, LUCHAK, MADDEN, MERSEREAU, NAGASUBRAMANIAN. O NEILL, PELL, RADIE, REYNOLDS, ROST, WALL, WEBER) o Chief elected officials (a county commissioner, county judge or the mayor of the City of Portland) (vacant) o Labor organization representatives, nominated by a state labor federation (BYRD, KROLICK, MILLARD) o Representatives of individuals or organizations that have experience with youth activities (vacant) o Representatives of individuals or organizations with experience and expertise in delivery of workforce investment activities, including chief executive officers of community colleges or community-based organizations (BELISLE, DUNN, PAYNE) Serving by position: (BROWN); Commissioner for Community College Services (CRANE)

2 Additional member representing elected officials, labor organizations or youth activities Additional members can be appointed by the if required to comply with federal law DUTIES AND AUTHORITY: ORS Develop and submit to the, a single, unified state plan that outlines a strategy with quantitative goals, for the statewide workforce investment system for the State of Oregon in accordance with section 2821 of the federal Workforce Investment Act of Upon the s approval of the state plan, the shall cause the State Unified Workforce Plan to be delivered to the Legislative Assembly. The board shall develop and include in the state plan goals designed to promote Oregonians selfsufficiency.
