(ID # 9001) Act BOND ACT-WCC75-Technology Upgrade Off Campus: A BOND ACT authorizing the issuance of up to FIFTY-FOUR THOUSAND ($54,000) DOLLARS in bonds of the County to finance Capital Project WCC75-Technology Upgrade Off Campus2011/ /16. Joint with B&A. Items 9001 : BOND ACT-WCC75-Technology Upgrade Off Campus and 9002 : BOND ACT-WCC76-Technology Upgrade On Campus-Phase II were discussed together. Pat D'Imperio, Anthony Scordino, Dawn Gillins, Westchester Community College, discussed the items. Mr. D'Imperio explained that New York State typically provides 50% of the funds for capital projects, but not necessarily for IT projects. However in this case there is state support for both projects. 4 Committee Meeting Minutes March 30, servers, tape drives, wireless equipment, and additional smart classrooms. The WWC76 bond will be used for replacement of servers, switches, video on demand, digital imaging equipment, and security enhancements of the network. Mr. D'Imperio described the changes in students are learning now and how that requires changes in the technology used to teach. He explained that the improvements will be across campuses, with the smart classrooms at the Peekskill campus. Legislator Shimsky requested a list of the equipment that is being purchased and for which campus. Mr. D'Imperio stated that just this phase would be competed within two years, which Legislator Shimsky asked be corrected in the committee report. Mr. D'Imperio explained some time was needed to get approval from the state as well. Mr. Testa asked whether these funds would be used for student use. Mr. D'Imperio explained there were separate funds for student use. Legislator Corcoran asked whether consultants are used. Mr. D'Imperio described an IT feasibility study to look at the amount of spending on technology. The money for this comes out of their planning study capital project WCC80. Legislator Shimsky asked whether the input from this study will change the spending of this request. Mr. D'Imperio clarified that this project was committed to, although if something came up that it wasn't appropriate that would adjust. Legislator Shimsky asked about the timeline for WCC76. Mr. D'Imperio explained this also would take less than 2 years, but time was built in for the approval process. With the amended committee report, with a motion by Legislator Marcotte and seconded by Legislator Spreckman the item was approved with a vote of 6-0. RESULT: SIGNED BY COMMITTEE 2. (ID # 9002) Act BOND ACT-WCC76-Technology Upgrade On Campus-Phase II: A BOND ACT authorizing the issuance of FIVE HUNDRED EIGHTY-SIX THOUSAND ($586,000) DOLLARS in bonds of the County to finance Capital Project WCC76-Technology Upgrade Off Campus (Phase II)-2011/ /16. Joint with B&A. Items 9001 : BOND ACT-WCC75-Technology Upgrade Off Campus and 9002 : BOND ACT-WCC76-Technology Upgrade On Campus-Phase II were discussed together. See 9001 for discussion. With a motion by Legislator Corcoran and seconded by Legislator Marcotte the item was approved with a vote of 6-0. RESULT: SIGNED BY COMMITTEE 3. (ID # 9032) Act BOND ACT-BIT37-Replace. Mental Health Case Mngmt System: A BOND ACT authorizing the issuance of THREE HUNDRED FIFTY THOUSAND ($350,000) DOLLARS in bonds of Westchester County to finance Capital Project BIT37-Replacement of Mental Health Case Management/Billing System. Joint with B&A and PS&SS. John McCaffrey, Howard Spreckman, Department of Information Technology, discussed the request. Mr. McCaffrey explained that the Mental Health department has had a software program for case management in place since 2006, which is becoming obsolete. Based on the program used for the Health Department, the bond will cover the replacement and implementation of a new system. Legislator Shismky inquired as to what kinds of equipment and quantities. Mr. McCaffrey said he could estimate this based on what had been done with the health department. He anticipated the implementation will take 12 months, which Legislator Shimsky requested be added to the committee report. Mr. McCaffrey described the case management system and said he could provide information on the billing system. (ID # 9033) Act BOND ACT-BIT36-Business Continuity & Disaster Recovery '16-'20: A BOND ACT authorizing the issuance of ONE MILLION ($1,000,000) DOLLARS in bonds of Westchester County to finance Capital Project BIT36-Business Continuity and Disaster Recovery ( ). Joint with B&A. John McCaffrey, Howard Spreckman, Department of Information Technology, discussed the request. Mr. McCaffrey explained this project was aimed at creating a redundancy of systems in the county in case of a disaster. The initial funding will look at public safety and financial systems, and working with a partner who focuses on disaster recovery. Locations will need to the determined, but otherwise the county knows what it needs to do, but needs an organization who can implement it. The cost of this request was derived by looking at the what was needed for public safety and emergency services and financial systems first. Following years would look at mental health and other departments. Legislator Shimsky asked that the specific departments being addressed be added to the committee report. Mr. McCaffrey described the funding going to equipment, additional virtualization software, migration software, and monitoring software. He anticipated this project would begin in late summer or early fall and the first phase of implementation in six to nine months. Legislator Corcoran asked about the states involvement with regional disaster recovery facilities for counties or municipalities. Mr. McCaffrey described what he was aware of the state doing and while they were not offering anything now, he could see going forward the state working with the counties for each others facilities to serve as redundancy. He also mentioned that he would be attending the NY State IT Directors Association meeting in May and he would be happy to report on the discussions after the meeting. (ID # 9034) Act BOND ACT-BIT35-Network Infrastructure Upgrade '15-'19: A BOND ACT authorizing the issuance of EIGHT HUNDRED FIFTY THOUSAND ($850,000) DOLLARS in bonds of Westchester County to finance Capital Project BIT35-Network Infrastructure Upgrade ( ). Joint with B&A. John McCaffrey, Howard Spreckman, Department of Information Technology, discussed the request. Mr. McCaffrey explained this request was the recurring annual update of existing network equipment, switches, routers, and expansion to wireless, as well as replacing the county phone system. The county's agreement with Lightpath has the rates held for three years, and then will more away from the Centrix system while a Voice over IP system is implemented. In house all calls will be handled by county equipment. Legislator Marcotte inquired whether the municipalities were still on Lightpath. Mr. McCaffrey explained the municipalities gain good pricing through the counties contract, including services the county does not use. Legislator Shimsky asked that the timeline be added to the committee report, as well as the list of what is being purchased. (ID # 9035) Act BOND ACT-BIT34-Video Surveillance Security Upgrade: A BOND ACT authorizing the issuance of TWO HUNDRED FIFTY THOUSAND ($250,000) DOLLARS in bonds of Westchester County to finance Capital Project BIT34 -Video Surveillance Security Upgrade. Joint with B&A. John McCaffrey, Howard Spreckman, Department of Information Technology, discussed the request. Mr. McCaffrey explained this request is a continuation of previous years replacement of video equipment. This had been done piecemeal by departments as equipment was failing, so this was created to look comprehensively and replace equipment before it failed. He provided a list of what was being replaced and where for this phase. Legislator Shimsky pointed out the list did not match the committee report. The timeline for this work is one year. Conditioned on receipt of requested information and with the changes in committee report, with a motion by Legislator Marcotte and seconded by Legislator Boykin the item was approved with a vote of 6-0. RESULT: SIGNED BY COMMITTEE 7. (ID # 9036) Act BOND ACT-BIT30-E911 Replacement Equipment Phase II: A BOND ACT authorizing the issuance of FIVE HUNDRED THOUSAND ($500,000) DOLLARS in bonds of Westchester County to finance Capital Project BIT30 -E911 Replacement Equipment Phase II. Joint with B&A and PS&SS. John McCaffrey, Howard Spreckman, Department of Information Technology, discussed the request. Mr. McCaffrey explained the initial phase of this project is underway, but some changes to the plan have been made because of developments in the industry. Implementation in Briarcliff, Tarrytown and Ossining have been completed. Peekskill, Mamaroneck Town and Elmsford are planned in the next few weeks. The next group will include White Plains PD, the County PD, Fire Control, Yorktown, Mamaroneck Village, and Ardsley. This bond is for Phase three; Mr. McCaffrey stated he could provide the complete list of which towns are planned. 7 Committee Meeting Minutes March 30, 2016 A BOND ACT authorizing the issuance of FIVE HUNDRED THOUSAND ($500,000) DOLLARS in bonds of Westchester County to finance Capital Project BIT6C -Purchase of Computer Equipment Joint with B&A. John McCaffrey, Howard Spreckman, Department of Information Technology, discussed the request. Mr. McCaffrey explained this was the recurring equipment replacement for servers and storage infrastructure. The department is moving to virtual servers where they can. This includes servers, storage, virtual servers hosts, and backend infrastructure. The storage components are about $280,000 and the remainder is for virtual server hosts. Legislator Shimsky asked for the next level down of cost breakdown. 1 Conditioned on receipt of requested information, with a motion by Legislator Marcotte and seconded by Legislator Boykin the item was approved with a vote of 6-0. (ID # 9039) Act BOND ACT-BIT9A-Geographic Information Systems '15-'19: A BOND ACT authorizing the issuance of TWO HUNDRED THOUSAND ($200,000) DOLLARS in bonds of Westchester County to finance Capital Project BIT9A -Geographic Information Systems Joint with B&A. John McCaffrey, Howard Spreckman, Department of Information Technology, discussed the request. Mr. McCaffrey explained this request is for components for the GIS system, predominantly for software tools and data used in the GIS division. This is a greatly used shared services where municipalities provide and use this infrastructure data. This is including a Real estate inventory program, involving any department that is involved with a county piece of property. It will also include building systems to satisfy FIA GIS requirements, mobile data collection, infrastructure and utility data collection, and climate change and sea level rise models. Legislator Shimsky asked that the departments be specified in the committee report. She also requested a breakdown of the equipment, software and labor to be purchased. Conditioned on receipt of requested information and with the changes in committee report, with a motion by Legislator Boykin and seconded by Legislator Marcotte the item was approved with a vote of 6-0.
