1 WILKES-BARRE AREA CAREER & TECHNICAL CENTER BOARD OF EDUCATION-JOINT OPERATING COMMITTEE September 16, 2013 MINUTES The Board of Education-Joint Operating Committee for the Career & Technical Center met Monday, September 16, 2013 at 6:30 p.m., at the school. Mr. Smith, Chairperson, presided and called the meeting to order. PLEDGE TO THE FLAG The meeting opened with the Pledge of Allegiance to the Flag. EXECUTIVE SESSION Mr. Smith stated that an executive session was held prior to the regular meeting and reported as follows: Pursuant to the Pennsylvania Sunshine Act, the chair wishes to announce that at its regular meeting convened for general purposes on September 16, 2013, the Joint Operating Committee of the Career & Technical Center went into closed or executive session at 5:30 p.m., and began the public meeting at 6:30 p.m. The subjects discussed in executive session related solely to matters of employee relations, labor negotiations, threatened and/or actual litigation. Minutes 2 September 16, 2013 APPROVAL OF MINUTES Mr. Raineri moved to accept the minutes of August 19, 2013 as received in the mail; Mr. Knick seconded and on a roll call vote with all members present voting, aye, the motion was unanimously approved. TREASURER S REPORT Mr. Quinn, Treasurer, presented the Treasurer s Summary for the month ending August 31, 2013, as follows: Opening balance for the General Fund as of August 1, 2013 was $943,592.83, August receipts were $883,433.85, August disbursements were $1,075,926.08, and the ending balance as of August 31, 2013, was $751, Opening balance for the Equipment Reserve Fund was $235,163.12, receipts were $9.99, disbursements were $0.00 and the ending balance was $235, Opening balance for the Miscellaneous Funds was $92,660.40, receipts were $548.36, disbursements were $0.00, and the ending balance was $93, The Student Activities account s opening balance was $11,563.83, receipts were $0.03, disbursements were $1,003.00, and the ending balance was $10, Also included in the members folders were a list of checks for approval and a list of cash receipts and cash disbursements for the month ended August 31, Mr. Quinn moved to accept the Treasurer s Report; Mr. Raineri seconded and on a roll call vote the members voted as follows: Mr. Mancini, yes ; Mr. Evans, yes ; Mr. Sciandra, yes ; Mr. Smith, yes ; Mr. Raineri, yes ; Dr. Susek, yes ; Mr. Latinski, yes ; Lou Elmy, yes ; Mr. Quinn, yes ; Mr. Knick, yes. The motion was unanimously approved. FINANCE COMMITTEE REPORT Mr. Quinn, Finance Committee Chairman, presented the following report: 1. Ratification was recommended to replace a fire hydrant on the school premises at a cost of $5, by Franchelli Enterprises, Inc. as per quote in Board Members folders. 2. Approval was recommended for payment to Attorney Raymond Wendolowski in the amount of $1, for legal services performed from July 1, 2013 to July 31, Approval was recommended to renew the membership with the Pennsylvania Energy Consortium one-year renewal, at a total cost of $ Approval was recommended to renew the annual OpenDNS Enterprise for $ as part of our content filtering solution.

Melone Co. and the Career & Technical Center. The proposal is for a three year period with increases of 1%, 1% and 1.25% pending final language from the Solicitor. November 1, 2013 to October 31, 2014 $72, = (71, base x 1%) November 1, 2014 to October 31, 2015 $72, = (72, base x 1%) November 1, 2015 to October 31, 2016 $73, = (72, base x 1.25%) 6. Approval was recommended to renew the DocuClass System Software Support Agreement with Topp Business Solutions for the document scanning effective November 1, 2013 and ending on November 1, 2014 at a cost of $7, Mr. Quinn moved to accept the Finance Committee Report; Mr. Sciandra seconded and on a roll call vote the members voted as follows: Mr. Mancini, yes ; Mr. Evans, yes ; Mr. Sciandra, yes ; Mr. Smith, yes ; Mr. Raineri, yes ; Dr. Susek, yes ; Mr. Latinski, yes ; Lou Elmy, yes ; Mr. Quinn, yes ; Mr. Knick, yes. The motion was unanimously approved. BUILDING COMMITTEE REPORT Mr. Mancini, Building Committee Chairman, presented the following report: 1. Building Superintendent Report: a. Installed two convection ovens in the kitchen. b. Tested the fire alarms throughout the building. c. Custodians painted the following rooms: Girls and boys bathrooms in H hallway Cosmetology classroom Bathroom and closet in C hallway Horticulture shop floor Auto 1 locker room and bathroom Auto-Body and Diesel bathroom and locker room Welding bathroom Air-Condition bathroom Residential Carpentry bathroom Boys and girls bathroom in H hallway Culinary Arts bake shop Kitchen ceiling Mr. Mancini moved to accept the Building Committee Report; Mr. Raineri seconded and with all members present voting yes the motion was unanimously approved.

4 Board of Education-J.O.C. Minutes 4 September 16, 2013 SOLICITOR S REPORT No formal report PERSONNEL COMMITTEE REPORT Mr. Raineri presented the Personnel Committee Report as follows: 1. Approval was recommended for two Data Processing staff members to attend the fall Attendance/Child Accounting Conference Professional Association of Pennsylvania (ACAPA) on November 1, 2013 in Hershey, PA. Cost includes renewal membership of $60.00 each and mileage according to policy. 2. Approval was recommended for Professional Employee Contracts for completing three years and six satisfactory teacher evaluations of the Temporary Employee Contracts as follows: Richard DuMond, Marketing Instructor Michael Pac, Machine Shop 3. Approval was recommended for Sean Moran, Capstone Coordinator and Robert Carey, Diversified Cooperative Education to attend the PCEA (Pennsylvania Cooperative Education Association) Conference on October 15 & 16, 2013 at the Nittany Lion Inn, State College. Cost includes registration, room/board, meals and mileage according to policy. 4. Approval was recommended for Joseph Ladd, Graphic Arts Instructor and Bill Christian, IT Coordinator to attend the NBM Show (Garment Printing Machine T-Shirt) on September 20, 2013 in Philadelphia. Cost includes mileage only. 5. Approval was recommended for Anthony Chopyak, Masonry Instructor to attend the Masonry Instructors Workshop on September 23, 2013 at Indiana University of PA. Cost includes mileage and meals according to policy. 6. Approval was recommended for a salary grade change for Michael Pac, Machine Shop Instructor from Step 5 Column B to Step 5 Column C of the Collective Bargaining Agreement pending negotiations. 7. Approval was recommended for a salary grade change for Gina Walker, Math Instructor from Step 3 Column H to Step 3 Column I of the Collective Bargaining Agreement pending negotiations. 8. Approval was recommended for the mentor teachers as follows at an amount determined per Collective Bargaining Agreement: a. David Namey Phil Schoener b. Pete Holland George Albright

Approval was recommended to rescind this item from the August 19, 2013 Meeting and replace it with Item #10 below: Approval is requested for Carmen LoBrutto, Headstart Coordinator/Science Instructor, Anthony Cibello, History Instructor, John Kozerski, Guidance Counselor and Anthony Guariglia, Assistant Principal to attend the Pennsylvania Department of Education, Bureau of Career and Technical Education s Conference on Integrated Learning: The School-to-Career Connection on November 5,6,7,& 8, 2013 at the Penn Stater Conference Center Hotel in State College, PA. Cost includes registration, room/board, meals and mileage according to policy. 10. Approval was recommended for Mr. Peter Halesey, Administrative Director and Mr. Frank Majikes, Assistant to Director/Principal to attend the Pennsylvania Department of Education, Bureau of Career and Technical Education s Conference on Integrated Learning: The School-to- Career Connection on November 5,6,7,& 8, 2013 at the Penn Stater Conference Center Hotel in State College, PA. Cost includes registration, room/board, meals and mileage according to policy. 11. Approval was recommended for David Zaykoski, Drafting Instructor to attend the CAD Productivity Event on September 24, 2013 at the Sand Hotel Bethlehem. Cost includes mileage and tolls according to policy. 12. Approval was recommended to accept the resignation of Robert Steininger, H.V.A.C. Instructor effective September 20, 2013 as per letter in Board Members folders. 13. Approval was recommended to post for the Heating/Ventilation-Air-Conditioning Instructor. 14. Approval was recommended to increase the school nurse per diem rate to $ per day. The motion was approved by majority vote. PRACTICAL NURSING/HEALTH CAREERS REPORT Mr. Latinski, Practical Nursing/Health Careers Chairman presented the Practical Nursing Report as follows: 1. Approval was recommended to approve the payment for Bognet, Inc. for the sixth installment on the Plumbing Construction for the practical nursing/data processing building renovation project at a cost of $1, This purchase is to be funded from Practical Nursing funds. 2. Approval was recommended to approve the payment for Bognet, Inc. for the seventh installment on the HVAC Construction for the practical nursing/data processing building renovation project at a cost of $32, This purchase is to be funded from Practical Nursing funds.

Approval was recommended to approve the payment for Everon Electrical Contractors, Inc. for the seventh installment on the Electrical Construction for the practical nursing/data processing building renovation project at a cost of $12, This purchase is to be funded from Practical Nursing funds. 4. Approval was recommended to approve the payment for Crabtree, Rohrbaugh & Associates Architects for professional services from March 1, 2013 to July 31, 2013 for the practical nursing/data processing building renovation project at a cost of $5, Approval was recommended for Jill Evans Kryston from Defining Manners to make a presentation to students at a cost of $ Approval was recommended to approve the payment for Apollo Group, Inc. for the sixth and seventh installment on the General Construction for the practical nursing/data processing building renovation project at a cost of $73, This purchase is to be funded from Practical Nursing funds. 7. Approval was recommended to approve the payment for Bognet, Inc. for the seventh installment on the Plumbing Construction for the practical nursing/data processing building renovation project at a cost of $1, This purchase is to be funded from Practical Nursing funds. 8. Approval was recommended to approve the payment for Bognet, Inc. for the eighth installment on the HVAC Construction for the practical nursing/data processing building renovation project at a cost of $22, This purchase is to be funded from Practical Nursing funds. 7 Board of Education-J.O.C. Minutes 7 September 16, 2013 OLD BUSINESS Mr. Mancini: Oh, I have one. I don t know if it is Frank or Pete. A couple months back, I thought Lynn would be here tonight, she ask about this rotating Superintendent thing and you said that they had, I think with Phil s input, that they had a meeting every month and we would wait to hear from the Superintendents on how they felt about it. I was just wondering if you had a meeting in these last two or three months or when there is one scheduled. Mr. Halesey: For the Superintendents Mr. Mancini: Yup Mr. Halesey: Because of our meeting Mr. Smith, Frank went it was last week and ours is schedule for a week tomorrow. Mr. Mancini: Here; here at the school. And there is one held every month. Mr. Halesey: One at the I.U. and ours is this month. Mr. Mancini: And there is one held here every month. Mr. Halesey: No Mr. Mancini: No, well why was it said that there is one held here every month when we talked about this the last time. Mr. Halesey: I said that there is a meeting once a month. Mr. Mancini: I don t think that you were at that meeting Pete I think you had taken leave when it was brought up. Ok asked and answered, Thank you Mr. Smith. COMMUNICATION FROM CITIZEN S Mrs. Pacuska, Practical Nursing Director: Our department is complete and everyone is welcome to come down to see it. Mr. Mancini: Pete, I am sorry if I can jump back for a minute. Are you and Frank or somebody going to bring that up at the next meeting then? Frank: yes it is on the agenda.
