Call to order of the City Council. Mayor Cardona called the meeting to order at 6:06 P.M. 2. Pledge of Allegiance. Mayor Cardona led the Pledge of Allegiance. 3. Citizen/Public Communication. - Mayor Cardona commented on the current social media postings about the City. - The following citizens spoke at this time: Zoe Trieff, 1031 Sunflower Trail Glen Wilkerson, 27 Sunset Trail 4. Staff and Committee reports on subject matters in written report issued on Dec. 15, ) City Administrator Report on subject matters in written report issued on December 15, Clay Collins, City Administrator, reviewed items from the written report. - Responding to Mayor Cardona s question, the City offices will be closed on December 23, 2016, December 26, 2016, and January 2, ) Police Department Report on subject matters in written report issued on December 15, Chief Ford reviewed items from the written report. 3) Public Works Dept. Report on subject matters in written report issued on December 15, Page 1 of 6

2 Katy Phillips, Public Works Director, provided construction updates on the City Facilities project, Country White Lane city property fencing project, and Pillow Road street repairs. 4) Quarterly Report of the Planning and Environmental Committee on subject matters in written report issued on December 15, Carolyn Meredith, Environmental Services Manager, reviewed the written report. 5. Council consideration of agenda items for approval on consent. Council Member Jenkins made a motion to approve agenda items 7, 8, 9, and 12 on consent. Council Member Rosengarten seconded the motion. All voted yes and the motion carried. APPROVED ON CONSENT 7. Consider approval of Financial Statements for the quarter ending September 30, (Councilmember Rosengarten/Administration) 8. Consider approval of an Ordinance amending Ordinance No B amending the City of Sunset Valley Budget for Fiscal Year for year-end budget amendments. (Councilmember Rosengarten/Administration) 9. Consider approval of signatories for City Banking and Investment Accounts. (Mayor Cardona/Administration 12. Consider approval of a resolution appointing members to the Sunset Valley Crime Control and Prevention District as provided in Section of the Local Government Code. (Mayor Cardona/ Administration) 6. Approval of the minutes from the December 6, 2016 meetings. Council Member Kharod made a motion to approve the minutes from the December 6, 2016 meeting as amended. Council Member Rosengarten seconded the motion. All voted yes and the motion carried. 10. Discuss possible revision to Chapter 31 of the Code of Ordinances relating to Standing Committees. Any change would require approval of an ordinance at the future meeting based on any direction from the Council. (Mayor Cardona/Administration) - Clay Collins, City Administrator, reviewed the proposed changes to the ordinance. - Council Member Jenkins said he is looking for feedback from the residents. - The following residents spoke at this time: Miguel Huerta, 16 Pillow Road Karen Medicus, 36 Pillow Road Carla Jenkins, 800 Oakdale Drive Melissa Gonzales, 26 Reese Drive - Include a definition for Council Liaison. - Staff will bring back a revised draft ordinance at a later Council Meeting. 3 Consider appointments to Standing Committees as provided in Section of the Code of Ordinances; appointments to the Arts Commission as provided in Section of the Code of Ordinances, and appointments to the Zoning Commission as provided in Section of the Land Development Code. (Mayor Cardona/Administration) - Clay Collins, City Administrator, made some introductory comments. Council Member Rosengarten made a motion to appoint the following residents as regular members to the Budget, Finance, and Administrative Committee. The motion was seconded by Council Member Jenkins. All voted yes and the motion carried. Rudi Rosengarten, Council Representative John Bellanca Donny Hurwitz J.R. Esquivel Michael Francis Ketan Kharod Melissa Gonzales Wanda Reetz Council Member Kharod made a motion to appoint the following residents as regular members to the Public Safety Committee. Council Member Jenkins seconded the motion. All voted yes and the motion carried. Council Member Rosengarten seconded the motion. All voted yes and the motion carried. 4 Mayor Pro Tem Bruner made a motion to appoint the following residents as regular members and one resident as an alternate member to the Public Works Committee. Council Member Jenkins seconded the motion. All voted yes and the motion carried. Randy Machemehl Marc Bruner, Council Representative John Bellanca Mary Black Alfonso Carmona Charles Goyette Melissa Gonzales Ken Schroeder Richard Leigh, alternate Council Member Jenkins made a motion to appoint the following residents as regular members, one resident as an alternate member, and appoint one honorary member to the Arts Commission. Council Member Rosengarten seconded the motion. All voted yes and the motion carried. Council Member Jenkins seconded the motion. All voted yes and the motion carried. 5 Council Member Rosengarten made a motion to appoint the following residents as regular members to the Community and Economic Development Committee. Mayor Pro Tem Bruner seconded the motion. All voted yes and the motion carried. Mickie Powers, Council Representative Penny Cedel Karen Flournoy Sandi Williams Anezka Carmona Ruth Pifer CITY COUNCIL TOOK A BREAK AT 7:15 P.M. CITY COUNCIL RETURNED TO THE DAIS AT 7:27 P.M. 13. Consider approval of an agreement with Asakura Robinson for conceptual design and public facilitation services for the Uplands Project. (Mayor Cardona/Administration) - Sara Wilson, Assistant City Administrator, reviewed the project and the process for choosing the contractor. - Mayor Cardona reported that Sasha Russell wrote in support of the agreement. Council Member Jenkins made a motion to approve an agreement with Asakura Robinson, not to exceed $34,000 and reimbursable expenses of $750, for conceptual design and public facilitation services for the Uplands Project. Mayor Pro Tem Bruner seconded the motion. - The following residents spoke at this time: John Frick, 36 Pillow Road Karen Medicus, 36 Pillow Road David Lapham, 29 Lone Oak Trail Jose Flores, 1 Curley Mesquite Cove Mayor Pro Tem Bruner voted yes. Council Member Jenkins voted yes. Council Member Kharod voted yes. The motion carried by a 3 to 1 vote. Council Member Rosengarten voted no. 14. Presentation and discussion of proposed changes to Chapter 96 Parks of the Code of Ordinances. This would require approval of an ordinance at a future meeting. Recommendations from the Public Safety Committee and Planning and Environmental Committee will be presented. (Mayor Cardona/Public Works and Environmental Services Police Department) - Carolyn Meredith, Environmental Services Manager, gave a presentation and asked Council for direction on alcohol consumption on the trails. - Chief Ford provided the Police Department s reason for prohibiting alcohol consumption on the trails. 6 The following residents spoke at this time: Melissa Gonzales, 26 Reese Drive Carla Jenkins, 800 Oakdale Drive Terry Cowan, 4500 Stearns Lane Ariel Cloud, 1038 Sunflower Trail Anezka Carmona, 1038 Sunflower Trail - Staff will bring back a revised draft ordinance at a later Council Meeting. 15. Presentation and discussion of a proposed Outdoor Lighting Ordinance. This would require approval of an ordinance at a future meeting. (Mayor Cardona/Public Works and Environmental Services) - Carolyn Meredith, Environmental Services Manager, gave a presentation and discussed Dark Sky Lighting. - There was a discussion by the staff and Council before the following residents spoke: Miguel Huerta, 16 Pillow Road Ariel Cloud, 1038 Sunflower Trail Terry Cowan, 4500 Stearns Lane - Staff was provided additional direction: What are the benefits of certification and is the City aiming for certification? Develop an FAQ on the subject. Explain differences in this ordinance and the nuisance law. Details on the costs of shielded lights vs. non-shielded lights. The City Council did not move into Executive Session. 16. Take appropriate action, if any, regarding any items discussed in Executive Session. A motion was made by Council Member Jenkins and seconded by Mayor Pro Tem Bruner to adjourn the meeting at 9:17 P.M. All voted yes and the motion carried.
