2 Board of Aldermen Page 2 of 8 November 26, Typewritten notice of hearing posted at the Municipal Center, Longview Farm House, the Firehouse and on the City s website. Finance Director Pamela Reitz was present for the hearing and provided highlights of the proposed 2019 Budget. Alderman Mange noted that the City has made large infrastructure expenditures to benefit residents in recent years. He added that it was time to consider future plans and the proposed Infrastructure Task Force would be able to assist with prioritization. Alderman Butler stated that she will be requesting that the Deer Management Program and Beatification Grant expenditures be moved back into the General Fund. Discussion ensued about appropriateness of having these particular expenditures in the Road Fund. Ms. Reitz noted that the location of both programs in the Road Fund was acceptable by accounting standards, by City policy, and by the City s auditing firm. Attorney Steve Garrett stated that he believed that there was sufficient nexus for the programs to be located in the Road Fund. Ms. Reitz confirmed that if the programs were moved into the General Fund, a negative structural balance would result and cuts would need to be made to balance the Budget. Mayor Dalton called for public comments. John Hoffmann, Manor Hill Road, noted that the logic described by Attorney Garrett for the Road Fund could be used to move ticket revenue to the Road Fund. He added that the City policy could be amended by the Board, if desired. Hearing no further, the public hearing was closed.
