6 Transportation Committee DDOT Construction Permit # / Grimke School Redevelopment / 1923 Vermont Ave NW The Committee recommends that the ANC support the permit with the condition that in accordance with the Duke Plan to honor the area s historic and cultural significance -- DDOT allow and the developers use brick/granite sidewalks and cohesive streetlights as currently present on Vermont Ave between U St and T St, on the Vermont Avenue face; and that fixtures (bike racks, streetlights) are designed to enhance the historic and cultural use of the building. Commissioner Cacozza moved to support the committee s recommendation Motion passed with unanimous consent Proposal: A Vision Zero Task Force for ANC1B The Committee recommends the full ANC establish a Vision Zero Task Force until the new year when a subcommittee can be convened and led by Daniel Winston. Background: Bus stop is located near the corner of Vermont Avenue and U street, up the block from the Grimke School. The bus stop serves the 63 and 64 bus routes Mardicia Nana has approached the ANC with concerns about bus riders who regularly obstruct the entrance to her home while they are waiting at the stop Result: Ms. Nana will begin a petition on the block to gather local support for moving the bus stop a short distance. Possible locations include (1) across the intersection of Vermont St and U St (2) further down the block outside the new Grimke development. The ANC will review the petition after it has been circulated. v 2019 Rock n Roll DC Marathon and Half Marathon Presenter: Diane Romo Thomas Time: 15 minutes Action: Review street closure proposal to recommend a letter of support to ANC 1B Background: The Marathon and Half Marathon will pass through ANC 1B on March 9 th, 2019
8 The organizers are asking to close Harvard St, 5 th St, 4 th St and Bryant St from 6:30am 12pm The closures were approved by the ANC for this event in 2017 and 2018 MPD will not allow cars to park on the closed streets during the race Result: The Committee voted to approve a letter of support for the marathon. 5 in favor, 0 opposed, 0 abstentions. v DDOT NOI# / Installation of Parking Restriction for Passenger Loading Presenter: DeAngelo Baynes Time: 15 minutes Action: Recommend comment on NOI to ANC 1B for December 13, 2018 meeting. Background: DDOT is rolling out a passenger loading pilot program in five locations around the city (14 th and U, the Zoo, the Wharf, Georgetown and Union Market) This proposal would create a no-parking, loading-only zone on the 1900 block of 14 th St NW (west curbside) and the 2000 block of 14 th St NW (east curbside) at the intersection of 14 th and U streets. DDOT plans to put up signs in December 2019, after receiving all comments Parking enforcement will do periodic sweeps and issue $75 tickets The committee approved of the idea, but discussed the following concerns: adequate parking enforcement; possible conflicts from the position of the bus stop at the northeast corner of 14 th Street and U Street; how the pedestrian loading zone can accommodate commercial loading; possible street furniture alongside the loading zone; public data sharing after the first year to show the community how the pilot is working Result: The committee voted to approve the NOI, with language that encourages DDOT to step up parking enforcement and report publicly on the status of the zone after one year. 4 in favor, 1 opposed/abstention. v Feedback for DDOT Report for 14 th Street Traffic Decongestion and Bus Improvements Work Session Presenter: Chair Cacozza Time: 20 minutes Action: Review report and make recommendations to ANC1B to support or study selected suggestions Background On June 23, 2018 DDOT help a community work session with ANC1A and ANC1B to address concerns with traffic movement, crowding and safety on 14 th street near Columbia Heights What items in this report should the ANC advocate for to DDOT? Result: The committee recommends that ANC1B and ANC1A collaborate on a joint recommendation or resolution on this project.
9 v Vision Zero Task Force Presenter: Task Force Chair Winston Time: 20 minutes Action: Planning the goals and actions for the Vision Zero Task Force Background The ANC created a Vision Zero Task Force, per this committee s recommendation The Task Force is recruiting members and planning for 2019 Result: The first meeting of the Vision Zero Task Force will be December 8, pm upstairs at Saloon (1207 U St) v Community Announcements: DC released a new set of scooter and dockless bikeshare regulations to take effect in The new rules will raise the cap from 400 vehicles per operator to 600, charge operators fees for permitting, require that operators deploy in all 8 wards and have some form of non-smartphone payment method. The comment period for these regulations will close before the next meeting of ANC 1B. v Meeting Adjourn:
