Elizabeth Farrell and Carly Didden Brining 5G network to the district o Crown Castle has filed 2 applications with DDOT for small cells going on wood poles in 1B to provide the area with 5G wifi! Poles are either existing poles owned by Pepco or version or similar ones! It is assumed more units will be installed in the future! Martin Smith, Executive Director at Barrack Row Main Street o Program with a grant provided by DC is proposed for 14th st NW will run from Thomas Circle to Chapin Street o New program that won t have preset objectives but rather working with small businesses to decide agenda Official Session Commissioner Turner called the meeting to order at 7:02pm Community Announcements! Background: Kiss is requesting an 88 wide by 40 deep enclosed sidewalk café This is across two sidewalk cafés, one on Florida Avenue, one on T street The café would operate year round, 8am 12am The settlement agreement for Kiss limits their hours of operations to 11: 00 am- 11:00 pm Monday-Friday and to 12:00 midnight on Saturday and Sunday The hours of operation can be reviewed by the ABR Committee The café would have six umbrellas, six 3x3 tables, all ADA accessible, and 24 seats Result: Motion to support the permit on the on the condition that the sidewalk cafe fronting Florida Ave is reduced from 8 ft of width to 4 ft of width. Passes unanimously, 5 in favor, 0 opposed, 0 abstentions. DDOT Construction Permit #314221/Trash Enclosure Installation for Cork Wine Bar th St / SMD 1B12 Presenter: Cork Wine Bar Time: 20 minutes Action: Recommend approval or rejection of the application to ANC 1B for September 6, 2018 meeting. Background Cork Wine Bar is adding a 35-table summer garden to the rear of their building The ANC now has a settlement agreement in place with Cork after neighbors protested the addition. The SA limits the summer garden to restaurant service, no bar service and limits the space to seated patrons only. Cork is installing trash cans and enclosures at the exit to the summer garden, on S Street The SA stipulates that trash must be picked up 6 times a week and trash and recycling must be held in a locked and covered structure on public space David Lipscomb will be representing the concerns of a group of neighbors DDOT and DCRA (per the applicant) have returned objections over the trash receptacle The applicant indicated that her team may redesign the summer garden and trash receptacle after hearing those concerns, which include the presence of the curb cut and the intrusion of the trash into the public space Cork will have a public space committee hearing September 27th Result: Motion to oppose the permit application based on the fact that the applicant indicated that she may be changing the design of the trash receptacle to address opposition from DDOT and DCRA. Further recommend that if there is another opportunity for the Transportation Committee to review an updated application, the ANC should send this permit back to the Transportation Committee. 5 in favor, 0 opposed, 0 abstentions. Jefferson Apartment Group Plans Presenter: Jeff Sledden Time: 15 minutes

Background: Jefferson Apartment Group at th Street NW is presenting plans for a mixeduse multifamily development on the site of the former Town Danceboutique The Jefferson Apartment Group used the DCRA Velocity program to get and expedited permit review and are constructing a by-right building, so all the permits are in-hand The committee only reviewed the plans for public space during construction. Construction could begin as early as mid-september, and would close of the sidewalk on 8 th street in front of the building. During the construction the sidewalk on the east side of the block would be closed. Pedestrians would have to cross the street to walk on 8 th street sidewalk, there would be a flagger present during all construction times to direct traffic. Result: Motion to write a letter in support of the construction safety protocols Jefferson Apartment Group is taking passed 5 in favor, 0 opposed, 0 abstentions. Jefferson Apartment Groups will maintain a flagger on-site in order to direct traffic during all construction hours and will post signage directing pedestrians to walk on the west side of 8 th street. ANC1B recognizes that these closures of public space are a safety precaution made in accordance with the Public Space Regulation Division s pedestrian protection preferences. ANC1B supports the closure of the sidewalk during construction that adheres to the DDOT Pedestrian Safety and Work Zone Standards for Sidewalk Closures and prioritizes the safety and mobility of pedestrians, cyclists and drivers on 8 th street. ANC 1B, at its regularly scheduled, publically noticed September 13, 2018 public meeting, with a quorum of X of 12 present, voted to support the closure of the sidewalk during construction only, as it adheres to DDOT standards for work zone safety.
