2 From the President Same sex marriage? Now transgender bathrooms? When did toilets become political? Is anything sacred and private anymore? Everyone in the United States of America deserves equal treatment under the law but some groups want to be treated more equally. Accepting different lifestyle choices and paving the way towards equality should not marginalize everyone else. Even though it is wrong to harass or discriminate against anyone, this policy will be directed towards solely appeasing transgenders while negatively affecting people who are not transgender. It does not seem fair that the majority of the population should sacrifice their comfort for only a few. This certainly does not mean we should denigrate those who genuinely struggle with their gender identity. We recognize their struggles, reach out to them with compassion, and encourage them to work with professionals to assist them with their struggles. When we extend complete rights and freedom to transgender individuals, when do their freedoms start violating everyone else s? We can honor the needs of a small minority a very small minority without trampling the privacy rights of the great majority. Bonnie Hochberg Candidate s Forum Report As Chairman of the Candidate s Forum, I am happy to announce that plans are going along smoothly. The date for the event is Saturday, June 11th at Briarwood. The time is 2 PM to 5 PM. We are having light appetizers and a cash bar. I am counting on every one of you to help get every Republican or Independent to come and listen to the Candidates. 3 From the First Vice President America s History Is Quickly Being Erased The U.S. Supreme Court recently let stand a ruling by a three judge panel of the Tenth U.S. Circuit Court of appeals that ordered an Oklahoma official to remove a monument displaying the Mayflower Compact of 1620 from a public park because the Mayflower Compact talks about God. The Mayflower Compact, signed and adopted by the Mayflower pilgrims in 1620 as their charter for government, was a precursor to the U.S. Constitution and the rule of law principle that allowed America to quickly become the most free, most prosperous nation in human history. But now even the Mayflower Compact cannot be displayed on public property. The Mayflower Compact and the Declaration of Independence, America s founding document, are based on the principle that our rights are unalienable because they are granted to us by GOD, not government. America s Declaration of Independence states: We hold these truths to be self-evident, that all men are created equal, that they are endowed by their CREATOR WITH CERTAIN UNALIENABLE Rights that among these are Life, Liberty and the pursuit of Happiness. Will we also have to tear down the Lincoln and Jefferson Memorials? One court has already ruled that it s unconstitutional to recite the Pledge of Allegiance in public schools because it contains the phrase One Nation under God. James Madison said We have staked the whole future of American civilization not on the power of government, and have staked our future of our political institutions upon the capacity of each and all of us to govern ourselves, according to the TEN COMMANDMENTS OF GOD. A warm welcome to Ellen Charette, Angela Cherevka, and Lori McConnell! Welcome ladies! The directories are out! If you didn t receive one at the April luncheon, they will be available at the May meeting. Again, I would like to reiterate how we appreciate you all bringing guests each month. Last month Jana DeWit was the winner for bringing the most guests to the luncheon. Congratulations, Jana! Have a wonderful summer everyone and look forward to seeing you in the fall! 5 Americanism In 1887 Alexander Tyler, a Scottish history professor at the University of Edinburgh, had this to say about the fall of the Athenian Republic some 2,000 years prior: "A democracy is always temporary in nature; it simply cannot exist as a permanent form of government. A democracy will continue to exist up until the time that voters discover that they can vote themselves generous gifts from the public treasury. From that moment on, the majority always votes for the candidates who promise the most benefits from the public treasury, with the result that every democracy will finally collapse over loose fiscal policy, (which is) always followed by a dictatorship." 6 Congressman Franks Update Greetings to you and your family! It has been a very busy first quarter in Washington, D.C. I d like to share some of the highlights with you. Legislation that will help Arizonans: It was an honor to represent you in supporting the following bills, which among many others, passed the House. H.R Restoring Americans Healthcare Freedom Reconciliation Act Passed House January 6 th H.R Supporting Transparency, Regulatory, and Environmental Actions in Mining Act Passed House January 12 th H.R. 757 North Korea Sanctions Enforcement Act Passed House January 12 th ; Became Law February 18 th H.R Housing Opportunity Through Modernization Act Passed House February 2 nd H.R Iran Terror Finance Transparency Act Passed House February 2 nd H.R Capital Markets Improvement Act Passed House February 3 rd H.R. 766 Financial Institution Customer Protection Act Passed House February 4 th H.R Scientific Research in the National Interest Act Passed House February 10 th H.R Debt Management and Fiscal Responsibility Act Passed House February 11 th H.R Ensuring Access to Quality Medicaid Providers Act Passed March 2 nd In another attempt to scale back the Affordable Care Act (ACA), I voted YES on H.R Restoring Americans Healthcare Freedom Reconciliation Act which would dismantle the ACA and would prohibit taxpayer funding of Planned Parenthood and other abortion providers. The Senate passed the bill as well and we sent it to the President s desk. Unfortunately the President vetoed this bill and it did not become law. Other Highlights: Many of you have reached out to our office by phone, , letters, and on social media to express your mistrust of Washington and your dissatisfaction with the seemingly constant gridlock in Congress. I couldn t agree with you more that this is a serious problem. What you may not know is the Senate s abuse of the filibuster is, at least partly, to blame. In January, I wrote an op-ed about this problem and the way to break the stranglehold on progress.

7 It was a pleasure to host another coffee with the Congressman. This recurring mini town hall provides me a wonderful opportunity to speak with you, to hear your thoughts, concerns, and what you value most. Thank you to those who attended. I look forward to our next event in the District. Sincerely, Trent Franks Lesko Legislative Update - April 2016 Why I VOTED YES to refer Propositions 123 and 124 to the ballot: A. Proposition 123 (Education Funding): Republicans and Democrats in the AZ Legislature voted to refer Proposition 123 to the ballot in order to increase funding for K-12 education and to resolve a long-standing lawsuit. The legislation is a result of negotiations with the schools, teachers, legislature, and governor's office. I voted YES to refer this to the ballot because: * It adds $3.5 Billion to K-12 education over 10 years without increasing taxes. * $2.2 Billion comes from increased distributions from the state land trust which is in place to help fund education. * $1.325 Billion comes from the legislature's decision to increase state general funds to education and reallocations. * Protections are added to ensure that state trust land assets are protected for the future. The state land trust ending balance is projected to increase from the current $4.8 Billion to $6.2 Billion by 2025 even after the increased distribution to schools. B. Proposition 124 (Pension Reform): Proposition 124 is the result of the legislation I sponsored and worked on for over a year. It passed out of the Senate unanimously and out of the House overwhelmingly. I voted YES to refer Proposition 124 to the ballot because: * It protects and sustains the fire fighter and police pension system. * It saves taxpayers over $1.5 Billion. * It saves the cities, counties, and state money so more law enforcement and police can be hired. * This proposition is a result of over one year of negotiations with the fire fighters, police, cities, counties, Republican and Democratic legislators, and the governor's office.

8 C. The election for Prop 123 & 124 is on May 17th or by early ballot. For voting information, visit Maricopa Co. Elections website. Together, we can make a difference. Sincerely, Debbie Lesko Arizona State Senate Legislative District 21 Proposition 123 is LESS money for schools and RAISES taxes I wish I could support Proposition 123. I wish it was in the best interest of our schools, teachers, and taxpayers. I wish it lived up to the claim of being more money for schools without raising taxes. Unfortunately it is none of these things. Anytime politicians tell you they have found a way to spend money without raising taxes, they are either raising debt or raiding a trust fund. It is why our federal government owes $19 Trillion and our Social Security Trust Fund is depleted. Our federal government has made false promises, and Arizona is now following suit. Proposition 123 is a raid on the Schools Permanent Endowment Trust Fund which was established by Congress at Arizona s statehood. It is a pool of money intended to grow for the benefit of educating Arizona schoolchildren forever. We can spend interest, but we are never to spend principle, as this plan does in a BIG way. Proposition 123 violates this Congressional requirement, and if passed, a new multi-year lawsuit will likely begin, further delaying funding for our schools. The politicians are saying that this Trust is underperforming our schools. This is incorrect. The amount we spend on schools from the Trust is now the highest in Arizona history, roughly $100 million a year, and should double about every seven years. Voting NO on Proposition 123 keeps this money for its intended purpose, benefiting our schools forever. Saying yes cuts the trust fund by over a third, costs our schools (and ultimately our taxpayers) Billions of dollars, keeps teacher pay at 50th in the country, raises property taxes, and creates a huge fiscal cliff in ten years that will hit hardworking taxpayers. Let me say part of that again. Right now Arizona is 50th in the country in teacher pay. If Prop 123 passes, and the trust fund is raided, and when property taxes increase, we will

9 still be 50th in the country in teacher pay! As the Arizona Republic has pointed out, this is merely a "scam" on the voters to make them think that this is free money, when in reality it comes at a very high price to our children, teachers, and taxpayers. The public is also being told that Prop 123 is more money for teachers. Anyone that reads the language of this bill know this is not true, and their claim was also factchecked by the Republic recently and given ZERO stars and rated False. Prop 123 does the opposite, it is purposefully written to make it possible for the money to go to administrative raises without a single dollar going to a teacher or classroom. And a dirty little secret of Prop 123 is that it will also increase Trust fund payouts to the State Hospital and State Prisons, among other non-school related spending increases. Bottom Line: Proposition 123 is LESS money for schools, and RAISES property taxes (see AZ Republic November 18 th, 2015). It is shameful that the proponents are misleadingly telling the public otherwise. Quite frankly, if the Yes on 123 campaign was a business instead of a political campaign it would be guilty of fraudulent advertising. It seems to be an unfortunate rule of thumb in today s political world that since the politicians supporting Prop 123 will be out of office in eight years or less, they care little that when this plan expires in ten years our school finances will be a mess and taxpayers will foot a huge bill. Before being elected as Treasurer, I had never run for office. Like many, I was frustrated with the poor financial decisions being made on our behalf, and took a huge pay cut to help our government make smarter decisions with taxpayer money. We can do better. We can solve the inflation funding lawsuit without raiding the Trust, provide higher pay to teachers, and save taxpayers from a huge fiscal cliff. But the only way Arizona gets there is by voting NO on 123, as I will be doing. -Jeff DeWit State Treasurer of Arizona

10 America s Mighty Warriors CHANDLER, AZ (KPHO/KTVK) - A man now sits in jail charged with the horrific hit-and-run of a veteran who was trying to help a victim of domestic violence. Now the mother of a fallen service member is carrying out one of her son's final wishes -- random acts of kindness. Debbie Lee runs an organization called America's Mighty Warriors. It provides those random acts of kindness to military members. She says she had to meet Steven Richardson when she heard about his selfless act a week ago. She asked us to be there. It's is the ultimate example of turning something bad into something good. "I'm blown away right now," Samantha Richardson, Steven's wife, said. "I don't even know what to say." The fact that it was a complete surprise made the experience even better. "No, I would have never expected this to happen," Samantha said. The surprise was courtesy of Lee, who was inspired to live a life of giving back following the 2006 death of her son, Marc. "It's a double blessing for me because I'm accepting my son's challenge in his last letter home," Lee explained. "My son, Marc Lee, was the first Navy SEAL killed in Iraq." Lee arrived at the Richardson home as we were conducting an interview with them. They did not know she was coming. Before Marc died, he wrote what's known as his "glory letter." "...And in there, he talks about doing more random acts of kindness and how we could change our world," Lee said. Lee says Richardson did just that when he tried to help a woman being beaten and dragged across the parking lot of the Fry's shopping center on East Riggs Road in Chandler. The suspect, Cody Gibson, ran him down and fled the scene. Police have since arrested him. "If someone was in trouble I would do it again," Richardson said. "You exemplify doing those random acts of kindness," Lee told Richardson. "So, we'd like to present you with a check for $5,000 as a random act of kindness."

11 Richardson was more shocked by the framed copy of Marc's letter. "It means 100 percent more than any form of money," he said. Lee said that shows it doesn't take a ton of green to make a difference for someone else. "If everybody did this on a more regular basis, our world really would be a different place," she said. Gibson, 18, is being held at the 4th Avenue Jail. Accused of aggravated assault and hitand-run, his bond is $200,000. Gibson's next court date is April 21. Invocation & Pledge: Chaplain Gayle Salter gave the invocation and AZ State Treasurer Jeff DeWit led the Pledge of Allegiance to the Flag of the United States of America. Introductions: 1st Vice President Jan Martinson introduced and welcomed our guests. Secretary: The minutes of the March 19, 2016 meeting were approved as printed. Dignitaries Introduced: Past President NFRW: Rae Chornenky is running for Arizona Republican National Committee Woman. Maricopa County Board of Supervisors: Supervisor Hickman informed members about recent election process improvements and contract discussions with the Diamondbacks baseball franchise. Also, he is running again for the same office. Maricopa County Community College District Member-atLarge: John Heep is running again for the same office. Maricopa County Community College District #4: Jean McGrath endorsed John Heep. 3rd Vice President AzFRW: Mary Baumbach, AzFRW Summer State Meeting will be held June 16-18, 2016 at the Prescott Resort & Conference Center. AzFRW Day at the Legislature: Member Beth Joice reported about the activities of this event urging more to attend next year. 16 NFRW Policy for Counting Volunteer Hours The Campaign Award Program is an effective tool to demonstrate the power of Republican Federated women at the local, state and national levels. The program honors individual Clubs and State Federations that spend tremendous amounts of time volunteering (non-paid) for our Republican Party, our Republican candidates, and our Federation of Republican Women. The following policy details which activities can be included in your volunteer campaign hours: 1. All non-paid campaign activities benefiting our Republican Party, candidates, and/or the Federation. 2. Campaign work done at home, i.e. mailings, preparing campaign posters, phone calls, computer work, etc. 3. Work at and/or for a special campaign event but NOT if you attend as a paid guest OR if you are compensated for the event. 4. Attendance at (and travel portal to portal) State or National Federation Board of Directors Meetings and Conventions as well as time spent in preparation for Federation meetings if you serve on a committee. 5. Time in session at (and travel portal to portal) municipality, precinct/ward, county, district, or state party conventions. 6. Time in session at (and travel portal to portal) RNC conventions. 7. Time spent as a county, state, or national party committee member or as a temporary member, i.e. Rules Committee, Resolutions Committee, etc. 8. Campaign work at club meetings, i.e. getting petitions signed, doing mailings, etc. DO NOT COUNT TIME SPENT IN REGULAR BUSINESS AT CLUB MEETINGS. 9. Traveling from event to event but NOT for personal stops en route. 10. Volunteering at any municipality, county, state or Federation headquarters. 11.
