1 CITY OF MUKILTEO, WASHINGTON CITY COUNCIL REGULAR MEETING MINUTES May 15, 2017 City Council Chambers Cyrus Way APPROVED CITY OF MUKILTEO (p.. 5 -~ l 7 CALL TO ORDER ATTENDANCE Mayor Gregerson called the meeting to order at 6:45 PM and led the flag salute. Mayor / Council members Mayor Gregerson, Council President Champion, Council Vice President, Councilmembers Cook,,, Wheeler, and Whelpley. City Staff City Attorney Summerfield, Police Chief Kang, Management Services Director Edin, Community Development Director Love, Public Works Director Matheson, Recreation and Cultural Services Director Price, Human Resources Manager Good, Assistant City Engineer Swisstack, Policy Analyst Liias, Assistant Fire Chief McMahon, and City Clerk Keefe. Guests Jeff Ketchel, Interim Administrator, Snohomish Health District; Charlie Torres, Terminal Project Manager, Washington State Ferries; and Nicole McIntosh, Director of Terminal Engineering, Washington State Ferries. PROCLAMATIONS Mayor Gregerson read the proclamation for the following and planned activities to remember victims of the July 30, 2016 incident in Mukilteo. Gun Violence Awareness Day, June 2, 2017 Mayor Gregerson then recognized City staff related to each of the following proclamations. Public Works Week, May 21-27, 2017 Emergency Medical Services (EMS) Week, May 21-27, 2017 National Police Week, May 14-20, 2017 EXECUTIVE SESSION Mayor Gregerson recessed the meeting at 6:54 PM to immediately reconvene in Executive Session to discuss labor negotiations for approximately 20 minutes. At 7:15 PM the Executive Session was extended five minutes. The Executive Session ended at 7:26 PM with no public announcements. Mayor Gregerson reconvened the meeting at 7:26 PM. SPECIAL PRESENTATION AGENDA ORDER Snohomish Health District Interim Administrator Update Interim Director Jeff Ketchel presented accomplishments, activities, and planned uses of funding; current health concerns regarding mumps, tuberculosis, and sexually transmitted infections in the County; the results of a survey of school-age children for depression and suicide; the District's budget and future funding concerns; and answered questions from Council. No changes. MAYOR AND COUNCIL COMMENTS Council Vice President asked about the purpose of the June 12 Special Meeting but decided to wait until the end of the meeting to discuss it further. Policy Analyst Liias explained the meeting is needed to decide the amount of sales tax funding and the appointment to the pros and cons committees for the ballot measure. 1

2 PUBLIC COMMENTS Anny Bui. Mukilteo. thanked the first responders for their service on July 30, 2016; the Council and Finance Committee for the 2017 Co-sponsorship award for the Anna Bui World of Hope Scholarship event in August in memory of her sister Anna Bui, who was a victim of the July 30, 2016 shooting, and invited involvement in the event. Terry Preshaw. Mukilteo. expressed concerns about the draft Terminal Mitigation Agreement with Washington State Ferries. CONSENT AGENDA Mayor Gregerson asked if there were any items on the Consent Agenda that Council had questions on or would like to have pulled. Hearing none, Mayor Gregerson declared the Consent Agenda approved as presented. 1. Approval of Meeting Minutes of April 24 and May 1, 2017 (AB17-01) 2. Acceptance of Rosehill Fireplace Donation (AB17-63) Motion to accept the donation of installation of a new fireplace by Travis Industries at the Rosehill Community Center. Made by: To approve Consent Agenda items 1-4 as presented. Council thanked Travis Industries for their generous donation. PUBLIC HEARINGS 5. Consideration of Anderson Rezone Request for 2017 Comprehensive Plan Docket (AB17-40) - continued PUBLIC HEARING Community Development Director Love noted for the record written public comment received; presented background about the 2017 Comprehensive Plan Docket; the subject request; and answered questions from Council. 3 PUBLIC HEARINGS continued Mayor Gregerson opened the Public Hearing. Mike Anderson, Mukilteo. owner of subject property, thanked Council and Director Love for consideration of his request, and speculated the requested use will be viable in the future. To close the Public Hearing. To deny the 2017 Anderson Rezone Docket Application. 6. Approval of Washington State Ferries Terminal Mitigation Agreement (AB17-39) - PUBLIC HEARING Community Development Director Love noted for the record written public comments received; provided a presentation that addressed various aspects of the draft Agreement that had been identified as concerns: Design progress and schedule; the communications plan; funding; construction schedule and major milestones; construction sequencing; construction noise hours, enforcement, pilings, operations; haul routes; traffic; and answered questions from Council. Mr. Torres also answered questions from Council. Mayor Gregerson opened the Public Hearing. Anne Steinmetz, Mukilteo, expressed concerns about pedestrian traffic at the ferry terminal, currently and during construction. At 9:43 PM, Mayor Gregerson called for a ten-minute break. The meeting reconvened at 9:53 PM. To close the Public Hearing. Champion Council thanked Washington State Ferries, the Washington State Department of Transportation, and staff for all their work on this project. Council discussion ensued regarding traffic safety measures. To authorize the Mayor or her designee to sign the Mukilteo Multimodal Mitigation Agreement Number 1 as written or with minor modifications with the Washington State Department of Transportation. BUSINESS ITEMS TH Street Right-of-Way Vacation {AB17-55) Public Works Director Matheson presented the request from Mukilteo Water & Wastewater District, the three-step process involved, and answered questions from Council. 3

4 BUSINESS ITEMS continued To further consider the vacation of a portion of the 11 th Street right-ofway and direct staff to continue with the vacation process as outlined in Mukilteo Municipal Code section Wheeler 8. 5 th Street Pavement Preservation Grant Application (AB17-57) Public Works Director Matheson presented the issue and answered questions from Council. To direct staff to complete and submit a National Highway System (NHS) 5 th Street Pavement Preservation grant application to grind and overlay approximately one mile of 5 th Street from SR 525/Mukilteo Speedway to Mukilteo Lane (Everett SW City limit). OLD BUSINESS Council Vice President readdressed the purpose of the June 12, 2017 Special Meeting. Council Vice President also asked to review the Safe and Inclusive Community Reaffirmation resolution prior to the June 5, 2017 meeting. NEW BUSINESS PUBLIC COMMENTS Councilmember Whelpley reported there may be non-functioning parking meters and pay stations at the waterfront and the lack of pay stations. Mayor Gregerson requested that Councilmember Whelpley share the locations and photos of the stations so that staff may respond to the issues. None. MAYOR AND COUNCIL REPORTS Councilmember will not be able to attend meetings from July 10 through July 31, Councilmember will be out of town May 17 through May 22, Council member reported on the Public Safety Committee review of the recent plane crash; and hiring to fill vacancies in the Police and Fire departments. Councilmember reported on the Infrastructure Committee updates to the Six-Year Transportation Improvement Plan; and discussion about temporary speed bumps in old town Mukilteo and citizen input will be requested. Council President Champion reported on the Public Sector Economic Development Summit for Elected Officials held last week in Redmond. Councilmember Cook reported the Mukilteo Youth Advisory Committee will host the Mukilteo U-night event on May 25 th from 5:00 PM to 8:00 PM. Council Vice President asked if the temporary speed bumps at Second Street & Prospect Avenue will be replaced with permanent speed bumps. Councilmember commended Mayor Gregerson for filling the vacancies on the Longrange Financial Committee. 4
