1 A Regular Meeting and Budget Hearing Meeting of the Board of Education of the Toms River Regional Schools took place at Toms River High School North, 1245 Old Freehold Road, Toms River, New Jersey on Wednesday, April 26, 2017 at 6:00 P.M. Board President Ben Giovine read the following Opening Statement: Good Evening, Welcome to a Regular Meeting and Budget Hearing Meeting of the Board of Education of the Toms River Regional Schools. This meeting was announced to the public through a notice published in the Asbury Park Press on April 4, 2017, for the Regular meeting and April 20, 2017 for the Budget Hearing meeting which constituted at least 48 hours notice as required by law under the Open Public Meetings Act. A roll call of attendance indicated the following Board Members were present: Mrs. Janet Bell, Mr. Russel Corby, Mrs. Gigi Esparza, Mr. Daniel Leonard, Mr. Joe Nardini, Mr. Robert Onofrietti, Mr. Christopher Raimann, Mrs. Loreen Torrone and Mr. Ben Giovine. Also in attendance were Superintendent Healy, Assistant Superintendents, McKenna, Natanagara, Coleman, Business Administrator Doering, Board Secretary Saxton, Board Attorney Must, guests and press were also present at the meeting. A motion was made by Mrs. Torrone, seconded by Mrs. Esparza and carried that the Board return to Regular Session at 7:41 P.M. All members present voting Aye. PLEDGE OF ALLEGIANCE Board President Mr. Giovine and special guests Jacob Andros, Dylan Fitzpatrick, Jesus Perez led the Board and audience in the Pledge of Allegiance. SUPERINTENDENT COMMENTS April is National Autism Awareness Month. In this evening s agenda, there is an approval of Resolution of the Toms River Regional Schools Board of Education proclaiming the month of April as Autism Awareness Month. STUDENT REPRESENTATIVES: Sofia Moderno, High School East Emily Federici, High School North Melissa Antonowicz, High School South for Gerald Harney Student Representatives from all three high schools updated the Board on the academic and athletic successes taking place at their respective schools, as well as events taking place and fund raising activities. Committee Chair, Russell Corby, read the following opening statement: Good evening, welcome to the Budget and Finance Committee Meeting of the Board of Education of the Toms River Regional Schools. 5 published in the Asbury Park Press on April 4, 2017 which constituted at least 48 hours notice as required by law under the Open Public Meetings Act. In addition to the Committee Chair, in attendance were Board members- Ben Giovine, Loreen Torrone, Janet Bell, Gigi Esparza, Dan Leonard, Joe Nardini and Chris Raimann, Superintendent- Dave Healy, Assistant Superintendents- Debra McKenna, Dr. Marc Natanagara and John Coleman and Business Administrator- Bill Doering and Board Secretary- Wendy Saxton. The meeting was open to the public and an opportunity for public comment was provided. As we do every month, the committee reviewed the expenditures listed in the Purchasing Agenda, which was posted in the Board s Google Docs folder prior to the Budget and Finance Committee meeting. The Purchasing Agenda also included items of zero value, bids and resolutions. Questions were asked by various individual board members, which were answered by Mr. Doering and other members of the administration. The Purchasing Agenda for this month is in the amount of $12,436, for the school year. The Budget & Finance Committee is recommending the approval of the Purchasing Agenda by the full Board. The committee then reviewed the District lease, sponsorship and other rental agreements and these are also being recommended for board approval. Regarding the budget, the County has concluded their review and has approved our budget. The public hearing will be April 26, 2017 at 7:30 PM. In advance of the State of NJ finalizing the State budget, a letter was sent to the State Senate Budget Committee, the Assembly Budget Committee and the State s Select Committee on School Funding Fairness regarding recommended changes to the State School Aid formula. The committee was provided with a copy of this letter. The committee then discussed the process regarding RFQ submissions for professionals. It was agreed that the administration would post in the Board s Google folder the spreadsheet of submissions for all disciplines, and Board members can request copies of any submissions by ing the administration and copying the Board President. The professional appointments will then be discussed further and recommended appointments are expected to be on the May 17, 2017 Board agenda. 5

6 The committee was advised that the district received a letter from Ocean County Sheriff Mastronardy inquiring as to whether we can donate a bus to be retrofit as an ambulance bus for emergency management purposes, as identified in the Shore Region s 2014 Threat & Hazard Identification & Risk Assessment report. To support this very worthwhile endeavor, the district is able to donate bus #181, which is no longer being used and has recently been zero-valued. Finally, the committee was advised that the Daycare tuition rates will be increased by 3% for Even with this increase, our Daycare rates are extremely competitive, especially since lunch and snacks are provided. Building & Grounds Committee Mr. Nardini The Building and Grounds Committee of the Board of Education of the Toms River Regional Schools met on April 19, 2017 in Conference Room A at 1144 Hooper Avenue, Toms River, New Jersey at 7:15 P.M. Committee Chair, Joe Nardini, read the following opening statement: Good evening, welcome to the Building and Grounds Committee Meeting of the Board of Education of the Toms River Regional Schools. Notice of this meeting was published in the Asbury Park Press on April 4, 2017 which constituted at least 48 hours notice as required by law under the Open Public Meetings Act. In addition to the Committee Chair, in attendance were Board members- Ben Giovine, Loreen Torrone, Janet Bell, Russell Corby, Gigi Esparza, Dan Leonard and Chris Raimann, Superintendent- Dave Healy, Assistant Superintendents- Debra McKenna, Dr. Marc Natanagara and John Coleman, Business Administrator- Bill Doering and Educational Facilities Manager- Mark Wagner. The meeting was open to the public and an opportunity for public comment was provided. The committee discussed the projects and ongoing work in and around our buildings, including the following: District-wide: State mandated lead testing- all 12 elementary schools and 2 intermediate schools have been tested, with the remaining schools scheduled to be tested next. We are awaiting the testing results for the 2 intermediate schools. 2 of 6

7 the 12 elementary schools had no findings. For the 10 schools that did, remediation efforts are complete at 8 of the schools and retesting will be scheduled. For 2 of the elementary schools, Hooper Avenue and East Dover, remediation efforts are more involved and must be scheduled after the end of the school year. High School East- regarding the installation of emergency exit doors from the room housing the electrical switchgear, the district solicited several quotes, but only received one and the amount is substantially above estimates as well as being over the bid threshold. The Facilities Department is further reviewing options, including performing some or all of the work with in-house staff. District-wide: Traffic signs- the Toms River Police Department is placing temporary signs at Cedar Grove and Hooper Avenue schools while the district works on permanent pole repairs and replacements, including researching potential grants to assist with funding. The committee was also advised that Ocean County, through the Sheriff s Department, may also be able to provide a few additional temporary signs, and will coordinate with the Toms River Police Department. Cedar Grove- regarding the boiler replacement project, we have final specifications from Maser Consulting and we will be going out to bid shortly, with the expectation that the project will be completed this summer. Walnut Street- paving of a few areas in great need was completed by our paving contractor over spring break. ESIP- the district engineer, Maser Consulting and their subcontractor, DCO Energy, have commenced site investigations for the development of the ESIP (Energy Savings Improvement Program). Intermediate South- the greenhouse, funded a Grunin Foundation Principal Innovation grant, is now completed. East Dover- for some needed exterior stucco repairs, the district is securing quotes. 7

8 District-wide: at a few locations, the district had to address and eliminate termites over spring break. High School South- since our school property is within 200 feet of the applicable work location, the district was notified by Potts Excavating of a structure demolition across from the tennis courts. Citizens Budget Advisory The Citizens Budget Advisory Committee Meeting of the Board of Education of the Toms River Regional Schools met on April 5, 2017 in the Toms River High School North Media Center, Toms River, New Jersey at 6:00 P.M. In attendance were Board members- Janet Bell, Russell Corby, Gigi Esparza, Dan Leonard, Joe Nardini, Rob Onofrietti, Christopher Raimann, Loreen Torrone and Ben Giovine. Also in attendance were Superintendent- David Healy, Assistant Superintendents- John Coleman and Debra McKenna, Director of Elementary Curriculum - Cara DiMeo, Director of Curriculum 6-12 Norma DeNoia, Director of Funded Program / District Testing Coordinator Estee Mailot. Supervisor of Special Education- Joy Forest, Business Administrator- Bill Doering and Board Secretary Wendy Saxton. The pledge of allegiance was led by Board President Ben Giovine. An introductory message was presented by Board President Ben Giovine. A budget overview was presented by Superintendent of Schools, David Healy. 9 The Curriculum and Instruction section was presented by Assistant Superintendents, Debra McKenna and John Coleman. The Co-Curricular section was presented by Assistant Superintendent, John Coleman. The Benefits/Utilities/Insurance/General Administrative section was presented by Business Administrator, William Doering. The Operations/Maintenance section was presented by Dr. Marc Natanagara. The Student/Special Services section was presented by Supervisor of Special Education, Joy Forest. The Transportation section was presented by Business Administrator, William Doering. The Technology section was presented by Dr. Marc Natanagara. The meeting was then opened for guests and press to make inquiries. Closing comments were made by Board President Ben Giovine. Curriculum Committee Mr. Bell The Curriculum Committee of the Board of Education of Toms River Regional Schools met on April 19, 2017, in Conference Room A at 1144 Hooper Avenue, Toms River, New Jersey, beginning at 8:30 P.M. In addition to the Committee Chair, in attendance were Board members Russell Corby, Gigi Esparza, Ben Giovine, Dan Leonard, Chris Raimann, and Loreen Torrone; Superintendent Dave Healy; Assistant Superintendents John Coleman, Debra McKenna, and Dr. Marc Natanagara; Business Administrator Bill Doering; and Directors Cara 9

10 DiMeo, Norma DeNoia, Dr. Estee Mailot, and Megan Osborn. The meeting was open to the public and an opportunity for public comment was provided. Ms. Osborn discussed the benefits of having the Genesis system replace the existing personnel system which is an Access Database. This would include having all information that currently exists in two systems put into one system. In addition the Genesis package will include NJ Smart reporting, CEU tracking and certification tracking. Ms. DeNoia also discussed the benefits of utilizing the Staff Evaluation module of Genesis. The District Evaluation Advisory Committee (DEAC) reviewed the Genesis Staff Evaluation platform and supports the change. Utilizing the Genesis Staff Management system will result in savings of both dollars and efficiency. The Intermediate Academic Activity Period is in its third of four content area rotations, providing enrichment in Math, Language Arts, Social Studies and Science for all 6th-8th grade students. Students in need of Basic Skills remediation received instruction during Academic Activity rather than being pulled out of classes as in the past. Math Basic Skills utilized i-ready and Language Arts utilized Achieve3000. Both these programs assess students individual strengths and weaknesses and provide targeted instruction. Ms. DeNoia shared data showing an average increase of +10 in scaled scores for Basic Skills math students and 53% of Basic Skills Language Arts students growing 30-Lexile points or more in the 10-week period Basic Skills were provided. Mrs. McKenna discussed recent district initiatives to expand the elementary Health curriculum, with a focus on substance prevention & character education. She spoke about the importance of educating the whole child and the schools responsibility (in partnership with parents and the community) to address social-emotional learning and positive decision making starting at an early age. Mr. Klass, Beachwood Supervisor of Instruction and current Supervisor of Elementary Physical Education and Health, along with Mrs. Danielle Baxter, Beachwood Physical Education (PE) teacher, provided the committee with a description of ongoing efforts to integrate developmentally appropriate Prevention and Character Education lessons into elementary instruction. They shared several resources that are currently available for both PE teachers of grades K-3 and classroom teachers of grades 4 & 5, to provide students in all twelve schools with lessons aligned with grade level standards and developmentally appropriate instruction. 10

11 Mr. Klass and Mrs. Baxter also shared anecdotes from classrooms and samples of interactive lessons. Mrs. McKenna and Mrs. DiMeo introduced the anticipated program shifts for the Elementary Gifted & Talented Program for The kindergarten through third grade program, which is currently a small group pull-out option, will shift to be an inclass model, wherein all students will have the opportunity to be exposed to enrichment activities. In addition, there will be an adjustment to the Subject-Specific Omni model for grades 4 & 5. The district is excited about the expanded opportunities for enrichment. Mrs. DiMeo shared the revisions that will be made to the elementary report card for the school year to further align grade reporting efforts to the assessment measures currently used in the classroom and to reduce subjectivity in the grading process. These changes will come at the heels of many requests from elementary teachers to revise the existing report card. The revisions relate directly to the rating system, the addition of an indicator for grade level reading ability which aligns directly to the district assessments used the introduction of a rubric to evaluate the quality of student work and the addition of a drop-down comment bank which will replace the current narrative comment option for teachers. The district is truly excited about these changes and wants to thank both Mrs. Stacey Monetti and the Elementary Assessment Committee for their efforts in bringing this process to life. In the area of grants and sponsorships supporting curriculum and instruction, schools are completing projects funded by the $182,000 Grunin Foundation Innovation grant and an elementary team is currently implementing the $100,000 NJDOE arts integration grant to fund a new summer camp. The $65,000 Steelcase grant won in March for a literacy makerspace at High School North will begin the design phase in the next month. Last week the district also one $14,000 from the NEA for a community literacy program. Over half a million dollars in other grants are awaiting review by the offering organizations, most likely to be announced in May. We ask the public to help support a USA Today grant to combat drug addiction by voting between now and May 12 via the link on our website and Facebook page. 11

12 Personnel Committee Mr. Onofrietti A Personnel Committee Meeting of the Board of Education of the Toms River Regional Schools took place at the Administrative Offices, 1144 Hooper Avenue, Conference Room A, Toms River, New Jersey on April 19, 2017 at 6:00 p.m. This meeting is not publicly advertised as the committee reviews personnel information which includes names of individual staff member as well as possible new staff members. In attendance were committee members Janet Bell and Loreen Torrone. Also attending was David Healy, Superintendent of Schools and Ben Giovine, Board President. The meeting was opened at 6:00 p.m. by Loreen Torrone.
