5 BUDGET AND FINANCE COMMITTEE MEETING MINUTES November 14, 2018 The Budget and Finance Committee of the Board of Education of the Toms River Regional Schools met on November 14, 2018 at 1144 Hooper Avenue, Toms River, New Jersey in Conference Room A at 6:30 P.M. Committee Chair, Mike Horgan, read the following opening statement: Good evening, welcome to the Budget and Finance Committee Meeting of the Board of Education of the Toms River Regional Schools. Notice of this meeting was published in the Asbury Park Press on November 1, 2018 which constituted at least 48 hours notice as required by law under the Open Public Meetings Act. In addition to the Committee Chair, in attendance were Board members- Janet Bell, Russ Corby, Gigi Esparza, Dan Leonard, Joe Nardini, Chris Raimann, Ginny Rhine, Michele Williams, Superintendent- Dave Healy, Assistant Superintendents- Marc Natanagara and Jim Ricotta, Business Administrator- Bill Doering and Board Secretary- Wendy Saxton. The meeting was open to the public and an opportunity for public comment was provided. As we do every month, the committee reviewed the expenditures listed in the Purchasing Agenda, which was posted in the Board s Google Docs folder prior to the Budget and Finance Committee meeting. The Purchasing Agenda also included items of zero value, bids and resolutions. Questions were asked by various individual board members, which were answered by Mr. Doering and other members of the administration. The Purchasing Agenda for this month is in the amount of $2,325, for the school year. The Budget & Finance Committee is recommending the approval of the Purchasing Agenda by the full Board. The committee then reviewed the District lease, sponsorship and other rental agreements and these are also being recommended for board approval. The district s emergency aid application submitted on August 16, 2018 for restoration of the $2.4 million in State Aid that was cut in July 2018, was denied in full by the NJ Department of Education. With the NJ DOE letter of denial dated October 26, 2018, the gist of the basis of their denial is that they seem to feel we have enough reserves and generate enough surplus to handle a $2.4 million aid cut. It seems that we are again being penalized for running efficiently and for tightly managing our budget. Their rationale for denial seems very short-sighted and fails to recognize the impact this $2.4 million cut will have on future budgets. Because our aid was cut in July 2018, months after the NJ DOE had already formally approved our budget, we had to increase the use of surplus and the use maintenance reserve funds to make up the $2.4 difference. That meant that we had to use a total of approximately $5.6 million in surplus and reserves to fund the budget. We warned the NJ DOE in our emergency aid application that our reserves and surplus will be too low. This is not sustainable and given the denial of our application, this makes the hole even deeper for us to try and dig out of, and will expedite the negative impacts that our district anticipates having to endure over the next several budget cycles. The committee was again advised that preliminarily, the district estimates having to make budget cuts of approximately $5 million in developing the budget. At the December 2018 Budget and Finance Committee meeting, the Budget Goals will be presented and discussed. Mike Horgan, Chair

6 TOMS RIVER REGIONAL SCHOOLS BOARD OF EDUCATION BUILDINGS AND GROUNDS COMMITTEE MEETING MINUTES November 14, 2018 The Buildings and Grounds Committee of the Board of Education of Toms River Regional Schools met on November 14, 2018, in Conference Room A at 1144 Hooper Avenue, Toms River, NJ, beginning at 7:10 P.M. Committee Chair Joe Nardini read the following opening statement: Good evening and welcome to the Buildings and Grounds Committee Meeting of the Board of Education of Toms River Regional Schools. Notice of this meeting was announced to the public through a notice published in the Asbury Park Press and the Star-Ledger on November 1, 2018, which constituted at least 48 hours notice as required by law under the Open Public Meetings Act. In addition to the Committee Chair, in attendance were Board members Janet Bell, Russ Corby, Gigi Esparza, Michael Horgan, Chris Raimann, Dan Leonard, Ginny Rhine, and Michele Williams; Superintendent- Dave Healy; Assistant Superintendents- Marc Natanagara and James Ricotta; Business Administrator- Bill Doering; Manager of Capital Projects- Mark Wagner, Manager of Facilities- Peter Tomko. The meeting was open to the public and an opportunity for public comment was provided. ESIP and Referendum Update Mr. Wagner explained that ESIP projects are progressing well and receipt of proposals for retro-commissioning occurred today. Five firms submitted proposals that are currently in review. The bids for the Lighting project is due December 7, A hopeful award will be made at the December meeting. The boiler project at HS South has been completed and is operational. Bid dates have been established with Maser for the boiler replacements at East Dover, West Dover, and Washington Street Elementary to ensure summer 2019 construction of those projects. CHP plan review of documents is expected to be out to bid in early January. Old Business discussion: 1144 Hooper Avenue has received bids to replace the fire pump assembly and fire alarm panel. Costs for this are from the enterprise fund. Recommendation for bid award forthcoming. HS North generator replacement bid specifications are being developed, with the majority of this project funding coming from FEMA. High School North Auditorium chiller pipes and HVAC repair project has been completed and 3 Paxton secure access door systems have been installed on exterior doors of HS North. G-Max testing results have arrived for all locations. As expected, the rating has gone up over the years. Quotes are out for repairs. Work will be scheduled for completion prior to the spring sports. Beachwood Elementary playground equipment installation will begin within the next week. New Business discussion: November break projects included newly installed tile flooring in cafeteria A of Silver Bay Elementary, security camera installation at 1144 Hooper, Intermediate South gym and cafeteria ceiling remediation, HS North security door Paxton systems, and many window repairs at various buildings throughout the district. Phase 3 CO detector installation (District Wide), Concrete work at HS North is 90% complete and concrete work at the Bennett Complex has been completed Hooper Avenue is in need of insulation at the floor area at the underside of the second-floor overhang. This project is supported by Enterprise funds. Facilities are requesting permission to bid this project. When insulation is completed, a more durable soffit material will be installed. The Dave Marion Bridge replacement project in conjunction with Toms River Township is in progress to receive quotes for a survey and should be going out to bid once the documents are prepared. Testing of the dry sprinkler system in the attic at Citta Elementary School is out for quote and remediation if found positive for acid producing bacteria. President Corby asked the committee to express their thoughts on the referendum that was temporarily tabled at a previous meeting. After much discussion of Central Administration and Board of Education members, it was determined that we must move forward with the full referendum proposal at this time since priority 1 projects are long overdue to be completed. A resolution to hold a referendum vote must be presented and approved at the November 20,

7 2018 Board of Education meeting for a January 22, 2019 referendum. A subsequent resolution to be presented in December 2018 would detail the structure of the referendum question as well as the final bond proposal, estimated costs and amount of financial support from NJ DOE. Environmental: 123 Walnut Street monitor well-testing results should arrive soon. Intermediate South remediation of ceiling areas in the gym and cafeteria occurred over the November break to remove visible build up around some exterior walls. At North Dover Elementary, an abandoned underground tank is still being addressed by Maser as they do an analysis of DEP data. Communications: Nothing to report at this time.

8 PERSONNEL COMMITTEE MEETING MINUTES A Personnel Committee Meeting of the Board of Education of the Toms River Regional Schools took place at the Administrative Offices, 1144 Hooper Avenue, Conference Room A, Toms River, New Jersey on November 14, 2018 at 6:00 p.m. This meeting is not publicly advertised as the committee reviews personnel information which includes names of individual staff member as well as possible new staff members. In attendance were Gigi Esparza, Chair, committee members, Janet Bell, Joe Nardini. Also attending was Russell Corby, Board President The meeting was opened at 6:00 p.m. by Gigi Esparza. David Healy, Superintendent, discussed with the members recommendations for extra-curricular positions being recommended for employment at the board meeting on Tuesday, November 20, The committee adjourned at 6:30 p.m. Gigi Esparza, Chair

9 Extract from minutes of a regular meeting of The Board of Education of the Toms River Regional School District in the County of Ocean, New Jersey held on, 2018 at, Toms River, New Jersey at : p.m. PRESENT: ABSENT: introduced the adoption of the following Resolution and seconded the motion: RESOLUTION AUTHORIZING A SPECIAL ELECTION OF THE BOARD OF EDUCATION OF THE TOMS RIVER REGIONAL SCHOOL DISTRICT IN THE COUNTY OF OCEAN AND OTHER MATTERS RELATED THERETO Whereas, The Board of Education of the Toms River Regional School District in the County of Ocean, New Jersey (the "Board" when referring to the governing body, and the "School District" when referring to the territorial boundaries and the legal entity governed by the Board) is authorized to undertake renovations and improvements of its existing facilities as well as purchase the associated equipment and furniture necessary to provide a thorough and efficient education to the students of the School District; and Whereas, the Board has conducted a thorough study of its facilities and equipment and has compared this information with student enrollment projections and other demographic information as it relates to the School District; and 1

10 Whereas, the Board now wishes to establish a special election date to request that the voters of the School District authorize the issuance of bonds to finance certain capital improvement projects; and Whereas, as a result of such study, the Board previously authorized the preparation and submission of a school facilities project to the New Jersey Department of Education, Office of School Facilities, for the approval of several capital projects; Now Therefore Be It Resolved by The Board of Education of the Toms River Regional School District in the County of Ocean, New Jersey as follows: Section 1. That a special election be conducted on January 22, 2019 for the purpose of authorizing the issuance of school bonds to finance various capital improvements. Section 2. That the Business Administrator is authorized to notify the Ocean County Clerk, the Ocean County Board of Elections, and the respective Clerks of the Borough of Beachwood, the Township of Toms River, the Borough of Pine Beach and the Borough of South Toms River (the Constituent Municipalities ) about such special election so that the following publications can be made: (i) That the Ocean County Clerk is required to advertise a Notice to Persons Wanting Mail-in Ballots in a newspaper that circulates in the County of Ocean at least 56 days in advance of the special election, and that the publication of such advertisement in such newspaper will conform with the requirements of N.J.S.A. 19:57-7; and (ii) That the Ocean County Board of Elections is required to publish the required election notices in accordance with the requirements of N.J.S.A. 19:12-7(a) and (b). Section 3. That the Board hereby authorizes the Superintendent of Schools, the Business Administrator, the Board Secretary, the Manager of Capital Projects, the Engineer of 2

11 Record and Bond Counsel to take all steps necessary to implement this resolution so that the Board can conduct a bond referendum on January 22, 2019 to finance various capital improvements. Section 4. That the Business Administrator provide a certified copy of this resolution to the Ocean County Clerk, the Ocean County Board of Elections, the Clerks of the Constituent Municipalities and the Executive County Superintendent of Schools in Ocean County as soon as practical after the adoption of this resolution. PLEDGE OF ALLEGIANCE Board Member Mr. Corby led the Board and audience in the Pledge of Allegiance. Board President Corby held a Moment of Silence for Beachwood Elementary Art Teacher, Lynne A. Tagliaferro. SUPERINTENDENT COMMENTS Superintendent Healy stated Last Friday afternoon, our school community lost a member of our family, Beachwood Elementary School Art teacher Mrs. Lynne Tagliaferro. Lynne Tagliaferro, beloved art teacher of Beachwood Elementary, passed away after her courageous battle with cancer. Lynne was admired by all who knew her and adored by her students with whom she encouraged artistic expression and personal growth. Each year, Lynne took great pride in working with and identifying talented artists. She was proud to have their work displayed during Youth Art Month at the Ocean County Library. Mrs. Tagliaferro was a product of Toms River Regional Schools, attending Walnut Street Elementary School and graduating from Toms River High School North. In 1984, she graduated from Georgian Court and started her family with her husband, Robert. She raised her two children, Victoria and Anthony, before beginning her career with Toms River Schools in Of all the ways to spend her free time, Lynne's favorite was spending time with her two grandchildren, Lily and Memphis, and painting. Her basement became her art studio and the pieces she created were breathtaking. Her art is an expression of the beautiful, peaceful person she was. 2

16 Toms River, New Jersey, October 17, 2018 Lynne loved traveling the world with her sister, Cindy, and exploring new places. She valued her quiet time and could often be found walking or doing yoga each morning before school. Mrs. Tagliaferro's passing leaves a void for the school community and we continue to keep Lynne and her family in our hearts and prayers. Military Club I would like to thank and recognize our Military Club for joining us this evening to honor the colors as we pledged our allegiance. On September 25 th our district hosted the Ocean County Superintendent s roundtable meeting at 1144 Hooper Ave. Conference Room A. In attendance where school superintendents from throughout Ocean County, the Executive Ocean County Superintendent and other NJDOE staff, the Ocean County Prosecutors office, representatives from Ocean County College, Stockton University and Georgian Court University. On behalf of our school community, I want to personally thank Mrs. Stolz and her cadets for honorably and faithfully representing our school district at our September Roundtable meeting, (where I continue to hear positive comments about the impression they made) for their service to our community throughout the school year and for their attendance here this evening. We are proud to have them with us here this evening and they will be formally recognized during the student recognition portion of this evenings meeting. True Blue Monday-Vest a Cop On Monday, September 24th in conjunction with Toms River Police Department's Vest- A-Cop campaign, the district conducted its first "True Blue Monday" in honor of our local police forces. Toms River Regional Schools has benefited from a strong working partnership with police departments from Toms River, Beachwood, South Toms River, and Pine Beach, even more so the this year which has given our parents, students and staffs an even greater sense security. 3

17 Toms River, New Jersey, October 17, 2018 On True Blue Monday, students and staff were encouraged to wear blue "to honor the men and women who literally protect us each day. $3 donations were made to the Vest- A-Cop fundraiser by our district staff many of whom are with us here this evening. A new vest is approximately $1000 dollars and our initial goal was to raise enough money for the purchase of two vests. On behalf of our Toms River Regional School Community we would like to present our Toms River Police Department with a check for $5, to support you vest a cop program. Presenting the check on behalf of the 2400 TR employees are representatives from each of our district s departments. Future Ready and Ocean First Grants Last year, West Dover Elementary and High School East qualified to be among 30 NJ schools certified in the first cohort of Future Ready Schools. Future Ready is a national initiative encouraging schools to align technology initiatives with curriculum, policy, budgeting, staffing, operations, and career readiness. This year, six of our schools worked over the summer with our curriculum, operations, and technology departments to complete the extensive and demanding process. The following five schools are being recognized at the NJ School Boards convention next week as Future Ready: Silver Bay, Cedar Grove, Washington, Beachwood, and Walnut Elementary. Our community is aware that with state budget cuts, grants and sponsorships have become increasingly important. Over the past four years, this additional funding has totaled over $3 million. Several of these opportunities originate from our staff. Teachers and principals proposed eight room makeovers to apply for this year s Ocean First Foundation Model Classroom grants. Assisted by Assistant Superintendent Dr. Natanagara, Supervisor of Education Technology, Tiffany Lucey, and Grant Writer Michael Kenny, the applications spanned augmented reality to literacy to sensory awareness. As we discussed at last week s curriculum committee, out of 144 schools applying, five Toms River Regional schools each won a $10,000 grant for a total of $50,000. Congratulations to Beachwood Elementary, East Dover Elementary, Intermediate South, Joseph Citta Elementary, and Silver Bay Elementary. These schools will be presented their checks and recognized at next months Board meeting. We thank Ocean First for these grant opportunities and for their continue support of our school district and other school district throughout NJ. 4

18 Toms River, New Jersey, October 17, 2018 On October 8th more than 2000 TR schools employees attended a professional development event hosted by the district with the theme of Engaging the Whole Child. This event, hosted at the RWJ Barnabas Health Arena, brought all of our K-12 educators to one location to learn strategies to support the success of all students. The day was kicked off by Dr. Tracey Severns, who delivered an inspiring keynote address, entitled LEARN. Her message aimed to reconnect educators with their purpose, passion and power to reveal how the factors that lie within our control impact the social emotional and academic development of students. Our staff then had the opportunity to participate in a series of related workshops of their choice from a selection of over 200 offerings. All sessions were delivered in large part by our own teachers, leaders and support staff. The offerings spanned a wide range of topics, all focused on the whole child initiative. Titles included those such as Social Emotional Learning, Reaching the Unreachable, The Wild Wild West of Nutrition, Creating Culturally Responsive Schools, the Impact of Trauma on Educational Performance, and Why Data Matters. Breakfast foods and refreshments for all district staff were sponsored by AXA Equitable and staff members were able to purchase lunch from a variety of food trucks as well as some healthy options from our very own Café Jersey Mikes also provided lunch for all presenters. Staff surveys have been overwhelmingly positive and express appreciation for the opportunities to collaborate with K-12 colleagues on important issues. Jersey Shore MakerFest This Saturday at the RWJBarnabas Health Arena and HS North, our staff and students are hosting the 4th Jersey Shore Makerfest. Makerfest has brought together hundreds of makers and thousands of participants to enjoy a wide range of hands-on experiences. This year is bigger and better than ever. In five spaces we have everything from robots, drones and virtual reality to welding, knitting, and bonsai cutting. This year we welcome back big names like Apple, Microsoft, the NJ Department of Education, and Barnes and Noble, plus over 75 schools, artists, hobbyists, and green organizations. Thanks to platinum sponsors the Jay and Linda Grunin Foundation and supporting sponsors T.E.Q. and Community Medical RWJBarnabas Health, the event is free, making it the largest non-profit maker event on the east coast. Makerfest has helped spark interest 5

STUDENT REPRESENTATIVES: Vincent Rotondo, High School East Gianna Daniele, High School North Sophia Perry, High School South Student Representatives from all three high schools updated the Board on the academic and athletic successes taking place at their respective schools, as well as events taking place and fund raising activities. STUDENT AWARDS/STAFF AWARDS The list of student, staff and volunteer award recipients is attached to the minutes. We are still awaiting a decision regarding our application for State Aid restoration (emergency aid application), submitted to the NJ Department of Education on August 16, With regards to efforts to have the $70+ million in State Aid we will lose over a 7-year period restored, a draft resolution was discussed whereby our district would join a group of similarly affected school districts in filing a lawsuit. The lawsuit, with a district cost cap of $5,000 for the first phase, would be a constitutional challenge regarding the distribution of aid under the current formula, and notably with regards to adequacy and the calculation of local fair share. The Board agreed that this resolution should be added to the October Board meeting agenda. The committee was then provided with the Tentative Budget Calendar. The committee then discussed the NJSBA Dues of $26, for The Board expressed disappointment with NJSBA supporting the S2 legislation and it was suggested that they should have remained neutral. The district will pay the dues, but will request that NJSBA remain neutral going forward, but also be a resource and advocate for school districts in securing and analyzing data with regards to the school aid formula. The committee then discussed an NJ DOE preschool expansion grant that was brought to our attention by the State on October 2, 2018, for an implementation date of 7

21 Toms River, New Jersey, October 17, 2018 January 2, After much discussion and evaluation, the district will not pursue this grant for a host of important reasons. First, the district will be losing $70+ million over a 7-year period, so any grant that will cost the district money cannot be pursued and this grant will likely cost us significant dollars. The preschool grant would require us adding staff because we would have to change half day preschool handicapped programs to full day, and we would have hire an additional master teacher. Additionally we would have to cover the cost of busing preschoolers and outfitting physical spaces. The grant would provide $12,500 per child, and despite our already low cost per pupil, it is expected that this grant would require several thousand dollars per child in local funds, and with thousands of potentially eligible children, it would cost us millions per year while we are looking at the prospect of already having to cut multi-millions every year over the next 6 years. It was mentioned that we may want to ask NJ DOE for a waiver whereby we could use such funds, since they are available, to sustain existing programs which are at risk because of the impending loss of State Aid. The boiler project at HS South had the fourth construction meeting held today at the site. One of the boilers has been temporarily connected and can be started if weather demands dictate. The breeching is expected at the end of this week for installation. Final project completion is anticipated by end of October. An RFP for Retro-commissioning is currently advertised with receipt of proposals anticipated at end of the month for a hopeful November award. Old Business discussion: The Silver Bay Elementary changing room has been completed and Certificate of Occupancy has been received. RWJBarnabas exterior signage has been installed with an electric connection on the parking lot side. All electrical connections are expected to be completed by the end of this week. The renovation of restrooms on the 3rd floor of 1144 Hooper Avenue has been completed. A Continuing Certificate of Occupancy has been received from the building department and they are operational. High School North auditorium chiller pipes and HVAC repair project is progressing as quotes have been received and are being reviewed. New Business discussion: Silver Bay Elementary principal noted a concern of hearing disabled students during emergency situations. We are developing ADA upgrades to include strobe lighting to signal students of emergency situations. 9

Test results are expected shortly and any corrections that may be required will be performed. The RWJBarnabas Arena at HS North is being assessed by Maser regarding evaluating structural load points for future shows. Concrete work at the main entrance of Intermediate East has been improved to include a handicap cut out at the main entrance curb and the concrete pad at the rear entrance of Partnership Health Center has been removed/ replaced. The crossing bridge for Cedar Grove Elementary students that connects Dave Marion to Brookside has been deemed unsafe for use. District officials are meeting with officials from Toms River Township Monday, October 15th to review a plan to purchase and install a prefabricated bridge. The elevator at High School East has been experiencing mechanical and electronic control problems. This 40 year old elevator has been repaired 3 times since September, is currently working, but continues to have issues and failures, especially of the electronic control systems. The proposed referendum contains funding for complete elevator upgrade/replacement. Environmental: 123 Walnut Street had monitor wells installed and sampling to determine potential reading for levels is scheduled to begin. At North Dover Elementary, an abandoned underground tank was discovered when a sinkhole opened in the blacktop in front of the school. This is being addressed through our engineers at this time as they have prepared a proposal and action plan to address this concern. Also, classrooms 201 and 418 at North Dover Elementary have had carpet removed and asbestos tiles abated with installation of new flooring tiles. They described the full day of professional learning for nearly 2000 staff on October 8th and praised the teachers support personnel (nurses, secretaries, transportation, security, food services, and custodians), and administrators-- especially the High School North team-- for making it a huge success. Several principals will pilot a new administrator evaluation tool created by the NJDOE this year. The instrument is free 11

Dr. Natanagara summarized what the state revealed as NJDOE 2.0 at its September Board meeting, describing how the department is focusing on areas that the district has targeted over the past five years. This should result in increased support for our schools in areas like STEAM, social emotional learning, intervention strategies, and Career and Technical Education, or CTE. The admin team and Board agreed it would be prudent to pursue federal and state funding for CTE programs. Five of our schools achieved Future Ready Schools Certifications in a grueling process completed by staff and administration over the summer. They will be recognized at the annual School Boards convention later this month. At a ceremony attended by Dr. Natanagara, Ms. Tiffany Lucey, and seven principals, five schools were awarded Ocean First Foundation Model Classroom grants, the most of any district, at $10,000 each. Three other schools were awarded $500 for submitting qualifying applications. Insurance Committee Mr. Leonard The Insurance Committee of the Board of Education of the Toms River Regional Schools met October 10, 2018 at 1144 Hooper Avenue, Toms River, New Jersey in Conference Room A at 5:00 P.M. This proposal will be explained to the full board in November Regarding the property, casualty and workers compensation insurance program, Mr. Edelman from Fairview Insurance then presented a loss report through September 30, 2018, plus the prior 2 full years for comparative purposes. This report presented the frequency and severity of claims for several insurances, including workers compensation, liability, auto and property. She also asked exactly what is on the line with the funding cuts. Mrs. Ryan thanked the Assistant Superintendent s for the support of central registration and thanked Mr. Raimann for coming to central registration. Mr. Onofrietti agreed with Mr. Becker regarding the behavior of candidates running for the Board of Education. Mr. Pierre stated voters are tired of the bickering and his concerns about child study team and his son s care. Ms. Howe discussed the math curriculum being taught. Ms. Luft discussed the status of the playground at Beachwood Elementary School. Ms. Krill discussed behavior consultants training and to notify the parents. A motion was made by Mrs. Rhine, seconded by Mr. Leonard and carried that the meeting be adjourned at 10:08 P.M. All members present voting Aye. Wendy L. Saxton, Board Secretary 32
