1 Page 1 Public Hearing Public Input on a Beer and Wine Liquor License Submitted By Alpine Mongers, LLC dba The Divvy to be located at 620 Gothic Road, Unit C-130, Mt. Crested Butte. Caitlin Griffith The Public Hearing was opened at 6:02pm. Caitlin Griffith was in attendance to answer any questions. All paperwork is in order. Todd Barnes asked about the site map. Jill Lindros, Town Clerk reminded the Council that at a previous meeting she had received approval to just submit the application and a fact and findings report from staff with any recommendations or concerns. With no additional questions or concerns the hearing was closed at 6:05p. Administration of Oath of Office to Newly Appointed Council Member Lauren Daniel. Mayor Barnes administered the Oath to Lauren Daniel as the newly appointed Councilmember. Everyone congratulated Lauren and she joined the Council members for the balance of the meeting. Call To Order 6:07pm Present - Todd Barnes Ken Lodovico Janet Farmer Danny D Aquila David O Reilly Nicholas Kempin Lauren Daniel after oath administered Caitlin Griffith, David Wilkins, Andrew Posey, Kathy Aylward, David Clayton, Gillian Sclanders, Josh Futterman, Chief Nate Stepanek, Karl Trujillo, Kathy Fogo, and Jill Lindros were also present. Approval Of The November 21, 2017 Regular Town Council Meeting Minutes Danny D Aquila made a motion to approve the November 21, 2017 Regular Town Council Meeting Minutes as presented, Ken Lodovico seconded it. Nicholas Kempin, David O Reilly and Lauren Daniel all abstained as they hadn t been in attendance. They were approved by the balance of the Council in attendance. Reports Manager s Report Karl Trujillo, Acting Town Manager had nothing to add to the report submitted. Town Council Reports David O Reilly attended the Thursday Work Session that the Crested Butte Town Council held with Gatesco, the company awarded the Brush Creek project contract. David stated that in the past 7 ½ years he has been pretty hard on the Crested Butte Council. He felt the newly seated members and current members did an A+ job interviewing the applicant and during their presentation and asked some pointed questions. He was very impressed. Travel Crested Butte Summer 2017 Admissions Tax Update Josh Futterman Josh Futterman was in attendance to address this item. Discussion ensued but not limited to: Awarded $12,000 successfully promoted 7 events over the summer. Landing page with videos, weather updates and link to the events. Video clips received 48,000 views and 2000 people clicked back to the promo page.
2 Page 2 Sent targeted messages to areas with extreme hot weather on how nice it was here. Lodging component average stay 3 days 250 lodging nights - $134,000 in total spending for guests on the campaign. Total promotions 8000 website clicks with over ½ million ad views. Ken Lodovico commented that Ashley Upchurch, the Chamber Director gave Josh and his company credit for the increased participation at their Beer & Chili event. Nicholas Kempin thanked Josh for targeting softer spots and times in Mt. Crested Butte. Todd Barnes asked for an update on the folks who were giving Josh grief for promoting the area. Josh stated it has dropped off and he met with some of the folks at The Brick Oven, has gotten better since. Vocal minority. Nordic Inn Summer 2017 Admissions Tax Update Gillian Sclanders & Mark Church Gillian Sclanders was in attendance to address this item. She explained that she had taken this program on from the former owners who were awarded the $7500 for promoting hiking between Mt. Crested Butte and Aspen. Discussion ensued but not limited to: Partnership with Limelight Hotel in Aspen they offered a 20% discount to participants. 53% increase in guest stays. Unsure how the Limelight did as she didn t get any info from them. 27% of all stays were hikers using the promotion. 42% increase in ancillary spend approximately $321,000 in revenue and $52,611 in sales tax. Average stay on the promo 1 ½ nights at the Nordic Inn. Partnered with Travel Crested Butte as well as marketing through their updated website. 190% increase in web views July September. Couple of print ads, most publications had already gone to print when they took over the property. Broadband Update David Clayton David Clayton was in attendance to address this item. David wanted to bring some of the New Councilors up to speed on what has transpired since a Memorandum of Understanding was signed with Region 10 in late Region 10 applied for an initial grant in 2014 to DOLA since DOLA had come up with funding for Broadband infrastructure that didn t include Gunnison County went for second round of grants, Local Technology planning team been meeting for about 6 years. Current broadband is single service from Montrose, gave history of outage that effected everyone including 911 services. Currently some service to Gunnison via Gunnison Valley Hospital under Federal Health Care funds utilizing microwave with antennae on W Mountain as well as Monarch. Should be up and running had been in a test mode. Issue with high winds over Monarch that took out the antennae. Discussion ensued but not limited to: Originally projected to try for dark fibre via CenturyLink but due to availability went to a request for data service via CenturyLink to Gunnison Carrier Neutral site Gunnison Police Dept intention for fibre from Gunnison to Crested Butte Marshalls Office Carrier Neutral site then up to Mt. Crested Butte to MTCBWSD then building fibre to Mt CB Town Hall. Region 10 now ready to move forward looking at 10gig either from Gunnison to Crested Butte or Montrose to Crested Butte When MOU signed estimated cost to Mt. CB at $125,000 of $250,000 cost. Not ready for the Mt. CB piece, unsure when that might come to fruition. Ready to get it to Crested Butte. David feels it is still a good thing for the Town as it would get high speed connectivity to the Upper Valley. Projected build cost at $27,000 for each participating entity plus $9000 for Engineering costs. A total of $36,000 if Mt. Crested Butte participates.
3 Page 3 Final phase would be the piece from Crested Butte to Mt. CB. Cost for this is changing constantly. He has seen projections as high as $400,000 but latest figure at $300,000. Unsure how to justify this cost. Issue is everything in Mt. Crested Butte is buried underground. David estimates cost 2-3 million dollars to run to every Mt. Crested Butte residence, maybe another Internet Service Provider would look to provide this. Large entities at the base area (Elevation Hotel, Grand Lodge etc.) may find this viable. Region 10 looking at other partners to reduce the cost to the Town, possibly through funding available through the Health Care system. Region 10 Executive Director and IT Project director to address the Council at a future meeting probably early segments to Mt. CB project 4 go through the DDA and maybe some funding is available there as well. Region 10 also still trying for some access through WAPA lines but issue with commercial use over the line. CORRESPONDENCE None UNFINISHED BUSINESS- Discussion and Possible Consideration Ordinance No. 6, Series An Ordinance Of The Town Council Of The Town Of Mt. Crested Butte, Colorado, Summarizing Expenditures And Revenues For Each Fund And Adopting A Budget For The Town Of Mt. Crested Butte, Colorado For The Calendar Year Beginning On The First Day Of January, 2018 And Ending On The Last Day Of December, Second Reading Karl Trujillo was in attendance to address this item. Kathy Fogo, Town Attorney had advised him of a couple of typos. Karl handed out the updates with the changes highlighted. With no further discussion Janet Farmer made a motion to approve Ordinance No. 6, Series 2017, Second Reading. Kathy Fogo reminded her she must add as amended. Janet amended her motion to approve Ordinance No. 6, Series 2017, Second Reading as amended, Nicholas Kempin seconded it and the Council approved it unanimously. Executive Session Negotiations C.R.S. Section (4)(e) - Law Enforcement Agreement - Pursuant to CRS (4) (e) authorizes the Council to enter into an Executive Session on Negotiations. Ken Lodovico made a motion to enter into the Executive Session and Janet Farmer seconded it. The Executive Session began at 6:55pm and ended at 8:10p at which time the regular meeting reconvened. Discussion And Possible Consideration Of Law Enforcement Agreement Between The Board Of County Commissioners For Gunnison County, Colorado, The Gunnison County Sheriff, And The Town Of Mt. Crested Butte, Colorado. Todd Barnes brought the public and Council up to date on the general discussion regarding the Law Enforcement Agreement. Discussion ensued but not limited to: Repeated requests to meet with County Sheriff and County Manager with no luck. Disconnect between North and South end of the Valley. Long standing arrangement from Round Mountain - North. What is the plan and what level of service will the Sheriff s office provide? What is their timeline? How many officers will be on shift and how many officers will serve the North end of the Valley? Will they be opening a satellite office to serve citizens or coming from Gunnison? Concerns that EMS/FD won t have an officer available to make sure they are safe on certain
4 Page 4 calls. Currently officers act in a safety role on these calls. Mt. Crested Butte will still offer mutual aid, just no compensation. What/who will have chain of command? Current agreement expires 12/31/2017. Concern that with County taking on service would create tax increase to all Gunnison County citizens to provide the service. Potential strain on relationship with One Valley Prosperity Project that everyone worked diligently to grow the valley together due to lack of communication regarding the Law Enforcement Agreement. Danny D Aquila commented that Mt. Crested Butte PD has set a pretty high bar for level of service, what level of service is the County going to provide. Nicholas Kempin asked for clarification on the fees we are charged and the revenue produced for County tickets. Karl Trujillo stated last year we received $139,00 from the County and paid $91,000 in dispatch fees to the County. 2/3 of all calls are for the County so this should reduce by approximately $60,000. Infractions paid to the county offset the fee we are paid. Janet Farmer was also quite concerned about the lack of communication. Very sad. Needs to be a period of transition to make sure citizens are protected. Todd Barnes added that the SO has hired and is looking for more officers and is concerned they will lack the knowledge of the new area being served. Nicholas Kempin added they also need knowledge of the backcountry as well for Search and Rescue. Danny D Aquila again encouraged Karl or the Chief to reach out to the Gunnison County Manager, the Sheriff s office and the County Commissioners and request they attend our next meeting on December 19 th. David O Reilly had concerns with heavy snow and cars being stuck on the roadways having to possibly wait for an Officer to come from Gunnison, this isn t the level of service our citizens expect. Janet Farmer then made a motion to table any decision regarding the Law Enforcement Agreement until the December 19 th meeting, Lauren Daniel seconded it. Todd Barnes added that he has been advised that the County position is we take the 6-month extension and they will figure it out, he felt we would be in the same boat in six months. The Chief of Police is recommending at least a one year extension. With no additional discussion the motion to table was passed unanimously. NEW BUSINESS Discussion and Possible Consideration of a Beer and Wine Liquor License Submitted By Alpine Mongers, LLC dba The Divvy to be located at 620 Gothic Road, Unit C-130, Mt. Crested Butte. Caitlin Griffith - Caitlin Griffith, David Wilkins, Andrew Posey, Kathy Aylward were in attendance. Caitlin advised the Council this will be a Beer & Wine license serving lunch/après ski and dinner Tentative hours are 11a-8p. Grab and Go sandwiches and salads as well as cheese plates and charcuterie plates. Environmentally friendly food, local farms. Danny D Aquila asked if they will be using the patio as well, not at this time. With no additional comments or concerns, Janet Farmer made a motion to approve a Beer and Wine Liquor License Submitted By Alpine Mongers, LLC dba The Divvy to be located at 620 Gothic Road, Unit C-130, Mt. Crested Butte, Ken Lodovico seconded it and it passed unanimously. Discussion And Possible Consideration Of Resolution 5, Series 2017 A Resolution Of The Town Of Mt. Crested Butte, Colorado, Adopting the Mill Levy for the Fiscal Year 2018, Beginning the First Day of January, 2018 and Ending The Last Day of December, 2018 Karl Trujillo Karl Trujillo was in attendance to address this item. Karl stated this is the annual resolution to set the Mill Levy to the County. The distribution hasn t changed for many years 5 mills to the General fund and to Capital Improvements for a total of mills. With no additional comments or concerns,
5 Page 5 David O Reilly made a motion to approve Resolution 5, Series 2017 A Resolution Of The Town Of Mt. Crested Butte, Colorado, Adopting the Mill Levy for the Fiscal Year 2018, Beginning the First Day of January, 2018 and Ending The Last Day of December, 2018, Nicholas Kempin seconded it and it passed unanimously. OTHER BUSINESS Jill Lindros thanked Todd for hosting a great Christmas party. David O Reilly and the balance of the Council thanked Jill for the lovely decorations and setting the party up. Everyone had a great time. Todd Barnes asked if it was possible to set up a meeting with the Planning Commission to be brought up to speed on the Nordic Inn and Adaptive Sports Center PUD s. After some discussion, Kathy Fogo advised the Council that this isn t appropriate, a meet & greet could be OK or they could have a Work Session for general discussion but no specifics of any item could be discussed. It would need to be properly noticed as well but Kathy added it needs to go through the appropriate steps and come to Council once approved by the Planning Commission with their recommendations. Todd also advised of a vacancy on the DDA. This appointment will be done in January. Ken Lodovico stated that he has been approached by some members of the Crested Butte Council to set up a joint meeting? Jill Lindros added that she and their Clerk have attempted this several times over the past few years with no luck. Can t come up with a date that works for everyone. Ken asked Jill to reach out to the CB Clerk and see if something could be done after the first of the year. She will keep the Council posted. PUBLIC COMMENT Citizens may make comments on items not scheduled on the agenda. Those commenting should state their name and physical address for the record. Comments are limited to five minutes. None ADJOURN With no additional other business to discuss, David O Reilly made a motion to adjourn the meeting, Janet Farmer seconded it and it passed unanimously.
