HALVERSON Prof. J. PARISOT Dr. A. STAMPAR. Dr. W.G. WICKREMESINGHE Dr. J, ZOZAYA (representing Dr. Hyde) Dr. R. Dujarrie de la Rivière, Dr. H.S» Gear, Dr. W.A, Timmerman, and Dr. I. Zhukova (observer, UNESCO) also attended It held three meetings on ïïednésday.and.thursday^ October Dr. Halverson was elected Chairman. 1 Publication of a periodical intended ás a source of reference and index of medical publications After discussion of the report by. the Director-General on this subject (EB2/22), the working party recommends.the adoption of the following résolution: DECIDES that the publication of a separate periodical as a source of reference and index of medical literature should not at present be undertaken by WHO, INSTRUCTS the Direcl^pr-General: to report at a future session of the Board any circumstances which might lead to reconsideration of this decision. 2 Publication of a World List of Medico-biological Periodicals The working party was informed of the following resolution which had been adopted by the Executive Committee of the Interim Co-ordinating Qôimnittee on Medical and Biological Abstracting of UNESCO at its meeting on 15 and 16 October 1948t The Interim Co-ordinating Committee on Medical and Biological Abstracting recommends that UNESCO and WHO should consider jointly sponsoring the preparation and publication of a world list of medico-biological periodicals'with a standard.abbreviation of their names or titles.
2 After consideration of this proposal, the working party decided that, in view of the possible financial implications of the proposal, the question should be deferred and a final decision taken when further data were available, It therefore recommends the adoption of the following resolution» NOTES the proposal by the Interim Co-ordinating Committee on Medical and Biological Abstracting of UNESCO for the preparation and publication of a world list of medico-biological periodicals, INSTRUCTS the Director-G e neral to obtain further data on this proposal and to report to a future session of the Board. 3 Publishing Obligations inherited from OIHP Professor Parisot referred to the publishing, obligations inherited by 1H0 from OIHP. He suggested, among other things, that there should be published bibliographie al references and^' where desirable and feasible, abstracts of the more important a'rticles, in the Bulletin of the World Health Organization. It was explained by the Secretariat that the Interim.Commission had decided that the material which previously constituted the Bnllctin mensuel de l'office International d Hygiène Publique should be spread over several publications, the epidemi-ological.- in formât i on being published in the Weekly Epidemiological Recprci añcl the Epidemiological and Vital Statistics Report^ health legislation being published in full in the International Digest of Health Legislation^ and the notes and «.. communications from governments, in the Bulletin of the World Health Organization> The only obligation "which had not so far been met was that of publishing bibliographical analyse s-. In this connexion, the attention óf the irking party was drawn to the following resolution adopted by ^ e Executive Committee of the Interim Co-ordinating Committee on Medical and Biological Abstracting.. : ;. of UNESCO at its meeting on 15 and 16- October- : 1948 e - As the Interim Co-ordinating Committee on Medical and Biological Abstracting has resolved that "unnecessary duplication of medical abstracts should be avoided",.it hopes that if the World Health Organization undertakes the abstracting of medical literature, it will refer the project.to the Interim Co-ordinating Committee before taking action In the light of this resolution, It was proposed that "WHO should avail itself of the resources of existing abstracting services which should be invited to provide abstracts covering the defined fields of

After discussing t^ie reports by the Dire с to r- Général on this.,.... subject (EB2/30 and Add.l) and hearing the views of- the observer from UNESCO, the working party recommends the adoption of the following resolution: Whereas it is expected that the Organizing Committee for the Pe rmanent Bureau for the Co-ordination of Ipte;rnational Congresses of Medical Sciences wiíi establish a Permanent Bureau (or Council) as a non-governmental organization collaborating with WHO.. - and whereas the' World" Health' Assembly'- allocated:- for 1949 the sum of 120,000 for the co-ordination of internationalcongresses of medical sciences,.....,. ; INSTRUCTS the Diréctór-General, in collaboration With the Permanent. Bureau for the Co-ordination, of Internatiqnal. Congresses of MediGal Sciences, when iti has been established, to prepare a definite proposal for.assistance to congresses in.. r publishing their proceedings APPROVES., in principle the use for this, purpose ох.л part of the; sum allocated foic... the; co-ordination of medicál. congresses» 5 Linguistic policy for;- publications.; After discussion of the report by the Director Général on this subject (ÈB2/36), the working party recommends the adoption of the following resolution}
4 APPROVES the principle of publication in the two working.,..,, languages of the Organization RECOMMENDS 1. that the Chronicle of the World Health Organization continue to be published in the Üve official languages; ' '?: 2. that certain special non-serial publications,, should^ when necessary,, be produced in án. additional language of languages; and 3. that, i f a further need to publish in non-wdrkirig làriguages is demonstrated, the Director-General should.consult with the appropriate regional directors as to the possibility óf undertaking such publication through the regi.onal órgárlizations- Stimulation of production^ use and exchange f fij.ms arid other 1 audio-visual media After consideration of the report by the Director-General on this subject (EB2/31), the working party recommends the adoption of the following resolutioni 广 Considering that it s desirable to stimulate the production, use and exchange^ of films and оther audio-visual nuedia for education in the field of health,. REQUESTS the Director-General to co-operate with the United Nations and UNESCO i n ordet to study existing facilities in this field for the purpose of. developing a programme to stimulate the production, use and exchange of films and other audio-visual media for use in health education; and 2. to draw the attention of Members-to the advantages.of national co-ordinating committees associations or с entre a for: this purpose to inquire whether such bodies exist and whether part>iculars are available of films r eco mended for medical: and health education. Exchange of medical literature among Menibeys,of WHO After discussion of the report by"the Director-General (EB2/21), the working party decided that consideration should be giveft to the use of microfilms in facilitating the. availability of medical literature It therefore recommends the adoption of the following resolutiónг RECOGNIZES that there are in some countries difficulties in the way of obtaining necessary medical periodicals and books, and that the lack of such periodicals and books seriously hampers the development of health services arid of medical education and research, INSTRUCTS the Director-General to send a written request to Members for information specifying any deficiencies in supplies of foreign medical literature, such information to include stàtements on (a) the principal causes of the deficiencies (b) the extent to which arrangements exist for the fullest utilization of available foreign medical literature by means of national central medical
5 libraries, inter-library loans, union catalogues or other means; 2. to request information on the extent to which the UNESCO International Clearing House for Publications is concerned with medical literature, and to consult with UNESCO on the advisability of initiating jointly a survey of the needs of medical libraries in such countries as may express a desire for such a survey to be made; and 3. to obtain information on the use of microfilms in facilitating the availability of medical literature. 8 Use of the United Nations Library facilities at Geneva After consideration of the report by the Director-General (EB2/40 and. Add.l), the working party recommends the adoption of the following resolution: NOTES the decision of the Fifth Committee of the General Assembly of the United Nations on 20 October 1948 regarding the loan to WHO of medical materials in the Central Library of the United Nations at Geneva; EXPRESSES IIS APPRECIATION to tho Secretary-General of the United Nations for his co-operation in this matter; DECIDES to accept provisionally the arrangement approved by the Fifth Committee of the General Assembly on 20 October 1948; and INSTRUCTS the Directoj>General to enter into negotiations with the Secretary-General of the United Nations with a view to incorporating into the general plan for the library services of the United Nations provisions for the loan to WHO, on a nonrestrictive basis, of the health 总 nd medical material of the former library of the League of Nations ^
