VOLUNTARY FUND FOR HEALTH PROMOTION: REPORT ON CONTRIBUTIONS RECEIVED: Item 6.1 of the Agenda (Resolution EB26.R20, para. 2; Documents EB32/3 and EB32/15) (continued) The CHAIRMAN said that since the previous discussion on the subject the following draft resolution, proposed by Dr Evang, had been circulated: The Executive Board, Having noted the report of the Director-General on the Voluntary Fund for Health Promotion proposing the addition of a new sub-account in the Fund; Recalling the decision of the Thirteenth World Health Assembly (resolution WHA13.24) to establish a Voluntary Fund for Health Promotion which should include as sub-accounts "any other special accounts which may be placed in the Fund by the Executive Board or the Health Assembly", DECIDES to place the Special Account for Miscellaneous Designated Contributions as a sub-account in the Voluntary Fund for Health Promotion. Decision: EB32.R22), The draft resolution was adopted without comment (see resolution 2, MALARIA ERADICATION: STATUS OF THE SPECIAL ACCOUNT: Item 6.2 of the Agenda (Resolution EB22.R1, para. 2; Document EB32/9 Rev.l) At the request of th^ Chairman, Mr SIEGEL, Assistant Director-General, introduced the Director-General 1 s report to the Board covering the contributions to the Malaria Eradication Special Account received between 1 January and 20 May I963, for which the Board would no doubt wish to express its appreciation.

Êxecutivë Board, Having considered the report of the Director-General on the Malaria Eradication Special Account; Appreciating the contributions made to the Malaria Eradication Special Account; and Noting that the Director-General has already expressed the thanks of the Organization to the individual donors, REQUESTS the Director-General to transmit this resolution, together with the report which he has submitted to the Executive Board, to all Members of the Organization, calling particular attention to the Executive Board 1 s expréssion of appreciation. Decision; EB32.R23). The draft resolution was adopted without comment (see resolution HEADQUARTERS ACCOMMODATION: Item 6.3 of the Agenda Report of the Standing Committee; Item of the Agenda (Document EB32/22) Progress Report of the Director-General: Item 6.^.2 of the Agenda (Resolution WHA16.22;Documents A16/AFL/12 and Add.l, EB)2/ll) At the request of the Chairman, Mr SIEGEL introduced the subject. He suggested - ".. «. «.,.... > -... " :,. that, to facilitate consideration of the matter, the report of the Standing Committee and the Director-General 1 s progress report should be taken together and covered by a single resolution. Document EB32/22 1 gave an account of the work carried out by the Standing Committee on Headquarters Accommodation with regard to the.award of contracts for Section 工 I of the work on the building, outlined the progress made and the financial situation. 6 of which the Board would no doubt wish to express its appreciation. In document EB32/II the Director-General reported that there had been no further developments in connexion with headquarters accommodation since his report to the Sixteenth World Health Assembly on the subject Dr GUNARATNE, Rapporteur, read the following draft resolution: The Executive Board NOTES the report of the eighth session of the Standing Committee on Headquarters Accommodation; 2. NOTES the report of the Director-General on Headquarters Accommodation as presented to the Sixteenth World Health Assembly; 3. EXPRESSES its appreciation of the action of those Member governments which have contributed to the building project; and 4. REQUESTS the Director-General to transmit this resolution to all Members of the Organization calling particular attention to the Executive Board 1 s expression of appreciation. Decision: EB32.R24). The draft resolution was adopted without comment (see resolution 4. ACCOMMODATION FOR THE REGIONAL OFFICE FOR AFRICA: Item 6.4 of the Agenda (Resolution WHA16.9; Documents A16/AFL/7 and AddЛ and Add.2, EB32/13) Mr SIEGEL said that there was nothing further to report since the document on the subject submitted by the Director-General to the Sixteenth World Health Assembly (A16/AFL/7 and Add.l and Add.2). Decision; EB32.H25) The draft resolution was adopted without comment (see resolution 5. HOUSING OP STAFF OF THE REGIONAL OFFICE FOR AFRICA: Item 6.5 of the Agenda (Document EB^/l^) 1 Introducing the subject, Mr SIEGEL pointed out that the Director 麵 General had informed the thirty-first session of the Board that after engineering studies had been made a site had been purchased different from the one mentioned at the Fifteenth Health Assembly. Since then the preliminary plans for the building of two apartment blocks had been completed and the work on the detailed plans was almost complete. The architect was preparing detailed invitations for bids and construction work was expected to commence in a few months and be completed early in The remaining aspect of the matter still under study was the over-all problem of real estate management, on which the Director-General would submit a further progress report to the thirty-third session of the Board, The CHAIRMAN invited members to consider the draft resolution contained in paragraph 5 of the report, as follows : The Executive Board., Having considered a report by the Director-General on the housing of staff of the Regional Office for Africa, NOTES the report. ACCOMMODATION FOR THE REGIONAL OFFICE FOR SOUTH-EAST ASIA: Item 6.6 of the Agenda (Document EB32/12) Introducing the subject, Mr SIEGEL referred to resolution EB51.R21, in which the Executive Board requested the Director-General to continue his negotiations with the Government of India in connexion with the. agreement for the occupancy of the building. There was nothing further to report since those negotiations were still continuing, but the Director-General hoped to be able to report their completion to the Board at its thirty-third session. In reply to a question from Dr AL^WAHBI as to the difficulties causing the delay in negotiations, Mr Siegel explained that the Organization was already actually occupying the new building. the contractual arrangements The only difficulties, if any, concerned the terms of The Organization was endeavouring to obtain an agreement which, would provide most favourable conditions and it was hoped that that would have been done by the time of the thirty-third session of the Executive Board. Dr GUNARATNE, Rapporteur, read the following draft resolution: The Executive Board 1. NOTES the report of the Director-General on accommodation for the Regional Office for South-East Asia; 2. REITERATES its request to the Director-General as contained in paragraph 4 of resolution EB31.R21 adopted at the thirty-first session of the Board; REQUESTS the Director-General to report further on this subject to the Executive Board at its thirty-third session. CONDUCT OP THE GENERAL DEBATE IN PLENARY MEETINGS OP THE ASSEMBLIES: Item 50 of the Agenda (Document EB)2/l6) The DIRECTOR -GENERAL introduced document EB32/16,which reproduced a note he had received from the Government of the United Kingdom, regarding the difficulties which arose from the length of the debates on the Director-General T s report. He recalled that in the General Committee of the Sixteenth World Health Assembly, the delegate of Sweden had supported the suggestion made by the delegate of the United Kingdom that a time limit be fixed, during which delegates should summarize their comments, on the. understanding that full statements would appear in the Verbatim record of the meeting The delegate of India had stressed the need for careful с oris i de rat i on of the proposal, because in case of acceptance they would be printing statements the contents of which were unknown to delegations In view of the divergence of views, the Director- General suggested that he study the matter and submit a report on the subject to the thirty-third session of the Executive Board, at which time members would be fully documented and a full discussion could take place. Dr WATT said that he had come to the same conclusion as the Director-General, Members of the Board would no doubt be glad to know the history of the subject before proceeding to discuss it in detail. He read the following draft resolution, the adoption of which he proposed: The Executive Board, Having considered the question of the conduct of the general debate in plenary meetings of the Assembly, 1. REQUESTS the Director-General to send to r members of the Board the references and/or records of discussions in the World Hee^lth Assembly and Executive Board on the subject;

REQUESTS members of the Board to send their suggestions on the subject to the Director-General by 1 December 1963; and REQUESTS the Director-General to report to the Board at its thirtythird session on the comments he has received together with an analysis cf the areas of agreement and any points of disagreement reflected in these comments. The CHAIRMAN suggested and Dr WATT agreed that it might expedite the work of the Director-General if members of the Beard were given references to records of previous Assemblies where discussion had taken place on the subject, instead of duplicating the records Professor MUNTENDM thought that, in view of the large number of Member States of the Organization, it might be worth while to investigate whether the agenda of the Health Assembly and the Health Assembly 1 s procedure in : dealing with it required modification in order to reserve more time for discussions on essential subjects, particularly WHO programmes for the following year. He would be glad if members of the Board would voice their opinions on such an extension of the study to be carried out by the Director-General Dr TURBOTT supported Dr Watt f s suggestion^ which was very similar to that put forward by the Director-General. It would seem difficult to deny anyone the right to speak at a Health Assembly,but on the other hand debates were becoming extremely lengthy* Dr AL-WAHBI also supported the draft resolution proposed by Dr Watt and associated himself with Dr Turbottc's' commeat^

11 EB32Aíin/4 Rev.l Dr EVANG also supported Dr Watt f s resolution. In cases where the minutes of the meetings concerned were not available to members of the Board, he presumed that the Secretariat would provide them. It was so agreed» Dr KAREPA-SMART suggested that it might be possible to shorten the process if, since the study to be carried out by the Director-General would entail going through records of previous discussions on the subject, a summary of those discussions oould be made available to members of the Executive Board» Professor CANAPERIA associated himself with the remarks made by Professor Mimtendam» In his view the scope of the draft resolution should be extended and not only should the procedure be modified but also the conduct of the debates in the Health Assembly. Many delegates suffered from a feeling of frustration because important matters were left until the last minute. V Professor ZDANOV supported the draft resolution; once the matter had been studied it could be given full discussion. Dr WATT referred to the shortening of the process that had been suggested, and said he was sure that the Director-General would be able to send Board members a synthesis of past discussions on the subject quite promptly. It would be left to the discretion of the Director-General whether he sent them records of discussions or references thereto.

12 Speaking as a d-el-egate-ta "the- Health" Assembly, he s.tr-essed that the matter should be given very serious discussion» Obviously the experience of the Director- General and his staff in the matter was most valuable. It should not be forgotten, however, that it was the responsibility of the Health Assembly itself to take a decision on such an important matter» The DIRECTOR -GENERAL said that the problem of the duration of sessions of the Health Assembly had been discussed many times, and he referred to the resolutions of the Health Assembly and the Executive Board on the subject appearing on pages 201, 202 and 203 of the Handbook of Resolutions and Decisions 夕 sixth edition. In his opinion, the most important resolution was WHAl i l-.51^ in which the Health Assembly hadчакеп the first step in reducing the duration of Health Assemblies bydeciding that one debate only would be devoted to the consideration of the Annual Report of the Director-General, in plenary meeting It should be borne in mind that the increased membership of the Organization also had the effect of making it difficult to keep the duration of the Assembly within the normal three-week period. The point raised by Professor Muntendam was covered in operative paragraph 2 cf resolution WHA1^#51«He referred to a suggestion he had heard that one committee had too much work, while the other could possibly have completed its agenda in less than the allotted three weeks. The point raised by Professor Muntendam should be given careful consideration when the preparation of the agenda of the Health Assembly and the distribution of items between the two committees were studied. With regard to the draft resolution proposed by Dr Watt, he suggested that it would facilitate the work of the Secretariat if the references and/or records of discussions were sent to Board members by 1 September 196),so that their reactions could be made known to the Secretariat by 1 November 196),which would enable them to be analysed in time for the January session

13 - ю з 一 EB32/Min/4 Rev.l of the Board. Finally, it would assist the Secretariat if the study could be made step by step and the first stage confined to discussions in plenary meetings. Any extension of that study could be handled later. Dr WATT fully agreed with the Director-Geneial's suggestions and left it to him to change the date in the resolution as he thought fit from the work point of view. In reply to a question from Professor CANAPERIA as to the action taken on resolution ША14.51, Mr SIEGEL said that the Board had submitted a report to the Fifteenth World Health Assembly regarding the terras of reference of the main committees, and that the Health Assembly had thereupon adopted resolution WHA15.1 in that connexion. The Handbook of Resolutions and Decisions was not quite up to date, vrfiich accounted for Professor Canaperia 1 s question. Professor MUNTENDAM agreed with the Director-General 1 s proposal that the study be undertaken step by step. At the request of the Chairman, Mr SIEGEL read out the draft resolution proposed by Dr Watt with the insertion of "by 1 September 1963" in operative paragraph 1 and changing the date in paragraph 2 to read n l November 1963". Decision; The draft resolution, as amended in regard to dates, was adopted (see resolution ЕБ32 R28) 8. AD HOC COMMITTEE OF TEN ESTABLISHED BY RESOLUTIONS 851 (XXXII) and 900 (XXXIV) OF THE ECONCMIC AND SOCIAL COUNCIL: Item 7.1 of the Agenda (Document EB32/7) 1 The CHAIRMAN drew the Board 1 s attention to the draft resolution proposed by Dr Evang and Dr Watt (document EB32/25), and invited Mr Siegel to introduce the report of th Director-General on the Ad Hoc Committee of Ten established under resolutions 851 (XXXII) and 900 (XXXIV) of the Economic and Social Council (document EB32/7). 1 1 Reproduced, as Annex 10 to Off. 14 EB32/l«Iin/4 Rev.l Mr SIEGEL, Assistant Director-General^ recalled that the subject had been under consideration for nearly two years A report had been submitted to the Executive Board at its thirty-first session concerning developments that had taken place up to that time. It had referred.particularly to United Nations Economic and Social Council Resolution 900 (XXXIV),which had increased the membership cf what had been the Ad Hoc Committee of Eight to an Ad Hoc Committee of Ten, whose terms of reference differed somewhat from those.provided in resolution 851 (XXXII), tc which reference was made in... the first paragraph of the document before the Board. The Ad Hoc Committee of Ten had met in New York in March 1963, and its report, which would be considered by the Economic and Social Council at its thirty-sixth session was appended as Annex 1 to document EB)2/7, Members of the Board might be pleased to note that a representative of WHO, together with representatives of other interested agencies, had been permitted to participate fully in the work of the Ad Hoc Committee at its last session, as had been assumed in resolution The Chairman of the Ad Hoc Committee of Ten had asked the representative of WHO to convey to the Executive Board the Ad Hoc Committee's appreciation of the Organization^ representation* The full text of the statements made by the representative of WHO during the meeting were attached to the report as Annex 2, The Ad Hoc Committee had considered its work under three major headings, referred to in paragraph ) of its report: со-ordination at headquarters; co-ordination in the field, at the regional level and at the country level; and operational, executive and administrative personnel. Annex 3 to the document was an extract from the report on the comments of the Administrâtive Committee on Co-ordination (ACC) which had met early in May, and those comments would be transmitted to tho Economic and Social Council, together with the

15 EB32/MînA Rev.l report of the Ad Hoc Committee. The Board would wish to take into account a number of points that had emerged from the interim report contained in Annex 1, and members would see in paragraph 4 that statements had been heard from the Deputy Under-Secretary for Economic and Social Affairs of the United Nations, the Managing Director of the Special Fund, the Acting Commissioner for Technical Assistance and representatives of the specialized agencies. In paragraph 6 of the report it was noted that the Secretary-General would be pursuing his consultations with the executive heads of the specialized agencies at the May session of ACC with a view to preparing the study recommended in paragraph 8l of the Ad Hoc Committee 1 s previous report. The Beard would be interested to note the comments made in paragraph 9,. under the heading "World Health Organization", from which it could be seen that the Ad Hoc Committee had taken account of resolution EB31.H48» Comments regarding other specialized agencies were contained in paragraphs 10 to 13^ and from paragraph 14 it would Ъе seen that the Chairman had thanked the representatives cf the specialized agencies and expressed the hope that they would contribute to the Committee 1 s work at all future meetings. It would be apparent from what appeared under the heading "General debate" that the work of the Ad Hoc Committee so far had resulted in no clear decision on any of the subjects discussed; that a number of suggestions had been made and that there had been no majority support for any one position. Paragraph 21 contained a suggestion by one member under the heading "Co-ordination at headquarters level" In paragraph 22 there was a rather drastic suggestion by another member that the Technical Assistance Committee should be the governing body of all technical assistance programmes of the United Nations,

16 the Special Fund and the specialized agencies. That suggestion would, of course, have included all technical assistance programmes carried out from all possible sources of funds Prom the statement annexed to the document it could be seen that the representative of. WHO had made it very clear that WHO could not accept such a proposait Paragraph 23 stated that some other members had felt that the question deserved study, and paragraph 24 showed that another member had indicated other ways of dealing with the problems presented to the Committee In paragraphs 26 and 27 could be found a reference to the question of the merger of the Technical Assistance Committee and the Governing Council of the United Nations Special Fund, while paragraphs 28 and 29 concerned the suggestion for merging the Consultative Board of the United Nations Special Fund with the Technical Assistance Board* There had been some support for the latter suggestion. Paragraph 29 referred to a suggestion to increase the membership of the Consultative Board of the United Nations Special Fund to include representatives of each of the specialized agencies Paragraph 30 dealt with the subject of management and evaluation, and reference was made to discussion on the advisability of appointing a single manager for all United Nations programmes who would have powers similar to those of the Managing Director of the Special Fund. He drew particular attention to the following passage: "There was fairly wide opposition to this, several members feeling that the fields of EPTA and the Special Fund were such that separate management would be needed though their legislative and consultative functions were merged. There was no consensus or extended debate on the question of the advisability of the establishment of a combined fund nor cn the question of the policies under which allocations between types of projects would be made

17 EB)2/Min/4 Rev.l Paragraph 31 related to the regular programmes, and stated that there had been discussion of the relation of the regular programmes of the United Nations and the specialized agencies to the Expanded Programme of Technical Assistance; that there had been advocates for merging them and also for creating central machinery for co-ordinating the Special Fund, the Expanded Programme of Technical Assistance and all the regular programmes of the United Nations and specialized agencies. One member cf the Committee had expressed himself in favour of discontinuing the financing of technical assistance programmes from the regular budgets of the United Nations and the specialized agencies and of merging those programmes with EPTA, with voluntary contributions in national currencies» As could be seen from the statements made, the representative of WHO had disagreed with that proposal Paragraph 33 referred to a proposal for moving the headquarters of the Expanded Programme of Technical Assistance and the Special Fund to Europe, preferably Geneva. The proposal had been discussed at some length but had not had a majority support Paragraphs to 斗 2 dealt with co-ordination at the regional level. Considerable discussion had taken place with regard to the role of the regional economic commissions and the relationship of those bodies to the full work of the United Nations and the specialized agencies. It could be seen from paragraph 40 that one member had suggested that at the regional level all offices of the United Nations and the specialized agencies dealing with technical assistance should be merged; that if necessary a representative of the central administration of EPTA on the regional level could be appointed; and that regional representatives of specialized agencies could help him in his over-all co-ordination functions on the regional level of the

18 EB 2/klnA Rev.l technical assistance activities of EPTA and the Special Fund. The representative of WHO had pointed out that its regional structure was a constitutional provision for WHO and that the Organization could not therefore consider 七 he proposal. Paragraphs to 53 dealt with co-ordination at the local level. Considerable discussion had taken place concerning the role of the resident technical assistance representatives, and some members had referred to the possibility of increased. co-ordination if the regular programme of the United Nations and EPTA were to be merged, and had considered that the possible merger of EPTA and the regular programmes of the specialized agencies would also improve с о-ordinat i on Reference was made in paragraph 斗 5 to the views of some members that, on the country level, arrangements similar to those on the regional level should be followed (i.e., that there should be one central authority); and that the resident representative should be the sole representative of the United Nations and the specialized agencies> the Special Fund and other technical co-operation programmes» Those proposals had not received much support from members of the Ad Hoc Committee, and the representative of WHO had called attention to the fact that WHO had its own regional and field structure and was in fact expanding its arrangements for adequate country representation. Paragraph 斗 9, which would be of particular interest to the Board, stated: "The Committee was of the opinion that co-ordination between the different programmes of technical co-operation within the United Nations family was the first task to be attended to and achieved. It was also of the view that developing countries would benefit immeasurably by themselves ensuring coordination between multilateral and bilateral programmes and that it was clearly within the sole competence of the countries themselves to undertake the coordination required to achieve their objectives."

19 ЕВ52/М1пД Rev.l Considerable interest had been shown by some members of the Ad Hoc Committee in the study on co-ordination carried out by the Executive Board, copies of which had been made available to them, and the view had been expressed that it represented one of the best studies made on the subject. The interim report was to be discussed by the Technical Assistance Committee at its session in June 1965 and by the Economic and Social Council in July. It would be useful if members of the Board would indicate the position they would like the Director-General to take with regard to further developments. The intention of the Economic and Social Council resolution 9^ 〇 (XXXI7) had been that a final report should be submitted at its 196 斗 session. In the meantime continuing work in connexion with the subject could be anticipated. He would be happy to prov-ide any further information the Board might wish. document. The CHAIRMAN thanked Mr Siegel for his concise summary of a very complex Professor ZDANOV said that he had read the document carefully, and had listened with interest to the statement made by Mr Siegel. Much was still not clear to him, however, and he noted that even the Ad Hoc Committee itself had not reached any clear decision on the subjects discussed. The problem was not a new one: the Fifteenth World Health Assembly had adopted a resolution on the subject, as had also the Executive Board (EB51.R48). Sufficient directives had thus been given by the Health Assembly and the Board for the Director-General and his staff to prepare for the forthcoming meetings of the Technical Assistance Committee and the

20 EB32/Min/4 Rev.l 一 Economic and Social Council, and he would prefer that the Director-General 1 s report be noted and that detailed discussion of the matter be deferred to the Board's thirty-third session. If, however, members preferred to discuss it forthwith, he would oppose certain parts of the draft resolution proposed by Dr Evang and Dr Watt - the last paragraph but one of the preamble, referring to Economic and Social Council resolution 222 (IX), the terms of which he had not had the opportunity of studying recently, and operative paragraph which seemed to him to be linked with the last paragraph of the preamble. Mr KITTANI, alternate to Dr Al-Wahbi, expressed the hope that, since the report was only an interim one, some consensus of opinion would emerge to enable the final report to contain definite recommendations instead of simply a description of opinions of individuals. Members of the United Nations family had placed very high hopes on the results that would come out of the Ad Hoc Committee's work, but they had so far been disappointing. Two or three rather outstanding ideas had been discussed, including the perennial question of whether the Special Fund of the United Nations and the Expanded Programme of Technical Assistance should be merged under one programme and one administration. He had on several occasions expressed strong reservations on the subject. The two programmes were fundamentally different, and the Special Fund was half way between a technical assistance programme and a financing programme by the United Nations. The third stage of financing activities by the United Nations itself had yet to be reached despite continuous resolutions by the General Assembly Special Fund operations were completely different from straight forward technical

The resolution that had established the Special Fund had stated that should the resources available to it reach a certain level its terms of reference would be reconsidered. As members of the Board would recall, the original plan to set up the Special United Nations Fund for Economic Development (SUNFED) had been abandoned and instead the Special Fund had been established, with the idea that^ should money become available, that fund would be converted into a kind of n SUNFED ff. The merger of the existing Special Fund with the older Expanded Programme of Technical Assistance would annul that possibility and would be a step backwards. He was glad to see that there was no widespread support for that proposal in the Ad Hoc Committee. His next point concerned the even more radical suggestion for combining all the operations of a technical assistance nature in one central fund. That would be fundamentally wrong. Mr Siegel had referred to the constitutional problems involved- and he would like to state the viewpoint of recipient countries. The United Nations had a regular programme of technical assistance which was older than the Expanded Programme established by Economic and Social Council resolution 222 (IX). In the Second Committee of the United Nations year after year the representatives of the developing countries had insisted that the regular programme be retained as a symbol of the collective responsibility to provide for the needs of those countries. The United Nations had barely scratched the surface of the possibilities of implementing their obligations in the economic and social field as expressed in the Charter of the United Nations, The idea of merging regular programmes with voluntary programmes usually implied that both programmes would be

It would be a great step backwards and, if applied to the programmes of the specialized agencies, which were concerned with technical assistance as part of their raison d T être, would put their whole organization on a precarious footing. He would therefore be strongly against such a proposal. He was glad to see in the Ad Hoc Committee T s discussions support for the principle that all technical assistance should depend on voluntary requests by recipient countries. That principle had to be preserved if the United Nations and the specialized agencies were to continue to receive the respect and understanding of those countries. He was also glad to see that there had been some discussion of the acute needs of many recipient countries, particularly the newly-emerging ones, which would need help in formulating their requests for technical assistance - a point that had been neglected for a long time. In that respect co-ordination was acutely needed. As he had emphasized on many occasions, co-ordination must be started at country level by governments, with the help of the resident and area representatives. He hoped that the final report of the Ad Hoc Committee would be more satisfactory and that there would be firm recommendations in view of the high hopes placed on it. It was evident that everyone was willing to co-ordinate, but that there were conflicting views on how it should be done. More give-and-take and flexibility were needed than had so far been in evidence. The CHAIRMAN thanked Mr Kittani for his illuminating statement.

23 EB32/MinA Rev.l Dr EVANG said that the question went beyond considerations of co-ordination. As Mr Kittani had stated, the results of the Ad Hoc Committee 1 s meeting were somewhat disappointing The whole subject was a controversial one, and if it were a matter only of co-ordination there would be little disagreement As the document showed^ many ideas had been expressed 5 some of so radical a nature that they would not only modify but nullify the fundamental decision that had been taken in San Francisco in 19^5 to establish WHO as a specialized agency divorced from political considerations. The Charters of other specialized agencies and the Constitution of WHO clearly expressed that concept. f The decision had been a wise one, and the integrity of the specialized agencies on that fundamental point should be defended. He supported Mr Kittani! s remarks concerning the proposal to establish a new joint organization to deal with technical assistance What the developing countries needed more than technical assistance v;as investment in the means of production. The United Nations attempt to establish SUNPED had failed, and they had set up a special fund described as a TT pre-investment analysis organization". The description had been invented to cover the fact that the United Nations had not yet reached the point where they could solve the fundamental problem. It would be disastrous for a technical organization like WHO to be draxvn into a joint organization of that kind, and he congratulated the representative of WHO at the meeting of the Ad Hoc Committee for having expressed the Organization^ point of view so clearly. The draft resolution that he had proposed jointly with Dr Watt was intended to confirm that the representative of WHO had the support of the Executive Board. Operative paragraph 3 read: ft EM)ORSES the views expressed on behalf of the Organization at the meeting of the Ad Hoc Committee cf Ten; ff

24 He would of course consider any minor amendments to the draft resolution. It was intended to express the Board T s belief in the technical integrity of the Organization as expressed in the Constitution. WHO had proved itself capable of working to a very high degree as a technical body in the spirit of the decisions reached when the specialized agencies had been established. Mr ZOHRAB, alternate to Dr Turbott, said that he had been tempted to agree with Professor Zdanov r s proposal for postponing consideration of the subject until the Board 1 s thirty-third session. As could be seen from the report, no consensus of opinion had so far emerged in the Ad Hoc Committee of Ten. The Economic and Social Council would be considering the subject at its next session, and it was hoped that something less vague might be presented later. He realized, however, that the Ad Hoc Committee would not meet again before the Board 1 s thirty-third session, and if discussion were postponed it would have to await the thirty-fourth session. If the Board wished to proceed with consideration of the draft resolution proposed by Dr Evang and Dr Watt, he would propose the insertion of a new paragraph between the first and second preambular paragraphs, to read as follows: Recognizing the need for continuing attention to be paid to ensuring со-ordination of international effort in the field of technical assistance and the part that is being played in this work by the Ad Hoc Committee of Ten, Dr WATT expressed appreciation of the background outlined by Dr Evang, to which he had a few comments to add.

25 EB52/VIin/4 Rev.l The very lack of coalescence of thinking as reported by Mr Siegel made it important for the Board to reaffirm its consistent basis for action, namely that the Organization had been set up to deal with health matters. Medical problems needed medical training for their solution. His intention in submitting the joint draft resolution had been to reiterate that simple fact. In expressing it in the form of a resolution some of that meaning might have been lost, and he would be grateful for any attempts to modify the wording to make its intention crystal clear. He had no desire to complicate further the attempts of the Ad Hoc Committee by introducing confusing factors. WHO was a going concern meeting the medical needs of many people. The term "technical assistance 11 had different meanings in the context of the different organizations concerned w-ith it. Technical assistance in,f pre-investment, planning" was outside the scope of WHO, but technical assistance in medical problems meant assistance with trained, qualified physicians and paramedical personnel He hoped that a resolution might be adopted that would convey that meaning. Dr SUBANDRIO said that she would welcome an opportunity to study the subject further in order to have a clearer idea of what was involved. She expressed appreciation of the remarks made by Dr Watt and Dr Evang, who had studied the matter very carefully, and of the draft resolution they had proposed. She would like to be able to give it her support but, since she did not at present know sufficient about the subject, she would support the suggestion made by Professor Zdanov that the discussion be postponed until the thirty-third session. Dr OMURA supported the draft resolution proposed by Dr Evan>/ and Dr Watt.

26 The CHAIRMAN said that so far, in addition to the draft resolution, the Committee had before it a proposed amendment by Mr Zohrab that consisted of a paragraph to be inserted between the first and second paragraph of the preamble. Dr DIBA asked whether the representative of the Director-General would be attending the next meeting of the Ad Hoc Committee. Mr SIEGEL, Assistant Director-General, said that the report of the Ad Hoc Committee of Ten would be considered by the Technical Assistance Committee when it met in June 1963 and by the Economic and Social Council in July, and the representative of WHO would be present at both meetings. The Ad Hoc Committee would later continue its work in the light of decisions that might be reached at those meetings, and it was assumed that a representative of WHO would again be invited to attend its meetings. Dr DIBA said that in putting his question he had been thinking of the suggestion made by Mr Siegel in introducing the item that, before the Ad Hoc Committee reached a final decision, the Board should make clear its position on the question of coordinatior among the different United Nations agencies. The draft resolution proposed by Dr Evang and Dr Watt seemed to him to express the general feeling noted at past sessions of the Health Assembly that, while co-ordination among the agencies was desirable, it was also essential to preserve the integrity of the World Health Organization, which was one of the agencies that had been established in the very earliest days of the United Nations. By adopting that resolution the Board would make it easy for the D ire с t or-general to put forward its view, and that of the Health Assembly, at the forthcoming meetings.

27 一 EB52/v[in/4 Rév.l Professor ZDANOV, referring to the Chairman f s summing up of the proposals before the meeting, said that a further proposal, which had received support in the Committee,had been that the Board should note the Director-General T s report and- defer consideration of the matter until its thirty-third session. The CHAIRMAN thanked Professor Zdanov for the correction: he had not realized that the suggestion referred to had been intended as a formal proposal. The DIRECTOR-GENERAL said he felt obliged to intervene in the discussion and point out that the proposal to note his report without comment and without giving him further guidance would place his representative at the Economic and.social Council in an embarrassing position. It was true that resolution EB^l-R48 laid down a number of principles, but since that resolution had been adopted In January a lot had happened. Dr Diba had made an important point when he had spoken of the need to preserve the integrity of the Organization. Prevention was better than cure, and if the Board did not make clear at the present juncture its view of the role of the Ad Hoc Committee, it would find a different concept crystallizing on the basis of the views cf others. The Board could of course modify the draft resolution proposed by Dr Evang and Dr Watt in any way it chose; he only wished to be given some indication of what steps he should now take. Professor ZDANOV suggested that, if the resolutions of past Health Assemblies and sessions of the Executive Board were not sufficient to enable the Director- General to conduct further negotiations with the Ad Hoc Committee, a request t^ him to pursue such negotiations could be added to the draft resolution noting his report.

28 ЕВ32/к1пД Rev.l 一 The DIRECTOR-GENERAL reiterated that the past resolutions of the Health Assembly and the Board did not give him sufficient guidance in view of recent developments. The Ad Hoc Committee of Ten had been established with a view to merging the Expanded Programme of Technical Assistance and the United Nations Special Fund - no mention had been made of the regular budgets of the agencies. The suggestion was now made that they too should be included, and that was a matter of vital importance to WHO. The provision of technical assistance to Member States by the Organization was a principle that had been established before the Expanded Programme or the Special Fund had been thought of; and was the raison d T être of its regional structure. it was laid down in its Constitution Its position in that respect must be safeguarded It was true that no formal recommendation had yet been made for the merging of regular budgets, and that any such arrangement would require a change in the Organization,s Constitution, but the idea had been put forward and would be discussed in the Technical Assistance Committee and the Economic and Social Council, so it seemed essential to adopt some position on a matter so vital to the life of the Organization. Dr AL-WAHBI said that the Director-General! s remarks had confirmed him in his support of the draft resolution proposed by Dr Evang and Dr Watt. propose that, in paragraph 2, the words "without vote" be deleted. He would merely It went without saying that WHO, not being a member of the Ad Hoc Committee of Ten, could not vote at its meetings. The CHAIRMAN noted that the proposers of the draft resolution signified their acceptance of the amendment proposed by Dr Al-Wahbi.

29 ЕВ32/к1пД Rev.l Не asked whether they also accepted the proposal of Mr Zohrab to insert after the first paragraph of the preamble a further paragraph reading: Recognizing the need for continuing attention to be paid to ensuring co-ordination of international effort in the field of technical assistance and the part that is being played in this, work by the Ad Hoc Committee of Ten, Dr EVANG said he considered the proposed new paragraph would be superfluous Dr WATT said he could accept the first part of the proposed paragraph but not the words, "and the part that is being played in this work by the Ad Hoc Committee of Ten", which he felt could be ambiguous. It was precisely on the part played by the Ad Hoc Committee that doubts were felt in the Board. Professor ZDANOV proposed that the fourth paragraph of the preamble to the draft resolution be amended to read simply: Considering that Annex 工 to resolution 222 (IX) which established the Expanded Programme of Technical Assistance, provides that "the work undertaken by the participating organizations in the Expanded Programme of Technical Assistance should be suitable for integration with their normal work", tne remainder being deleted. He also proposed the deletion of operative paragraphs ) and 4. He considered that what remained would still provide the Director-General with enough guidance Mr ZOHRAB said that if his proposal was not acceptable to the sponsors of the draft resolution, he would not press it. He had made it in the first place because he had felt the general effect of the draft resolution was perhaps more negative than the Board would wish. After all, though the Board did not approve everything said in

30 the Ad Hoc Committee, everybody was interested in its essential objective - ensuring the best possible utilization of the resources available for technical assistance. Dr EVANG said that, after hearing the views of Dr Watt, he too would be ready to accept the first part- of the paragraph proposed by Mr Zohrab. He could accept the first of the amendments proposed by Professor Zdanov, but not the deletion of paragraphs 3 and which he considered contained some of the most important points in the 'draft resolution. Dr WATT signified agreement with Dr Evang. In reply to a question from the CHAIRMAN, Mr ZOHRAB said he would accept Dr Watt ' s amendment to his amendment. Dr WATT said he had reason to think that a short private discussion among the sponsors of the draft resolution and the proposers of the various amendments could save the Board considerable time. The CHAIRMAN said he would suspend the meeting for the purpose. First, ^ j however, he wished to know whether Professor Zdanov s original proposal to take note of the Director-General! s report and defer consideration until its thirtythird session was still before the Board. Professor ZDANOV said that he would gladly have maintained the proposal if it had received any support. As there had been none, he had proposed instead the deletion of paragraphs ) and 4 of the draft resolution proposed by Dr Evang and Dr Watt.
