APPROVAL OF THE PRELIMINARY REPORT OF THE STANDING COMMITTEE TO THE EXECUTIVE BOARD: Item 8 of the Agenda (Document EB_5)/ /WP/7) The CHAIRMAN invited the Standing Committee to consider its draft report. He suggested that it should be examined chapter by chapter and that only points of substanc* should be raised; the Secretariat would deal with any minor editorial points that had j been overlooked. Introduction Chapter 工 7 - The CHAIRMAN said that the information contained in Chapter I corresponded with the information set out in document ЕВ^З/AF/WP/2 There were no comments^ Chapter II The CHAIRMAN said that the information contained in Chapter II corresponded with the information in document EH55/AF/WP/3,with one addition - paragraph i " j i There were no comments Chapter III ^The CHAIRMAN said that the information contained in Chapter 工工工 corresponded with the contents of document paragraphs 18 and 19- except for the new material that appeared in

4 ЕВЗЗ/AF/Min/8 Rev.l Chapter IV Part 1 The CHAIRMAN pointed out that Part 1 contained the Standing Committee's observations on the main items accounting for the increase in the proposed 1965 working budget over the 1964 level. There were 110 comments. Part 2 The CHAIRMAN said that Part 2 contained the Standing Committee 1 s observations on its detailed analysis of the proposed programme and budget estimates for 19(5, including Annexes 1 and 2 to Official Records No. 1^0. Mr SIEGEL stated that the Regional Director for the Americas had asked if the Standing Committee would consider changes in two paragraphs of the section dealing with his region. The first was that in paragraph 22.5 (page 8l), the second half of the second sentence (from the semicolon onwards) should be replaced by the following: "the total population in problem areas was about 10 per cent.. Dr WATT considered that the meaning of the revised sentence was not clear. After a brief discussion, in which explanations were given by Mr SIEGEL and Dr HORWITZ, the CHAIRMAN suggested that the amended wording should read as follows:. "the population in problem areas was approximately 10 per cent, of the total population exposed to the risk of malaria, 工 "t was so agreed.

In the second sentence of the paragraph the words "of which two staff members of the Regional Office were members" should read: "that included two former staff members of the Regional Office". It was so agreed. Mr SIEGEL said that the remaining change was the addition of the following two sentences at the end of the paragraph: "It should be noted that the loans represented as an average 50 per cent, of the total cost of the waterworks, the other 50 per ceni, being invested by the government themselves. To this end they had raised the service rates so as to cover the installation, the maintenance of the service, and the amortization of the loans. Tr Dr WATT thought that the words T? to this end" were not entirely clear. Dr HORWITZ explained that the T,end" referred to v/as to be able to maintain the service and pay the loans: for that purpose the governments were requiring the people to pay higher service rates. Dr WATT suggested that thç sentence beginning "to. this end" should be revised to read as follows: "Where such programmes had been undertaken the governments had raised the service rates' 1 Dr EVANG supported the proposal. The amendment was adopted.

6 EB35/AF/Min/8 Rev.l Part 3 The CHAIRMAN said that Part J referred to the programmes and estimates of expenditure presented in Annexes Ь ^ and 5 to Official Records No. 130 Chapter V Appendices Charts The CHAIRMAN, in the absence of further comment, invited the Committee to adopt its report. Decision; The Committee adopted its preliminary report, as amended. Dr WATT thanked the Rapporteur and all who had helped in the production of so excellent a report in so short a time. Dr EVANG supported the proposal. The amendment was adopted.
