Direr oor (RC/ЕМДЗ, item 12)., The Executive Board may therefore wish to consider the following resolutions: "1 The Executive Board conditionally APPROVES the selection of Alexandria as the site of the Regional Office for the Eastern Mediterranean Région^ this action being subject to consultation with UN by tha Director General.
2 The Executive Board REQUESTS the Director-General to thank the Government of Egypt y for their action in placing the site and building at Alexandria at the disposal of the Organization for a period of 9 years at a nominal rate of Р.ТДО. 2 The Executive Board APPROVES the establishment of the Regional Office for the Eastern Mediterranean Region to commence operations on or about 1 July The Executive Board APPROVES the resolution of the Regional Conunittee that "the functions of the Alexandria Sanitary Bureau be integrated within those of the Regional Organization of the сrid Health Organization"; and authorizes the Director-General to express appreciation to the Government of Egypt for the transfer of functions, i'iles and records of the Alexandria Sanitary Bureau to the Organization upon commencement of operations in the Regional Office. 4 The Executive Board, HAVING CONSIDERED the nomination of the Regional Committee, appoints Sir Aly Tewfik Shousha, Pasha, to the position of Regional Director for the Eastern Mediterranean, and authorizes the Director-General to issue a contract to him for a period of 5 years^ subject to Staff Regulations and Staff Rules, at a salary of ^13,500 рэг annum."

Election of Chairman The Coraraittee ELECTED the Representative of Egypt, H.E. Dr. Neguib Scandar Pasha, to the office of Chairman, the Representative of Pakistan, H.E. Mr. H. Bahar and the Representative of Turkey, H.E. Dr. Nail Karabuda to the Offices of Vice Chairmen and the Representative of Iraq, Dr. Abdul Hamid Toukhy, to the Cffice of Rapporteur. Adoption of Provisional Agenda /ШОРТЫ) the Provisional Agenda (RC/ËM/1 Rev.L) Adoption of Draft Rules of Procedure The Comnittce ADOPTED the Rules of Procedure (ECZEMA Rev.l), the remarks of the representative of France concerning definition of memberships being noted in the Minutes. Location of Regional. Office RECOMMENDED to the Director-General and the Executive Board, subject to consultation with United. Nations, the selection of Alexandria as the site of the Regional Cffice (RC/EM/10). The Committee authorized the Chairman to thank the Government of Egypt for their action (RC/EM/9) in placing the site and buildings at Alexandria at the disposal of the Organization for a period of 9 years at a nominal rent of P.T.1C.
4 Administrative Policies on Finance and Personnel NOTED the statements of the Director-General and expressed agreement with the policies as these documents. Programmes for 1949 and 1950 REFERRED to the Director-General, for consideration in making allocations during 1949 and preparing the programme Zov 1950, the oral and written statements of delegates concerning health needs in their countries It was understood that oral requests will be confirmed by an official letter from each of the Governments concerned as soon as possible. Date of Commencement of work, in the Region REQUESTED the Director-General and the Executive Board to establish the Regional Office and commence work 1 July 1949 Integration of the Alexandria Sanitary Bureau KECCMMSmED (RC/EM/3) to the Executive Board that tho functions of the Alexandria Sanitary Bureau be integrated within those of the Regional Organization for the Eastern Me di te ггапэ an 3 of the World Health Organization. EXPRESSED gratitude to the Delegate of Egypt for the transfer of the functions 5 files and records of the Alexandria Sanitary- Bureau to the Organization upon commencement of operations in the Regional Office, Draft agreement with the Host Government of the Regional Qffice The. Committee NOTED that the Director-General will negotiate an agreement with the Government of Egypt, Time and Place of Next Meeting (RC/EM/4 and 5) set forth in DECIDED that the next meeting will be held at Alexandria in October 1949, exact dates to be selected by the Regional Director and Chainnan of the Regional Committee
5 овз/55 расе 5 Nomination of Regional Director NOMINATED, for consideration of the Executive Board,,Sir Aly Tewfik Shousha 5 Pasha, for the position of Regional Director л Draft Budget of the Regional Office for 1949 The CommittQe NOTED the draft budget of the Regional Cffico (RC/Ebi/8) and referred to the Director-General the statements of two delegates expressing need for two planning officers instead of one Palestine Refugees The joiiliittee NOTED the report and statements on Action by WHO concerning Palestine Refugees and. took the following action: (1) Commends the actions taken by the Director-General in,order to ameliorate the health conditions of the Refugees,. (2) Recognize the value of the work in health done by all the governments concerned, (3) Calls upon these governments to continuo their aid for the health of the Refugees^ especially through their military authorities, (4) Calls upon them to cooperate fully with the WHO representative,with special reference to problems of Hygiene and Control of Epidemics, (5) Requests those bodies which have operational responsibility to employ local health personnel wherever possible (6) Requests the Diroctor-General to draw the attention of the Secretary-Genoral of the United Nations and his representativo in this matter 3 the Director of the United Nations Relief for Palestine Refugees, to the urgent necessity for adequate allocations from the available funds for health work, (7) Requests ths Director-General to draw the attention of the United Nations to the fact that the present measures for Palestine refugees are only of an emergency jiature, and that a permanent solution should be urgently considered. (8) Urges the States Members of this region, at the continuation of the present adjourned session of the General Assembly^ in Aprils of this year, to insist upon the necessity of increasing the funds available for health purposes among the Palestino refugees.

8 ANNEX III REGIONAL СОШ1ТТЕЕ for the BASTSUN MEDITSaiUNEAN iffigicn RC/EM/3 12 January 1949 ORIGINAL: ENGLISH DRAFT RESOLUTION ON THE INTEGRATION OF THE ALEXANDRIA SANITARY BUREAU WITH THE WORLD HEALTH ORGANIZATION The Regional Committee Having regard to 1 the relevant provisions of Chapter XI oí the Constitution of the World Health Organization; and 2 the resolution of the World Health Assembly of 1С, July 1948; and 3 the long experience and the services rendered by the Sanitary Bureau at Alexandria in the field of health, RESOLVES to recommend to the Executive Board that in establishing the Regional Organization and the Regional Office for the Eastern Mediterranean the functions of the Alexandria Sanitary Bureau be integrated within those of the Regional Organization of the World Health Crganization
9 ANNEX IV ГЮ/ЕИ/9 7 February 1949 REGIONAL COMMITTEE EASTERN MEDITERRANEAN KEGICN Statement by the Delegato of Ëcypt The Egyptian delegation is pleased to announce that in its meeting of 6 February 1949, the Council of Ministers have agreed, subject to approval of the Parliament^ to lease to.the World Health Organization for the use of the Regional Office for the Eastern Mediterranean Area, the site of land and the building thereon which are at present occupied by the Quarantine Administration and the Alexandria Health Bureau, for a period of nine years at a nominal annual rent of Г.Т.10.
10 ANNEX V RC/ЕМДО 8 February 1949 i WORLD HEALTH ORGANIZATION REGICNAL COMMITTEE EASTERN MEDITERRANEAN REGION Draft Resolution on Location of the Regional Office of the Eastern Mediterranean Region The Regional Committee HAVING CONSIDERED (a) The historical role of Alexandria as a centre for epidemiological services to countries in the Eastern Mediterranean area; (b) The policy laid down in Article XI (2) of the agreement between "the United Nations and the Yforld Health Organization which states that:- " "Any regional or branch offices which the World Health Organization may establish shall, so far as practicable be closely associated with such regional or branch offices as the United Nations may establish." (c) The importance of establishing the regional office in the proximity of Cairo in which are located or expected to be located offices of the United Nations and Specialized Agencies as follows: FAO, 1СAO, 工 LO, UNESCO and UN Information Centre. (d) The desirability of excellent site and buildings under favourable conditions generously offered by the Government of Egypt. THEREFORE ixesolves to recommend to the Director-General and the Executive Board, subject to consultation with United Nations, the selection of Alexandria as the site of the Regional Office.
11 ANNEX VI RC/ЕМДХ 7 February 1949 WORLD HEALTH ORGANIZATION REGIONAL COMMITTEE EASTERN MEDITERRANEAN REGION STATEMENT BY THE DELEGATE OF EGYPT In accordance with the declaration made by the Delegate of Egypt to the International Sanitary Conference of 1938 at Paris, the Government of Egypt assmied the functions and has carried on the services of the Alexandria Sanitary Bureau. In consideration of the Resolution on integration of the Alexandria Sanitary Bureau "with the World Health Organization, the Government of Egypt is pleased to transfer these functions and all related files and records to the World Health Organization, This transfer will be made as of the date on which the World Health Organization notifias tlio Government of Egypt of the commencement of operations in the Regional Office for the Eastern Mediterranean Region.
