2 REGIONAL COMMITTEE FOR AFRICA From: RC3/AFR/9 Rev. 1 9 November 1953 Third Session ORIGINAL: FRENCH & ENGLISH REPORT OF THE THIRD SESSION OF THE REGIONAL COMMITTEE FOR AFRICA. The World Health Organization Regional Committee for Africa held its -third session at Kampala (Uganda) from 21 to 25 September 1953«1. The following Member States and the Associate Member of the African region were represented: (Associate Member) «, Belgium, France, Liberia, Portugal, United Kingdom, Southern Rhodesia Tor list of delegates, representatives and observers see Annex I» 2. The Committee elected the following officersj 3. Agenda Chairman \ Dr. R.S.F. Hennessey (United Kingdom) Vice-Chairman $ Médecin-Colonel А.С. Thomas (Belgium) Rapporteurs % Médecin-Colonel G.R. Garcin (France) Dr. R.M. Morris (Southern Rhodesia) For agenda adopted by the Committee see Аад^х DIX. 4. Report of the Regional Director A.l The Committee recorded their thanks to the Regional Director for his report and accepted it as a working paper Arising from this working paper., the following resolutions were adoptedt 4.2 ЖО/CCTâ relations The Regional Committee for Africa RECOMENDS that the Regional Director discuss with the Secretary-General of the Commission for Technical Co-operation in Africa south of the Sahara (ССТЛ) the possibilities which may exist for closer collaboration between the two organizations and report back to the next Regional Committee meeting. 1 Minor details omitted
3 From: RC3/AFR/9 Rev. 1 page Regional Headquarters 4.3*1 The Regional Committee for Africa Having noted the assertions that abnormal difficulties have been experienced during the setting up of a Regional Headquarters on African soil, RESOLVES to appoint an ad hoc committee toi (a) investigate the factors -which gave rise to the difficulties^ (b) prepare a report on any steps "which may be necessary to improve the position; and (c) arrange with the Regional Director for this report to be submitted to the Governments of Member States and the Associate Member in the African Region for consideration at a Regional Committee meeting to be held as soon as possible after the report has been made available 4.3*2 Composition of the ad hoc committee The Regional Committee decided that the ad hoc committee shall be composed of representatives of each of the following governmentsj Belgium (Chairman and Convenor) France Liberia 4.4 Fellowships officer United Kingdom The Regional Committee noted the advantage of having a fellowships officer in the Regional Office At the request of a delegation, the Regional Director confirmed that the provision in the budget submitted to the Regional Committee authorized the Regional Director to appoint such an official if he considered it desirable 4.5 Joint projects The Regional Committee for Africa RECOMMENDS that the Regional Director will in future include in his report any items or projects in which he considers there is a possibility of joint action on the part of two or more countries or territories within the region.
4 From: RC3/AFR/9 Rev. 1 page 3 5. implementation of the 1954 Programme and Programme and Priorities for The Regional Committee adopted the following resolution: The Regional Committee for Africa, Having noted the need for the establishment in 1954 of a post of Deputy Regional Director at the Regional Headquarters in Africa, INVITES the attentian of the Director-General of the World Health Organization to this need, and RECOMMENDS that the Director-General provide, if at all possible, the additional funds required. 5.2 The Regional Coiranittee adopted the budget submitted by the Regional Director after discussion with each delegation concerning the territories and countries they represented and subject to the following amendments and recoinmendationbs (a) to insert on page 7, line 8, after the words "Technical Assistant" the words (including fellowships ) ; (b) that the post of second sociologist should be excised from the draft budget and that the money thus made available should be used for fellowehipe? (c) that the provision in the draft budget for holding a Conference on the Sociology and Technical Evolution of Africa south of the Sahara should be diverted for use in organizing a conference in Africa on Onchocerciasis to be held. In 1954 and that the participation of American workers in this field should be invited; (d) that members of the African Regional Staff of WHO should take every opportoinity to participate in coiiferençes on sociological subjects held in Africa as far as funds permit. 5.3 he Regional ComraitWe passed a vote of thanks to the Regional Director and hie T financial staff for the able manner in which the draft budget had been presented and for their explanations and assistance., t s arising out of the Resolutions of the Sixfch World Health Assembly and out 6 Mat er ZFÏhe Resolutions of the Eleventh and Twelfth Executive Boards The Regional Committee resolved to comment on the above-mentioned document: (a) Regixsnalization Point II WHA6.44
5 Froiw- / 9 Rev. 1 page 4 I The Regional Committee recommended that Ш0 should not undertake the payment of travel expenses for members attending regional committee meetings, but considered that the money which such action would cost should be utilized for work in the field. Point III ША.6.44 The Regional Committee recommended that the resolution taken last year (Document RC2/AFR/14 Rev.l) should stand and that meetings should be held alternately in East Africa and in West Africa, and that the meeting should take place at the Regional Headquarters when no invitation from a government had been received. (b) Expanded Programme of Technical Assistance in 1953 The Regional Committee noted the resolutions EB11.R57.4 and ША.6.9. (c) Criteria for the Development of Health Aspects of the Technical Assistance Programn». The Regional Committee noted the resolution EB11.R57.6. (d) Technical Assistance Programme for 1954 The Regional Coimnittee noted the resolution ША (e) Prograwne in Dentistry The Regional Committee noted the resolution EB11.R59 and WHA (f) Campaign Against Smallpox The Regional Committee noted the resolutions EB11.R58 and WHÔ With regard to resolution EB12.R13, the Regional Committee adopted the following resolution: The Regional Committee for Africa CONSUMIS that, subject to information which might be furnished by the Expert Committees and subject to.new measures which they night recommend, antismallpooc campaigns are being and should continue to be undertaken with the greatest possible intensity, REQUESTS the Regional Director to consult the health administrations within the Region as to whether any additional assistance can be given by the World Health Organization with regard to such campaigns.

(i) Cost-of-Living Adjustments The Regional Committee noted the resolution ViHA (3) Technical Discussions at Future Health Assemblies. The Regional Committee noted the resolutions EB11.R67, WH&6.60 and EB12.R7 btrb expressed the wish that Technical Discussions on the topic which was discussed at the previous World Health Assembly should take place at the following Regional Committee meeting. 7. Other business The Regional Committee noted the document RC3/AFR/3 (Seventh International Conference of Social Work). 8. Date and place of next sessions 4 The Regional Committee received with great pleasure the cordial invitation of the Belgian Government to hold its fourth session at Leopoldville, in the Belgian Congo, during the third week of September * ^Then the Regional Coranittee received with great pleasure the cordial invitation of the French Government to hold its fifth session at Tananarive, in Madagascar, in 1955.
