1 UNITED NATIONS NATIONS UNIES WORLD HEALTH ORGANIZATION SIXTH WORLD HEALTH ASSEMBLY ORGANISATION MONDIALE DE LA SANTÉ Аб/59 У 19 May 1953 ORIGINAL; ENGLISH THIRD REPORT OF THE COMMITTEE ON ADMINISTRATION, FINANCE AND LEGAL MATTERS At the second, sixth, seventh and eighth meetings of the Committee on Administration, Finance and Legal Matters, held on 12, 15 and 16 May 1953> the Committee decided to recommend the following resolutions to the Sixth World Health Assembly for adoption: 1. Working Capital Fund for RESOLVES that the Working Capital Fund for the membership of the Organization as at 30 April 1953 be established for 1954 in the amount of US $3,381,586, plus the assessments of Members joining after 30 April 1953', 2. AUTHORIZES the Director-General: (1) to advance from the Working Capital Fund such sums as may be necessary to finance the appropriations for the financial year 1954, pending receipt of contributions from^members, sums so advanced to be ' reimbursed to.the Working Capital Fund as contributions become available (2) to advance such sums in 1954 as may be necessary to meet unforeseen or extraordinary expenses, and to increase the relevant Appropriation Section accordingly, provided that not more than US i(250,000 is used for such purposes, except that mth the prior concurrence of the Executive Board a total of US &500,000 may be so used. The Director-General shall report to the next convening Health Assembly all advances made under this clause and the circumstances relating thereto, and shall make provision in the estimates for reimbursement of the Working Capital Fund except when such advances are recoverable from other sources;

AUTHORIZES the Executive Board to use an amount not exceeding US < 300,000 of the Working Capital Fund as the special fund to be used at the discretion of the Board to meet emergencies and unforeseen contingencies, this authorization being given in order to comply with Article 53 of the Constitution, Any amounts so used under this authorization will increase the relevant Appropriation Section and are to be replaced by making specific provisions therefore in the next year's annual budget, except when expenditures made under this, authority are recoverable from some other source. / 2. Arrears of Contributions in respect of the Office International d'hygiène Publique, Having considered the resolution of the Executive Board concerning the arrears of contributions due in respect of the Office International d'hygiène Publique, 1. AUTHORIZES the Director-General to negotiate with the States concerned in order to arrive at a settlement of these debts as to both amount and currency of payment and to keep the Executive Board informed of the development of the negotiations; 2. RESOLVES to delegate to the Executive. Board full powers to approve the final settlement of these debts; and 3. REQUESTS the Board to submit a report on this subject to the Seventh World Health Assembly, 3. 3 Considering the declaration of the President of the Fifth World Health Assembly concerning the above-mentioned resolution,-^ Considering the request subsequently presented by the Spanish Government concerning the Spanish Protectorate Zone in Morocco; DECIDES that, by virtue of the request of the Spanish Government, the effects of resolution WHA.5,16 shall extend to the Spanish Protectorate Zone in Morocco, which zone shall thereby enjoy all the rights and be subject to' all the obligations of an Associate Member, 4. Rights and Obligations of Assôciate Members Having noted the report of the Executive 3oard on its consideration of the rights and obligations of Associate Members in regional committees, 1. RESOLVES that it is premature to adopt any changes in the existing Rights and obligations of Associate Members as defined in Resolution WHA.2.103, and 2. RESOLVES that the WHO regional committees shall be invited to comment on the advisability of any such changes. 5. Scale of Assessments for RESC'LVES that the assessments for 1954 shall be fixed at the same scale and under the same provisions as for 1953, and 2.. Noting the admission of Nepal as a full Member of the Organization RESOLVES that the following addition shall be made to the scale of assessments: Nepal 10 units ' See Off.Rec.World Hlth Org, 42, 134 '
4 6. Regionalization The Sixth World Health'Assembly I. 1. REAFFIRMS the principles which prompted the establishment of regionalization; 2. FINDS that they have been justified in practice; 3. EXPRESSES its satisfaction with the development of the organizational structure and functioning of the regional offices; 4. REQUESTS the Executive Board periodically to review and report on the progress and problems of regionalization; 5. REQUESTS the Director-General to provide, through the staff at headquarters, guidance to the regional offices on specific programmes, assistance in longterm planning, and control and co-ordination of regional programes to ensure that they conform to the principles and policies established by the Health Assembly, the Executive Board and the Director-General; 6. RECOMMENDS the interchange of staff of the Secretariat among regions and between headquarters and regions; 7. NOTES that variations in constitution, objectives and organization produce wide differences in the nature and extent of decentralization in the United Nations, the VJorld Health Organization and other specialized agencies, and that such differences often impede effective co-operation in field programmes ; 8. REQUESTS the Director-General to bring this problem to the attention of the Secretary-General of the United Nations and to provide the utmost co-operation in finding a solution; and 9. EXPRESSES its belief that the undoubted advantages of regionalization can be fully achieved only by continued mutual confidence and co-operation among all those to whom the Constitution and the Health Assembly have delegated responsibility and authority.

Realizing the difficulties of foreseeing at this time the amounts of budgetary contributions and the financial state of the Organization in 1955, In view of the fact that the authorization of the payment of travel expenses by WHO for members of regional committees would not go into effect until 1955, according to Part II of the resolution proposed by the Executive Board, (EB11.R50) DECIDES to invite regional committees to study and comment on this proposal and to postpone its consideration until the Seventh World Health Assembly, and further III. DECIDES that Part III of the proposed resolution, on the question of holding sessions of regional committees at regional headquarters, shall also be referred for comment to the regional committees and further considered at the Seventh World Health Assembly,
