Comments from the Public Mr. Leon remarked that it was difficult for individuals with Tourette syndrome to take the bus due to the nature of their condition and asked that riders with Tourette s not be asked to get off the bus. He further recommended that awareness of the condition be raised among bus drivers in particular to prevent discrimination. Mr. Lincoln commented on the need for more bus service, explaining that he lives two miles from a bus stop and, because he had been denied for service in the past, had been unable to get to Special Olympics or work. Vice Chairwoman Hensley assured him the matter would be addressed. Ms. Hearn indicated her wish to learn how to advocate for the Transportation Disadvantaged as a mother of an individual with disabilities and requested assistance with understanding how the TD program receives funding. She also expressed dissatisfaction with the level of services TD persons receive. Mr. Homer commented that transportation was a huge obstacle for athletes of all ages participating in Special Olympics and requested education on how to advocate for them. 5. Annual Operating Report (AOR): A presentation of the results of the 2017 Draft Annual Operating Report (AOR) by the Community Transportation Coordinator (CTC). Ms. Dekle introduced Ms. Petagno, who reported the Annual Operating Report Figures for FY 2018, including statistics for trips, revenue miles, and vehicle miles. Ms. Niemczyk asked why the most recent figure for trips was lower than in past years, and Ms. Petagno explained that it was likely due to the St. Lucie County transit system becoming fare-free, to a decrease in the number of Coordinated Contractors, and because of alterations made to the process required to become a Coordinated Contractor. Mr. Rodriguez added that it is the ongoing aim of the CTC to accommodate as many passengers as possible using the fixed-route service so as to reduce the need for paratransit services. * MOTION by Mr. Howard to approve the AOR. ** SECONDED by Ms. Niemczyk Carried UNANIMOUSLY 7d. Transportation Disadvantaged Service Plan (TDSP)/Coordinated Public Transit-Human Services Transportation Plan (Coordinated Plan): A review of the TDSP/Coordinated Plan, which addresses the transportation needs of older adults, persons with disabilities, low-income persons, and children at risk. Ms. Lathou identified the persons typically served as part of the TD program and then described some of the services offered before explaining the purpose and requirements of the TDSP. She outlined a number of components of the TDSP and then explained that, because the LCB had approved an update in February 2018, only minimal changes were required to transition the document into a new TDSP. Ms. Lathou listed several of these additions and noted that the TDSP had to be approved by roll call vote. In response to Mr. Harris-Gowdie s question, Ms. Lathou clarified how often TDSP updates are initiated. Ms. Niemczyk inquired about potential transportation service to nursing homes and assisted living facilities currently under construction, and Ms. Lathou explained that the issue would be addressed under the Transit Development Plan (TDP) agenda item. Coordination Agreements: A presentation by the CTC of a coordination agreement with a public transportation provider. Ms. Petagno explained that the CTC staff had worked closely with the Florida Commission for the Transportation Disadvantaged during the previous year to improve the procedures for organizations to become Coordinated Contractors, an effort which resulted in revisions to the intake application process. She listed a number of organizations that had submitted the necessary documentation for a CTC agreement for fiscal year 2019 and recommended that Heavenly Place Home, LLC be reinstated as a Coordinated Contractor. * MOTION by Mr. Council to approve the Coordination Agreement. ** SECONDED by Ms. Niemczyk Carried UNANIMOUSLY 7f. By-Laws Update: A review of the proposed revision to the LCB By-Laws to add a local representative of the Agency for Persons with Disabilities (APD) to the LCB. Ms. Lathou described the scope and purpose of the LCB By-Laws before explaining that a recent revision to the rules at the state level had established a local representative of the APD on local coordinating boards. She indicated that the St. Lucie LCB By-Laws had been revised to comply with this new rule and recommended the update be approved. * MOTION by Mr. Harris-Gowdie to approve the By-Laws Update. ** SECONDED by Ms. Dorismond Carried UNANIMOUSLY DRAFT
10 November 14, 2018 LCB Regular Meeting Page 6 of 7 8. Discussion Items 8a. Transit Development Plan (TDP) Major Update: A presentation on the progress to date on the TDP Major Update. Ms. Lathou described the TDP as the public transportation provider s planning, development, and operational guidance document for a 10-year planning horizon. She noted that the brand of Bus Plus reflects a commitment to comprehensive mobility planning and explained what the improvement and expansion of the transit system entails. Ms. Lathou also outlined the extensive public outreach efforts planned in connection with the project, which included focus groups, surveys, and community meetings, and concluded with an update of preliminary results. 8b. Gulfstream Goodwill Mobility Management Program Update: An update on the progress to date on achieving the objectives of the Gulfstream Goodwill Mobility Management Program. Mr. Boiton described the Regional Transportation Collaborative (RTC) as an initiative designed to assist the various transportation agencies and programs within FDOT District 4 in serving their communities more efficiently and effectively. He outlined several goals and specific objectives of the RTC before detailing its seven initiatives, which included the establishment of a vehicle insurance purchasing collaborative and a vehicle maintenance and supplies purchasing collaborative, the creation of a vehicle preventative maintenance best practices manual, and the institution of a vehicle sharing program. In response to several questions regarding the timeline of these plans, Mr. Boiton explained that the goal for the present quarter was to concentrate on outreach and promotion of the RTC while working toward developing the vehicle insurance purchasing collaborative. Ms. Niemczyk inquired about the Section 5310 program referenced by Mr. Boiton during his presentation, and he along with Ms. Dorismond and Mr. Buchwald explained it as a human service grant program that provides funding to states for the purpose of assisting nonprofits in meeting the transportation needs of the elderly and people with disabilities. Informational Items Transportation Disadvantaged State-Wide Service Analysis Ms. Lathou explained the analysis, which was prepared for the Agency for Persons with Disabilities, as background information on the organization in light of recent regulations establishing a position for an APD representative on local coordinating boards. CTC Quality Assurance Review Report Ms. Lathou congratulated the St. Lucie County CTC on the results of its recent quality assurance audit, which yielded no corrective findings. 10. FDOT Comments Ms. Dorismond notified the members that the Section 5310 grant program was open for applications for FY 2020 and shared information on how to apply. 11. A TDP is the public transportation provider s planning, development, and operational guidance document and is based on a 10-year planning horizon. A Major Update is required every five years. Annual updates in the form of progress reports on the 10-Year Implementation Program of the TDP also are required. In St. Lucie County, the Board of County Commissioners (BOCC) contracts with Community Transit, a division of the Council on Aging of St. Lucie, Inc., for public transportation services. The St. Lucie TDP Major Update is endorsed by the TPO Board and adopted by the BOCC. Task 3.2 of the St. Lucie TPO FY 2018/19 FY 2019/20 Unified Planning Work Program (UPWP) includes activities related to the provision of technical and planning assistance to the transit provider in order to maintain the BOCC s eligibility for the continued receipt of federal and state transit funds.
