8 2015 BSO Deerfield Beach District Staffing Levels The City of Deerfield Beach elected to privatize code enforcement on June 16, 2015; therefore 9 employee positions were reduced from the current contract, thereby reducing the total positions to 143 employees. The Broward County Sheriff s Office will provide 143 employees to conduct police services in the City of Deerfield Beach, which incorporates an area of square miles and a population of over 75,000 residents. From these 143 employees, the Broward Sheriff's Office patrols and provides support services for fourteen zones with 109 deputies, which is a ratio of 1.45 deputies per every 1000 residents. The City of Deerfield Beach was awarded 4 deputies through the 2015 COPS Grant. This will increase the contract to 147 employees, with 113 deputies, which will increase the ratio to 1.5 deputies per 1000 residents. The contract between the City of Deerfield Beach and Broward Sheriff s Office expires September 30,
9 2015 BSO Deerfield Beach District Staffing Levels Within that report, they also published the ratios of police officers in the departments that provide police services for the Cities of Boynton Beach, Delray Beach, Largo, Melbourne, and Sunrise. All of these cities are similar to the city of Deerfield Beach in either population or geographic size and services provided. The following were the ratios of police officers per 1000 residents: Agency County Officer Count Total Population Ratio per 1000 Deerfield Beach Current Broward 126 total/109 Deputies 75, / 1.45 Deerfield Bch + 4 Deputies Broward 130 total/ 113 Deputies 75, / 1.5 Deerfield Bch + 25 Deputies Broward 151 total/ 134 Deputies 75, /1.79 Boynton Beach Palm Beach , Delray Beach Palm Beach , Largo Pinellas , Melbourne Brevard , Sunrise Broward , The City of Deerfield Beach would need to add 25 deputies to the current staffing to obtain comparable ratios to the Florida Department of Law Enforcement publication and the above mentioned cities. 9
10 Deerfield Beach Zone Configuration The Deerfield Beach District has 15 patrol zones. They are divided by I 95 into east and west zones. Zones 1 8 are East of I 95 and zones 9 15 are West of I 95. The current minimum staffing on each of the four patrol shifts is 13 uniformed patrol deputies zone is unique as it encompasses the barrier island and is separated from the adjacent zones by the Intra Coastal Bridge. At least one deputy must remain within this zone at all times. Only 1003 and 1009 Zones were permitted to be vacant when necessary. This proposal is to eliminate 1003 zone as it is in the current fifteen zone configuration and re adjust the remaining zones to address the high reported crimes and calls for service East of I 95. The proposed fourteen zone configuration is as follows: 1001 Zone All addresses/areas within boundaries North: NE 7 St (County line); South: SE 10 St; East: Atlantic Ocean; West: Intra Coastal Waterway 1002 Zone All addresses/areas within boundaries North: County line/hillsboro Canal; South: SE 17 St; East: Intra Coastal Waterway; West: S.
