1 INCA COMMUNITY SERVICES, INC. Board Meeting Minutes April 26, 2010 The Human Rights Committee met at 4:00 pm, just prior to the regular Board meeting and reviewed the Affirmative Action Plan. They will bring it before the board for approval. Joyce Lawson introduced the guest RSVP advisory committee members, Jo Broughton and Betty Clark and RSVP staff Patsy Knoppage and Mary Jo Massey. Sarilea Combs, Board Chairperson called the meeting to order and asked for the roll call. Present: James Wallace, Maren Turner, Stella Black, Roy Wayne Blevins, Phillip Culbreath, Sallianne Medford, Royce Bartee, Charolette Northcutt, Sarilea Combs and Patricia Fields Absent: Excused: Alice Foran and Betty Stephens Staff: LaQuita Thornley, Pauline Tolbert, Sue Ishmael, Melissa Manning, Mary Spence, Joyce Lawson Nelda Cobb, Mary Jo Massey, Patsy Knoppage Consultant: Mary Rains, Education, Lowell Wright, financial Guest : Jo Broughton & Betty Clark Chairperson Combs declared a quorum present. Chairperson Combs asked for a motion to approve the March board minutes. Charolette Northcutt so moved. Maren Turner seconded the motion. Roll call vote; 10 yes and 0 no. Lowell Wright, Fiscal consultant, went over the financial report with the board. The 09 CSBG carry over funds has been approved and has been added to our present 2010 CSBG grant. We had one program that ended in the month of March and that was a weatherization program. He asked if there were any questions or comments. After discussion, Chairperson Combs asked for a motion to approve the financial report. Roy Wayne Blevins so moved. Patricia Fields seconded the motion. Roll call vote 10 yes and 0 no. CSBG/Community Services Block Grant: Stella Black reported on the Human Rights Committee meeting and presented the Affirmative Action Plan. She stated the Committee reviewed the Plan and INCA was doing what they are suppose to do and have a plan in place. Chairperson Combs asked for a motion to approve the updated Affirmative Action Plan. Stella Black so moved. R oy Wayne Blevins seconded the motion. Roll call vote; 10 yes and 0 no.

2 RSVP/ Retired Senior Volunteer Program: Joyce Lawson went over the RSVP application budget with the board. Federal amount $34,868.00, State $32, and Local $19, Chairperson Combs asked for a motion. Royce Bartee so moved. James Wallace seconded the motion. Roll call vote: 10 yes and 0 no. Joyce Lawson, RSVP Program Director, gave a power point presentation on the RSVP Program. WX/HOUSING: LaQuita Thornley went over the Proclamation declaring the month of April as Fair Housing Month of INCA Community Services, Inc. Chairperson Combs asked for a motion. Phillip Culbreath so moved. James Wallace seconded the motion. Roll call vote 10 yes and 0 no. LaQuita Thornley reported on the HOME program. She presented three resolutions fo the board to approve. The first resolution, an Affirmative Fair Housing Marketing Plan states that INCA is an equal opportunity housing provider providing housing opportunities without regard to race, color, religion, sex, handicap, familial status or national origin to any prospective client, customer or resident of any community. Chairperson Combs asked for a motion. James Wallace so moved. Royce Bartee seconded the motion. Roll call vote; 10 yes and 0 no. The second resolution, INCA Utilization Plan, states INCA s goal and intent to us minority and women s business enterprises on all state and federal contracts to the maximum extent practical. The third resolution, Section 3 Economic Opportunity is a provision of the Housing and Urban Development (HUD) Act of It states that INCA will award economic opportunities to contractors and subcontractors to the greatest extent possible, consistent with existing federal, state and local laws.chairperson Combs asked for a motion. Phillip Culbreath so moved. James Wallace seconded the motion. Roll call vote; 10 yes and 0 no. LaQuita Thornley, went over the DHS(LIHEAP) Weatherization budget revision. This will close out the proram year which ends in June. Chairperson Combs asked for a motion. Roy Wayne Blevins so moved. Royce Bartee seconded the motion. Roll call vote. 10 yes and 0 no. A home was constructed through the OFHA HOME program for Janice and Arnold Farmer and Arlean Frazier, five years ago, a stipulation in the program is that after 5 years if the family is still living in the house and have followed INCA S rules and guidelines the home mortgage is release to the homeowner. The Housing Department reported that all guidelines had been met and requested that the liens be released. Corrections were made and Chairperson Combs asked for a motion to release liens. 3 Head Start: Mary Spence, Head Start Director, explained the Head Start Transportation Waiver. She said that Head Start has applied for the waiver the last 4 years. Chairperson Combs asked for a motion. Charolette Northcutt so moved. Patricia Fields seconded the motion. Roll call vote 10 yes and 0 no. LaQuita Thornley told the board the Head Start calendar for the end of the year was in the board packet. She extended her invitation to the board and told them, if they have never attended a graduation that it was a joy to watch. Consultant: Mary Rains, Education Consultant, reported that the Educational Research about intelligence has shown that a child has 3 factors that impact their intelligence. The first factor is what they are born with, the second is their family and environment, and the third factor is pre-k and school settings. A child from a low income family with quality conversation will only acquire a vocabulary of 6,000 words at age 6. A child from a middle income family will acquire a vocabulary of 21,000 words by age 6. That is why the job they do is very important. Mary Rains went on to say the progressive reform that the Head Start Leadership has instituted this year is very much about using positive conversational vocabulary, but also to encourage the use of their intelligence score raised by 20 points. This is an important gift that the leadership, LaQuita Thornley, Mary Spence have bestowed on the students. They have determined to make sweeping progressive changes using the Classroom Assessment Scoring System to ensure and improve quality teacher performance. It hasn t been easy for them, but they have shown courage and perseverance implementing these changes. It has helped all the rest of the management team work more effectively in affecting the needed change with everyone working as a team. Program Report : INCA to Host Energy Saving Workshops The Weatherization Department will be hosting three Energy Saving Workshops. A flyer is in the board packet. The first for Marshall and Johnston County will be April 30 th at 10:00 am at the INCA Head Start Training Center in Tishomingo. Post Cards were sent to all individuals and families that have completed a weatherization application. Murray County will host their workshop on May 7, 2010 at the Chickasaw Community room in Sulphur and Atoka County s will be on June 4 th at the INCA office. The participants will learn energy saving tips and have some hand on opportunities. A free lunch will be provided for all participants. LaQuita passed around a goody packet that will be given to each person attending the workshop. Agency Audit Schedule Saunders and Associates will be here the week of May 10 th. Deborah Bonner will be bringing 2 other people and plan to get the audit done that week. Virginia Pack to retire after 34 years of service to INCA Head Start Virginia Pack s retirement celebration will be on May 26 th at 1:00 pm, at the Tishomingo Head Start Training center. Virginia has

4 worked for the Head Start program since She has been a cook, teacher, education coordinator, Education Development and Health Service Manager, Early Childhood and Training Manger. She is currently serving as Area Supervisor and Family Advocate for Marshall County. Atoka Head Start Open House Tuesday, May 11 th, has been set for the date for Atoka Head Start to host an open house between 3:00 pm and 5:00pm to celebrate the new playground, smart boards and kitchen equipment secured with grant funds this year. The center will also be receiving a new school bus in June. Oklahoma Department of Commerce Annual Monitoring and Stimulus Community Service Block Grant The Oklahoma Department of Commerce has rescheduled their SCSBG monitoring to coincide with our annual monitoring visit which has been set for July 20 th 30 th. May Senior Citizen Month JAMM- To celebrate Senior Citizen Month, several of the counties are doing something special. Murray County is going to give a bag filled with goodies to one of the senior riders. Every time they ride they get to put their name in the hat for the drawing. Marshall County will have a Senior Ride Free Day Free pass to ride to: Baptist Village May 17 th to Enos & Buncombe Creek May 19 th and Little City & Cumberland May 20 th. Executive Session: Royce Bartee made a motion to go into Executive Session. Roy Wayne Blevins seconded the motion. Annual evaluation was done on LaQuita Thornley, outstanding ratings in all areas and a 5% merit raise was recommended, effective May 1 st. Royce Bartee made a motion to come out of executive session and to adjourn. Sallianne seconded the motion. All in favor.
