Vice-Chairperson Motion by:, Seconded by: : to appoint as Vice- Chairperson for Township Manager & Treasurer Motion by:, Seconded by, to re-appoint Teri Lewis as Township Manager and Treasurer. Township Solicitor Motion by, seconded by, to re-appoint Stephen Harris as Solicitor for the Township at the rate of $ per hour, with the policy that he regularly attend the BOS meetings and be on call to attend meetings at the request of the Supervisors. Township Engineer Motion by, seconded by, to re-appoint Tom Fountain as Township Engineer at the rate of $93.00 per hour, with the policy that he be on call to attend meetings at the request of the Supervisors. Township Emergency Management Motion by, seconded by, to re-appoint Bill Cahill as the Emergency Management Coordinator. Rate of Pay for Contracted Services/ PW Department Motion by, seconded by, to pay the sum of $ per hour to a person providing contracted services during regular business hours and a rate of $ per hour for evenings, weekends, holidays or after a work shift exceeding 8 hours. Voted upon and passed. Township Zoning Officer Motion by, seconded by, to re-appoint Tracy Tackett and Tackett Planning, Inc. as Township Zoning Officer at the rate of $70 per hour, with the policy that she be on call to attend meetings at the request of the Supervisors. Voted upon and passed.

2 Motion by, seconded by, to confer power and duties to administer and enforce the provisions of the Zoning Ordinance to the Zoning Officer. Township Planner Motion by, seconded by, to re-appoint Tracy Tackett and Tackett Planning, Inc. as Township Planner at the rate of $85 per hour, with the policy that she be on call to attend meetings at the request of the Supervisors. Consulting Township Planner Motion by, seconded by, to re-appoint Thomas Kelso, Castle Valley Consultants, Inc. to provide professional, civil, environmental and planning services on an as requested basis by the Township at an hourly rate of $ or less in accordance with the 2019 contract. Consulting Water Planner Motion by seconded by, to reappoint Matthew Mulhall of M2 Associates to provide professional environmental and planning services on an as requested basis by the Township at an hourly rate of $ Building Inspector Motion by, seconded by,, to appoint Keystone Municipal Services, LLC as the Building Inspector and to administer the PA Uniform Construction Code, Act 45 of 2009, at the rate of $65 per hour. Township Fire Police Motion by, seconded by, to re-appoint members of Del Val and Ottsville Volunteer Fire Companies as the Township Fire Police in accordance with the recommendations by Acting Police Chief Matt Phelan as follows: Jeff Lutz, Janet Snyder, Jeff Stevens, Doug Burmeister, Dawn Cifelli, Bob Milligan, Frank Snyder, and David Wolfinger. Commercial Drivers License (CDL) Administrator Motion by, seconded by, to appoint Police Chief Matt Phelan or his designee as CDL Administrator. Treasurer s Bond Motion by, seconded by, that the Bond be set at $650,000 with Aetna Casualty Corporation and H.A. Thompson Company as broker. Township Depository General Fund, State Fund, Capital & Equipment Fund Motion by, seconded by, that Univest and the PA Local Government Investment Trust shall be the depositories for the funds of the Township, except in those instances where the Treasurer may obtain a better rate of interest. Township Depository Open Space Motion by, seconded by, that TD Bank and the PA Local Government Investment Trust shall be the depositories for the Open Space surplus funds of the Township, except in those instances where the Treasurer may obtain a better rate of interest. Earned Income Tax Motion by, seconded by, that Keystone Collections Group, pursuant to Act 32, Bucks County Tax Collections, will collect the taxes for the Township. 3 Admissions Tax Officers Motion by, seconded by, that the Palisades School District Tax Office will collect the Admissions Tax for the Township. Bucks County Tax Collection Committee (TCC) Motion by, seconded by, to appoint as the Delegate and Lewis as the Alternate to the TCC. Vacancy Board- Act 1069 Motion by, seconded by, that the registered elector be appointed to serve as Chairperson of the Vacancy Board.? Table this to next meeting so that Board can consider a five person vacancy Board? Mileage Reimbursement Motion by, seconded by, that authorized personnel are to be reimbursed at 54.5 cents per mile, or at the rate as adjusted by the IRS for use of personal vehicles on Township business. Fee Schedule Motion by, seconded by, resolved that the 2019 Fee Schedule be adopted as in Resolution No Voted upon and passed. Planning Commission (PC) Motion by, seconded by, to re- appoint David Upmalis for a 3-year term expiring Current members MJ Frumin, Joy Von Glueck and Carl Ruthardt (terms expire 12/31/20), and members John Cole, Ted Leister and Neil Sullivan (terms expire 12/31/19). Zoning Hearing Board (ZHB) Motion by, seconded by, to re-appoint Greg Czura --year term ending 12/31/21 and Gary Pearson as a member of the ZHB for a 2-year term expiring 12/31/20, Mike Zavoda as an alternate for a three year term expiring 12/31/21. Current Member- Eric Hinrichs 12/31/19. Zoning Hearing Board Solicitor Motion by, seconded by, to appoint Grim, Biehn & Thatcher, with Mary Eberle having primary responsibility for representing the ZHB at a rate of $140 per hour. Historical Commission Motion by, seconded by, to reappoint the below current members- Janine Black 2019, Ethan Perry 2019 and Stephen Victor Park and Recreation Board Motion by, seconded by, to reappoint Phil Syzmanowki to the Park and Recreation Committee to a three year term ending 12/31/21. Motion to appoint to a two year term ending 12/31/19 and to a two year term ending 12/31/20. Land Preservation Committee (LPC) Motion by, seconded by, to appoint and and to re-appoint Bill Ballantine,, Marion Kyde, Mary Pucci and John Quinby as Members of the LPC for a 1-year term expiring 12/31/19. 4 Joint Bridgeton, Nockamixon, Tinicum Ground Water Management Committee Motion by, seconded by, to re-appoint Joan Ramage-MacDonald and Riley Murphy as members for Lower Delaware Wild & Scenic River Management Council Motion by, seconded by,, to re-appoint Marion Kyde as the Township representative to the Lower Delaware Wild & Scenic River Management Council for Building Code Board of Appeals Motion by, seconded by, to re-appoint Joe Billingham, Chris Weaver and John Quinby to the Building Code Board of Appeals for Attendance Policy It shall be the policy of the BOS that a member of any Township Committee or Board who fails to attend or participate via teleconference 50% of the meetings during the year will be taken off the Board. Conclusion When a formal action is recorded in the Minutes, the vote in all cases shall be considered unanimous, unless a dissenting vote is cast.
