4 MINUTES The Minutes of the Second Regular Meeting of the Month of April of the Board of Education Township High School District 214 held on April 26, 2018 at the Forest View Educational Center, 2121 S. Goebbert Road, Arlington Heights, Illinois at 7:02 p.m. Vice President Petro called the meeting to order at 7:02 p.m. and R. Knoepfle called the roll. PLEDGE OF ALLEGIANCE Vice President Petro led the Board and audience in the Pledge of Allegiance. 2. APPROVAL OF MINUTES It was moved by Palmer and seconded by Hineman that the Board of Education approve the minutes of the Regular Meeting of April 12, 2018 and the Closed Session of April 12, Upon roll call, the motion carried. Ayes: Dussling, Hineman, Kreutzer, Palmer, Petro Nayes: None Abstain: Walker 3. SUPERINTENDENT S REPORT D. Schuler congratulated staff members R. Good and M. Hurley for their upcoming retirement and thanked them for their tremendous support and efforts for their co-curricular events. D. Schuler reported that the District had an incredible site visit today with a group of staff, administrators, and board members from Upper Arlington, Ohio, touring Buffalo Grove High School. They were

Schuler reported that the district responded to the following Freedom of Information Act requests consistent with Illinois School Code: o F. Guardo requested student information. o K. Kim requested information related to safety and security. o M. Mbekeani-Wiley requested information related to safety and security D. Schuler announced that the District once again received a perfect Illinois School Board Association 4.0 recognition for budget and financial reporting along with the Meritorious Budget Award from the Association of School Business Officials International and the Comprehensive Annual Financial Report Certification of Excellence. He expressed congratulations to the Finance and Operations team and all building budget administrators for their fiscal responsibility and financial reporting. D. Schuler referenced the quarterly update from the Food and Nutrition Services department, highlighting the fact that the department is having an outstanding year financially and expects to finish the year in the black. He thanked the staff for the outstanding work they have done. D. Schuler addressed two topics that have come up at recent Board Meetings during public comment. D. Schuler commended all of the students who spoke about the value of Mandarin as a world language. The administration and Board have never questioned the value of Mandarin as a world language. Unfortunately, as the enrollment has consistently declined over the past five years and next year s enrollment registration is for 9 students for Mandarin I at one school and 10 students at the other school.

8 Board of Education April 26, 2018 Page 5 of 10 He noted that over time between schedule conflicts and changes in students interest, students are lost year over year in world languages. While World Languages are greatly valued, it is simply not sustainable to support a language program that has ten or less students taking the first level. He reported that an official response will go out next week to those students who spoke at the last Board Meeting. He again commended those who did, noting they were passionate, articulate, and expressed the reasons why the District has subsidized Mandarin while enrollment has declined. He understands that is disappointing to a number of individuals, but the district would never run a freshmen language class with less than 18 students, nonetheless ten or less students. The District will continue to support all current students in Mandarin to complete their program of study, but enrollment is simply too low to sustain the program over time. D. Schuler reminded everyone that there are options for students and families to learn Mandarin through the local community college and D214 will review the transcript and provide dual credit for those courses. The district will also recognize Mandarin language from programs that are accredited by the Illinois State Board of Education and the ISBE Seal of Bi-literacy. In regards to those expressing concern over the district s decision to not fill all the stipends associated with the girls swim program, D. Schuler has been meeting with school and district officials and anticipate reaching a resolution that should be acceptable to most individuals in advance of the next School Board meeting. 4. PUBLIC COMMENTS K. Dwyer, an Arlington Heights resident, address the Board regarding the importance of un-cut sports and world languages. T. Browning, an Arlington Heights resident, address the Board regarding training requirements. S. Fenwick, an Arlington Heights resident, address the Board regarding the girls swimming program. P. Bornhorst, an Arlington Heights resident, address the Board regarding the girls swimming program. 5. BOARD MEMBER UPDATES B. Dussling attended musical productions and numerous concerts, including the Rolling Meadows High School orchestra performance at the Chicago Symphony Center. He also attended the Arts Unlimited Reception at FVEC, and the NJROTC Awards Night. He reported that the State Comptroller s office is approximately $1.1 million behind in remitting Illinois State Board of Education approved funds to the district. A. Kreutzer highlighted the Food and Nutrition Services quarterly update, noting the progress made in the program since the District opted out of the National School Lunch Program in L. Walker attended the Buffalo Grove High School ProStart Luncheon. M. Hineman attended the Pan-Can Event, a cooperative fund-raising event between two schools to support cancer research, and the Salute to Staff. He also noted that when visiting Prospect High School, he was able to view the students Psychology Fair entries. 6. 22 ITEM: DATE: May 17, 2018 FILE: IMRF Subject: Illinois Municipal Retirement Fund (IMRF) Authorized Agent BACKGROUND INFORMATION: The IMRF requires the appointment of an authorized agent for the following reasons: 1) To centralize the local administration of IMRF in one person; 2) To file payroll reports and member forms, pay contributions, file benefit applications for members, and advise members and local governing bodies; and 3) To act as agent of the governing body in IMRF matters (An authorized agent is not an agent of IMRF). It is recommended that the authorized agent be an active participant in IMRF. The current agent is Cathy Antos, our Payroll Supervisor. ADMINISTRATIVE CONSIDERATIONS: Our current payroll supervisor, Cathy Antos is retiring effective June 30, The IMRF authorized agent should be an active participant in IMRF. It is recommended that Kimber Lee Kauth, who was approved by the Board of Education at the August 10, 2017 meeting to be payroll supervisor effective September 15, 2017, be appointed authorized agent. She meets the following qualifications and performs the required duties: 1) A close working knowledge of all personnel employed, including new and terminated employees; 2) Access to personnel records, payrolls, and other employee compensations records; 3) Determines and certifies to IMRF which employees are covered by IMRF; 4) Sees that proper IMRF member contributions are withheld from employees earnings; and 5) Completes payroll reports and promptly forwards member and employer contributions to IMRF. RECOMMENDED ACTION: That the Board of Education approved the following Resolution: It is hereby resolved by the Board of Education of Township High School District 214 that Kimber Lee Kauth be appointed the IMRF authorized agent effective July 1, 2018, and that the secretary of the Board be authorized to certify the appointment.

23 ITE M: DATE: May 17, 2018 FILE: Curriculum Subject: Title I School-wide Waivers BACKGROUND INFORMATION In 2017, District 214 approved a series of plans mandated by the Every Student Succeeds Act (ESSA), including the Title I Local Educational Plan, District Improvement Plan, School Improvement Plan, and School-wide Plans for Wheeling, Elk Grove and Rolling Meadows High Schools. These plans chart progress toward instructional goals and are a Title I funding requirement, whose purpose is to improve the academic achievement of economically disadvantaged students. School-wide status allows Title I schools greater flexibility in the use of funds to support programming that impacts all students in the school rather than a targeted group. Under the new implementation of ESSA, schools with poverty rates between 20% and 40% may request school-wide status by applying for a waiver. It is anticipated that in , Wheeling, Elk Grove, and Rolling Meadows High Schools will all be within this range. ADMINISTRATIVE CONSIDERATION The District 214 School Board approved School-wide Plans for for Wheeling, Elk Grove and Rolling Meadows High Schools in response to the district s instructional goals and ESSA requirements for receiving flexibility in federal funding. In accordance with these plans, District 214 has prepared School-wide Waiver Applications that will confer Title I school-wide status on Wheeling, Elk Grove and Rolling Meadows High Schools for the academic year. The local School Board must approve the School-wide Waiver Application before it is submitted to ISBE. RECOMMENDATION ACTION That the Board of Education approve the School-wide Waiver Applications. 36 ITEM: DATE: May 17, 2018 FILE: Calendar Subject: Fiscal Calendar BACKGROUND INFORMATION: Section of the Illinois School code requires that the Board of Education annually prepare and submit a calendar for the school term specifying the opening and closing dates and providing for a school term to ensure 176 days of actual pupil attendance. The Board of Education has traditionally established a school term of at least 185 days to ensure compliance with the school code and to allow for the use of emergency days, if required, and provide for teacher institute or in-service days. ADMINISTRATIVE CONSIDERATIONS: The Board of Education approved the recommended fiscal calendar on January 18, 2018 as part of a 2-year calendar pilot. To ensure that retiring IMRF employees receive service credit for the month of June, and all staff receive payment that is balanced over the year, all 10-month employees must work one day during the month of June. To achieve this end, all 10-month staff will work on Monday, June 3, 2019, from 8-10 am. To compensate staff for this additional time, we would allow all 10-month employees to leave work ten minutes after the last regular final exam on Friday, December 21, The school calendar is not affected by this recommended change. RECOMMENDED ACTION: That the Board of Education approve the revised fiscal calendar as recommended. att.

An ancillary goal is to maximize rental opportunities at Forest View Educational Center. Eastern Illinois University (EIU) approached District 214 with a proposal to lease classrooms, office space and computer labs. Forest View Educational Center would become a satellite campus for selected courses in the EIU course catalog. The administration has worked with Eastern Illinois University to develop an intergovernmental agreement. This partnership will increase college access and affordability for our high school students and adult learners in our community. District 214 students will benefit from dual credit courses at reduced rates in algebra, speech and English composition. EIU s B.A. in General Studies program will partner with District 214 Community Education to offer opportunities for lifelong learners in the evening, on weekends and online. The online General Studies program, which will have an office in District 214 s Forest View Educational Center, provides flexibility and affordability for adults who want to complete their bachelor s degree. ADMINISTRATIVE CONSIDERATIONS: The Eastern Illinois University intergovernmental lease agreement includes: Termination on June 30, 2020 with successive one-year extensions unless notified in writing per the Intergovernmental Agreement Classroom spaces as determined annually in accordance with EIU s course catalog requests A dedicated office space Naming rights upon administrative approval Optional rental of supplementary classroom space as courses are added Optional rental of spaces for single use events RECOMMENDED ACTION: That the Board of Education approve the Intergovernmental Agreement between Eastern Illinois University and the Board of Education of Township High School District 214.
