Call to Order The October 10 th, 2018 meeting of the ASUNM Full Senate was called to order by Vice President Wilks at 6:00 p.m. b. Roll Call All Senators are present except for Senators Bennett, Goranson, Cary, and Salazar. c. Approval of Minutes MOTION was made to approve the minutes. The MOTION was seconded and passed unanimously. d. Approval of Agenda MOTION was made to approve the agenda. The MOTION was seconded and passed unanimously. 2) Preliminary Business a. Guest Speaker: Tiffany Martinez and Dr. McIver UNM Student Health and Counseling I was asked to come and talk to you all about your October wellness initiative. A lot of people think that you have to be sick to come to SHAC. That is not the case. We do a lot of things. We are a comprehensive health center. We are fully accredited. Our whole clinic has to be

2 top-notch and certified. Any other medical facility have to go through this accreditation. There are only seven in the country with this certification and we are one of them. All of our staff is licenced. We are more than a nurse s office. We offer a lot of services. We just redid our website. We take insurance, but you do not need it to come see us. There are some costs associated with our services, but most are free. We don t only practice western medicine, but we also have a doctor of oriental medicine and a masseuse. We cover a lot of ground for being such a small clinic. We have doctor s certified in trans-health. We have an after-hours call service that is available 24/7. You can call our office number and it will take you to this number. Someone who is able to see you at SHAC will talk to you. We have multiple incentives that are already paid by your student fees. Anytime between the hours of 10-4, you can walk in and be seen by a provider. Your first two visits are free. We have an annual flu shot clinic. We hold skill building workshops. It is $15 for most visits. We have a Lobo Wellness program that is all encompassing and holistic. It is our job to make sure that you are healthy. We have nutritional workshops. This semester we are having a mindful eating workshop. We are also looking at doing a Freshman 101 on how to eat under $30 a week. We have sexual health programs as well. We focus on HIV/STD. We provide condoms and mints to our students. We hope that students can prevent STIs and pregnancy. We have a whole mental health team. We found out that mental health is the top driving force for students dropping out of school. We are working with UNMPD with their UNM Stronger Initiative. We brought back a column called Dear SHAC. Students can write in about health issues, such as mental health stigmas. It is on our website and you can see the response from a mental health professional. Dr. McIver is doing a series of videos on Wednesdays about healthy relationships. We have lots of cool workshops. We do a lot of education on our social media platforms. Therapy Assistance Online is a self guided tool. We had an alarming amount of students waitlisted for our mental health services. We offer different modules for people who want them. This is a way for us to help you guys by helping yourselves. We are trying to make you guys your best health advocate. We have launched TAO and it is available online. We do ask that you guys follow us on social media. This is a great way to stay informed with your health. This is also a way to see our health initiatives. b. Guest Speaker: Jorge Rios Teach for America

3 Did you know that New Mexico is ranked 49th in the nation for education? As an intern for Teach for America, I try to get top students to join. You get full salary benefits and go to conferences to learn how to become a mentor and teacher for low income students. There are lots of opportunities such as conferences for freshman and sophomores. Teach for America is all about what you want to do for this country. There are a lot of places that have less opportunities than others. How can we make these changes and make sure that our peers are the best that they can be? For Teach for America, you are only committed to teach for two years. If you are interested, we also partner with law, medical, and graduate schools. I am passionate about improving education equality. Senator S. Montoya: When are applications open and what does the process look like? a. They are open now and close October 17th. You do the application online. You need a recommendation. There will be three interviews to make sure that you are passionate about improving education. Senator AlMidany: Who is eligible to apply? a. You have to be either a junior or senior. If you apply as a junior, you have a whole year to decide if this is what you want to do post-graduation. Senator Lucas: What does this job look like day-to-day? a. You will be in a classroom in either elementary, middle, or high school. Throughout the summer that you are accepted, you go to the city you are placed in and receive a teacher certificate. The curriculum varies per state, so that is why you train there. You have the opportunity to connect with your school as well. Senator Silva: What is your job? a. I go to student organizations and classrooms and talk about the application process. c. ASUNM President s Report Last night, a state representative passed away who was a UNM alum. This might be a good idea for a condolence. Wellness Initiative: I really want to advocate for the SHAC. The Women s Resource Center is doing a destress event with essential oil. Dr. McIver will be putting out a stress relieving toolbox as well. We are

4 working with the Women s Resource Center to put on a Self-Care Market. We will have stands helping out with food insecurity. On October 23rd, we will be partnering with Community Experience by putting bins in other offices to put together packs of toiletries and food tickets for LaPo to address food insecurity. We will also be volunteering with a foodbank. Boards and Committees: There are still spots available. I encourage you to send these to your student orgs. Joint Council: We are looking to do a student panel. The idea is that students are able to voice their concerns on campus. If that interests you, I would like your input as well. There is going to be a Board of Regents meeting on Tuesday. Governmental Affairs did their capital outlay survey to see where people want the money to go. I would love to work with O&A to get more info on that. Student Fee Review Board: Student forums are going to be held. We want you to send s to your student orgs. We are going to be entering deliberations immediately the next week. Enrollment is projected to keep going down. We are going to go through each line item to see what we prioritize. Student Regents: The deadline is extended to October 15th. We have more applications than we have had in the past two years. If you know people who should apply, encourage them to. d. Community Experience Senator Gallegos: They went to Roadrunner Food Bank and are planning a wellness event. They are volunteering at ZooBoo at the BioPark. iii. Elections Commission Senator Rios: Senate packets for this cycle have gone out. No senate talk in the office. iv. Emerging Lobo Leaders

5 Senator Lucas: Anyone who has been connected with a mentee should reach out to them. My mentee is here tonight. Invite them to ASUNM events and show them the ropes. v. Governmental Affairs Senator S. Montoya: This past week, they had the congressional debate that went really well. There was a lot of great conversation. In the upcoming months, they have put out a survey about capital outlay. There are going to be ones in the future that I encourage you all to submit your opinions to. vi. Lobo Spirit Senator Assed: Every Wednesday are our volunteer meetings at 1 p.m. Starting soon we will be doing the Pit tours. There is going to be free pizza. Lobo Spirit is now taking over the student section at basketball games, so I expect to see you all there. vii. Student Special Events Senator Silva: After last full Senate they had Silent Lights. They are just finishing up Hispanic Heritage month. The next comedian is Azar Uzman. It is October 16 at 7 p.m. viii. Southwest Film Center Senator AlMidany: They played It Comes at Night last week. Next week they will be playing Loving Vincent. f. Joint Council This week we spent more time on Senate business. There was a lot of clarifying questions about how resolutions are different than bills. We discussed the student panel. We were discussing how we think the interview process should be and stuff like that. Senator Rios: What did the representatives still need clarification on bills and resolutions? a. No, we were able to answer that. There were questions about Bill 4F but all of our questions were able to be answered. Senator S. Montoya: Do you have a list of vacancies you have in Joint Council? a. I don t, but I can make one. g. Boards and Committees Senator Assed: Please come to SFRB student forums.

6 h. Public Comment We are all representing Environment New Mexico. We have a bunch of organizations within this environmental coalition. We have collected 1,000 signatures in support of more renewable energy. New Mexico has already been facing the effects of climate change, but we still consume a lot of fossil fuels. It is important for state governments to get involved. New Mexico is the second sunniest state in the nation. Universities like UNM are really influential. I encourage students to take a stand and vote for renewable energy. Not only is it the perfect time to be moving forward with these types of things, but it is the perfect state. We have the internet right at our fingers. We are among like-minded people. It is a really perfect place. We are at a pivotal minute right now. More advanced technology is giving way to cheaper sources. We encourage you to support this with us. I began this student organization from a call to action. This is bigger than solar panels. We have to stand with this movement because so much of the terror we see in this world is connected. I think we are entirely responsible for making our world safe and protecting our planet. We cannot stand by and wait for the inevitable. I think that to many, this call to action may sound annoying. But the reality is that this situation is serious. Senator Kee: I absolutely love how passionate you all are. Do you have meeting times or social media? a. Environment UNM s is environmentunm@unm.edu. Typically we meet every Friday at 4 p.m. The whole student coalition meets Friday at Senator S. Montoya: Thanks for coming, you are super awesome. Besides this, are there any small projects you are working on? a. Next Monday and Tuesday we are going to be in Smith Plaza celebrating Earth science week. We are also having a denim drive on campus. If you have old denim that you don t wear, donate it. We take it and send it to be turned into insulation for housing. Additionally, we are going to be working on more recycling on campus. We want to incorporate sustainability training for incoming freshmen. b. Eco Reps wants to help Satellite in the SUB have composting. We are meeting with Walt Miller and Chartwells. c. We are having an art project which is basically a fake solar panel and we will be taking pictures of people who are the

7 face of climate change. If you would like to help, come talk to us. Attorney General Hartshorn: Would you all think about asking the SUB to do a plastic-less Friday or strawless Friday? a. We will take notes on that. Senator Silva: Is the meeting with Walt Miller tomorrow? a. Yes, tomorrow at 2:30. Senator R. Montoya: Have you already presented this idea to university administration? a. No not yet. We are still developing our plan. We have been working to learn about the limitations and how to get around them. Once we get that all figured out, we will have action being taken. Senator AlMidany: I commend everything that you do. Besides this resolution that is going through, what things can we as a Senate do to help you further? a. Help us campaign is the main thing. You guys have a lot of resources to help us. If we have an event, you can help us spread the word. Vice President Wilks: You can always come talk to us if you have any questions. My name is Savannah Paul and I am with LoboTHON. I am here to clarify some things for our appropriation. For the banner, I provided a quote for it. I know in the budget we requested money for banners, but this is different than the one we are asking for money for in this appropriation. However, this is something that we ask for every year. I think going forward, this $800 banner is for this year. Going forward, we can correct this. My name is Samantha and I am a co-president of the Undergraduate Anthropology Society. We are requesting money for some of our trips. Next week we are going to Chaco Canyon to volunteer. We are holding a bake sale next week if you want to come check it out. We are asking for funding to help support our club. We have about students who continually come. We appreciate your support. Ryan Lindquist: I want to commend you all about your involvement with agencies. Keep it up and we appreciate it. Specifically, Senators Assed, Jaber, Ruja, Morgan, Silva, and S. Montoya. I hope to see you all at events after Fall Break.

8 i. ASUNM Senators Senator Assed: Earlier today, I met with the State Attorney General and talked about the transparency report that he did. The purpose was to connect ASUNM with his office. We are going to plan a few things with him. He wants to make sure that we know he is always supporting students. 3) Business a. Finance Committee i. Senator Lucas: We had ten appropriations go through this week and we had to fail one of them. That was because they were unsure on a lot of details for their events. We have the fall budget going through and anywhere where I put general reductions, that has to do with our temporary standing rules. The general fund is around $129,000. ii. Appropriation 13F Lobo Hockey Sen Roybal: Sponsorship Speech: They asked for money for some of their trips. We had to cut funding for their Colorado trip because they would not get the money in time. Senator Roybal: MOTION to reduce line item 9 to $338. The Senator Roybal: MOTION to reduce line item 10 to $360. The Senator Roybal: MOTION to reduce line item 11 to $338. The Senator Rios: MOTION to vote on the appropriation. The a. A roll call vote was conducted and the appropriation passes iii. Appropriation 14F American Nuclear Society Senator Ruja: Sponsorship Speech: They are requesting money for their president s travel to a conference in Orlando and three other members stays, and a conference registration fees. In the original request, they had a typo with the days which is why we increased it. Senator Roybal: MOTION to vote on the appropriation. The

9 a. A roll call vote was conducted and the appropriation passes iv. Appropriation 15F Circle K International Senator AlMidany: Sponsorship Speech: This is a student org here on campus that does community service. They are requesting money for their fall leadership retreat next weekend near Gallup. They have about 20 members registered from UNM. They are requesting money for gas and travel per diem. They are split between a travel day and overnight stay. Senator Rios: MOTION to vote on the appropriation. The a. A roll call vote was conducted and the appropriation passes with a vote of v. Appropriation 16F Deviate Senator Gallegos: Sponsorship Speech: Deviate is requesting money to attend a conference in Colorado. The are requesting money for vans, gas mileage, travel per diem, and conference fees. Questions: Senator S. Montoya: How many vans are they taking? a. Senator Gallegos: They are taking two but they have to pay insurance and fees on it. Senator Roybal: MOTION to vote on the appropriation. The a. A roll call vote was conducted and the appropriation passes vi. Appropriation 17F Brothers Leading and Cultivating Knowledge Senator Morgan: Sponsorship Speech: They are requesting money for their second annual Halloween party. They were unable to put this in a budget, so that is why they are asking for it in an appropriation. Questions: Senator Rios: What is the riser used for? a. Senator Morgan: The stage. Senator Morgan: MOTION to change line items 1 and 2 to read Facility Rental. The MOTION was seconded and passed unanimously.

10 Senator Roybal: MOTION to vote on the appropriation. The a. A roll call vote was conducted and the appropriation passes with a vote of vii. Appropriation 18F LoboTHON Senator Roybal: Sponsorship Speech: They are requesting money for two tablecloths, a banner, food for push week, copying services for sponsoring packets, and other office supplies. Senator Roybal: MOTION to vote on the appropriation. The a. A roll call vote was conducted and the appropriation passes with a vote of viii. Appropriation 19F Navigators Senator Morgan: Sponsorship Speech: They are requesting money for a retreat. One of the line items is asking for three vehicles when we can only approve of two. Questions: Senator R. Montoya: How many students will be going on this trip? a. Senator Morgan: 25. MOTION to vote on the appropriation. The MOTION was seconded and passed unanimously. a. A roll call vote was conducted and the appropriation passes ix. Appropriation 21F Men s Ultimate Frisbee Senator Gallegos: Sponsorship Speech: They are mostly requesting money for tournaments they will be attending. Line items 1-3 were cut because they would not get the money in time. Questions: Senator Rios: For conference fees, what is the standing rules? a. Senator Gallegos: We can fund $200 per event. Senator Rios: MOTION to vote on the appropriation. The a. A roll call vote was conducted and the appropriation passes x. Appropriation 22F Anthropology Society

11 xi. Senator Ruja: Sponsorship Speech: They are requesting money for two trips, one to Chaco National Park and one to a museum in Santa Fe. They are asking for educational materials for a skull that would be open to everyone and they also have a storage unit to keep it. They are asking for money for two meetings and honorarium for a non-unm employee speaker. Senator Rios: I love this student group. Every time they come in it makes me happy. I have been to Chaco Canyon and it is beautiful. I think we should fund it in full. Senator Gallegos: They want us all to come see the skull that they are buying. Senator Rios: MOTION to vote on the appropriation. The a. A roll call vote was conducted and the appropriation passes with a vote of Fall 2018 Budget Bill Senator Lucas: There are notes as to why we made reductions throughout the hearings. As it stands right now, we allocated $18,731. Questions: Senator S. Montoya: Can you explain the reductions to Kiva Club? Have we funded them fully in the past or have we made the same reductions? a. Senator Lucas: It is mainly because they generate funds from an event they requested money from. There were a few reductions to items that were unclear as well. b. Senator Ruja: I know for a fact, during their previous budget they did not request for a lot of the same line items as they did this year. Senator Lucas: MOTION to increase the National Association for the Advancement of Colored People to $352. The MOTION was seconded and passed unanimously. Senator S. Montoya: I am confused about Kiva Club and feel like there should be more discussion on it. We funded them in full for their last budget. I want clarification if we feel comfortable funding them like this.

12 Senator Roybal: We did have a lot of discussion on Kiva Club. We asked what their priorities are and made reductions based on that. MOTION to vote on the budget bill. The MOTION was seconded and passed unanimously. a. A roll call vote was conducted and the budget bill passes b. Steering and Rules Committee Senator Rios: We had three bills go through. The bills made a lot of changes in the Law Book. Bill 4F clarifies that ASUNM will not fund an activity with classroom components. We did this with advice from our legal council. These activities are ones that receive class credit for their participation. i. Bill 2F Clarification of title within the Judicial Procedure of our Law ii. iii. Book Senator R. Montoya: Sponsorship Speech: This is pretty straight forward. It is changing the title in judicial procedure. Now, this clarifies that is for all appeals in ASUNM. Discussion: Senator Rios: MOTION to vote on the bill. The MOTION was seconded and passed unanimously. a. A roll call vote was conducted and the bill passes with a vote of Bill 3F Clarification of percent sign within the Finance Code of our Law Book Senator Rios: Sponsorship Speech: This bill makes the numbers consistent within the Law Book. Questions: Senator Lucas: Are these changes being made anywhere else? a. Senator Rios: Senator Cary will be working on it in the next committee. MOTION to vote on the bill. The MOTION was seconded and passed unanimously. a. A roll call vote was conducted and the bill passes with a vote of Bill 4F Adds a clause to clarify that ASUNM will not fund any classroom component that contributes to earning an academic credit hour

13 iv. Senator Lucas: Sponsorship Speech: This bill was written to solidify a precedent we followed in the past about funding class credit. The reason why I wanted to make this permanent in the Law Book is because we should not fund something that is funded through tuition. We had advice from Legal Council. Questions: Senator AlMidany: I am confused with the timing of the when this Bill was introduced, especially during the time of FSAE. From my understanding, the Senate was going to ask FSAE questions and then decide. a. Senator Lucas: I think this is something that should have happened a while ago and needs to be solidified soon. It is something that needs to be done. b. Attorney General Hartshorn: We met with our Legal Council and this was the recommended course. After the Scribendi situation they wanted some legislation passed and nothing happened. The timing is coincidental and it impacts the future ASUNM. c. Senator Rios: In committee we discussed this mostly about Scribendi. Senator AlMidany: Did this bill affect FSAE s statement in any way? a. Vice President Wilks: It is to my knowledge that they did not know that this was going through. Senator S. Montoya: After getting recommendation from Legal Council, we decided to compromise and make a new clause. They liked the wording and I don t think we need to change it. Senator Lucas: I think the way it is reworded, you can still receive extra credit from a student org but you cannot receive class credit. Senator Callaghan: We are going to be working on defining Classroom Component in S&R. Senator Rios: MOTION to vote on the bill. The MOTION was seconded and passed unanimously. a. A roll call vote was conducted and the bill passes with a vote of Resolution 5F Encourages the Board of Regents and President Stokes to act in accordance with UNM s Administrative Policy on Sustainability

14 Senator S. Montoya: Sponsorship Speech: I am blown away by the student organization that came to speak during open comment. We have been working with them since the beginning of September. The main authors were AG Hartshorn and former Senator Starkweather. This has helped me learn about the importance of renewable energy. Not a lot was changed during the committee meeting. I think it would be a good idea to have an outreach event to see what students think about renewable energy. Discussion: Senator Rios: MOTION to vote on the resolution. The MOTION was seconded and passed unanimously. a. A roll call vote was conducted and the resolution passes c. Outreach and Appointments Committee Senator Silva: If you would like to schedule a Commuter Connection, you must me, tell me what it is about, and who it is involved. Also, if I send you an about a Commuter Connection, please read it. If you want to do a Commuter Connection, please bring it up to be in an by 5 p.m. the Friday after full Senate. We have 19 appointments. i. Jennifer Jenkins, Head Projectionist, Southwest Film Center Senator Jaber: Three weeks ago, we decided to fail Jennifer due to a lack of information. We asked her to come in-person for an interview. She came in with a strong resume. She is passionate about her position. Some experience she has had has been with Southwest Film Center as a projectionist. Senator Rios: MOTION to vote on Jennifer Jenkins. The MOTION was seconded and passed unanimously. a. A roll call vote was conducted and the appointment passed ii. James Valerio, Associate Justice, Student Court Senator R. Montoya: James had a great interview. He has a lot of great experience in law. He worked at the ADA office and is now a clerk at a law firm. His education supplements this position. He really talked about this and how he has wanted to be a judge since he was a little kid.

15 Senator Rios: MOTION to vote on James Valerio. The MOTION was seconded and passed unanimously. a. A roll call vote was conducted and the appointment passed with a vote of iii. Kevin Garcia, Associate Justice, Student Court Senator Silva: His interview was outstanding. He has interned with the NM State Legislature. He wants to give UNM students due process. Senator Rios: MOTION to vote on Kevin Garcia. The MOTION was seconded and passed unanimously. a. A roll call vote was conducted and the appointment passed iv. Jasper Cook, Associate Justice, Student Court Senator R. Montoya: Jasper had a great interview. He carried himself extremely well and explained the importance of being impartial in this position. He has experience in the law office of the public defender. He had a really great cover letter. Senator Rios: MOTION to vote on Jasper Cook. The MOTION was seconded and passed unanimously. a. A roll call vote was conducted and the appointment passed v. Beth Brader, Associate Justice, Student Court Senator Robinson: Beth is a great candidate for this position. She is currently in the Pre-Law Honor Society. She has a sincere dedication to ASUNM and wants to serve this campus. Senator Rios: MOTION to vote on Beth Brader. The MOTION was seconded and passed unanimously. a. A roll call vote was conducted and the appointment passed with a vote of vi. Benjamin Maurer, Marketing Director, Student Special Events Senator Ben: MOTION to block vote on all paper interviews from Benjamin Maurer to Chris Stephens. The MOTION was seconded and passed unanimously. Senator Silva: All of these candidates have great qualities that will help ASUNM grow to new heights. We would not have approved them if something was wrong.

17 a. Closing Comments Senator Ben: Good job guys. You have until midnight to submit your hours. Senators Cary, Kee, Morgan, and Ruja need to submit more hours. Outreach hours are any ASUNM event that you go to, unless it is for an agency that you sponsor. The senator who has the most hours is Senator Assed with 30 hours. Senator Rios: Can everyone please fill out the cards for Teach for America? Legislation is due by Friday at 5pm Senator S. Montoya: Some of the S&R senators and myself will be working on definition legislation, so if you want to help please let me know. Senator Rios: I am working on a resolution about UNM Dream Team, if you want to help please let me know. Senator R. Montoya: Thanks to Senator Lucas and the finance committee for all of their explanations. Senator S. Montoya: Shoutout to the finance committee for the great effort on the budgets. b. ASUNM Vice President Closing I want to reiterate that SFRB student forums are next week. There is a Board of Regents meeting on Tuesday at 9:00. I hope to see you all there. Next week s Finance meeting is in Santa Ana A&B. The next full Senate will be in the Kiva classroom. FSAE and I are in the process of setting up a time to meet.
