1 INTERNATIONAL ASSOCIATION OF ARSON INVESTIGATORS IOWA CHAPTER MINUTES Annual Meeting of the General Membership September 16, 2015 The annual meeting of the General Membership of the International Association of Arson Investigators Iowa Chapter was called to order at the Radisson, Davenport, Iowa at 8:40 AM on September 16, 2015, pursuant to the notice sent to all members in accordance with the bylaws. John Grier, President presided and Paul O Connell, Secretary/Treasurer, recorded the proceedings of the meeting. Roll call of officers: John Grier President Becky Nelson 1 st Vice President Zack Spykerman 2 nd Vice President Paul O Connell Secretary/Treasurer Greg Siembieda Director of Investigations Jeff Haler Director of Detection Kimberly Shepherd Director of Prosecution G. Terry Smith Director of Insurance Jeff Hutcheson Direct at Large West Kurt Blackburn Director at Large East The first order of business was from the nomination committee. Director s Blackburn and Siembieda took nominations from the floor as well as nominations sent via . For the position of President. Becky Nelson was nominated. For the position of 1 st Vice President. Zack Spykerman was nominated. For the position of 2 nd Vice President. Jeff Haler was nominated. A motion duly made (Director Hutcheson) and second (Member Fraser) to cease nominations until the meeting reconvenes September 17, 2015 was accepted at this time. The meeting was recessed at 08:44 AM on September 16, The annual meeting of the General Membership of the International Association of Arson Investigators Iowa Chapter was reconvened at the Radisson, Davenport, Iowa at 11:12 AM on September 17, 2015, pursuant to the notice sent to all members in accordance with the bylaws. Motion made (2 nd VP Spykerman) to approve Financial report and seconded (Past President Mark Crooks). Motion passed unanimous. Motion made (Member Troy Luck) to approve 2014 AGM Minutes as printed in Firefax and posted on website and seconded (Member Mark Dooley). 3 Worked to get a members only page on the website that has our members names and contact information for networking reasons. John Grier gave the President report: Attended the ITC Annual conference in Chicago. Please recruit new people for Iowa Chapter membership if you are retiring or leaving. Becky Nelson gave the 1 st Vice President report: Attended Lunch n Learns in the state, also training at the IFSTB with the Northern District. If you have training in the area, let us know and we can get it on the website. Continue to work on the Firefax. Send us articles if you want to have one published. Seminar certificates this year will be a little different. They are already printed with the word Tested typed in. If you are not testing, let us know and we will mail you one that says Attended instead. The NFPA 1033 hours are also on the back for easy documentation of hours. Would like to thank Kurt, Kim and Chief Hayman for working on this Seminar and getting more sponsors Seminar will be in Council Bluffs. Zack Spykerman gave the 2 nd Vice President report: Training: Had an Expert Witness class this past Spring. Looking at having another in April or May Would like to fill with Iowa Chapter IAAI members 1 st. The class size is limited to 8. Need to have it for CFI test Seminar is in Council Bluffs. Working to formulate around the 1033 modules. Looking ahead at 2017 to be back in central Iowa. GMRC will be hosting burns cells next year. It is a free one day class to attend. Greg Siembieda gave the Director of Investigation report: Missed several meetings du to health reasons. As Chairman of Communications, worked with Paul to get the Members Only page up on the website along with some other upgrades. Have the ability to keep the Facebook page up to date. Worked on ordering of awards for the 2015 Seminar. G. Terry Smith gave the Director of Insurance report: On the CFI Committee: encourage everyone to take tests at any class you take because it counts toward credit for certifications. Kurt Blackburn gave Director at Large East report: Happy to help with Lunch n Learn s even if it is for a department and not IAAI affiliated. Kim Shepherd and Mike Walton did a Lunch n Learn at DFD Training Center.
4 Jeff Haler gave the Director of Detection report: Got in touch with Community Colleges in Iowa to push the Iowa Chapter IAAI Scholarship. The wording in the Scholarship now allows for online learning, but must be from an accredited school. Encourage to have anyone apply that qualifies. Site Selection Committee is looking into 2017 and Contact us if interested in being a hosting site. Want to thank Kim, Kurt, Mike and all of DFD for this year s seminar. Jeff Hutcheson gave the Director at Large West report: Attended most of the meetings. Attended ITC in Chicago. Attended two breakfast Lunch n Learn s in Council Bluffs. Use CFITrainer.net, it is the least expensive way to get training. Be involved in the Iowa Chapter, any member can volunteer for a committee. Kimberly Shepherd gave the Director of Prosecution report: Happy to have everyone come to Davenport. One of her goals and the Scott County Attorney Office is to help anyone with a case if they have any questions. Elections: Nominations for the following positions were announced: President: Becky Nelson. 1 st Vice President Zack Spykerman. 2 nd Vice President Jeff Haler. A motion duly made (Member John Ticer) and seconded (Past President Alan Clark) to cease nominations was unanimously approved. A motion duly made (Past President Mark Crooks) and seconded (Member Brian Greer) to have the Secretary cast a unanimous ballot for the uncontested positions. Motion unanimously passed. Director At Large West was held in sectional meeting with Daniel Roberts being elected to the position. Director of Detection was held in sectional meeting with John Ticer elected to the position. An inquiry was made as to any information for the good of the order:
5 President Grier thanks everyone who helped set the conference up. President Grier brought to the membership attention about supporting candidates for the International. Trace Lawless is running for a Board of Directors position. A motion was duly made (Member John Bostwick) and seconded (Member Alan Abbott) to support Lawless for the next election of Board of Directors. Motion unanimously passed. Bumper Moylan is running for the 2 nd Vice President position. A motion was duly made (Director Hutcheson) seconded (Director Siembieda) to support Moylan for the next election of 2 nd Vice President. Motion unanimously passed. Trace Lawless was given time to speak to the membership at the meeting. A motion made (Past President VanVleet) to pay Secretary/Treasurer s membership stipend at $4.25 per member and seconded (Member Jeff Quigle). Motion unanimously passed. Past President VanVleet said if we are going to support these candidates, then we must go and vote for them when the ballots are open. The next meeting of the General Membership will be held at the next Annual Seminar, at the Mid-America Center, Council Bluffs, Iowa, September 20-23, Times will be posted in the brochure for the 2016 seminar. There being no further business before the meeting, it was, in motion duly made (1 st VP Nelson) and seconded (Director Haler), adjourned at 11:44 AM.
